GENTEXT/REMARKS/1. THE REFERENCE IMPOSED A 90-DAY FREEZE ON CIVILIAN HIRING ACTIONS AND PROVIDED OPPORTUNITIES FOR EXEMPTIONS. THE ASSISTANT COMMANDANT OF THE MARINE CORPS (ACMC) DIRECTED AN EXTENSION OF THE CIVILIAN HIRING FREEZE AND BROADENED ITS SCOPE. THIS IS NECESSARY BASED ON A REVIEW OF THE CURRENT CIVILIAN LABOR BUDGET EXECUTION FROM AN ENTERPRISE PERSPECTIVE AND IMMINENT BUDGET CONSTRAINTS. THE ACMC ALSO DIRECTED DC PR TO DEVELOP COAS FOR FURTHER ADJUSTMENTS TO FY12 LABOR ALLOCATIONS.
2. EFFECTIVE IMMEDIATELY, THE CIVILIAN HIRING FREEZE IS EXTENDED INDEFINITELY FOR ALL APPROPRIATED FUNDED POSITIONS TO INCLUDE NGEN, CYBERCOM, MARINE CORPS CIVILIAN LAW ENFORCEMENT PROGRAM (MCCLEP), AND OVERSEAS POSITIONS.
3. THE FOLLOWING EXEMPTIONS WILL APPLY:
A. CONVERSION OF PERSONNEL IN CAREER TRAINEE/INTERN PROGRAMS INTO PERMANENT APPOINTMENT AS A FORMAL EXPECTATION OF THEIR INTERNSHIP.
B. SCHEDULED PROMOTIONS OF INDIVIDUALS IN CAREER LADDER POSITIONS.
C. HIRING/PROMOTION ACTIONS REQUIRED AS A RESULT OF THIRD PARTY DECISIONS FROM THE MERIT SYSTEMS PROTECTION BOARD, EQUAL EMPLOYMENT OPPORTUNITY COMMISSION, FEDERAL LABOR RELATIONS AUTHORITY, ARBITRATION, OR AS A RESULT OF RELATED SETTLEMENT AGREEMENTS.
D. REIMBURSABLE BILLETS PAID BY OTHER SERVICES/AGENCIES/WORKING CAPITAL FUNDS (NOT DIRECT MARINE CORPS TO MARINE CORPS REIMBURSABLE BILLETS).
4. OUTSTANDING ACTIONS FOR NGEN, CYBER, MCCLEP, ACQUISITION, WWR, AND ANY OTHER INITIATIVE WITH PROJECTED FUTURE GROWTH ARE ON HOLD PENDING REVIEW BY THE MARINE RESOURCES OVERSIGHT COUNCIL (MROC). EXCEPTIONS ARE THOSE ACTIONS WHERE OFFERS OF EMPLOYMENT HAVE BEEN MADE OR WHERE THE DOD PRIORITY PLACEMENT PROGRAM (PPP) PROCESS HAS BEEN INITIATED.
5. ALL OTHER OUTSTANDING ACTIONS WHERE OFFERS OF EMPLOYMENT HAVE NOT BEEN MADE OR THE DOD PPP PROCESS HAS NOT BEEN INITIATED ARE ON HOLD PENDING FURTHER REVIEW BY THE 3-STAR OF THE ORIGINATING COMMAND. REQUESTS TO CONTINUE PROCESSING ANY ACTIONS MUST BE PROVIDED TO DC MRA (MPC), FOR COORDINATION WITH DC PR AND DC CDI, AND INCLUDE A DETAILED JUSTIFICATION OF THE CRITICAL NEED FOR FILLING THE POSITION. JUSTIFICATIONS MUST BE SIGNED BY THE 3-STAR OF THE ORIGINATING COMMAND AND INCLUDE THE POSITION TITLE, SERIES, AND GRADE, FINANCIAL UNIT IDENTIFICATION CODE (UIC) AND BILLET IDENTIFICATION CODE (BIC), REQUEST FOR PERSONNEL ACTION (RPA) NUMBER, AND A SUMMARY OF THE REQUESTING ORGANIZATION'S BUDGET EXECUTION STATUS. ALL OTHER ACTIONS NOT DETERMINED CRITICAL WILL BE CANCELED.
6. REQUESTS TO FILL VACANCIES OCCURRING AFTER THE DATE OF THIS MARADMIN MUST ALSO BE FORWARDED TO DC MRA (MPC) FOR COORDINATION WITH DC PR AND DC CDI PRIOR TO INITIATING A HIRING ACTION. REQUESTS MUST BE SIGNED BY THE 3-STAR OF THE ORIGINATING COMMAND AND INCLUDE THE POSITION TITLE, SERIES, AND GRADE, FINANCIAL UNIT IDENTIFICATION CODE (UIC), BILLET IDENTIFICATION CODE (BIC), AND A SUMMARY OF THE REQUESTING ORGANIZATION'S BUDGET EXECUTION STATUS.
7. ONLY ACTIONS AUTHORIZED IN PARAGRAPH 3A THROUGH 3D ABOVE OR RECEIVING MRA APPROVAL IAW PARAGRAPH 6 MAY BE INITIATED AFTER RELEASE OF THIS MARADMIN. ACTIONS MUST CONTAIN THE APPROPRIATE APPROVAL AUTHORITY AND BIC IN THE NOTES SECTION OF THE RPA.
8. ALL OTHER RPAS ARE NOT IMPACTED BY THE FREEZE TO INCLUDE MANAGEMENT DIRECTED REASSIGNMENTS, NON-COMPETITIVE TEMPORARY PROMOTIONS NOT TO EXCEED 120 DAYS, WITHIN GRADE INCREASES, PERFORMANCE BONUSES/QUALITY STEP INCREASES, ALL BASE REALIGNMENT AND CLOSURE ACTIONS, CORRECTIONS TO PAY, RETIREMENTS, VOLUNTARY EARLY RETIREMENTS. VOLUNTARY SEPARATION INCENTIVE PAYS, RETURN TO WORK ACTIONS FOR EMPLOYEES UNDER THE FEDERAL EMPLOYEES' COMPENSATION ACT, DISCIPLINARY/ADVERSE ACTIONS, AND EXTENSIONS OF CURRENT TEMPORARY/TERM EMPLOYEES AND CONTRACTORS.
9. DC PR WILL PROVIDE ADDITIONAL GUIDANCE ON ADJUSTMENTS TO FY12 LABOR ALLOCATIONS AS WELL AS GUIDELINES FOR THE MROC REVIEW OF THE INITIATIVES IDENTIFIED IN PARAGRAPH 4 ABOVE. DC MRA WILL PROVIDE A TEMPLATE FOR SUBMITTING REQUESTS FOR HIRING ACTIONS AND A SPREADSHEET OF ALL OUTSTANDING RPAS FOR VALIDATION BY THE ORIGINATING COMMAND'S SERVICING HUMAN RESOURCES OFFICE.
10. BASED ON RECENT BUDGET CONSTRAINTS AND THE POTENTIAL FOR ADDITIONAL REDUCTIONS, MAJOR COMMANDS AND HQMC STAFF AGENCIES ARE REQUESTED TO BEGIN IDENTIFYING POTENTIAL IMPACTS OF DEGRADED STAFFING TO ESTABLISHED FUNCTIONS AND MISSION DURING UPCOMING STRATEGIC WORKFORCE PLANNING EFFORTS.
