GENTEXT/REMARKS/1. PURPOSE. THIS MARADMIN EXTENDS THE AUTHORITY TO PAY MARINES AIP FOR THIS PROGRAM UNTIL 31 DECEMBER 2012 IN ACCORDANCE WITH REF A AND REVISES THE AIP POLICY.
2. POLICY REVISIONS INCLUDE THE FOLLOWING:
A. UPDATES THE ELIGIBLE GEOGRAPHIC AREAS WITHIN USCENTCOM AOR.
B. INCLUDES A 12 MONTHS OUT OF THE PREVIOUS 15 MONTHS (365 DAYS OUT OF 450 DAYS) BOOTS-ON-THE-GROUND (BOG) PROVISION CONSISTENT WITH REFS B AND G.
C. CLARIFIES THE EFFECT OF A MARINE PERFORMING CONCURRENT TAD OR TAKING ANNUAL LEAVE WHILE RECEIVING THIS INCENTIVE.
3. BACKGROUND. THE PURPOSE OF THIS PROGRAM IS TO INCENTIVIZE MARINES TO TAKE LONGER COMBAT TOURS IN ORDER TO INCREASE STABILITY AND CONTINUITY AT HEADQUARTERS ABOVE THE BATTALION OR SQUADRON LEVEL IN THE USCENTCOM AOR.
4. EFFECTIVE 1 JANUARY 2011, THE GUIDANCE CONTAINED HEREIN SHALL BE IMPLEMENTED AND REFS D AND E ARE CANCELLED. WRITTEN AGREEMENTS APPROVED PRIOR TO THE DATE OF PUBLICATION OF THIS MARADMIN WILL NOT REQUIRE MODIFICATION AS A RESULT OF THE CHANGES NOTED IN PARAGRAPH 2.
5. FOR PURPOSES OF THIS PROGRAM, THE USCENTCOM AOR IS DEFINED AS IRAQ (INCLUDING STAGING TIME IN KUWAIT) AND AFGHANISTAN.
6. REF F DEFINES THE FOLLOWING POLICY ON BOG.
A. UNIT BOG CLOCK START: DATE THE MAJORITY OF THE UNIT'S MAIN BODY ARRIVES IN THE USCENTCOM AOR.
B. UNIT BOG CLOCK STOP: DATE THE MAJORITY OF THE UNIT'S MAIN BODY DEPARTS THE USCENTCOM AOR.
C. INDIVIDUAL BOG CLOCK START: DATE INDIVIDUAL AUGMENT ARRIVES IN THE USCENTCOM AOR.
D. INDIVIDUAL BOG CLOCK STOP: DATE INDIVIDUAL AUGMENT DEPARTS USCENTCOM AOR.
7. MARINES THAT MEET THE ELIGIBILITY REQUIREMENTS ARE AUTHORIZED 500 DOLLARS OF AIP FOR EACH MONTH BEYOND 365 CONSECUTIVE DAYS BOG OR 12 MONTHS OUT OF THE PREVIOUS 15 MONTHS (365 DAYS OUT OF 450 DAYS) BOG IN THE USCENTCOM AOR. THE PAYMENT OF AIP IS BASED ON A 30-DAY MONTH AND WILL BE PRORATED BASED ON THE NUMBER OF DAYS THE MARINE EXTENDS IN THE USCENTCOM AOR. THE DAILY RATE OF AIP IS 16.67 DOLLARS. ELIGIBILITY FOR PAYMENT BEGINS ON THE FIRST DAY OF THE EXTENSION. PAYMENT COMMENCES ON THE 31ST DAY OF THE EXTENSION AND EVERY 30 DAYS AFTER THE FIRST PAYMENT.
8. ELIGIBILITY REQUIREMENTS ARE AS FOLLOWS.
A. MUST BE ON TAD DEPLOYMENT ORDERS AND ASSIGNED TO A MARINE REGIMENTAL/GROUP LEVEL HEADQUARTERS ELEMENT OR HIGHER. THIS INCLUDES INDIVIDUAL AUGMENTS.
B. MUST HAVE SERVED BEYOND 365 CONSECUTIVE DAYS BOG OR 12 MONTHS OUT OF THE PREVIOUS 15 MONTHS (365 DAYS OUT OF 450 DAYS) BOG.
C. MUST HAVE POSITIVE COMMAND ENDORSEMENT RECOMMENDING APPROVAL. REQUESTS WITH NEGATIVE COMMAND ENDORSEMENT WILL NOT BE APPROVED. COMMANDERS MUST UNDERSTAND THAT HQMC WILL NOT PROVIDE BACK-FILLS FOR ANY VACANT BILLETS.
D. VOLUNTEER TO EXTEND DEPLOYMENT IN THE USCENTCOM AOR FOR A MINIMUM OF 90 DAYS.
E. REQUEST MUST BE APPROVED BY DC MRA (MM) PRIOR TO BEGINNING EXTENSION.
F. MUST BE AN E6 OR ABOVE. MARINES SELECTED FOR E6 ARE ELIGIBLE.
G. MUST BE SERVING IN USCENTCOM AOR AS DEFINED ABOVE PRIOR TO EXTENSION.
H. CANNOT BE COMBINED WITH THE INVOLUNTARY EXTENSION COMPENSATION PROGRAM.
I. TERMINATION OF INCENTIVE OCCURS WHEN THE UNIT/MARINE DEPARTS BOG FROM THE USCENTCOM AOR.
J. MARINE MUST NOT HAVE ACTIVE PCS/PCA ORDERS THAT ARE EFFECTIVE DURING THE PERIOD REQUESTING FOR AIP.
K. MARINE MUST SIGN THE FOLLOWING WRITTEN AGREEMENT: "I, (RANK, LAST NAME, FI, MI, L4-SSN) VOLUNTEER TO SERVE IN (SPECIFY BILLET) FOR (SPECIFY THE NUMBER OF DAYS) BEYOND MY (12-MONTH) OR (12 MONTHS OUT OF THE PREVIOUS 15 MONTHS) BOOTS-ON-THE-GROUND ASSIGNMENT IN (IRAQ) OR (AFGHANISTAN) THAT ENDS ON (SPECIFY DATE). I AGREE TO ACCEPT ASSIGNMENT INCENTIVE PAY (AIP) IN THE AMOUNT OF 500 DOLLARS PER MONTH FOR EACH ADDITIONAL MONTH I SERVE IN THE ASSIGNMENT DESIGNATED UNDER THIS AGREEMENT. AIP PAID FOR ANY PERIOD OF SERVICE THAT IS LESS THAN A MONTH WILL BE PRORATED. FAILURE TO COMPLETE MY APPROVED VOLUNTARY EXTENSION OF (NUMBER OF DAYS) DAYS WILL RESULT IN THE TERMINATION OF THIS AGREEMENT. AIP WILL NOT BE PAID FOR ANY DAY NOT SERVED. I UNDERSTAND THAT REPAYMENT WILL NOT BE SOUGHT IF MY INABILITY TO COMPLETE THE SERVICE REQUIREMENT SPECIFIED IN THIS AGREEMENT IS DUE TO MY DEATH, ILLNESS, INJURY OR OTHER PHYSICAL IMPAIRMENT, WHICH WAS NOT THE RESULT OF MY MISCONDUCT, OR OTHER CIRCUMSTANCE DETERMINED TO BE REASONABLY BEYOND MY CONTROL."
9. THE SERVICE PERFORMED BY A MARINE PURSUANT TO AN AIP AGREEMENT UNDER THIS PROGRAM SHALL NOT BE CONSIDERED DISCONTINUED DURING ANY PERIOD THAT THE MARINE IS NOT PERFORMING SERVICE IN THE ASSIGNMENT BY REASON OF TEMPORARY DUTY PERFORMED OUTSIDE THE USCENTCOM AOR UNDER COMPETENT ORDERS OR ABSENCE OF THE MARINE FOR AUTHORIZED LEAVE, OTHER THAN TERMINAL LEAVE ENDING UPON THE DISCHARGE OF THE MARINE OR THE RELEASE OF THE MARINE FROM ACTIVE DUTY.
10. MARINES WILL SUBMIT AN AA FORM VIA THE CHAIN OF COMMAND REQUESTING TO EXTEND THEIR DEPLOYMENT FOR A MINIMUM OF 90 DAYS. THE REQUEST WILL BE ADDRESSED TO DC MRA, (MM) FOR APPROVAL. COMMAND ENDORSEMENTS AND THE AIP AGREEMENT MUST BE INCLUDED AS ENCLOSURES TO THE REQUEST.
11. CAREER PLANNERS WILL PREPARE AIP AGREEMENTS. AIP AGREEMENTS MUST BE SIGNED BY THE MARINE AND THE REGIMENTAL/GROUP LEVEL COMMANDER OR DESIGNEE.
12. THE AIP AGREEMENT WILL BE COMPLETED SIMILARLY TO A STATEMENT OF UNDERSTANDING PER MCO 7220.24M. SUBMIT A COPY OF THE AIP AGREEMENT TO CMC (MMSB-20) PER PARAGRAPH 4003.4 OF THE IRAM. OFFICERS WILL MAINTAIN A COPY OF THIS AGREEMENT WITHIN THE OFFICER QUALIFICATION RECORD.
13. PAYMENT PROCEDURES: ADMINISTRATIVE UNITS ARE TO REPORT TTC 264/000 (CODE: V) IAW THE MCTFS PRIUM, CHAPTER 9, PARA 91701.
14. COMBAT ZONE TAX EXCLUSION MAY APPLY PER REF G.
15. NO CONTRACT WILL BE ENTERED INTO AFTER 31 DECEMBER 2012
16. THIS MESSAGE IS APPLICABLE TO THE TOTAL FORCE.
