GENTEXT/REMARKS/1. SITUATION.
A. SPECIAL DUTY ASSIGNMENTS (SDA) ARE CHALLENGING AND REWARDING BILLETS THAT ARE ESSENTIAL TO THE RECRUITMENT AND INITIAL TRAINING OF MARINES AND TO THE SECURITY OF SENSITIVE NAVY AND STATE DEPARTMENT FACILITIES. THE HIGH STANDARDS AND WIDE RESPONSIBILITIES OF MARINES SERVING ON SDAS IS EVIDENT IN THE SPECIAL CONSIDERATION ON PROMOTION BOARDS.
B. THE GREAT DEMAND FOR HIGHLY QUALIFIED SERGEANTS AND STAFF SERGEANTS IN THE OPERATING FORCES, ON SDAS, AND OTHER DEMANDING BILLETS HAS GIVEN THESE MARINES MANY OUTSTANDING OPPORTUNITIES AND CHALLENGING BILLETS TO CHOOSE FROM.
2. MISSION. IN ORDER TO MAINTAIN ANNUAL NEEDS OF SDAS, CMC (MMEA-85) IN COORDINATION WITH MARINE CORPS RECRUITING COMMAND (MCRC), IS MODIFYING THE EXISTING FY11-02 HQMC RECRUITING SCREENING TEAM (HRST) TO SCREEN AND ASSIGN MARINES TO RECRUITING DUTY, DRILL INSTRUCTOR (DI) DUTY, COMBAT INSTRUCTOR (CI) DUTY, AND MARINE CORPS SECURITY FORCES (MCSF) DUTY. THE HQMC SDA SCREENING TEAM (HSST) WILL REPLACE THE EXISTING HRST. THIS ACTION WILL MORE EFFECTIVELY SUPPORT TIMING OF UNIT DEPLOYMENTS AND PROVIDE A GREATER DEPTH OF CHOICES FOR THE INDIVIDUAL MARINE.
3. EXECUTION. THIS MARADMIN MODIFIES INSTRUCTIONS FOR THE FY11-02 HRST THAT HAVE BEEN DISTRIBUTED TO CAREER PLANNERS (CP).
A. ALL MARINES SELECTED FOR THE HSST WILL CONTINUE TO FILL OUT THE RECRUITING SCREENING CHECKLIST CONTAINED IN REF A.
B. MARINES SELECTED FOR THE HSST WILL ADDITIONALLY RANK THEIR SDA AND GEOGRAPHIC PREFERENCES (E.G. FIRST CHOICE RECRUITING, SECOND CHOICE DI WEST COAST, THIRD CHOICE MCSF, FOURTH CHOICE SOI WEST COAST ETC).
C. MARINES WILL REPORT TO THE HSST AND BE SCREENED BY REPRESENTATIVES FROM MARINE CORPS RECRUITING COMMAND (MCRC) AND MMEA-85. UPON REPORTING TO THE TEAM OIC, MARINES WILL PROVIDE THEIR PREFERENCES AND THEIR PREFERRED CLASS DATES.
D. UPON CONSOLIDATION OF ALL HSST ROSTERS, CMC (MMEA-85) WILL ASSIGN SDAS ACCORDING TO STAFFING PRIORITIES AND MARINE PREFERENCE.
1. RECRUITING REQUIREMENTS WILL BE FILLED FIRST. ALL QUALIFIED MARINES REQUESTING RECRUITING NUMBER ONE ON THEIR SDA PREFERENCES WILL BE SELECTED FOR RECRUITING DUTY.
2. IF RECRUITING REQUIREMENT IS NOT ACHIEVED FROM THAT POOL, MARINES REQUESTING RECRUITING AS THEIR SECOND CHOICE WILL BE SELECTED, AND SO ON UNTIL THE RECRUITING REQUIREMENT IS MET.
3. THE SAME PROCEDURE WILL BE FOLLOWED TO FILL ALL REMAINING SDAS. THE HSST OIC WILL ANNOUNCE STAFFING PRIORITIES FOR DI, CI, AND MCSF DUTY DURING THE HSST BRIEF.
A. THIS PROCESS WILL ALLOW CMC(MMEA-85) TO FILL SDA REQUIREMENTS WITH THE MOST QUALIFIED AND ASSIGNABLE MARINE WHILE ALLOWING INDIVIDUALS TO HAVE INPUT ON THE CAREER OPPORTUNITIES BEING PRESENTED.
B. CMC(MMEA-85) WILL ACCOMMODATE REQUESTS TO THE GREATEST EXTENT POSSIBLE.
4. COORDINATING INSTRUCTIONS
A. CAREER PLANNERS OF MARINES WHO WILL NOT BE PRESENT FOR THE HSST WILL ENSURE THAT THEY KNOW THE PREFERENCE OF THAT MARINE WHEN BRIEFING THE TEAM OIC.
B. THE FOLLOWING SDAS WILL BE RANKED BY ALL MARINES.
1. RECRUITING
2. DI DUTY (MCRD SD)(NOTE 1)
3. DI DUTY (MCRD PI)
4. CI DUTY (SOI-W)(NOTE 2)
5. CI DUTY (SOI-E)
6. MCSF DUTY
(NOTE 1 AND 2) RESTRICTED TO MALES ONLY
C. THE FOLLOWING SDA SCHOOL CLASSES WILL BE FILLED BY THE HSST:
1. BASIC RECRUITING COURSES 2-12 (JAN 2012), 3-12 (MAR 2012), AND 4-12 (APR 2012)
2. DI SCHOOL CLASSES 1-12 (OCT 2011), 2-12 (JAN 2012) AND 3-12 (MAR 2012)
3. COMBAT INSTRUCTOR COURSES 1-12 (OCT 2011), 2-12 (JAN 2012) AND 3-12 (APR 2012)
D. MSG DUTY IS NOT BEING CONSIDERED FOR SCREENING DURING THE HSST DUE TO THE ADDITIONAL SCREENING CRITERIA REQUIRED BY MARINE CORPS EMBASSY SECURITY GROUP (MCESG).
5. ADMIN AND LOGISTICS
A. THE ITINERARY, TIMES, AND LOCATIONS FOR THE HSST IS THE SAME AS THAT OF THE FY11-02 HRST.

B. MARINES THAT DESIRE TO VOLUNTEER AHEAD OF THE HSST WILL SUBMIT A RECRUITING SCREENING CHECKLIST VIA THE TOTAL FORCE RETENTION SYSTEM (TFRS) TO THE RECRUITING SCREENING BOX. CAREER PLANNERS WILL ENSURE THAT THEY NOTE THE MARINES' PREFERENCES IN THE COMMENTS SECTION. THESE MARINES WILL RECEIVE EXTRA CONSIDERATION DURING THE CONSOLIDATION PROCESS.
C. RESULTS OF THE HSST WILL BE PUBLISHED VIA NAVAL MESSAGE AND TFRS MESSAGE IN MID AUGUST.
