GENTEXT/REMARKS/1.  REFERENCE A IMPOSED A 90-DAY FREEZE ON CIVILIAN HIRING ACTIONS AND PROVIDED OPPORTUNITIES FOR EXEMPTIONS. IAW ASSISTANT COMMANDANT OF THE MARINE CORPS (ACMC) DIRECTION, REFERENCE B EXTENDED THE CIVILIAN HIRING FREEZE AND BROADENED ITS SCOPE. THIS WAS NECESSARY BASED ON A REVIEW OF FISCAL YEAR 2011 (FY11) CIVILIAN LABOR BUDGET EXECUTION FROM AN ENTERPRISE PERSPECTIVE AND IMMINENT FY12 BUDGET CONSTRAINTS. THIS MARADMIN PROVIDES ADDITIONAL GUIDANCE ON THE MARINE CORPS-WIDE CIVILIAN HIRING FREEZE AND FY12 CONTROLS. FOR PURPOSES OF THIS POLICY, HEADQUARTERS MARINE CORPS (HQMC) IS TREATED AS A SINGLE COMMAND.
2.  THE FOLLOWING ACTIONS ARE EFFECTIVE IMMEDIATELY.
  A.  MARINE CORPS MAJOR COMMANDS UNDER EXECUTING THEIR CIVILIAN LABOR BUDGET MAY HIRE UP TO THEIR FY12 CIVILIAN LABOR BUDGET CONTROLS. SUBORDINATE COMMANDS MUST RECEIVE PRIOR APPROVAL FROM THEIR MAJOR COMMAND BEFORE BEING RELEASED FROM THE FREEZE. MAJOR COMMANDS CAN ELECT TO LEVERAGE THEIR SUBORDINATE COMMANDS RESOURCE ALLOCATIONS TO MEET BROADER GOALS AND PRIORITIES. PRIOR COORDINATION IS IMPERATIVE TO SUPPORT MAJOR COMMAND PRIORITIES. DC, P AND R WILL CONTINUE TO WORK WITH MAJOR COMMANDS ON LABOR EXECUTION OVERSIGHT AND ABILITY TO CONTINUE HIRING.
  B.  MARINE CORPS COMMANDS CURRENTLY OVER EXECUTING THEIR LABOR BUDGET SHALL CONTINUE UNDER THE HIRING FREEZE UNTIL THEY ACHIEVE THEIR FY12 LABOR BUDGET TARGET. WAIVERS MAY BE REQUESTED ONLY IN CASES WHERE POSITIONS, IF LEFT VACANT, WOULD SERIOUSLY RISK NATIONAL SECURITY AND/OR SAFETY OF LIVES/PROPERTY. FURTHERMORE, IN COORDINATION WITH AFFECTED COMMANDS, DC P AND R WILL REALIGN OVER EXECUTING COMMANDS' NONLABOR DOLLARS INTO LABOR ACCOUNTS WITHOUT ANY INCREASE TO THEIR FY12 MANAGE TO PAYROLL TARGETS OR BUDGETED TOTAL OBLIGATION AUTHORITY TO FULLY FUND EXPECTED CIVILIAN PERSONNEL EXPENDITURES. THIS IS A TEMPORARY MEASURE TO COVER SALARIES UNTIL THE COMMAND BALANCES PERSONNEL COSTS WITHIN LABOR TARGETS.
3.  EXEMPTIONS AND ACTIONS NOT IMPACTED BY THE FREEZE IDENTIFIED IN REFERENCE B PARAGRAPHS 3A THROUGH 3D AND PARAGRAPH 8 STILL APPLY. ADDITIONALLY, SENIOR EXECUTIVE AND HIGHLY QUALIFIED EXPERT POSITIONS ARE EXEMPT AND WILL BE HANDLED VIA THE NORMAL MCCERB APPROVAL PROCESS WITH APPROVAL BY THE ACMC. OVER EXECUTING COMMANDS ARE REQUIRED TO FUND THESE EXEMPTIONS AND ACTIONS.
4.  OUTSTANDING ACTIONS FOR NON-MROC APPROVED NGEN, CYBER, MCCLEP, ACQUISITION, WWR, AND ANY OTHER INITIATIVE WITH PROJECTED FUTURE GROWTH ARE ON HOLD FOR THE INDEFINITE FUTURE. EXCEPTIONS ARE THOSE ACTIONS WHERE OFFERS OF EMPLOYMENT WERE MADE OR WHERE THE DOD PRIORITY PLACEMENT PROGRAM (PPP) PROCESS WAS INITIATED PRIOR TO REFERENCE B.
5.  DURING STRATEGIC TOTAL FORCE PLANNING (STFP) EFFORTS FOR THE CIVILIAN WORKFORCE, ALL COMMANDS SHOULD ASSESS THEIR CIVILIAN LABOR REQUIREMENTS, CAPABILITIES, GAPS, AND STRATEGIES BEFORE APPLYING WORKFORCE SHAPING ACTIONS, E.G., VOLUNTARY EARLY RETIREMENT AUTHORITY (VERA), VOLUNTARY SEPARATION INCENTIVE PAY (VSIP), ETC. COMMANDS SHOULD ALSO REVIEW THE DISTRIBUTION OF NON-LABOR RESOURCES TO ENSURE THEY ARE BALANCED AND PRIORITIZED TOWARDS ACHIEVING MISSION ACCOMPLISHMENT. MORE DEFINITIVE GUIDANCE ON STFP IS FORTHCOMING FROM DEPUTY COMMANDANT FOR COMBAT DEVELOPMENT AND INTEGRATION (DC CD AND I).
