NARR/REF A, DOD 8570.01-M, PROVIDES GUIDANCE FOR THE IDENTIFICATION AND CATEGORIZATION OF POSITIONS AND CERTIFICATION OF PERSONNEL CONDUCTING INFORMATION ASSURANCE (IA) FUNCTIONS WITHIN THE DOD WORKFORCE SUPPORTING THE DOD GLOBAL INFORMATION GRID AND ESTABLISHES IA WORKFORCE (IAWF) OVERSIGHT AND MANAGEMENT REPORTING REQUIREMENTS. REF B, SECNAV 5239.2, DESCRIBES THE DEPARTMENT OF THE NAVY (DON) IAWF MANAGEMENT PLANS AND ESTABLISHES THE DON IAWF OVERSIGHT AND MANAGEMENT REPORTING REQUIREMENTS. REF C, SECNAVINST 5239.20, ESTABLISHES POLICY AND ASSIGNS FOR THE ADMINISTRATION OF THE DON CYBERSECURITY/IAWF MANAGEMENT OVERSIGHT AND COMPLIANCE PROGRAM. REF D, MARADMIN 689/10, CLARIFIES EXISTING POLICY AND PROVIDES GUIDANCE FOR IDENTIFYING, TRACKING, TRAINING, CERTIFYING, AND REPORTING THE MARINE CORPS INFORMATION ASSURANCE WORKFORCE.//

GENTEXT/REMARKS/1. PURPOSE. TO ESTABLISH THE IAWF CERTIFICATION WAIVER PROCESS AND DEFINE ELIGIBILITY REQUIREMENTS FOR COMMANDS THROUGHOUT THE MARINE CORPS.
2. BACKGROUND.
A. REFS A AND B PROVIDE GUIDANCE AND DIRECTION RELATED TO THE IDENTIFICATION, TRACKING, TRAINING, CERTIFICATION, AND REPORTING OF THE IAWF AS WELL AS WAIVER ELIGIBILITY ASSOCIATED TO IAWF CERTIFICATION REQUIREMENTS.
B. SEVERAL IA BASELINE CERTIFICATIONS LISTED IN REF A REQUIRE RELEVANT WORK EXPERIENCE IN ADDITION TO APPLIED KNOWLEDGE THROUGH PROCTORED EXAMINATION. THIS WILL INADVERTENTLY EXCLUDE PERSONNEL THAT HAVE BEEN IDENTIFIED AS PART OF THE IAWF FROM BEING ELIGIBLE FOR THE REQUIREMENTS OF ATTAINING IA BASELINE CERTIFICATIONS. IT IS IMPORTANT TO INCLUDE PERSONNEL THAT MEET THE CRITERIA OF BEING IDENTIFIED AS THE IAWF, BUT MAY NOT HAVE THE EXPERIENCE AS REQUIRED FOR CERTIFICATION OR THE ABILITY TO EXECUTE TASKS UNSUPERVISED TO ENSURE CAREER PROGRESSION AND ACCOUNTABILITY.
3. REQUIREMENTS.
A. THE FOLLOWING DETERMINES ELIGIBILITY FOR IAWF CERTIFICATION WAIVERS:
(1) MILITARY PERSONNEL MAY BE GRANTED A TWO YEAR WAIVER BASED ON THEIR PAY ENTRY BASE DATE (PEBD).
(2) WARRANT OFFICERS AND LATERAL MOVERS MAY BE GRANTED A ONE YEAR WAIVER BASED ON THEIR LATEST MOS SCHOOL GRADUATION DATE OR MOS ASSIGNMENT DATE.
(3) CIVILIANS WITHIN SIX MONTHS OF HIRE DATE.
(4) WITHIN SIX MONTHS OF ASSIGNMENT OF A HIGHER INFORMATION ASSURANCE TECHNICIAN (IAT) OR INFORMATION ASSURANCE MANAGEMENT LEVEL BILLET AND MEETS CERTIFICATION REQUIREMENTS AT A LOWER LEVEL TO EXCLUDE IAT LEVEL 1 POSITIONS.
(5) DURING DEPLOYMENT AND WITHIN SIX MONTHS UPON RETURN FROM A COMBAT ENVIRONMENT ONLY IF A LOWER LEVEL CERTIFICATION IS ATTAINED AND EXCLUDES IAT LEVEL 1 POSITIONS.
(6) CONTRACTORS ARE NOT ELIGIBLE FOR IAWF CERTIFICATION WAIVERS IN ACCORDANCE WITH THE REQUIREMENTS SET FORTH UNDER PARAGRAPH C1.4.4.5 AND C2.3.9 IN REF A.
(7) HAVE NOT BEEN PREVIOUSLY GRANTED AN IAWF CERTIFICATION WAIVER FOR THE REQUESTED CATEGORY/LEVEL.
B. COMPLETED IA CERTIFICATION WAIVERS REQUIRE ALL OF THE FOLLOWING CONDITIONS TO BE MET:
(1) THE INDIVIDUAL MEETS THE ELIGIBILITY REQUIREMENTS FOR AN IAWF CERTIFICATION WAIVER IN ACCORDANCE WITH PARAGRAPH 3.A OF THIS BULLETIN.
(2) INFORMATION ON THE INDIVIDUAL HAS BEEN RECORDED AND UPDATED IN THE MARINE CORPS AUTHORITATIVE DATABASE FOR 8570 REPORTING REQUIREMENTS BY THE INFORMATION ASSURANCE MANAGER (IAM) OR INFORMATION ASSURANCE OFFICER (IAO).
(3) A COMMAND PLAN OF ACTION AND MILESTONES (POAM) HAS BEEN SUBMITTED AND APPROVED BY HEADQUARTERS MARINE CORPS, C4 IA DIVISION. THE CURRENT TEMPLATE IS AVAILABLE FOR USE ON THE HQMC C4 IA WEBSITE AT HTTPS:(SLASH)(SLASH)HQDOD.HQMC.USMC.MIL(SLASH)IAWF.ASP. SUBMISSION OF THE POAM AND PERSONNEL CONSIDERED FOR THE CERTIFICATION WAIVER PROCESS UNDER A COMMMAND ENSURES THE FOLLOWING:
(A) THE COMMANDER IS AWARE THAT THE PERSONNEL LISTED DOES NOT MEET THE MINIMUM IA QUALIFICATIONS FOR THAT POSITION;
(B) THE INFORMATION ASSURANCE MANAGER IS FAMILIAR WITH THE WAIVERED CANDIDATES KNOWLEDGE, SKILLS, AND ABILITIES TO PROPERLY EXECUTE TASKS AND RESPONSIBILITIES REQUIRED OF THAT POSITION;
(C) THE CANDIDATE CONSIDERED FOR THE WAIVER PROCESS UNDERSTANDS THAT THET DO NOT MEET THE MINIMUM QUALIFICATION REQUIREMENTS OF THE BILLET THEY CURRENTLY HOLD AND WILL CONDUCT THE APPROPRIATE ACTIONS TO ENSURE THAT THEY WILL MEET THE REQUIREMENTS WITHIN THE GIVEN POAM.
4. POLICY.
A. IN ACCORDANCE WITH PARAGRAPH C2.3.4 IN REF A, PERSONNEL THAT DO NOT SATISFY IAWF CERTIFICATION OR WAIVER REQUIREMENTS ARE TO BE REASSIGNED TO OTHER DUTIES THAT DO NOT CONSIST OF IA RESPONSIBLITIES.
B. COMPLIANCE OF THIS BULLETIN ARE CONDUCTED THROUGH INSPECTIONS OR AUDITS IN ACCORDANCE WITH REF C.
5. ACTION: G-6/COMMAND IAM AND IAO
A. CONTINUE TO IMPLEMENT ACTION PLANS TO COMPLY WITH REFS A THROUGH D AND THIS BULLETIN.
B. REQUESTS FOR IAWF CERTIFICATION WAIVERS WILL BE SUBMITTED, IN WRITING, FROM COMMANDERS OR COMMAND INFORMATION OFFICERS TO THE DESIGNATED ACCREDITING AUTHORITY (DAA) WITH POAM'S AS PART OF THE ENCLOSURE VIA EMAIL TO IAWF(AT)USMC.MIL. WAIVERS WILL BE PROCESSED ON A QUARTERLY BASIS BY THE HQMC C4 IA DIVISION IN ALIGNMENT WITH IAWF REPORTING REQUIREMENTS.
6. RESERVE APPLICABILITY. THIS BULLETIN IS APPLICABLE TO THE MARINE CORPS TOTAL FORCE AND TO CONTRACTORS WHO SUPPORT THE MARINE CORPS RESERVE.
7. CANCELLATION CONTINGENCY. THIS MESSAGE, UNLESS SUPERCEDED, IS CANCELLED ONE YEAR FROM DATE OF PUBLICATION.
