GENTEXT/REMARKS/1. THE PURPOSE OF THIS MARADMIN IS TO SOLICIT APPLICANTS FOR THE FY11 ACQUISITION PRIMARY MOS SELECTION (8059) BOARD. IN ADDITION THE SELECTION BOARD IS AUTHORIZED TO SELECT PMOS 8059 APPLICANTS TO ATTEND ACQUISITION SPECIAL EDUCATION PROGRAM (ASEP), THE SYSTEMS ACQUISITION MANAGEMENT COURSE AT THE NAVAL POSTGRADUATE SCHOOL.  FOR THOSE APPLICANTS THAT APPLIED TO MARADMIN 576/10 YOUR APPLICATIONS WILL BE REVIEWED UNDER THIS MARADMIN. A SINGLE BOARD WILL CONVENE TO SELECT OFFICERS FOR BOTH PROGRAMS. THE OBJECTIVE OF THE ACQUISITION PRIMARY MOS 8059 SELECTION PROCESS IS TO SUSTAIN A POPULATION OF ACQUISITION PROFESSIONAL OFFICERS WHO MEET STATUTORY REQUIREMENTS AND ARE HIGHLY COMPETITIVE FOR PROGRAM MANAGEMENT POSITIONS OF MAJOR DEFENSE ACQUISITION PROGRAMS. THE ACQUISITION SPECIAL EDUCATION PROGRAM SELECTS OFFICERS TO PARTICIPATE IN A FULLY FUNDED GRADUATE EDUCATION PROGRAM. SELECTED OFFICERS RECEIVE AN ADVANCED DEGREE FROM THE NAVAL POSTGRADUATE SCHOOL (NPS).
2. THE FY11 ACQUISITION PRIMARY MOS 8059 SELECTION BOARD WILL CONVENE ON OR ABOUT 22-25 FEB 2011 IN QUANTICO, VA. APPLICATIONS ARE DUE ON 11 FEB 2011. ELIGIBILITY REQUIREMENTS FOR PRIMARY MOS 8059 SELECTION ARE AS FOLLOW:
    A.  UNRESTRICTED OFFICERS, RANK OF COL THROUGH MAJ, WHO ARE NOT CURRENTLY SLATED FOR COMMAND AS A RESULT OF THE FY11 COMMAND SCREENING BOARD.
    B.  MUST POSSESS OR QUALIFY FOR DEFENSE ACQUISITION CORPS (DAC) MEMBERSHIP ADDITIONAL MOS 8058. QUALIFICATIONS INCLUDE:
       (1) CERTIFIED DAWIA LEVEL II IN AN ACQUISITION CAREER FIELD.
       (2) BACCALAUREATE DEGREE.
       (3) HAVE 24 SEMESTER CREDIT HOURS IN BUSINESS OR BUSINESS RELATED FIELDS, OR 24 SEMESTER CREDIT HOURS IN PRIMARY DAWIA CAREER FIELD AND TWELVE SEMESTER CREDIT HOURS IN BUSINESS OR BUSINESS RELATED FIELDS. SEMESTER CREDIT HOURS MUST BE ON A COLLEGE TRANSCRIPT.
       (4) HAVE 48 MONTHS ACQUISITION EXPERIENCE BY 30 SEP 2011. TWELVE MONTHS OF EXPERIENCE MAY BE CREDITED FOR ACQUISITION RELATED EDUCATION. EIGHTEEN MONTHS ACQUISITION EXPERIENCE MAY BE CREDITED FOR HAVING LTCOL/O5 COMMAND.
       (5) OFFICERS WHO ARE IN THE ABOVE ZONE CANNOT APPLY.
    C.  WAIVERS WILL NOT BE CONSIDERED FOR DAC REQUIREMENTS.
    D.  MARINE CORPS SYSTEMS COMMAND (MCSC), AS THE EXECUTIVE AGENCY FOR ACQUISITION TRAINING AND EDUCATION, WILL VERIFY ALL ACQUISITION CERTIFICATIONS, WORKFORCE EXPERIENCE, AND ACADEMIC QUALIFICATIONS PRIOR TO THE SELECTION BOARD. ALL APPLICANTS MUST INITIATE AN ACQUISITION RECORDS AUDIT WITH THE USMC DEFENSE ACQUISITION WORKFORCE IMPROVEMENT ACT (DAWIA) WORKFORCE DEVELOPMENT REPRESENTATIVE MR.     E.  PACKAGES MUST BE ENDORSED BY THE APPLICANT'S CHAIN OF COMMAND THROUGH THE FIRST GENERAL OFFICER (WING, DIVISION, OR MLG EQUIVALENT) AS APPROPRIATE.  ELECTRONIC APPLICATIONS WILL BE ACCEPTED ON A CASE BY CASE BASES DEPENDING UPON DEPLOYMENT STATUS.
    F.  PHOTOGRAPHS. AN OFFICIAL PHOTO, TAKEN NO EARLIER THAN 8 JAN 2010 IS REQUIRED TO BE ELECTRONICALLY FILED IN THE OMPF. SEE MARADMIN 003/09 FOR THE SPECIFICATIONS REQUIRED FOR THE SUBMISSION OF DIGITAL PHOTOS. PER MARADMIN 0003/09, OFFICERS WHO ARE DEPLOYED MAY TAKE THE PHOTO IN UTILITIES MINUS THE UTILITY BLOUSE. THE TITLE BOARD WILL INCLUDE THE WORD "DEPLOYED" DISPLAYED PROMINENTLY ACROSS THE TOP OF THE BOARD AS WELL AS ALL OTHER INFORMATION REQUIRED BY REF C. FOR THE PURPOSE OF PHOTO CLARITY, THE PHOTO SHOULD BE TAKEN AGAINST A PLAIN BACKGROUND. MARADMIN 0003/09 SPECIFIES THE UNIFORM FOR THE OFFICIAL PHOTOGRAPHS FOR FEMALES MARINES AS SERVICE "C" WITH SLACKS. OFFICERS SHOULD CONFIRM RECEIPT OF THE PHOTO BY CONTACTING CMC (MMSB-20) AT 703-784-3974 OR BY CHECKING THE MMSB HOMEPAGE. BE ADVISED THAT ALTHOUGH A PHOTO MAY BE OVER 12 MONTHS OLD, THE PHOTO WILL REMAIN IN THE OMPF UNTIL AN UPDATED PHOTO IS SUBMITTED.  THEREFORE, IF USING THE MMSB HOMEPAGE TO REVIEW RECEIPT OF YOUR DIGITAL PHOTO, PAY PARTICULAR ATTENTION TO THE DATE OF THE PHOTO TO ENSURE THE MOST CURRENT PHOTO SUBMITTED WAS RECEIVED BY CMC (MMSB-20).  HARD COPY PHOTOS WILL NOT BE FILED IN THE OMPF.     H.  ASEP APPLICANTS MUST HAVE MET THE 24 MONTH TIME ON STATION (TOS) REQUIREMENTS BEFORE ATTENDING SCHOOL. APPLICANT'S PRESCRIBED TOURS OF DUTY WILL NOT NORMALLY BE INTERRUPTED.

    J.  OFFICERS SELECTED FOR PMOS 8059 INCUR A 4 YEAR SERVICE OBLIGATION UPON ACCEPTANCE.
3. ELIGIBILITY REQUIREMENTS FOR 8059 PMOS SELECTION TO ATTEND ASEP: IN ADDITION TO THE 8059 APPLICATION PROCESS DESCRIBED ABOVE AS APPLICABLE, THE FOLLOWING ADDITIONAL GUIDELINES APPLY TO THE 8059 APPLICANT. THE APPLICATION REQUIREMENT PROCESS FOLLOWS:
    A.  THE ASEP BOARD WILL CONVENE: 22-25 FEB 2011. APPLICATIONS ARE DUE 11 FEB 2011.
    B.  ASEP APPLICATIONS WILL ONLY BE ACCEPTED FOR CONSIDERATION IN ACQUISITIONS MANAGEMENT DISCIPLINE 816 AMOS 8856.
    C.  SELECTED ASEP APPLICANTS WILL NOT BE DEFERRED ORDERS TO SCHOOL.  APPLICANTS SHOULD NOT EXPECT A WAIVER TO THIS POLICY.
    D.  UPON SELECTION TO THE PROGRAM, ALL OTHER APPLICATIONS FOR VOLUNTARY PROGRAMS WILL BE REMOVED FROM CONSIDERATION.  UPON RELEASE OF THE RESULTS MARADMIN, PCS ORDERS WILL BE ISSUED ON ALL SELECTED OFFICERS.  THEREFORE, OFFICERS MUST ENSURE A TRUE AND VALID INTEREST IN THIS PROGRAM BEFORE APPLYING.
    E.  APPLICANTS MAY NOT APPLY DURING THE FIRST YEAR OF CURRENT ASSIGNMENT.

    J.  PARTICIPATION IN ASEP INCURS A 4 YEAR SERVICE OBLIGATION AFTER DEGREE COMPLETION.
    K.  THE FOLLOWING STATEMENT MUST BE INCLUDED IN THE ASEP APPLICATION: "IF SELECTED, I AGREE TO REMAIN ON ACTIVE DUTY FOR AT LEAST 4 YEARS AFTER COMPLETION OF MY TRAINING.
