GENTEXT/REMARKS/1.  PER REF A, THIS MESSAGE ANNOUNCES THE MARINE CORPS MUSIC OUTREACH BOARD TO SELECT NATIONALLY SIGNIFICANT COMMUNITY RELATIONS EVENTS FOR MUSICAL UNIT PARTICIPATION IN SUPPORT OF THE MARINE CORPS STRATEGIC ENGAGEMENT PROGRAM.  THE BOARD WILL CONVENE AT 1300 ON 14 SEP 11 AT THE SMITH CONFERENCE ROOM, WASHINGTON, D.C., ROOM 4E771, THE PENTAGON.  THE BOARD WILL BE COMPRISED OF MEMBERS FROM THE FOLLOWING ORGANIZATIONS:  HQMC DIVPA (PAC), MRA DIVERSITY SECTION, OLA, MCRC, AND MARINE BARRACKS, WASHINGTON.
2.  THE BOARD WILL SELECT NATIONALLY SIGNIFICANT EVENTS TO SERVE AS ANCHOR EVENTS AROUND WHICH RECRUITING AND/OR COMMUNITY OUTREACH ACTIVITIES WILL BE BUILT. SUCH EVENTS WILL BE LOOKED AT FAVORABLY TO RECEIVE SUPPORT FROM MARINE CORPS BANDS AND WHEN APPROPRIATE, ADDITIONAL SUPPORT FROM AIR/GROUND STATIC DISPLAYS, SPEAKERS, AND CANVASSING RECRUITING OPERATIONS.
3.  IN SUPPORT OF THE GOALS AND OBJECTIVES CONTAINED IN REF B, MARFORS, RECRUITING DISTRICTS, COMMANDS WITH OPERATIONAL CONTROL OF A MUSICAL UNIT, AND MRA (DIVERSITY) ARE ENCOURAGED TO TAKE THIS OPPORTUNITY TO SUBMIT RECOMMENDATIONS FOR NATIONALLY SIGNIFICANT EVENTS WHICH IMPACT THEIR PRIMARY AREA OF INTEREST AND RESPONSIBILITY.  CONSIDERATION SHOULD BE GIVEN TO VALUE FOR RECRUITING INTERESTS, EVENT ATTENDANCE, POTENTIAL FOR MEDIA COVERAGE, SIGNIFICANCE OF AUDIENCE DEMOGRAPHICS, AND POTENTIAL FOR DEVELOPING SURROUNDING STRATEGIC ENGAGEMENT OPPORTUNITIES.
4.  EVENTS OF SPECIAL INTEREST AND OTHER COMMUNITY RELATIONS EVENTS AND MEETING THE CRITERIA OUTLINED IN REF C MAY INCLUDE, BUT ARE NOT LIMITED TO, SUPPORT OF CIVIC OR VETERANS SERVICES ORGANIZATIONS, PROFESSIONAL OR COLLEGIATE SPORTING EVENTS, MAJOR PARADES, FORMAL CONCERTS, OUTDOOR FESTIVALS, ETC.  COMMANDS MUST SUBMIT EVENTS FOR CONSIDERATION TO THE POC VIA EMAIL USING THE CRITERIA DETAILED BELOW IN PARAGRAPHS FIVE AND SIX.
5.  COMMANDS SHOULD SUBMIT AN ESTIMATE OF COSTS ASSOCIATED WITH EACH EVENT FOR FUNDING CONSIDERATION BY HQMC.  COSTS SHOULD INCLUDE PER DIEM, BILLETING AND GROUND TRANSPORTATION REQUIREMENTS.  DIV PA (COMREL) WILL WORK IN CONJUNCTION WITH HQMC ASM TO PROVIDE PRIORITY MILITARY AIR SUPPORT FOR THE MOVEMENT OF BANDS SUPPORTING EVENTS IDENTIFIED AS NATIONALLY SIGNIFICANT EVENTS.
6.  EVENT SUBMISSION CRITERIA IS DUE TO DIV PA (PAC) NLT 31 AUG 11 AND MUST INCLUDE THE FOLLOWING:
A.  NAME AND DATE(S) OF EVENT.
B.  EVENT LOCATION.  ONLY CONUS EVENTS WILL BE CONSIDERED.
C.  EVENT POINT OF CONTACT.
D.  SPECIFIC PERFORMANCE VENUE AND PROJECTED AUDIENCE SIZE.
E.  OTHER EVENT PARTICIPANTS.
F.  HISTORY OF PREVIOUS MILITARY PARTICIPATION IN EVENT.
G.  ORGANIZERS' BOOKING DEADLINE FOR MUSICAL GROUP PARTICIPATION.
H.  A BRIEF NARRATIVE EXPLAINING THE NATURE OF THE EVENT WHICH SPECIFICALLY ADDRESSES THE EVENTS VALUE IN SUPPORT OF THE STRATEGIC ENGAGEMENT PROGRAM.
7.  A DETAILED AGENDA FOR THE BOARD WILL BE FORWARDED TO BOARD REPRESENTATIVES VIA SEPARATE CORRESPONDENCE.
8.  RESULTS OF THE BOARD WILL CONTAIN A LIST OF EVENTS SELECTED FOR SUPPORT OF THE MARINE CORPS STRATEGIC ENGAGEMENT PROGRAM AND THE BANDS ASSIGNED TO THOSE EVENTS.   PARTICIPATING COMMANDS WILL BE NOTIFIED VIA SEPARATE CORRESPONDENCE REGARDING FUNDING REQUESTS.
9.  THE BOARD WILL ALSO COORDINATE AVAILABILITY OF BANDS TO PARTICIPATE IN NATIONAL HOLIDAY EVENTS PER REF B AND IN SUPPORT OF THE STRATEGIC ENGAGEMENT PROGRAM.  BANDS WILL BE IDENTIFIED TO SUPPORT THE FOLLOWING HOLIDAY OBSERVANCES:
A.  COLUMBUS DAY:   8 - 12 OCT 11.
B.  THANKSGIVING:  22 - 26 NOV 11.
C.  NEW YEARS DAY:  30 DEC 11 - 3 JAN 12.
D.  ARMED FORCES DAY:  17 - 21 MAY 12.
E.  MEMORIAL DAY:  26 - 30 MAY 12.
F.  INDEPENDENCE DAY:  2 - 6 JUL 12.
G.  9/11 REMEMBRANCE:  9 - 13 SEP 12.
H.  ONCE DESIGNATED FOR SUPPORT, BANDS WILL RESERVE THE PERIODS IDENTIFIED ABOVE TO SUPPORT EVENTS DIRECTED BY HQMC.  THE BAND WILL BE RELEASED FOR LOCAL REQUESTS TWO WEEKS PRIOR TO THE HOLIDAY.
10.  ADDITIONAL EVENTS MAY BE NOMINATED FOR CONSIDERATION AFTER THE BOARD CONCLUDES.  EVENTS SHOULD BE SUBMITTED PER PARAGRAPHS FIVE AND SIX ABOVE.
