GENTEXT/REMARKS/1.  THIS IS A DEPUTY COMMANDANT FOR INSTALLATIONS AND LOGISTICS (DC IL) AND COMMANDING GENERAL, TRAINING AND EDUCATION COMMAND (CG TECOM) COORDINATED MESSAGE.
2.  THIS MESSAGE ANNOUNCES INTERIM POLICY GUIDANCE FOR LICENSING MARINES TO OPERATE THE MINE RESISTANT AMBUSH PROTECTED (MRAP) FAMILY OF VEHICLES (FOV).  REFS A, B, AND C ARE CANCELLED.  THIS MESSAGE SUPERSEDES THE MRAP LICENSING GUIDANCE PUBLISHED IN REF D; ALL OTHER ELEMENTS OF REF D REMAIN EFFECTIVE.
3.  BACKGROUND.  THE GROUND BOARD RECOMMENDED REDUCING THE MOTOR VEHICLE INCIDENTAL OPERATOR TRAINING REGIMEN TO INCREASE LICENSED MRAP OPERATOR THROUGHPUT AND MITIGATE A SHORTAGE OF HOME STATION TRAINING (HST) ASSETS.  IN RESPONSE, THE MOTOR TRANSPORT COMMUNITY, IN CONCERT WITH TECOM, IDENTIFIED AND TESTED A MORE EFFICIENT INCIDENTAL LICENSING PROCESS AND CONDUCTED A PILOT LICENSING COURSE DURING THE FIRST AND SECOND QUARTER OF FY11 FOCUSED ON THE EXPANDED CAPACITY VEHICLE (ECV), HIGH MOBILITY MULTIPURPOSE WHEELED VEHICLE (HMMWV), MRAP ALL-TERRAIN VEHICLE (MATV), AND CATEGORY (CAT) I/II MRAP (WITH/WITHOUT (W/WO) INDEPENDENT SUSPENSION SYSTEM (ISS)). PILOT RESULTS INDICATE A STREAMLINED LICENSING PROGRAM CAN SAFELY PRODUCE BASICALLY TRAINED INCIDENTAL OPERATORS WHILE MAXIMIZING LIMITED HST RESOURCES AVAILABILITY.
4.  POLICY.  EFFECTIVE IMMEDIATELY, THE FOLLOWING TRAINING/LICENSING REGIMEN WILL GOVERN LICENSING OF MARINES TO OPERATE THE MRAP FOV. ALL APPLICANTS WILL BE PROVIDED INSTRUCTION VIA CLASSROOM/DISTANCE LEARNING, PRACTICAL APPLICATION, AND ACCUMULATED MILEAGE UNDER SPECIFIC CONDITIONS.  APPLICANTS WILL MEET THE FOLLOWING OBJECTIVES.
A.  CLASSROOM INSTRUCTION/DISTANCE LEARNING VIA MARINE NET
(1) VEHICLE CHARACTERISTICS
(2) PREPARE OPERATIONAL FORMS AND RECORDS
(3) PREVENTIVE MAINTENANCE CHECKS AND SERVICES
(4) EMERGENCY REPAIRS
B.  HANDS ON INSTRUCTION
(1) PERFORM EMERGENCY REPAIRS
(2) PREVENTIVE MAINTENANCE CHECKS AND SERVICES
(3) OPERATE A VEHICLE IN A LOW/NO LIGHT CONDITION WHILE USING NIGHT VISION DEVICES.  PRACTICAL APPLICATION WILL BE EVALUATED USING THE PERFORMANCE EVALUATION CHECKLIST POSTED ON THE EHQMC MOTOR TRANSPORT SHAREPOINT SITE AT HTTPS:SLASHSLASHEHQMC.USMC.MIL/ORG/IL/LP/LPC/LPC-1/MOTORT/MT_LICENSIN G/DEFAULT.ASPX
C.  WRITTEN TEST.  SPECIFIC VEHICLE KNOWLEDGE TESTS WILL BE ADMINISTERED IN ACCORDANCE WITH REF E PRIOR TO ISSUANCE OF A LEARNER'S PERMIT.
D.  ACCUMULATED MILEAGE.  OPERATE EQUIPMENT ON AND OFF ROAD AS DIRECTED BY MILEAGE REQUIREMENTS LISTED BELOW:  READ IN FOUR COLUMNS.

NOTE:  COMMANDERS MAY SUBSTITUTE ON-BASE AND OFF-BASE MILEAGE IF THE SITUATION DICTATES.  HOWEVER, A MIX OF DRIVING CONDITIONS SHOULD BE ENCOUNTERED.
E.  THIS POLICY IS DESIGNED TO REDUCE REDUNDANT PHASES OF CURRENT LICENSING POLICY WHILE RETAINING EFFECTIVENESS.  TO MAXIMIZE EFFICIENCIES, COMMANDERS SHOULD LICENSE THESE PLATFORMS SEQUENTIALLY AS A GROUP STARTING WITH THE ECV.  DOING SO REDUCES REDUNDANT ADMINISTRATIVE AND TESTING REQUIREMENTS AND MAXIMIZES USE OF LIMITED RESOURCES.  EACH UPGRADE WHEN NOT COMPLETED AS PART OF THIS GROUPING WILL INCLUDE COMPLETION OF VEHICLE TRAINING REQUIREMENTS AND SEPARATE TESTING.
(1) EXAMPLE A:  OPERATOR REQUIRING ECV, MRAP CAT I/II AND MATV ENDORSEMENT WILL COMPLETE ALL TRAINING REQUIREMENTS, OBTAIN 125 DOCUMENTED ECV MILES DRIVEN (ACTUAL AND SIMULATED), OBTAIN 55 DOCUMENTED MRAP MILES DRIVEN, OBTAIN 55 DOCUMENTED MATV MILES DRIVEN AND WILL THEN BE ADMINISTERED A SINGLE ROAD AND SKILLS TEST IN THE MRAP CAT II VEHICLE.  AFTER SUCCESSFUL COMPLETION UNDER THIS SCENARIO, AN OPERATOR, WOULD HAVE HIS LICENSE ENDORSED FOR THE ECV VARIANT, MRAP CAT I/II (W/WO ISS) AND THE MATV.
(2) EXAMPLE B:  OPERATOR REQUIRING ECV AND MATV ENDORSEMENT WILL COMPLETE ALL TRAINING REQUIREMENTS, OBTAIN 125 DOCUMENTED ECV MILES DRIVEN (ACTUAL AND SIMULATED), OBTAIN 55 DOCUMENTED MATV MILES DRIVEN AND WILL THEN BE ADMINISTERED A SINGLE ROAD AND SKILLS TEST IN THE MATV VEHICLE.  AFTER SUCCESSFUL COMPLETION UNDER THIS SCENARIO, AN OPERATOR WOULD HAVE HIS LICENSE ENDORSED FOR THE ECV VARIANT AND MATV.
(3) EXAMPLE C:  OPERATOR REQUIRING ECV AND MRAP CAT I/II ENDORSEMENT WILL COMPLETE ALL TRAINING REQUIREMENTS, OBTAIN 125 DOCUMENTED ECV MILES DRIVEN (ACTUAL AND SIMULATED), OBTAIN 55 DOCUMENTED MRAP MILES DRIVEN AND WILL THEN BE ADMINISTERED A SINGLE ROAD AND SKILLS TEST IN THE MRAP CAT II VEHICLE.  AFTER SUCCESSFUL COMPLETION UNDER THIS SCENARIO, AN OPERATOR WOULD HAVE HIS LICENSE ENDORSED FOR THE ECV VARIANT AND MRAP CAT I/II (W/WO ISS).
(4) EXAMPLE D:  OPERATOR REQUIRING ONLY ECV ENDORSEMENT WILL COMPLETE ALL TRAINING REQUIREMENTS, 125 DOCUMENTED MILES DRIVEN (ACTUAL AND SIMULATED) AND WILL THEN BE ADMINISTERED REQUIRED ROAD AND SKILLS TESTS.  AFTER SUCCESSFUL COMPLETION UNDER THIS SCENARIO, AN OPERATOR WOULD HAVE HIS LICENSE ENDORSED FOR THE ECV VARIANT.
5.  ROAD/SKILLS TESTING PROCEDURES.  ROAD/SKILLS TESTING WILL BE CONDUCTED BY COMPETENT LICENSING AUTHORITY AS DEFINED IN REF F AND WILL USE THE NEWLY DEVELOPED PERFORMANCE BASED VEHICLE INSPECTION ROAD AND SKILLS TEST SCORE SHEET.
A.  ONCE THE APPLICANT HAS COMPLETED ALL OF THE ABOVE TRAINING REQUIREMENTS, THE APPLICANT WILL REPORT TO THE AUTHORIZED LICENSING AUTHORITY FOR VEHICLE INSPECTION ROAD AND SKILLS TESTING.
B.  PRIOR TO TESTING, THE LICENSING AUTHORITY WILL VERIFY THE APPLICANT HAS MET THE ABOVE REQUIREMENTS BY REVIEWING TRAINING CERTIFICATES, STUDENT DRIVER LOGS, WRITTEN EXAMS, AND PERFORMANCE EVALUATIONS.  COPIES OF EACH WILL BE MAINTAINED IN THE DRIVERS HISTORY FILE PER REF F.
C.  TESTING SEQUENCE WILL BE AS FOLLOWS:
(1) VEHICLE INSPECTION TEST
(2) BASIC CONTROL SKILLS TEST
(3) ROAD TEST
D.  AFTER SUCCESSFUL COMPLETION OF THE VEHICLE INSPECTION AND ROAD AND SKILLS TEST, THE OPTIONAL FORM 346 (OF 346) WILL BE ENDORSED PER REF F AND THIS MESSAGE.
6.  THE MOTOR TRANSPORT INSTRUCTION COMPANY (MTIC), MARINE CORPS DETACHMENT, FT. LEONARD WOOD, MISSOURI IS RESPONSIBLE FOR DEVELOPING THE PERFORMANCE EVALUATION CHECKLIST, AND THE VEHICLE INSPECTION AND ROAD AND SKILLS TEST SCORE SHEETS.  FURTHERMORE, MTIC IS RESPONSIBLE FOR MAINTAINING MASTER LESSON FILES (MLF) TO ENSURE STANDARDIZATION OF TRAINING.  THE MLF WILL BE POSTED AT THE MOTOR TRANSPORT EHQMC SHAREPOINT WEBSITE AT HTTPS:SLASHSLASHEHQMC.USMC.MIL/ORG/IL/LP/LPC/LPC-1/MOTORT/DEFAULT.ASP X; OR CONTACT CARL GUNZENHAUSER AT MTIC VIA EMAIL AT CARL.GUNZENHAUSER(AT)US.ARMY.MIL. 7.  SAFETY IS PARAMOUNT AND WILL BE EMPHASIZED IN ALL TACTICAL MOTOR VEHICLE TRAINING AND LICENSING PROGRAMS.  PERSONAL PROTECTIVE EQUIPMENT USED DURING THIS TRAINING IS AT THE DISCRETION OF THE LOCAL COMMANDER.
8.  THIS POLICY WILL BE INCORPORATED IN THE NEXT REVISION OF REFS E AND F.
9.  THIS MARADMIN IS APPLICABLE TO THE MARINE CORPS TOTAL FORCE.
