GENTEXT/REMARKS/1. THIS MARADMIN CANCELS REF (E).
2. PURPOSE. TO IDENTIFY USMC FUNCTIONAL AREA MANAGERS (FAMS) AND THEIR ROLES AND RESPONSIBILITIES RELATIVE TO IT PORTFOLIO MANAGEMENT IN ACCORDANCE WITH REFS (A) THROUGH (D).
3. BACKGROUND. HISTORICALLY, IT RESOURCES HAVE BEEN MANAGED AND ACQUIRED AS STAND ALONE SYSTEMS RATHER THAN AS INTEGRAL PARTS OF AN ENTERPRISE. THIS APPROACH HAS RESULTED IN A LIMITED ABILITY TO SHARE DATA/INFORMATION AND UNNECESSARY INVESTMENTS RESULTING IN DUPLICATIVE FUNCTIONALITIES. ACHIEVING THE GOALS OF THE USMC IN TODAY'S FAST PACED, GLOBALLY CONNECTED ENVIRONMENT REQUIRES A FUNDAMENTAL CHANGE IN THE WAY INFORMATION TECHNOLOGY IS MANAGED PER REF (A). IT PORTFOLIO MANAGEMENT PROVIDES A BALANCED STRATEGY FOR MAKING DECISIONS AND RECOMMENDATIONS BASED ON ENTERPRISE STRATEGIC PLANNING, INTEGRATED ARCHITECTURES, AND OUTCOME BASED PERFORMANCE MEASURES TO ACHIEVE DESIRED MISSION CAPABILITIES PER REF (A). THE USMC IT PORTFOLIO IS THE AUTHORITATIVE LISTING OF ALL SYSTEMS AND APPLICATIONS APPROVED FOR USE IN THE USMC INFORMATION ENTERPRISE ENVIRONMENT.
4. THE 19 FUNCTIONAL AREAS ARE DIVIDED INTO MARINE CORPS, SECNAV, AND OPNAV LEVEL FAMS. THIS FUNCTIONAL ALIGNMENT PROVIDES A MEANS TO CATEGORIZE, UNDERSTAND, AND MANAGE USMC IT SYSTEMS AND SOFTWARE APPLICATIONS. THE MARINE CORPS IS CONSIDERED A STAKEHOLDER WITHIN THE SECNAV AND OPNAV FUNCTIONAL AREAS AND WILL PROVIDE A REPRESENTATIVE TO ENSURE MARINE CORPS REQUIREMENTS ARE CAPTURED. USMC PORTFOLIO MANAGEMENT PROCESS OVERSIGHT WILL BE PROVIDED BY HQMC (C4)/DDCIO (MC) PER REF (B). 5. ACTIONS. PER REF (B), THE DDCIO (MC) IS RESPONSIBLE FOR THE DEVELOPMENT OF IT POLICY, STRATEGIC DIRECTION, GUIDANCE, AND STANDARDS. IN ORDER TO SUPPORT DEPUTY COMMANDANTS, DIRECTORS, AND COMMANDERS IN MANAGING THEIR FUNCTIONAL AREA PORTFOLIOS, THE DDCIO (MC) WILL COORDINATE THE DEVELOPMENT AND NORMALIZATION OF IT MANAGEMENT PROCESSES, DEVELOP REPORTING REQUIREMENTS, AND COORDINATE THE INTEGRATION OF THE IT PORTFOLIO MANAGEMENT CONSTRUCT INTO EXISTING REQUIREMENTS, ACQUISITION, AND FUNDING PROCESSES.
A. FAMS SHALL ESTABLISH IT PORTFOLIO MANAGEMENT PROCESSES AND A GOVERNANCE STRUCTURE TO ENFORCE COMPLIANCE OF SYSTEMS, APPLICATIONS, AND DATABASES WITHIN THEIR IT PORTFOLIOS.
B. PER REF (C) AND (D), FAMS SHALL ESTABLISH AND SUPPORT THEIR RESPECTIVE FAM ORGANIZATIONS BY PROVIDING REQUIRED RESOURCES TO ENABLE THEM TO FULFILL THEIR IT PORTFOLIO MANAGEMENT RESPONSIBILITIES. FAMS ARE TO DESIGNATE A FAM LEAD IN WRITING (GS14/LTCOL AND ABOVE) TO CONDUCT DAILY MANAGEMENT OF THEIR RESPECTIVE IT PORTFOLIO. FAMS SHALL CONDUCT ANNUAL REVIEWS OF IT INVESTMENTS AGAINST CAPABILITY REQUIREMENTS, COSTS, AND SCHEDULES IN CONJUNCTION WITH THE USMC PLANNING, PROGRAMMING, BUDGETING AND EXECUTION (PPBE) PROCESSES.
C. FAMS ARE RESPONSIBLE FOR COORDINATING THE PROPER REGISTRATION OF UNCLASSIFIED SYSTEMS IN DITPR DON AND APPLICATIONS IN DON APPLICATION DATABASE MANAGEMENT SYSTEM (DADMS), AS WELL AS CLASSIFIED SYSTEMS AND APPLICATIONS IN THE DOD SIPRNET IT REGISTRY. DON CIO REGISTRATION GUIDANCE IS AVAILABLE FOR DOWNLOAD AT HTTP:(DOUBLESLASH)WWW.DONCIO.NAVY.MIL/TAGRESULTS.ASPX?ID(EQUALS SIGN)22. INFORMATION CONTAINED IN DADMS AND DITPR DON WILL BE USED AS THE BASIS FOR DEPARTMENT LEVEL IT REDUCTION AS WELL AS FOR USMC IT SYSTEM, APPLICATION, AND DATABASE INVESTMENT MANAGEMENT. COORDINATION AMONG THE FAMS AND ADDITIONAL REQUIREMENTS AND QUESTIONS SHALL BE ADDRESSED BY DDCIO (MC).
D. PER REF (A), (C), AND (D), FAMS SHALL VERIFY ALL DATA FIELDS ENTERED BY THE PROGRAM MANAGERS (PM) AND SYSTEM OWNERS FOR ACCURACY AND COMPLETENESS OF SYSTEM DATA IN DITPR DON. THE FAMS ARE RESPONSIBLE FOR REVIEWING ALL SYSTEMS UPON INITIAL SYSTEM REGISTRATION AND ON AN ANNUAL BASIS TO VERIFY INFORMATION REMAINS CURRENT AND ACCURATE.
E. PER REF (D), ALL APPLICATIONS AND DATABASES MUST BE APPROVED BY THE FAM AND REGISTERED IN DADMS TO BE CONSIDERED PART OF THE USMC PORTFOLIO. FAMS ARE RESPONSIBLE FOR POPULATING DADMS AND FOR MANAGING THEIR RESPECTIVE PORTFOLIOS TO ENSURE APPLICATION RECORDS ARE COMPLETE AND ACCURATE. FAMS MUST ALSO ENSURE THAT TECHNOLOGY SOLUTIONS ARE ALIGNED WITH THE MARINE CORPS ENTERPRISE NETWORK (MCEN) AND MARINE CORPS ENTERPRISE IT SERVICES (MCEITS).
F. FAMS ARE RESPONSIBLE FOR EVALUATING APPLICATIONS WITHIN THEIR RESPECTIVE FUNCTIONAL PORTFOLIOS AND ELIMINATING REDUNDANCIES AND GAPS IN CAPABILITIES IN SUPPORT OF IMPROVED BUSINESS PRACTICES AND WARFIGHTING PROCESSES.
G. PER REF (D), FAMS WILL APPOINT FUNCTIONAL DATA MANAGERS TO SUPPORT THE FAM IN THE IDENTIFICATION OF AUTHORITATIVE DATA SOURCES AND THE CONSOLIDATION/REDUCTION OF NON AUTHORITATIVE DATA SOURCES, DATABASES, AND DATA ELEMENTS.
