GENTEXT/REMARKS/1.  THE LEJEUNE LEADERSHIP INSTITUTE (LLI) IS SOLICITING CIVILIAN MARINE NOMINATIONS FOR PARTICIPATION IN THE DEPARTMENT OF DEFENSE (DOD) EXECUTIVE LEADERSHIP DEVELOPMENT PROGRAM (ELDP) CLASS OF 2012 THAT IS SCHEDULED TO BEGIN IN SEPTEMBER 2011.  THE ELDP IS PART OF THE CENTRALLY MANAGED PROGRAMS PROVIDING DEVELOPMENTAL OPPORTUNITIES FOR FULL TIME PERMANENT STATUS GS-12 THROUGH GS-14 GRADE LEVEL OR EQUIVALENTS TO INCLUDE NON- APPROPRIATED EMPLOYEES. UNDER NSPS, AN ELIGIBLE EMPLOYEE IS IN A PROFESSIONAL/ANALYTICAL PAY SCHEDULE AT THE SENIOR JOURNEY (WITHIN PAY BAND 2) OR EXPERT (PAY BAND 2) LEVEL, OR IN PAY BAND 2 OF A SUPERVISOR/MANAGER PAY SCHEDULE. EMPLOYEES IN OTHER PAY BANDING SYSTEMS OR ON GRADE RETENTION SHOULD SEEK ASSISTANCE FROM THEIR PERSONNEL ADVISOR.
2.  A TYPICAL ELDP SCHEDULE INCLUDES TWO WEEKS OF CORE CURRICULUM TRAINING COVERING AREAS SUCH AS TEAM BUILDING, PROBLEM SOLVING, DECISION MAKING AND COMMUNICATION SKILLS; ONE WEEK DEPLOYMENT EACH MONTH FROM DECEMBER THROUGH JUNE TO MILITARY INSTALLATIONS AND COMMANDS IN THE U.S. AND OCONUS; BRIEFINGS ON INTELLIGENCE OPERATIONS AND ATTENDANCE AT A ONE-DAY DEFENSE EXECUTIVE INSTITUTE SEMINAR; PREPARATION AND PRESENTATION OF PROJECT PAPERS AND PRESENTATION OF A FORMAL INFORMATION BRIEF AT THE PENTAGON.
3.  LLI WILL CENTRALLY FUND THE TUITION, TRAVEL AND PER DIEM COSTS.  MARFORCOM, MARCORSYSCOM, HQMC AND EACH BASE AND STATION WITH AN ASSIGNED CIVILIAN LEADERSHIP DEVELOPMENT (CLD) ADMINISTRATOR MAY SUBMIT NO MORE THAN TWO NOMINATION PACKAGES FOR COMPETITION IN THIS LEADERSHIP DEVELOPMENT PROGRAM, LISTED IN PRIORITY ORDER.
4.  NOMINEES MUST HAVE A SECRET SECURITY CLEARANCE (AT THE TIME OF NOMINATION) AND A BACCALAUREATE DEGREE FROM AN ACCREDITED COLLEGE OR UNIVERSITY, OR HAVE COMPARABLE EXPERIENCE AND TRAINING.  NOMINEES MUST BE IDENTIFIED AS A HIGH POTENTIAL EMPLOYEE WITH A HISTORY OF SUPERIOR PERFORMANCE.  NOMINEES MUST HAVE DEMONSTRATED ABILITY TO WORK EFFECTIVELY AS A TEAM MEMBER.  APPLICANTS ARE ENCOURAGED TO DOCUMENT THEIR PARTICIPATION IN MENTORING, LEADERSHIP DEVELOPMENT ACTIVITIES AND COMMUNITY SERVICE IN THEIR NOMINATION PACKAGE.  EXTRAORDINARY DIETARY REQUIREMENTS OR UNIQUE SPECIALIZED MEDICAL CARE MAY NOT BE AVAILABLE WHILE TRAVELING OR WORKING AT TRAINING SITES. THESE CONDITIONS SHOULD BE CONSIDERED WHEN APPLYING FOR ELDP.
5.  THE NOMINATION PACKAGE MUST INCLUDE:
A.  A CURRENT OF-612 OR RESUME
B.  A COMPLETED SF182, AUTHORIZATION, AGREEMENT AND CERTIFICATION OF TRAINING AND REIMBURSEMENT.  THE NOMINEE MUST SIGN THE "AGREEMENT TO CONTINUE IN SERVICE."
C.  AN EXECUTIVE LEADERSHIP DEVELOPMENT PROGRAM APPLICATION, COMPLETED IN ITS ENTIRETY, TO INCLUDE A STATEMENT BY THE FIRST LINE SUPERVISOR ASSESSING THE NOMINEE'S QUALIFICATIONS, LEADERSHIP POTENTIAL OR MANAGERIAL RESPONSIBILITIES, SUPERIOR PERFORMANCE, TEAM WORK EFFORTS AND ANTICIPATED RETURN ON INVESTMENT FOR THE MARINE CORPS.
D.  A COMMAND LETTER OF ENDORSEMENT NOTING THAT THE SELECTION WAS BASED ON A COMPETITIVE PROCESS.  PACKAGES MUST BE ENDORSED THROUGH THE CLD ADMINISTRATOR AND THE COMMANDING OFFICER OR HIGHER LEVEL AUTHORITY.  COMMANDS MUST REVIEW NOMINEES BASED ON THE FOLLOWING CRITERIA:
(1) PARTICIPANTS MUST HAVE INITIATIVE, PROFESSIONAL EXCELLENCE, COMMUNITY INVOLVEMENT, A COMMITMENT TO PUBLIC SERVICE AND INTEGRITY.
(2) PERFORMANCE MUST REFLECT AN INTEREST IN MOVING INTO SENIOR MANAGEMENT PROSITIONS.
(3) PARTICIPANTS MUST BE RECEPTIVE TO A TRAINING METHODOLOGY WHERE INDIVIDUALS ASSUME RESPONSIBILITY FOR THEIR LEARNING AND TRAVEL.
E.  A SIGNED AGREEMENT TO ABIDE BY THE GUIDELINES FOR PARTICIPATION IN CENTRALLY MANAGED POSITIONS.
6.  THE NOMINATION PACKAGE MUST INCLUDE AN ORIGINAL HARD COPY AND AN ELECTRONIC COPY MUST BE EMAILED TO PATRICIA.WILLIAMS1(AT)USMC.MIL.
7.  A PANEL OF SENIOR EXECUTIVE SERVICE MEMBERS WILL CONVENE TO REVIEW THE APPLICATIONS AND SELECT MARINE CORPS NOMINEES FOR COMPETITION IN HIGHER LEVEL DEPARTMENT OF NAVY AND DOD-WIDE PANELS.  THIS PANEL PROCESS IS EXTREMELY COMPETITIVE AND RIGOROUS.  IT IS IMPORTANT THAT ONLY THE MOST QUALIFIED CANDIDATES ARE NOMINATED FOR THE PROGRAM.
8.  SUBMIT COMPLETE NOMINATION PACKAGE IN HARD COPY TO PATRICIA WILLIAMS, BY 1630 EST, 20 MAY 2011 AND MAIL TO THE LEJEUNE LEADERSHIP INSTITUTE, CENTRALLY MANAGED PROGRAMS, 2076 SOUTH STREET, ROOM 028, QUANTICO, VA, 22134 ATTN: PATRICIA WILLIAMS.
