REF C IS FORMAL MESSAGE TRAFFIC ANNOUNCING MARINE CORPS INSTRUCTOR OF WATER SURVIVAL (MCIWS) RECERTIFICATION COURSE.REF D IS THE PREVIOUS MCO FOR MCWSTP. REF E IS A SAFETY OF USE MESSAGE, SOFT BODY ARMOR SYSTEMS. IT FORBIDS BODY ARMOR SYSTEMS LISTED WITHIN THE MESSAGE FROM BEING USED WHILE TRAINING IN CHLORINATED ENVIRONMENTS. GENTEXT/REMARKS/ 1. PURPOSE: TO ANNOUNCE PUBLICATION OF REFS (A) AND (B) WHICH ESTABLISH NEW SERVICE ADMINISTRATIVE POLICY AND TRAINING REQUIREMENTS FOR MARINE CORPS WATER SURVIVAL TRAINING (MCWST).
A. THE NEW MCWSTP PROVIDES THE MARINE CORPS A MORE STREAMLINED, SAFER, AND EXPEDITIONARY-FORCE-RELEVANT WATER SURVIVAL PROGRAM WHILE SIMULTANEOUSLY REDUCING ANNUAL TRAINING REQUIREMENTS ON THE OPERATING FORCES.
2. THE NEW WATER SURVIVAL PROGRAM REDUCES THE NUMBER OF QUALIFICATION LEVELS FROM SIX TO THREE. NEW WATER SURVIVAL QUALIFICATION LEVELS ARE AS FOLLOWS:
A. WATER SURVIVAL BASIC: 2 YEAR REQUALIFICATION INTERVAL.
B. WATER SURVIVAL INTERMEDIATE: 3 YEAR REQUALIFICATION INTERVAL C. WATER SURVIVAL ADVANCED: 3 YEAR REQUALIFICATION INTERVAL.
3. IN ORDER TO ENSURE PROPER EXECUTION OF REF (A) AND (B), ALL MARINE CORPS INSTRUCTORS OF WATER SURVIVAL (MCIWS) OR MARINE CORPS INSTRUCTOR TRAINERS OF WATER SURVIVAL (MCITWS) REQUIRE TRAINING ON DIFFERENCES BETWEEN THE TWO PROGRAMS. REF (C) PROVIDED COORDINATING INSTRUCTIONS OF MCIWS/MCITWS UPDATE COURSES IN SUPPORT OF THE OPERATING FORCES.

B. ADDITIONAL UPDATE COURSES WILL BE ANNOUNCED VIA SEPCOR 4. IN ORDER TO ENSURE ADEQUATE TIME FOR MCIWS/MCITWS UPDATING; DEPUTY COMMANDANT COMBAT DEVELOPMENT AND INTEGRATION (DC CD AND I) AUTHORIZES A TRANSITION WINDOW BETWEEN THE PREVIOUS AND NEW MCWSTP. DURING THIS WINDOW, UNITS WITHOUT A MCIWS TRAINED AT AN UPDATE COURSE LISTED IN PARAGRAPH 3 MAY CONDUCT ANNUAL MCWST QUALIFICATION IN ACCORDANCE WITH REF (D).
A. UNITS WITH A MCIWS UPDATED AT A COURSE LISTED IN PARAGRAPH 3 WILL CONDUCT MCWST REQUALIFICATION IN ACCORDANCE WITH REF (A) AND (B).
B. A FUTURE MARADMIN WILL ANNOUNCE WHEN THE TRANSITION WINDOW CLOSES. TARGET DATE IS 1 MARCH 2011.
C. UPON CLOSURE OF TRANSITION WINDOW, ALL MCWSTP TRAINING WILL BE CONDUCTED IN ACCORDANCE WITH REFS (A) AND (B). (1) NON-UPDATED MCIWS OR MARINE CORPS INSTRUCTOR TRAINER (MCITWS) WILL NOT BE AUTHORIZED TO CONDUCT MCWST QUALIFICATION. HOWEVER NON-UPDATED MCIWS/MCITWS WILL RETAIN THEIR ADDITIONAL MOS (AMOS) OF 0918.
D. UPON TRANSITION WINDOW CLOSURE, ALL NON-UPDATED MCIWS DESIRING UPDATE TRAINING MUST CONTACT EITHER EXPEDITIONARY WARFARE TRAINING GROUP PACIFIC (EWTGPAC) OR MARINE CORPS WATER SURVIVAL SCHOOL (MCWSS). REQUESTS FOR MARINE CORPS RECRUIT DEPOTS (MCRD) TO CONDUCT FUTURE MCIWS UPDATE COURSES WILL NOT BE ENTERTAINED.
5. ALL WATER SURVIVAL REQUALIFICATION DATES CURRENTLY EXISTING IN TOTAL FORCE STRUCTURE MANAGEMENT SYSTEM (TFSMS) WILL NOT CHANGE UNTIL UNITS CONDUCT REGULARLY SCHEDULED MCWST REQUALIFICATION.
6. THE NEW MCWSTP INCORPORATES BODY ARMOR GEAR SHED AS A TRAINING EVENT AT ALL QUALIFICATION LEVELS. REFS (A) AND (E) FORBID BODY ARMOR SYSTEMS LISTED WITHIN THE REFS FROM BEING USED WHILE TRAINING IN SWIM FACILITIES. BODY ARMOR UTILIZED DURING THE CONDUCT OF WATER SURVIVAL TRAINING MUST BE MARKED "FOR TRAINING ONLY" AND MAY NOT BE USED ON DEPLOYMENTS. TECOM HAS LIMITED QUANTITIES OF GEAR AVAILABLE FOR UNIT TRAINING. REF F PROVIDED COORDINATING INSTRUCTIONS FOR GEAR DELIVERY.
7. THIS MARADMIN IS APPLICABLE TO MARINE CORPS TOTAL FORCE.
