GENTEXT/REMARKS/1.  THE PURPOSE OF THIS MARADMIN IS TO ANNOUNCE THE PUBLICATION OF SELF ASSESSMENT TOOLS FOR CAREER LEVEL RESERVE MARINES (ENLISTED IN THE GRADES OF SERGEANT AND ABOVE; OFFICERS OF ALL GRADES), AND TO ENCOURAGE THEIR USE PRIOR TO RECEIVING CAREER COUNSELING SERVICES.
2.  SINCE 1999, RESERVE AFFAIRS HAS OFFERED COUNSELING SERVICES ON REQUEST FOR CAREER RESERVE MARINES WITHOUT REQUIRING MARINES TO FIRST ORDER AND REVIEW THEIR OWN RECORDS.  IN THE PAST, RECORD REVIEWS WERE CONDUCTED ON A FIRST IN/ FIRST OUT BASIS, AND THE AVERAGE WAIT TIME FOR CAREER COUNSELING WAS THREE WEEKS. THOUGH THIS HAD BEEN A SUCCESSFUL SYSTEM IN TERMS OF PROVIDING INFORMATION TO MEMBERS REGARDING THEIR OFFICIAL MILITARY PERSONNEL FILE (OMPF) AND IDENTIFYING DISCREPANCIES, IT WAS A PASSIVE MODEL WHICH NEITHER TAUGHT MARINES HOW TO BETTER ANALYZE THEIR OWN RECORDS, NOR DID IT ENCOURAGE MARINES TO MAKE CORRECTIONS IN A TIMELY MANNER. 
3.  A RECENTLY COMPLETED ANALYSIS OF PERFORMED COUNSELINGS OVER THE LAST ELEVEN YEARS DETERMINED THAT MOST MARINES DID NOT SEEK COUNSELING UNTIL AFTER THEY INCURRED A FAILURE OF SELECTION FOR PROMOTION.  IN THE PREPONDERANCE OF CASES, THERE WERE SIMPLE ADMINISTRATIVE ERRORS IN THE RECORD WHICH, HAD THE MEMBER IDENTIFIED THESE ERRORS PRIOR TO THE SELECTION BOARD AND TAKEN TIMELY ACTION, COULD HAVE BEEN CORRECTED (EXAMPLES: MISSING PME COMPLETION CERTIFICATES, MISSING PFT/CFT SCORES, FITREP DATE GAPS, ETC.)
4.  WITH THE PUBLICATION OF MY OMPF ON MARINE ON LINE, THERE IS NOW AN UNPRECENDENTED LEVEL OF IMMEDIATE ACCESS AND EASE FOR MEMBERS TO REVIEW THEIR OWN RECORDS.  IN ORDER TO EDUCATE ALL MARINES ON HOW TO BETTER VIEW AND ANALYZE THEIR RECORD, RESERVE AFFAIRS HAS PUBLISHED A SIMPLE, MICROSOFT EXCEL CHECKLIST AND CORRESPONDING POWERPOINT PRESENTATIONS (OFFICER AND ENLISTED VARIANTS) ON THE RESERVE AFFAIRS WEBPAGE IN ORDER TO AID AND EDUCATE MEMBERS ON WHAT TO LOOK FOR IN THEIR OWN RECORD TO PREPARE FOR BOARDS.  THESE TOOLS ARE AVAILABLE AT THE FOLLOWING LOCATION: WWW.MANPOWER.USMC.MIL, RESERVE MARINE, RA, RCT, CAREER COUNSELING.  THIS WEBSITE IS NOT CAC/ PKI ENABLED AND ANY MEMBER WITH AN INTERNET CONNECTION CAN FREELY ACCESS THESE TOOLS.  ACCESS TO MY OMPF WILL REQUIRE LOGGING INTO MARINE ONLINE.
5.  THESE NEW ASSESSMENT AND REVIEW TOOLS COVER EVERY ASPECT OF THE RECORD THAT A CAREER COUNSELOR REVIEWS AND BETTER ENABLES THE INDIVIDUAL MARINE TO REVIEW THEIR OWN RECORD.  IN MOST CASES, WORKING THROUGH THE CHECKLIST WILL COMPLETELY NEGATE THE NEED TO HAVE A CAREER COUNSELOR REVIEW THE RECORD BECAUSE THE MARINE WILL BE REVIEWING THE SAME INFORMATION A CAREER COUNSELOR REVIEWS.  AS SUCH, THE MARINE WILL KNOW EXACTLY WHAT ADMINISTRATIVE DISCREPANCIES ARE IN THEIR RECORD AND CAN TAKE IMMEDIATE ACTION TO MAKE CORRECTIONS.
6.  EFFECTIVE IMMEDIATELY, RESERVE MARINES REQUESTING CAREER COUNSELING/ RECORDS REVIEW FROM RESERVE AFFAIRS WILL FIRST BE EXPECTED TO HAVE COMPLETED THE SELF ASSESSMENT CHECKLIST.  ONCE THE SELF ASSESSMENT CHECKLIST HAS BEEN COMPLETED, AND IF SPECIFIC QUESTIONS REMAIN AFTER A MARINE'S REVIEW OF HIS/ HER OWN RECORD, A REQUEST FOR CAREER COUNSELING SERVICES REGARDING THESE SPECIFIC QUESTIONS MAY BE SUBMITTED TO RESERVE AFFAIRS BY E-MAIL TO CMT@USMC.MIL. 
7.  THIS MARADMIN IS APPLICABLE TO THE MARINE CORPS RESERVE.
