GENTEXT/REMARKS/1. THE MARINE CORPS HAS FULLY EMBRACED ONGOING INFORMATION TECHNOLOGY (IT) EFFICIENCY EFFORTS AT ALL LEVELS ACROSS THE DEPARTMENT OF DEFENSE (DOD). THE DEPARTMENT OF THE NAVY (DON) IS ACTIVELY IDENTIFYING SAVINGS AND COST AVOIDANCE OPPORTUNITIES RELATED TO INFORMATION MANAGEMENT (IM), IT/CYBERSPACE, AND INFORMATION RESOURCE (IRM). THE DIRECTOR, COMMAND, CONTROL, COMMUNICATION AND COMPUTERS/DEPUTY DON CHIEF INFORMATION OFFICER (CIO) (MARINE CORPS) (DIR C4/DEPUTY DON CIO (MC)) IS FULLY ENGAGED AND, AS CO-CHAIR OF THE DON INFORMATION TECHNOLOGY GOVERNANCE BOARD (IGB) ESTABLISHED PER REFERENCE A, WILL HAVE THE OPPORTUNITY TO REVIEW ALL PLANS AND RECOMMENDATIONS DEVELOPED BY THE EIGHT (8) FOCUS AREA INTEGRATED PRODUCT TEAMS (IPTS) ESTABLISHED BY REFERENCE B. ADDITIONALLY, C4 IS ACTIVELY ENGAGED AT THE DOD-LEVEL WITH ANOTHER SERIES OF EFFICIENCY EFFORTS DESIGNED TO INCREASE SECURITY AND EFFECTIVENESS, AND ENHANCE COLLABORATION AND INFORMATION SHARING THROUGH THE CONSOLIDATION OF DOD-WIDE EFFORTS RELATED TO NETWORK OPERATIONS, IT ACQUISITION, AND GOVERNANCE.
2. THE MARINE CORPS RECOGNIZES THE POWER OF CONSOLIDATION IN SELECT AREAS AND HAS ACTIVELY PURSUED MARINE CORPS-WIDE ENTERPRISE SOLUTIONS. THE MARINE CORPS WILL PARTICIPATE IN THE DON CIO FOCUS AREA IPTS AND DOD EFFICIENCY ACTIVITIES TO CONTINUE REFINING CURRENT EFFORTS AND DEVELOP NEW COURSES OF ACTION ALIGNED WITH THE SECRETARY OF THE NAVY'S GOALS AND OBJECTIVES. THIS DOES NOT PRECLUDE THE CORPS FROM CONTINUING THE EXECUTION OF ENTERPRISE LEVEL PLANS AND PROGRAMS CURRENTLY UNDERWAY AND ONGOING.
A. THE MARINE CORPS ENTERPRISE INFORMATION TECHNOLOGY SERVICES (MCEITS) PROGRAM AND IT SERVICE REGIONALIZATION PROGRAMS ARE MARINE CORPS ENTERPRISE SOLUTIONS THAT WILL CONSOLIDATE ENTERPRISE IT EFFORTS AND CONTRIBUTE TO THE DON EFFICIENCY EFFORT. THESE TWO INITIATIVES WILL MEET THE PRIMARY OBJECTIVES OF THE FEDERAL DATA CENTER CONSOLIDATION INITIATIVE, DOD DATA CENTER CONSOLIDATION INTENT, AND THE DON CIO DATA CENTER CONSOLIDATION FOCUS AREA IPT.
B. MARINE CORPS COMMON HARDWARE SUITE (MCHS) AND MARINE CORPS SOFTWARE ENTERPRISE LICENSE MANAGEMENT SYSTEM (MCSELMS) INITIATIVES STARTED TO INSTITUTIONALIZE COMMODITY BUYING AND MANAGEMENT OF SOFTWARE LICENSES AT THE ENTERPRISE LEVEL TO ACHIEVE ECONOMIES OF SCALE PRICING AND COST SAVING/AVOIDANCE. BOTH INITIATIVES MEET THE PRIMARY OBJECTIVES OF THE DON CIO FOCUS AREA IPT ON ENTERPRISE SOFTWARE LICENSING (ESL)/HARDWARE AND SOFTWARE COMMODITY PURCHASES/IT SERVICES AND ALIGN WITH DOD EFFORTS.
C. THE MARINE CORPS RATIONALIZED THE APPLICATION PORTFOLIO SEVERAL YEARS AGO, REDUCING DOWN TO THE CURRENT LEVELS OF APPLICATIONS AND SYSTEMS REGISTERED IN THE DOD IT PORTFOLIO REPOSITORY (DITPR) AND THE DON APPLICATION AND DATABASE MANAGEMENT SYSTEM (DADMS). MARINE CORPS FUNCTIONAL AREA MANAGERS (FAMS) CONTINUE TO EXECUTE PORTFOLIO MANAGEMENT DISCIPLINE OVER THEIR RESPECTIVE PORTFOLIOS AND IDENTIFY APPLICATION AND SYSTEMS THAT CAN BE TERMINATED. THERE IS NOTHING PLANNED BY THE OFFICE OF THE SECRETARY OF DEFENSE NETWORK AND INFORMATION INTEGRATION (OSD NII) AND DON CIO THAT SHOULD PREVENT FAMS FROM CONTINUING THEIR EFFORTS. HOWEVER, THE INTENT OF THE DON CIO FOCUS AREA IPT ON APPLICATION RATIONALIZATION WILL ASSESS APPLICATIONS AND SYSTEMS FROM BOTH THE NAVY AND MARINE CORPS THAT COULD BE LEVERAGED FOR USE ACROSS THE DON. WHEN A RECOMMENDATION INVOLVES AN APPLICATION OR SYSTEM WITHIN A MARINE CORPS PORTFOLIO OR IMPACTS A MARINE CORPS FUNCTIONAL AREA, THE FAMS WILL BE SOLICITED FOR DIRECT PARTICIPATION IN THOSE DISCUSSIONS.
D. THE MARINE CORPS CONTINUES TO MOVE FORWARD WITH REGIONALIZING NETWORK OPERATIONS TO ACHIEVE EFFICIENCIES. THE CONTINUITY OF SERVICES CONTRACT (COSC), WHICH REPLACED THE NAVY-MARINE CORPS INTRANET (NMCI) CONTRACT, CONTINUES TO PROVIDE UNCLASSIFIED EMAIL AND PERIPHERAL SERVICES AND SUPPORT TO USERS WITHIN THE NMCI ENVIRONMENT. ONCE IMPLEMENTED, THE NEXT GENERATION ENTERPRISE NETWORK (NGEN) PROGRAM WILL BE LEVERAGED TO SUPPORT MARINE CORPS MILITARY AND CIVILIAN NETWORK OPERATORS IN DELIVERING AND MANAGING NETWORK SERVICES THROUGHOUT THE GARRISON ENVIRONMENT.
E. THE HEADQUARTERS MARINE CORPS (HQMC) C4 STAFF WILL CONTINUE TO RESEARCH EXISTING AND NEW TECHNOLOGIES (E.G., THIN CLIENT) AND SERVICE MODELS (E.G., INFRASTRUCTURE AS A SERVICE, SOFTWARE AS A SERVICE) THAT CAN BE FIELDED AND SUBSCRIBED TO ACHIEVE EFFICIENCIES IN THE PROVISION OF ENTERPRISE SERVICES, COMMUNICATIONS, INFORMATION ASSURANCE, AND A COMPUTING INFRASTRUCTURE THAT DELIVERS NEEDED CAPABILITIES ACROSS THE CORPS.
3. HQMC C4 STAFF WILL REMAIN ACTIVELY ENGAGED WITH DON CIO EFFORTS AS WELL AS OSD NII IT CONSOLIDATION AND REALIGNMENT ACTIVITIES. DRAFT PLANS AND RECOMMENDATIONS WILL BE FULLY VETTED WITH THE APPROPRIATE MARINE CORPS ORGANIZATIONS. AS DIRECTED BY THE UNDER SECRETARY OF THE NAVY AND DON CIO, ANY PROPOSED CHANGES TO CURRENT IM, IT/CYBERSPACE, AND IRM ENVIRONMENT WILL BE BASED ON THE RESULTS OF A SOLID BUSINESS CASE ANALYSIS. MARINE CORPS ORGANIZATIONS WILL BE SOLICITED TO ENSURE ACCURATE DATA IS USED, OPERATIONAL IMPACTS ARE ACCURATELY CONVEYED, AND RISKS AND BENEFITS ARE THOROUGHLY ASSESSED. BASED ON THE PACE OF ACTIVITIES THUS FAR, WE ANTICIPATE THE SHORTER PERIODS OF TIME TO REVIEW DRAFT PLANS AND PROPOSED RECOMMENDATIONS COMING FROM OSD NII WORKING GROUPS AND DON CIO IPTS. PROMPT ATTENTION WILL FACILITATE THE ESTABLISHED AGGRESSIVE PLANNING AND EXECUTION TIMELINES.
4. ACROSS THE CORPS, COMMANDERS MUST CONTINUE TO STRATEGICALLY SHAPE THE MARINE CORPS INFORMATION ENVIRONMENT BY LEVERAGING, TO THE MAXIMUM EXTENT POSSIBLE, ENTERPRISE SOLUTIONS TO ACHIEVE EFFICIENCIES THAT RESULT IN INCREASED SECURITY, INCREASED EFFECTIVENESS, ENHANCED COLLABORATION AND INFORMATION SHARING, AND COST SAVINGS.
