THE EXECUTIVE FORCE PRESERVATION BOARD (EFPB) WAS CHARTERED TO ESTABLISH SAFETY POLICY AND PROVIDE GUIDANCE FOR EXECUTION OF THE MARINE CORPS SAFETY PROGRAM, ALSO ENCOMPASSING FORCE PRESERVATION MATTERS. PER REFERENCE A, THE EFPB HELD ITS 24TH MEETING AT THE CLUBS AT QUANTICO, MARINE CORPS BASE QUANTICO, VA ON 23 AND 24 FEBRUARY 2011.

A. DC MRA (EFPB 24-01): INVESTIGATE THE CORRELATION BETWEEN ALCOHOL ABUSE AND THE INCIDENCE/PRESENCE OF POST TRAUMATIC STRESS DISORDER (PTSD) AND REPORT BACK TO THE 25TH EFPB WITH RECOMMENDATIONS FOR FOLLOW-ON ACTIONS.
B. IGMC (EFPB 24-02): COORDINATE WITH DC MRA AND CONDUCT AN ASSESSMENT OF CONSOLIDATED SUBSTANCE ABUSE COUNSELING CENTER (CSACC) CAPACITY ISSUES, DELAYS BETWEEN REPORTED ALCOHOL RELATED INCIDENTS AND INDIVIDUAL SCREENINGS, AND ANY ADDITIONAL RELATED PROBLEMS NEGATIVELY AFFECTING TIMELY EVALUATIONS. REPORT BACK FINDINGS WITH RECOMMENDATIONS TO THE 25TH EFPB.
C. DC MRA (EFPB 24-03): RECONCILE DUI ARRESTS OF MARINES/SAILORS WITH TOTAL NUMBER OF REQUIRED COMMAND SUBSTANCE ABUSE SCREENINGS COMPLETED FOR DUI OFFENDERS. RECORDS INDICATE APPROXIMATELY HALF OF THE REQUIRED SCREENINGS DO NOT OCCUR. REPORT TO THE 25TH EFPB THE REASONS FOR THIS DISCONNECT AND RECOMMENDATION FOR CORRECTIVE ACTIONS.
D. MARFORPAC/MARFORCOM/MARFORRES/I MEF/II MEF/III MEF/MCCDC/MCRC/MARSOC/MCI-EAST/MCI-WEST (EFPB 24-04): THE 23RD EFPB DIRECTED EFPB MEMBER COMMANDS TO EXPERIMENT WITH FORCE PRESERVATION BOARDS AND COUNCILS. THIS EFPB DIRECTS COMMANDS TO ESTABLISH AND CONDUCT FORCE PRESERVATION COUNCILS (FPC) AT THE O5 COMMAND LEVEL ON A MONTHLY BASIS FOR THE ACTIVE COMPONENT AND NO LESS THAN SEMI-ANNUALLY FOR THE RESERVE COMPONENT. THE FPC ENABLES LEADERS TO GAIN A HOLISTIC VIEW OF THE MARINE/SAILOR AND IDENTIFY AT-RISK FOR GRIEVOUS INJURY/FATALITY DUE TO MISHAP OR SUICIDES. COMMANDERS ARE TO ENSURE TIMELY AND ADEQUATE RESOURCES ARE AVAILABLE TO ASSIST THE FPC AND TO MONITOR INDIVIDUAL CASE PROGRESS TO SUCCESSFUL MITIGATION OR ALLEVIATION OF THE PROBLEMS CAUSING AT-RISK CIRCUMSTANCE OR BEHAVIOR. DECISIVE AND ENGAGED LEADERSHIP WITH LEADERS TRULY KNOWING THEIR MARINES IS CRITICAL. THERE IS ABSOLUTELY NO INFORMATION THAT A BATTALION OR SQUADRON COMMANDER SHOULD NOT HAVE ABOUT HIS/HER MARINES. WITH A HIGH CURRENT OPERATIONAL TEMPO AND THE WEIGHTY DEMANDS PLACED ON OUR LEADERS, WE CANNOT TAKE ENGAGED LEADERSHIP FOR GRANTED. THE FPC CONCEPT STARTS WITH MENTORING AND REVIEWING ALL MARINES/SAILORS WITHIN A COMMAND, NOT JUST THOSE FLAGGED AS AT-RISK. LEADERS AT EVERY LEVEL MUST LEARN TO RECOGNIZE WHAT CAN BE MITIGATED AT THEIR LEVEL AND ONLY PUSH UP WHAT NEEDS TO BE ADDRESSED AND RESOLVED AT HIGHER LEVELS. PROBLEMS SHOULD NOT BE PUSHED UP TO SUPPORT A PROCESS VICE AN END; SOLUTIONS ARE ENCOURAGED AT THE LOWEST LEVEL POSSIBLE. THE KEY IS KEEPING THE LEADER ENGAGED AND MENTORING THOSE IN THEIR CHARGE. THE INTENT IS FOR UNITS TO HAVE A CLEAR, FORMALIZED PROCESS TO ACCESS AND ELEVATE AT-RISK MARINES AND SAILORS FOR COMMAND ATTENTION BY USING THE MARINE CORPS MENTORING PROGRAM COUPLED WITH ADVICE FROM KEY STAFF AND SENIOR LEADERS. THE FORCE PRESERVATION COUNCILS WILL PROVIDE A PROCESS TO COMBINE THOSE FACTORS INTO ONE COMPOSITE PICTURE, ENABLING MORE FOCUSED LEADERSHIP AND TRIGGERING EXTERNAL RESOURCES, AS NECESSARY. THE DESIRED END-STATE IS IMPROVED LEADERSHIP ENGAGEMENT THROUGHOUT THE COMMAND AND BETTER TARGETING OF FOCUSED, ANTICIPATORY LEADERSHIP AND ASSISTANCE TO OUR MARINES AND SAILORS IN NEED, ENSURING WE PRESERVE OUR FORCE TO MEET OUR WARFIGHTING REQUIREMENTS. COMPLETION OF THE FPCS WILL BE DOCUMENTED IN WRITING AND REPORTED ON THE QUARTERLY WARRIOR PRESERVATION STATUS REPORT (WPSR).
E. CMC (SD) (EFPB 24-05): PROMULGATE A FRAMEWORK FOR FPCS, USING EXISTING MARINE CORPS BEST PRACTICES AS A GUIDE AND PROVIDE ACCESS TO FPC BEST PRACTICES ON THE SAFETY DIVISION WEBSITE. COORDINATE WITH TRAINING AND EDUCATION COMMAND (TECOM) TO INCORPORATE FPCS AS A COMPONENT OF THE LEADERSHIP AND MENTORING PROGRAMS.
F. IGMC/CMC(SD)/MARFORPAC/MARFORCOM/MARFORRES/I MEF/II MEF/III MEF/MCCDC/MARCORSYSCOM/ MARCORLOGCOM/MCRC/MARFORSOC/MCI-EAST/MCI-WEST (EFPB 24-06): INCORPORATE THE COMPLETION AND ASSESSMENT OF THE MONTHLY FPCS INTO IGMC VISITS, COMMAND SAFETY ASSESSMENTS AND COMMANDING GENERAL READINESS INSPECTIONS.
G. TECOM (EFPB 24-07): LEAD A SERVICE-LEVEL REVIEW AND UPDATE OF MARINE CORPS LEADERSHIP AND MENTORING PROGRAMS, INCORPORATING THE REQUIREMENT AND FRAMEWORK ESTABLISHING COMMAND FPC. AN EFFECTIVE FPC IS INTENDED TO FACILITATE AND FORCE MEANINGFUL INTERACTION BETWEEN JUNIOR AND SENIOR MARINES ACROSS THE ENTIRE SPECTRUM OF LEADERSHIP BY FOCUSING ON COMMUNICATION, LEADERSHIP DEVELOPMENT, EARLY PROBLEM IDENTIFICATION AND CRISIS RESOLUTION. BRIEF AN IN-PROGRESS REVIEW DURING THE 25TH EFPB.
H. HEALTH SERVICES (HS) (EFPB 24-08): DEVELOP A CONCISE MILITARY USERS GUIDE FOR COMMANDERS REGARDING HEALTH INSURANCE PORTABILITY AND ACCOUNTABILITY ACT (HIPAA) CONSTRAINTS, REQUIREMENTS AND MILITARY COMMAND EXCEPTIONS. AGGRESSIVELY MARKET THE GUIDE TO DOCTORS, MEDICAL OFFICERS AND COMMANDERS NLT 30-DAYS AFTER RELEASE OF THIS MARADMIN. PUBLISH THE PAPER VIA SEPARATE MARADMIN TO ENSURE WIDEST DISTRIBUTION TO ALL COMMANDERS.
I. HEALTH SERVICES (HS) (EFPB 24-09): COORDINATE WITH THE NAVY BUREAU OF MEDICINE AND SURGERY AND THE SURGEON GENERAL TO ENSURE MEDICAL TREATMENT FACILITY COMMANDERS UNDERSTAND THEIR OBLIGATIONS AND RESPONSIBILITIES IN APPLYING THE HIPAA COMMAND EXCEPTION FOR COMMANDERS.
J. CMC (SD)/TECOM (EFPB 24-10): REFERENCE E ESTABLISHED THE SNCO TACTICAL SAFETY SPECIALIST (TSS) PILOT PROGRAM AS AN INITIATIVE TO INFUSE SAFETY EXPERTISE AND CAPABILITY AT SELECT MARINE LOGISTICS GROUP AND DIVISION BATTALIONS AND TO AVOID EMPLOYMENT OF CIVILIANS AT THE BATTALION LEVEL. FIVE SNCOS FROM EACH MEF WERE TRAINING AT THE 15-WEEK JOINT SERVICE SAFETY COURSE AT FORT RUCKER, ALL BEFORE SERVING AS THEIR BATTALION'S ADDITIONAL DUTY SAFETY MANAGER. THE PILOT PROGRAM RAN FROM JANUARY 2010 THROUGH FEBRUARY 2011.
(1) ASSESSMENT OF THE PILOT INDICATED THE PROGRAM WAS MARGINALLY EFFECTIVE AT BEST AND NOT COST EFFICIENT. ACCORDINGLY, THE EFPB MEMBERS ELECTED TO TERMINATE THE PILOT PROGRAM AND DEVELOP IMPROVED SAFETY TRAINING OPPORTUNITIES AND/OR REQUIREMENTS FOR REGULARLY APPOINTED ADDITIONAL DUTY UNIT SAFETY MANAGERS.
(2) RECOGNIZING THAT HIGH QUALITY TRAINING OF UNIT ADDITIONAL DUTY SAFETY PERSONNEL MAY POSITIVELY AFFECT UNIT SAFETY PROGRAMS AND IMPROVE MISHAP REPORTING, SD AND TECOM WILL COLLECTIVELY WORK TO ENHANCE AND/OR MODIFY THE CURRENT GROUND SAFETY FOR MARINES TRAINING COURSE TO BETTER PREPARE UNIFORMED ADDITIONAL DUTY SAFETY MANAGERS/OFFICERS TO EXECUTE THEIR DUTIES.
(3) REFERENCE E ALSO DETAILS THE EFPB AND MARINE REQUIREMENTS OVERSIGHT COUNCIL APPROVED ADDITION OF 54 CIVILIAN TSS BILLETS FOR EMPLOYMENT DURING FY11 AT SELECT O6 COMMANDS. HOWEVER, IN TERMINATING THE SNCO TSS PILOT, THE BOARD ALSO DECIDED TO NOT FUND OR HIRE THESE BILLETS. HOWEVER, THESE 54 TSS BILLETS WILL REMAIN AS UNFUNDED STRUCTURE ON THE AUTHORIZED STRENGTH REPORT.
K. MRA/SD (EFPB 24-11): PROVIDE AN UPDATE AND INFORMATION AT THE 25TH EFPB ON THE ALCOHOL PROBLEMS IN THE MARINE CORPS. BE PREPARED TO PRESENT INITIATIVES TO REDUCE DUI, BINGE DRINKING AND ALCOHOL-RELATED INCIDENTS, INJURIES AND FATALITIES. PROVIDE RECOMMENDATIONS FOR DECISION.
L. JA (EFPB 24-12): PROVIDE GUIDANCE TO THE FLEET ON COMMANDERS' LEGAL RESPONSIBILITIES AND CONSIDERATIONS FOR HANDLING DUI AND OTHER ALCOHOL-RELATED INCIDENTS. PROVIDE CLARITY ON COMMANDERS' OPTIONS, RESPONSIBILITIES, AND LEGAL CONSIDERATIONS FOR ADJUDICATING DUI CASES (NONJUDICIAL PUNISHMENT OR CIVILIAN DUE PROCESS). BRIEF THIS TOPIC AT THE 25TH EFPB.

THE CURRENT MOTORCYCLE SAFETY TRAINING CONTINUUM IS A REFLECTION OF THE MARINE CORPS COMMITMENT TO OFFER MANY FORMS OF MOTORCYCLE TRAINING TO OUR MARINES. RECENT MARINE CORPS TOTAL FORCE SYSTEM (MCTFS) DATA PULLS REVEAL OF THE 18,000 ESTIMATED RIDERS, ONLY ABOUT 40 PERCENT OF THE INFORMATION OUTLINED IN REFERENCE D IS RESIDENT IN MCTFS. IN ORDER TO ACHIEVE SIGNIFICANT SUCCESSES IN REDUCING MOTORCYCLE CRASHES AND RELATED INJURIES, LEADERS MUST ENSURE THAT EVERY RIDER HAS THE APPROPRIATE TRAINING AND CORRESPONDING CODE(S) ENTERED IN MCTFS. DOING SO WILL ENABLE COMMANDERS TO SCOPE EXISTING AND FUTURE TRAINING REQUIREMENTS AND TO MAINTAIN THE RESOURCES NECESSARY TO EXECUTE THE MOTORCYCLE TRAINING PROGRAM.
