GENTEXT/REMARKS/1. THIS MARADMIN SUMMARIZES FINAL FY10 RETENTION ACCOMPLISHMENTS AS OF 30 SEP 10. 2. FY10 FTAP AND SUBSEQUENT TERM ALIGNMENT PLAN (STAP) CLOSEOUT.
A. THE FY10 RETENTION MISSION BEGAN 01 JUL 09 WITH A MISSION TO REENLIST 6,735 FTAP AND 6,916 STAP MARINES. ON 23 APR 10, THIS MISSION WAS MET. THE TABLE BELOW SHOWS FINAL NUMBERS AND PERCENTAGES AS OF 30 SEP 10:

B. BOATSPACE CAPS FOR FTAP MARINES WERE ADHERED TO WITH EXCEPTIONS FOR THE QUALITY REENLISTMENT PROGRAM (QRP) AND SUPPORT FOR MARSOC. THE MARINE CORPS ACHIEVED AN UNPRECEDENTED FTAP MOS MATCH OF 99.7 PERCENT, THE HIGHEST OF ANY YEAR. THE ONLY MOS NOT ACHIEVING 100 PERCENT OF MISSION WAS 0211, A HISTORICAL NORM.
C. IN FY10, THE QUALITY OF FTAP MARINES REENLISTED IS EVIDENT BASED UPON THE FOLLOWING AVERAGES:

3. FY11 FTAP STATUS.
A. THE FY11 RETENTION MISSION BEGAN 01 JUL 10 WITH A MISSION TO REENLIST 6,835 FTAP MARINES. AS OF 30 SEP 10, 3,673 MARINES HAVE REENLISTED (53.7 PERCENT OF MISSION), 636 HAVE BEEN APPROVED FOR REENLISTMENT (9.3 PERCENT OF MISSION), AND ANOTHER 701 MARINES WERE PENDING APPROVAL (10.3 PERCENT OF MISSION). WHILE THE FISCAL YEAR HAS JUST BEGUN, OVER 73 PERCENT OF THE FY11 FTAP MISSION HAS BEEN EXECUTED OR HAS REQUESTS PENDING.
B. BOATSPACE CAPS FOR FTAP MARINES WILL BE STRICTLY ADHERED TO SO IT IS IMPORTANT FOR COMMANDERS TO ENSURE THAT EVERY MARINE HAS THE OPPORTUNITY TO REENLIST. ONCE MOS BOATSPACES ARE FILLED, QRP OPPORTUNITIES ARE AVAILABLE FOR THOSE WHO MEET THE PREREQUISITES ON A VERY LIMITED BASIS. CRITERIA AND INSTRUCTIONS WILL BE PUBLISHED THROUGH SEPARATE CORRESPONDENCE. REF (B) DENOTES MOS'S WHICH ARE OPEN FOR LATERAL MOVE NOW AND LATERAL MOVE OPPORTUNITIES FOR ALL OTHER OPEN MOS'S WILL BEGIN 01 DEC 10.
4. FY11 STAP STATUS.
A. THE FY11 RETENTION MISSION BEGAN 01 JUL 10 WITH A MISSION TO REENLIST 6,537 STAP MARINES. AS OF 30 SEP 10, 3,866 MARINES HAVE REENLISTED (59.1 PERCENT OF MISSION), 509 HAVE BEEN APPROVED FOR REENLISTMENT (7.8 PERCENT OF MISSION), AND ANOTHER 323 MARINES WERE PENDING APPROVAL (4.9 PERCENT OF MISSION). WHILE THE FISCAL YEAR HAS JUST BEGUN, ALMOST 72 PERCENT OF THE FY11 STAP MISSION HAS BEEN EXECUTED OR HAS REQUESTS PENDING.
5. SELECTIVE REENLISTMENT BONUSES (SRB) ARE STILL AVAILABLE FOR QUALIFYING MARINES, BUT WILL DWINDLE WHEN NO LONGER REQUIRED. SRB'S ARE ADDRESSED IN REF (C) AND UPDATES WILL BE PUBLISHED THROUGH SEPARATE CORRESPONDENCE.
6. UP TO DATE INFORMATION ON THE BOATSPACE REPORT IS FOUND ON THE TOTAL FORCE RETENTION SYSTEM (TFRS), ACCESSIBLE BY EACH UNIT CAREER PLANNER.
7. COMMANDERS, SNCOIC'S, CAREER PLANNERS, AND LEADERS ARE COMMENDED FOR THE OUTSTANDING EFFORTS EXPENDED IN RETAINING FIRST TERM MARINES. YOUR VIGILANCE THROUGHOUT FY10 HAS ENSURED THAT WE RETAIN QUALITY LEADERSHIP FOR THE LONG WAR. WHILE WE HAVE STARTED WELL IN FY11, WE NEED TO CONTINUE TO PRESS OUR MARINES TO REENLIST WHILE OPPORTUNITIES STILL EXIST, ESPECIALLY IN THE HIGH DEMAND/LOW DENSITY MOS'S.
