GENTEXT/REMARKS/1.  SITUATION.  MEETING OUR SMCR UNIT COMPANY GRADE OFFICER LEADERSHIP REQUIREMENTS IS VITAL FOR TAKING CARE OF OUR MARINES, BUILDING AND RETAINING AN OPERATIONAL RESERVE CAPACITY AND SUPPORTING THE FORCE GENERATION MODEL.  ADDITIONALLY, SERVING AT LEAST (ONE) THREE YEAR TOUR AS A COMPANY GRADE OFFICER IN AN SMCR UNIT WILL ENSURE THE NECESSARY LEADERSHIP AND MOS EXPERIENCE WITHIN OUR RESERVE OFFICER CORPS.
2.  POLICY.  THE MARINE OFFICER CORPS PRIMARY PURPOSE IS TO LEAD MARINES.  THEREFORE, EFFECTIVE IMMEDIATELY, RESERVE COMPANY GRADE OFFICERS WITH THE FOLLOWING PRIMARY MILITARY OCCUPATIONAL SPECIALTIES (MOS) 0302, 0802, 1302, 1802 AND 1803 WILL BE LIMITED TO SERVE NO MORE THAN 2 CUMULATIVE YEARS IN THE IMA PROGRAM OR PROVISIONAL IMA PROGRAM (PIP) UNTIL SUCH TIME AS THEY ARE PROMOTED TO THE RANK OF MAJOR.  THIS CHANGE INCLUDES THOSE CURRENTLY JOINED TO AN IMA OR PROVISIONAL IMA.  AS SUCH, ANY AFFECTED RESERVE COMPANY GRADE OFFICER, WHOSE TOUR LENGTH EXCEEDS 2 YEARS, WILL HAVE 90 DAYS FROM PUBLICATION OF THIS MARADMIN TO SEEK ALTERNATE PARTICIPATION BEFORE BEING TRANSFERRED TO THE INDIVIDUAL READY RESERVE.
3.  ALL AFFECTED RESERVE COMPANY GRADE OFFICERS ARE ENCOURAGED TO CONTACT MAJ LOVE, MARINE FORCES RESERVE, G-1 OR A PRIOR SERVICE RECRUITER FOR OPPORTUNITIES IN SMCR UNITS VIA WWW.MARINES.MIL/ UNIT/MARFORRES/STAY/DEFAULT.ASPX OR PRIOR SERVICE RECRUITING OPERATIONS AT 703-432-9664.  IAW WITH REF C, COMPANY GRADE OFFICERS MAY BE ELIGIBLE TO RECEIVE A 10,000 DOLLARS INCENTIVE TO AFFILIATE WITH AN SMCR UNIT FOR AT LEAST 3 YEARS.  ADDITIONALLY, COMPANY GRADE OFFICERS WHO MUST COMMUTE GREATER THAN 150 MILES FROM THEIR HOME OF RECORD TO AN SMCR UNIT ARE ELIGIBLE TO APPLY FOR IDT TRAVEL REIMBURSEMENT TO COVER UP TO 300 DOLLARS PER MONTH IN TRAVEL EXPENSES.
4.  RESERVE AFFAIRS WILL REVIEW COMPANY GRADE OFFICER MANNING AND POLICY IMPACTS PRIOR TO 31 DECEMBER 2011 AND, IF REQUIRED, WILL PROVIDE ADDITIONAL GUIDANCE BASED ON SMCR UNIT REQUIREMENTS.
5.  REQUESTS FOR WAIVER WILL BE CLOSELY SCRUTINIZED AND CONSIDERED ON A CASE BY CASE BASIS BY DIRECTOR, RESERVE AFFAIRS.
6.  RELEASE AUTHORIZED BY LTGEN R. E. MILSTEAD JR, DEPUTY COMMANDANT, MANPOWER AND RESERVE AFFAIRS.//
