GENTEXT/REMARKS/1.  BACKGROUND.  DIRECTOR, RESERVE AFFAIRS (DIR RA) HAS INITIATED ACTION TO REINVIGORATE AND EXPAND RESERVE SPECIFIC RETENTION KNOWLEDGE TO SUPPORT MARINE FORCES RESERVE (MFR) UNITS IN IMPROVING SMCR CONTINUATION.  THE INTENT IS TO ASSIST UNIT CAREER PLANNERS TO BETTER ADAPT TO AND UNDERSTAND THE INHERENT MANPOWER REQUIREMENTS ASSOCIATED WITH RETENTION WITHIN THE SELECTED MARINE CORPS RESERVE (SMCR).  ACTIONS BY THE RESERVE CONTINUATION AND TRANSITION (RCT) BRANCH INCLUDE SEMINARS FOR NEWLY ASSIGNED CAREER PLANNERS, CURRICULUM REVIEWS, PARTICIPATION IN CAREER PLANNING CONFERENCES, AND INTERACTION WITH MARFORRES ON UNIT NEEDS.  THIS MESSAGE ANNOUNCES THE NEXT CAREER PLANNER SEMINAR.
2.  MISSION.  FROM 8-10 DECEMBER 2010, RA CONDUCTS CAREER PLANNER SUSTAINMENT TRAINING TO PROVIDE AN ENHANCED BASE OF KNOWLEDGE THAT WILL ASSIST MARFORRES INSPECTOR INSTRUCTOR (I-I) CAREER PLANNERS WITH MISSION REQUIREMENTS IOT FACILITATE RESERVE RETENTION AND CONTINUATION WITHIN THE SMCR. 
3.  EXECUTION  
    A.  INTENT:  PROVIDE TRAINING AND INFORMATION THAT WILL ENHANCE RESERVE CAREER PLANNERS' (WHO ARE OFTEN ISOLATED FROM HHQ) ABILITY TO EFFECTIVELY SERVE THEIR UNITS AND MARINES.
    B.  CONCEPT OF OPERATIONS.  RA PROVIDES SUSTAINMENT TRAINING CLASSES VIA A TWO DAY SEMINAR TO ENABLE I-I CAREER PLANNERS TO UNDERSTAND, IDENTIFY AND MONITOR RESERVE UNIT MANPOWER REQUIREMENTS.  CAREER PLANNER TRAINING WILL ADDRESS THE FOLLOWING THREE KNOWLEDGE SKILL SETS:
        (1) KNOWLEDGE SKILL SET ONE:  RESERVE POLICY AND GUIDANCE FROM MULTIPLE SOURCES TO INCLUDE MARINE CORPS ORDERS, DOD INSTRUCTIONS, AND LAW.  
        (2) KNOWLEDGE SKILL SET TWO:  DEVELOPMENT AND IMPLEMENTATION OF TRAINING AND EDUCATION TO UNDERSTAND MISSION AND UNIT REQUIREMENTS.
        (3) KNOWLEDGE SKILL SET THREE:  ENHANCE I-I CAREER PLANNER SPECIFIC DATA MANAGEMENT SKILLS TO ASSIST IN MFR UNIT RETENTION AND AFFILIATION BY FOCUSING ON UNIT STUCTURE AND MANNING. 
    C.  TARGET AUDIENCE:  CAREER PLANNERS AND SNCOIC CAREER PLANNERS WITH LESS THAN 1 YEAR IN THEIR CURRENT ASSIGNMENT.  THE SEMINAR IS DESIGNED TO ENHANCE CAREER PLANNER ABILITY TO ADVOCATE AND ASSIST IN THE ACCOMPLISHMENT OF THE FOLLOWING UNIT RETENTION AND CONTINUATION GOALS: 
        (1) UNDERSTAND AND IDENTIFY MFR UNIT STRUCTURE REQUIREMENTS AND MANNING.
        (2) FOSTER AFFILIATION IN THE SMCR AND PROVIDE ADVOCACY, ADVICE, AND CAREER MANAGMENT EXPERTISE TO MFR UNITS. 
        (3) ADVOCATE AND ADVISE ON STRUCTURE AND BILLET REQUIREMENTS IN THE EMPLOYMENT OF TOTAL FORCE POLICIES AND PROCEDURES FOR MFR UNITS.
        (4) PROVIDE RETENTION EXPERIENCE, ADVICE, AND DOCTRINAL EXPERTISE TO THE MFR UNITS. 
4.  INITIAL CP SUSTAINMENT SEMINAR WILL BE HELD 8 - 10 DECEMBER IN QUANTICO VA.  INVITATIONS WILL BE SENT VIA SEPARATE CORRESPONDENCE, QUESTIONS SHOULD BE DIRECTED TO MSGT MACIEL, THE POC LISTED ABOVE.
5.  THIS MARADMIN IS APPLICABLE TO THE MARINE CORPS RESERVE.
