GENTEXT/REMARKS/1.  PURPOSE.  TO ANNOUNCE THE CREATION OF A UNIT LEADERSHIP AWARD FOR RESERVE RETENTION.  THIS ANNUAL AWARD WILL ENCOURAGE RETENTION EFFORTS OF SELECTED MARINE CORPS RESERVE (SMCR) UNITS THROUGH RECOGNITION OF SUPERB MEMBER PARTICIPATION. 
2.  GENERAL.  THE INTENT OF THE SMCR UNIT RETENTION LEADERSHIP AWARD IS TO PUBLICALLY RECOGNIZE BATTALION/SQUADRON SIZE UNITS FOR THEIR OUTSTANDING LEVEL OF PERSONNEL RETENTION.  UNIT RETENTION SUCCESS REQUIRES MITIGATING OBLIGOR ATTRITION PRIOR TO MANDATORY DRILL PARTICIPATION STOP DATE (MDPSD) AND ENCOURAGING CONTINUED PARTICIPATION OF NON-OBLIGOR MEMBERS.  BATTALIONS AND SQUADRONS FROM EACH MARINE FORCES RESERVE MAJOR SUBORDINATE COMMAND (MSC) AND FORCE LEVEL UNITS (INCLUDING HEADQUARTERS AND SERVICES BATTALION, MARINE FORCE RESERVE, 3RD AND 4TH AIR NAVAL GUNFIRE LIAISON COMPANIES, 3RD AND 4TH CIVIL AFFAIRS GROUP, INTELLIGENCE SUPPORT BATTALION AND ENVIRONMENTAL SERVICES DIVISION) WILL BE GRADED AND WINNERS WILL BE DETERMINED BASED ON CRITERIA SET FORTH IN THIS MARADMIN.  ONE UNIT WILL BE RECOGNIZED FROM EACH MSC:  4TH MARINE DIVISION, 4TH MARINE LOGISTICS GROUP, 4TH MARINE AIRCRAFT WING AND ONE FROM FORCE LEVEL UNITS (COMPETING AS A SEPARATE CATEGORY). 
3.  GRADING CRITERIA FOR THE FISCAL YEAR (FY) 11 SMCR UNIT RETENTION LEADERSHIP AWARD:
    A.  LOWEST PERCENTAGE OF PRE-MDPSD ATTRITION.
    B.  HIGHEST PERCENTAGE OF NON-OBLIGORS DRILLING.
    C.  THE ABOVE CRITERIA WILL BE WEIGHED 40/60 PERCENT RESPECTIVELY; THE GREATEST WEIGHT ASSIGNED TO NON-OBLIGOR PERCENTAGE AS THIS POPULATION IS MORE CHALLENGING TO CONTINUE IN A DRILLING STATUS.
4.  METHODOLOGY FOR WINNER DETERMINATION:
    A.  RESERVE AFFAIRS DIVISION WILL EXTRACT UNIT OBLIGOR POPULATIONS FROM DATA RESIDENT IN THE OPERATIONAL DATA STORE ENTERPRISE (ODSE).
    B.  AN ANALYSIS OF INDIVIDUAL RECORDS OF OBLIGORS WILL BE CONDUCTED TO DETERMINE IF ANY HAVE MORE THAN NINE UNEXCUSED ABSENCES, DISCOUNTING THEM AS RETAINED PERSONNEL.
    C.  IDENTIFICATION OF THE UNITS WITH THE LOWEST PRE-MDPSD ATTRITION.
    D.  IDENTIFICATION OF NON-OBLIGOR STRENGTH BY SUBTRACTING OBLIGOR MARINES FROM TOTAL ON-HAND STRENGTH TO DETERMINE HIGHEST NUMBER (PERCENTAGE).
    E.  MULTIPLY THE TWO AWARD CRITERIA BY ASSIGNED WEIGHTS AND ADD THE TWO RESULTS, THE SUM OF WHICH EQUALS THE UNIT'S SCORE.
    F.  RANK UNIT SCORES TO DETERMINE HIGHEST WITHIN EACH MSC, AND WITHIN THE FORCE LEVEL CATEGORY. 
5.  AWARD PRESENTATION.  THE DIRECTOR OF RESERVE AFFAIRS DIVISION WILL SPONSOR THE SMCR UNIT RETENTION LEADERSHIP AWARD AND COMMANDER, MARINE FORCES RESERVE WILL PRESENT THE AWARD AT AN APPROPRIATE CEREMONY.
