NARR/REF A IS THE DEPUTY COMMANDANT OF MANPOWER AND RESERVE AFFAIRS APPROVAL OF A PROGRAM ALLOWING ACTIVE COMPONENT OFFICERS TO TRANSFER TO THE RESERVE COMPONENT WHO ARE WITHIN 12 MONTHS OF THEIR END OF ACTIVE SERVICE DATE, DATED 4 MAR 2011.  REF B IS THE CONTRACT WHICH OBLIGATES THE MARINE TO A MINIMUM OF TWO YEARS IN THE SELECTED MARINE CORPS RESERVE.  REF C IS THE MARINE CORPS PERSONNEL ASSIGNMENT POLICY.//

GENTEXT/REMARKS/1. PURPOSE.  ANNOUNCING A PROGRAM THAT ALLOWS ACTIVE COMPONENT (AC) MARINE OFFICERS TO TRANSFER TO THE RESERVE COMPONENT WHO ARE 12 MONTHS OR LESS FROM THEIR END OF ACTIVE SERVICE DATE.   AFFILIATION INCURS A MINIMUM TWO YEAR OBLIGATION TO THE SELECTED MARINE CORPS RESERVE (SMCR).  THERE IS A 10,000 AFFILIATION BONUS FOR OFFICERS WHO OBLIGATE TO SERVE THREE YEARS IN THE SMCR.
2. ELIGIBILITY.
     A. EFFECTIVE DATE OF TRANSFER MUST BE 12 MONTHS OR LESS FROM THE OFFICER'S END OF ACTIVE SERVICE DATE.
     B. TIME ON STATION REQUIREMENTS APPLY PER REF C.
3. COORDINATING INSTRUCTIONS.
     A. HQMC (MP) MAINTAINS ALL POLICY ASSOCIATED WITH THIS PROGRAM.
     B. HQMC (MM) MAINTAINS FINAL APPROVAL AUTHORITY FOR ALL REQUESTS.
     C. HQMC (RA) WILL PROVIDE A CONCUR/NON-CONCUR RECOMMENDATION OF MARINES WHO SEEK AFFILIATION TO THE SMCR.  RA WILL SCROLL OFFICERS WHO VOLUNTEER TO AFFILIATE WITH THE SMCR. SEPARATION FROM THE AC IS CONTINGENT ON THE SUCCESSFUL SCROLLING TO THE RESERVE COMPONENT WHICH AVERAGES THREE TO SIX MONTHS.
     D. INDIVIDUAL MARINES MUST SUBMIT REQUESTS TO PARTICIPATE IN THE EARLY OUT PROGRAM VIA THEIR CHAIN OF COMMAND.  ANY OFFICER THAT IS TAD, FAP, OR TEMPORARILY ASSIGNED TO ANOTHER UNIT MUST RECEIVE APPROVAL FROM THEIR PARENT COMMAND.
     E. ADCON BATTALION/SQUADRON COMMANDERS WILL SUBMIT ALL REQUESTS FOR THE EARLY OUT PROGRAM TO HQMC (MMOA-3) VIA AA FORM.
        (1) COMMANDERS WILL RECOMMEND APPROVAL OF A SPECIFIC DATE FOR SEPARATION WHEN ENDORSING A MARINES REQUEST FOR EARLY RELEASE.
        (2) COMMANDERS WILL PROVIDE SPECIFIC JUSTIFICATION FOR INDIVIDUAL MARINES NOT RECOMMENDED FOR APPROVAL TO PARTICIPATE IN THE PROGRAM.
