NARR/REF (A) IS PDUSD (P&R) MEMORANDUM APPROVING THE USE OF CSRB. REF (B) IS NAVAL MESSAGE OUTLINING USMC CSRB POLICIES. REF (C) IS THE FY11 ENLISTED RETENTION GUIDELINES. REF (D) IS THE FY11 ENLISTED CAREER FORCE CONTROLS (ECFC) PROGRAM. REF (E) IS MCO 1040.31 ENLISTED RETENTION AND CAREER DEVELOPMENT PROGRAM.
GENTEXT/REMARKS/1. PURPOSE. THIS MARADMIN SUPERCEDES REF B AND ESTABLISHES THE POLICY FOR PAYMENT OF CSRB TO QUALIFIED MARINES ASSIGNED TO MARINE SPECIAL OPERATIONS COMMAND (MARSOC) AND JOINT SPECIAL OPERATIONS COMMAND (JSOC).
2. BACKGROUND. CSRB IS USED AS A RETENTION INCENTIVE TO MEET MANPOWER REQUIREMENTS IN CRITICAL SKILLS.
3. ACTION. EFFECTIVE 28 DECEMBER 2010, MARINES ASSIGNED TO MARSOC OR JSOC WHO MEET THE BELOW ELIGIBILITY CRITERIA ARE AUTHORIZED CSRB PER REF A.
4. CSRB ELIGIBILITY REQUIREMENTS:
A. ENLISTED MARINE IN THE GRADE OF E7 AND ABOVE.
B. MUST HAVE COMPLETED 19 YEARS OF ACTIVE SERVICE.
C. MUST BE CERTIFIED BY MARSOC OR JSOC IN ONE OF THE FOLLOWING TRAINING EVENT CODES AND BE ENTERED IN THE MARINES MCTFS R168 REMARK:
(1) MF: MARSOC CRITICAL SKILL OPERATOR (CSO)-A
(2) NA: MARSOC SPECIAL OPERATIONS CABILITIES SPECIALIST (SOCS)- C
(3) NB: MARSOC SPECIAL OPERATIONS CABILITIES SPECIALIST (SOCS)- G
(4) NC: MARSOC SPECIAL OPERATIONS CABILITIES SPECIALIST (SOCS)- B
(5) ND: MARSOC SPECIAL OPERATIONS CABILITIES SPECIALIST (SOCS)- D
(6) NE: MARSOC SPECIAL OPERATIONS CABILITIES SPECIALIST (SOCS)- E
(7) NF: MARSOC SPECIAL OPERATIONS CABILITIES SPECIALIST (SOCS)- F
(8) NG: MARSOC SPECIAL OPERATIONS CABILITIES SPECIALIST (SOCS)- H

D. MARINE WILL BE REQUIRED TO AGREE TO A MINIMUM OF 24 MONTHS OF ADDITIONAL OBLIGATED ACTIVE SERVICE AND A MAXIMUM OF 48 MONTHS ADDITIONAL OBLIGATED ACTIVE SERVICE. ADDITIONAL OBLIGATED SERVICE WILL BE OBTAINED VIA REENLISTMENT.
E. MARINE MUST SIGN A WRITTEN AGREEMENT TO REMAIN AT MARSOC OR JSOC FOR THE DURATION OF THE ADDITIONAL OBLIGATED SERVICE.
F. ALL CSRB AGREEMENTS ARE SUBJECT TO SERVICE LIMITATIONS AND REENLISTMENT POLICIES SET FORTH IN REFS C, D, AND E.
5. CAREER PLANNERS WILL PREPARE CSRB CONTRACTS. ALL CONTRACT REQUESTS WILL BE FORWARDED TO HQMC, MMEA-6 VIA THE TOTAL FORCE RETENTION SYSTEM (TFRS). CSRB REQUESTS WILL BE PART OF THE REENLISTMENT PACKAGE SIMILAR TO A STANDARD SRB REQUEST.
6. CSRB PAYMENTS WILL BE PAID IN LUMP SUM AND ARE PAYABLE IMMEDIATELY FOLLOWING REENLISTMENT.
7. CSRB CONTRACTS CAN BE ENTERED INTO AND EXTEND A MARINE BEYOND 25 YEARS OF SERVICE AS LONG AS THE MARINE IS WITHIN SERVICE LIMITATIONS FOUND IN REF D. MARINES OVER 25 YEARS OF SERVICE WILL NO LONGER BE ELIGIBLE FOR 25 YEARS OF SERVICE ASSIGNMENT INCENTIVE PAY (AIP). ADDITIONALLY, ANY MARINES CURRENTLY FULFILLING AN AIP AGREEMENT WILL NOT BE ELIGIBLE FOR CSRB UNTIL THE PERIOD OF OBLIGATED SERVICE ARISING FROM THE AIP AGREEMENT IS COMPLETED.
8. CSRB AMOUNTS PAYABLE. THE FOLLOWING ARE AMOUNTS PAYABLE BASED ON NUMBER OF YEARS ADDITIONAL OBLIGATED SERVICE:
2 YEARS 18,000 DOLLARS
3 YEARS 30,000 DOLLARS
4 YEARS 50,000 DOLLARS
8.A EXAMPLE 1, A MSGT WITH 19 YEARS OF SERVICE, ASSIGNED TO MARSOC, HOLDING A MF TRAINING EVENT CODE, AGREES TO SERVE 3 ADDITIONAL YEARS OBLIGATED SERVICE AT MARSOC, WILL BE AUTHORIZED A CSRB PAYMENT OF 30,000 DOLLARS.
8.B EXAMPLE 2, A GYSGT WITH 20 YEARS OF SERVICE, ASSIGNED TO JSOC, HOLDING A NC TRAINING EVENT CODE, AGREES TO SERVE 2 ADDITIONAL YEARS OBLIGATED SERVICE AT MARSOC, WILL BE AUTHORIZED A CSRB PAYMENT OF 18,000 DOLLARS.
8.C EXAMPLE 3, A MGYSGT WITH 26 YEARS OF SERVICE, ASSIGNED TO MARSOC, HOLDING A MF TRAINING EVENT CODE, AGREES TO SERVE 2 ADDITIONAL YEARS OBLIGATED SERVICE AT MARSOC, WILL BE AUTHORIZED A CSRB PAYMENT OF 18,000 DOLLARS.
8.D EXAMPLE 4, A GYSGT WITH 21 YEARS OF SERVICE WILL NOT BE ELIGIBLE FOR CSRB DUE TO APPROACHING SERVICE LIMITATIONS AS OUTLINED IN REF D.
9. CSRB AGREEMENT. THE CSRB AGREEMENT WILL BE COMPLETED SIMILARLY TO THE SRB STATEMENT OF UNDERSTANDING AND WILL BE PART OF THE REENLISTMENT PACKAGE SUBMITTED IN TFRS AND A MARINES SERVICE RECORD BOOK. THE CSRB AGREEMENT WILL CONTAIN THE FOLLOWING VERBIAGE: I, [RANK, LAST NAME, FI, MI, LAST FOUR SSN] UNDERSTAND THAT, BY SIGNING THIS AGREEMENT, I AM EXTENDING MY PERIOD OF ADDITIONAL OBLIGATED SERVICE BY [NUMBER OF MONTHS] MONTHS VIA REENLISTMENT. INCIDENT TO THIS AGREEMENT, I UNDERSTAND THAT I AM AUTHORIZED A CRITICAL SKILLS RETENTION BONUS (CSRB) IN THE AMOUNT OF [AMOUNT OF CSRB]. I UNDERSTAND THAT MY CSRB WILL BE PAID IN A LUMP SUM PAYMENT. I UNDERSTAND THAT I MAY NOT RECEIVE 25 YEARS OF SERVICE ASSIGNMENT INCENTIVE PAY (AIP) WHILE FULFILLING A CSRB CONTRACT. I FURTHER UNDERSTAND THAT I MUST COMPLETE THIS PERIOD OF ADDITIONAL OBLIGATED SERVICE OR ALL UNEARNED CSRB WILL BE RECOUPED. I FURTHER UNDERSTAND THAT I MUST SERVE THE COMPLETE PERIOD OF ADDITIONAL OBLIGATED SERVICE AT MARSOC OR JSOC.
10. RECOUPMENT.
A. IF A MARINE FAILS TO COMPLETE THE REQUIRED ADDITIONAL OBLIGATED SERVICE, HE WILL BECOME SUBJECT TO RECOUPMENT OF THE UNEARNED PORTION OF THE CSRB PAYMENT. THIS WILL INCLUDE, BUT NOT LIMITED TO, EARLY RETIREMENT, MISCONDUCT, OR LOSS OF CRITICAL SKILL.
B. RECOUPMENT WILL NOT BE REQUIRED IF THE MARINE DOES NOT COMPLETE THE ADDITIONAL OBLIGATED SERVICE DUE TO NO FAULT OF THE MARINE. THIS WILL INCLUDE, BUT NOT LIMITED TO, DEATH, ILLNESS, INJURY, OR OTHER PHYSICAL IMPAIRMENT, WHICH WAS NOT THE RESULT OF MISCONDUCT.
11. DO/FO PAYMENT PROCEDURES. UNLIKE SRB, PAYMENT OF CSRB WILL NOT BE GENERATED AUTOMATICALLY AFTER ENTRY OF THE REENLISTMENT INTO MCTFS. A NAVMC 11116 IS REQUIRED TO BE SUBMITTED FOR PAYMENT OF CSRB. UPON RECIEPT OF THE NAVMC 11116, THE DO/FO WILL VERIFY THE MARINE MEETS THE REQUIREMENTS FOR CSRB VIA THE SUPPORTING DOCUMENTATION SUBMITTED WITH THE NAVMC 11116. SUPPORTING DOCUMENTATION SHOULD INCLUDE THE CSRB AGREEMENT SIGNED BY THE MARINE, COMPLETED REENLISTMENT CONTRACT, AND VERIFICATION OF THE APPROPRIATE TRAINING EVENT CODE IN MCTFS. UPON VERIFICATION OF ELIGIBILITY, THE DO/FO WILL REPORT TTC 580, CREDIT CSRB.
12. MARINE CORPS AUGMENTATION TRAINING AND SUPPORT UNIT (MCATSU) WILL CONTINUE TO PROCESS ALL REENLISTMENT AND CSRB REQUESTS THROUGH THE MARSOC CAREER PLANNERS.
13. THIS MESSAGE IS NOT APPLICABLE TO THE MARINE CORPS RESERVE.
14. THIS MESSAGE CANCELS ON 31 MAR 2012.
