GENTEXT/REMARKS/ 1.  BACKGROUND:  AS A RESULT OF THE APRIL 2010 EOS, THE COMMANDANT OF THE MARINE CORPS DIRECTED DC CD AND I TO ESTABLISH A REVISED CIVILAIN MANPOWER REQUIREMENT PROCESS.  THE JULY 2010 EOS APPROVED THIS PROCESS AND IS HEREBY DIRECTED.
2.  PURPOSE.  TO PUBLISH THE APPROVED REVISED PROCESS FOR DETERMINING AND CHANGING CIVILIAN MANPOWER REQUIREMENTS WITHIN THE MARINE CORPS.
3.  CIVILIAN MANPOWER REQUIREMENTS ARE A COMPONENT OF THE TOTAL FORCE STRUCTURE AND ARE ESSENTIAL TO THE ACCOMPLISHMENT OF THE MARINE CORPS MISSION.  THE TOTAL FORCE STRUCTURE PROCESS ESTABLISHES THE OPTIMAL ALLOCATION OF PERSONNEL RESOURCES IN ACCORDANCE WITH THE COMMANDANT'S PRIORITIES TO PROVIDE A BALANCED AND CAPABLE FORCE. FORCE STRUCTURE REQUIREMENTS FOR A UNIT TO ACCOMPLISH THEIR MISSION IS A COMBINATION OF MARINE, NAVY (ACTIVE AND RESERVE) AND CIVILIAN STRUCTURE.
4.  AS WITH THE MILITARY STRUCTURE CHANGES, CAREFUL CONSIDERATION MUST BE GIVEN TO CIVILIAN STRUCTURE CHANGES THAT AFFECT MARINE CORPS RESOURCES AND FUTURE CAPABILITIES.  TO FACILITATE THE ESTABLISHMENT OF AN OPTIMAL, BALANCED AND CAPABLE FORCE THE FOLLOWING REVISED CIVILIAN MANPOWER PROCESS IS EFFECTIVE IMMEDIATELY.
5.  CURRENT CIVILIAN REQUIREMENTS IDENTIFIED AS A FUNDED REQUIREMENT WITHIN THE TOTAL FORCE STRUCTURE MANAGEMENT SYSTEM (TFSMS) PROJECTED THROUGH FY11 SHALL NOT BE EXCEEDED.  ALL CIVILIAN MANPOWER TABLES OF ORGANIZATION AND EQUIPMENT CHANGE REQUESTS (TOECRS) WILL RESULT IN A ZERO SUM GAIN.  ADDING BILLETS OR INCREASING GRADES OF EXISTING BILLETS WITHIN A UNIT WILL REQUIRE COMPENSATION FROM WITHIN THE REQUESTING UNIT'S CIVILIAN FORCE STRUCTURE.  COMPENSATION MUST BE DOLLAR FOR DOLLAR TO FUND THE NEW REQUIREMENT.  BILLETS USED FOR COMPENSATION MUST BE DELETED FROM THE TABLE OF ORGANIZATION.
A.  COMMANDERS CANNOT COMMIT OPERATIONAL AND MAINTENANCE (O AMD M) FUNDS TO ACTIVE, RESERVE, R AND D OR FAMILY HOUSING ALONG WITH OPERATIONS MAINTENANCE DEFENSE WIDE TO ADD NEW ENDURING CIVILIAN REQUIREMENTS.
B.  COMMANDERS WHO CANNOT FIND INTERNAL CIVILIAN LABOR COMPENSATION MAY SUBMIT FOR ADDITIONAL CIVILIAN STRUCTURE THROUGH THE ANNUAL UNCOMPENSATED REVIEW BOARD (URB).  COMMANDERS MUST PLAN IN ADVANCE FOR NEW AND EMERGING REQUIREMENTS DUE TO MISSION CHANGES TO COMPETE IN THE ANNUAL URB.   
C.  ALL UNCOMPENSATED MANPOWER REQUIREMENTS MUST BE SUBMITTED TO THE UNFUNDED REVIEW BOARD THAT IS HELD ANNUALLY.  THE URB WILL PRIORITIZE REQUIREMENTS AND SEEK APPROVAL FROM THE MROC. SPECIFIC GUIDANCE WILL BE PUBLISHED VIA SEPARATE CORRESPONDENCE.
D. INITIATIVES DIRECTED BY HIGHER HEADQUARTERS (OSD AND DON) EXTERNAL TO THE MARINE CORPS WILL BE ADDRESSED SEPARATELY. AS THESE INITIATIVES ARE DIRECTIVE IN NATURE, FUNDING WILL BE IDENTIFIED BY DC P AND R AND SHALL BE COMPLETED NLT THE PROCEEDING POM CYCLE.
6.  UNITS AND ORGANIZATIONS SHALL SUBMIT TOECRS FOR CHANGES TO CIVILIAN BILLETS AS THEY OCCUR, ALL CHANGES TO CIVILIAN REQUIREMENTS MUST BE APPROVED BY DC CD AND I AND DOCUMENTED ON THE T/O AND E PRIOR TO THE INITIATION OF THE REQUEST FOR PERSONNEL ACTION (RPA). THE BIC SHALL BE INCLUDED ON ALL RPAS.  TO ENSURE COMPENSATION AND RELATED FUNDING DATA IS CORRECT, IT IS IMPERATIVE THAT THE COMMAND G-1 AND G-8 COORDINATE ON ALL CIVILIAN MANPOWER TOECRS.  VALIDATE PEN'S, BUDGET LINE ITEMS (BLI) AND JAR/COST CODES.
A.  CIVILIAN MANPOWER TOECRS MUST CONTAIN THE AFFECTED TFSMS UIC(S), EFFECTIVE DATE(S), AFFECTED BILLET IDENTIFICATION CODES (BIC) AND JUSTIFICATION SUPPORTING THE MISSION OF THE UNIT.  TOECRS MUST BE SIGNED OR RELEASED BY THE UNIT COMMANDER OR DESIGNATED REPRESENTATIVE.  ADDITIONALLY, THE TOECR MUST CONTAIN APPROPRIATE COMPENSATION TO INCLUDE FUNDING DATA DESCRIBED IN THE ATTACHED CIVILIAN MANPOWER TOECR WORKSHEET.  THE ATTACHED HYPERLINK WILL ALLOW ACCESS TO VIEW THE CIVILIAN MANPOWER TOECR WORKSHEET. B.  REQUESTS TO ADD REIMBURSABLE BILLETS TO SUPPORT EXTERNAL ENTITIES SHOULD ALSO INCLUDE FUNDING DATA AND AUTHORIZATION IDENTIFIED IN THE MEMORANDUM OF AGREEMENT (MOA). IN KEEPING WITH REF D, COMMANDS ARE PROHIBITED FROM ADDING REIMBURSABLE BILLETS WHEN THE SERVICE BEING PROVIDED SUPPORTS ANOTHER MARINE CORPS COMMAND ALSO EXECUTING OPERATIONS AND MAINTENANCE, MARINE CORPS FUNDING (O AND M,MC) OR OPERATIONS AND MAINTENANCE,  MARINE CORPS RESERVE  (O AND M,MCR) FUNDS. TO SUPPORT SUCH INITIATIVES, HQMC P AND R (RPPO) WILL PERFORM A BUDGET BASED TRANSFER BETWEEN MAJOR COMMANDS THAT RECEIVE FUNDING DIRECTLY FROM HQMC IF NEEDED. THESE REQUESTS SHOULD BE ADDRESSED DURING THE POM BASELINE REVIEWS.  BUDGET BASED TRANSFER BETWEEN MARINE CORPS ACTIVITIES WILL BE ACCOMPLISHED UTILIZING NC-4 FORMAT.  REQUEST MUST BE SUBMITTED PRIOR TO NOVEMBER OF EACH YEAR.
C.  CIVILIAN MANPOWER REQUIREMENTS FOR OPERATIONAL FORCE UNITS AT THE MEF LEVEL AND BELOW WILL BE PLACED ON BASE AND STATION T/O AND E AND MAPPED IN TFSMS TO THE OPERATIONAL FORCE TO AND E.  FUNDING SHALL BE ALIGNED TO THE ACTIVITY'S BUDGET RESPONSIBLE FOR ADMINISTRATION. ALL PENS AND IG/CA CODING WILL BE REFLECTIVE OF THE OPERATING FORCE UNIT TO WHICH THE BILLET WILL BE MAPPED TO.
D.  ALL TOECRS REQUESTING CHANGES TO GRADE, SERIES OR COMPENSATED BILLET INCREASE MUST BE ACCOMPANIED BY A POSITION MANAGEMENT ASSESSMENT (TO INCLUDE ADJUSTMENTS TO MISSION, FUNCTION AND TASK STATEMENTS), A FULLY CLASSIFIED POSITION DESCRIPTION, AND FACTOR EVALUATION STATEMENT FOR THE FULL PERFORMANCE LEVEL OF THE BILLET. TOECRS REQUESTING UPGRADES TO EXISTING POSITIONS SHALL INCLUDE VERIFICATION FROM THE SERVICING HUMAN RESOURCES OFFICE DETAILING HOW THE ACTION MEETS THE CRITERIA SPECIFIED IN REFERENCE C IN REGARD TO WHETHER THE UPGRADE WILL RESULT IN A COMPETITIVE/NON-COMPETITIVE PROMOTION ACTION.  MPC WILL PROVIDE SUPPLEMENTAL GUIDANCE.
E.  TOECRS TO CHANGE CIVILIAN MANPOWER REQUIREMENTS SHALL FOLLOW THE APPROPRIATE CHAIN OF COMMAND/FUNCTIONAL DIRECT WORKFLOW WITHIN TFSMS.
F.  TEMPORARY BILLETS ARE DEFINED AS SHORT-TERM CIVILIAN MANPOWER REQUIREMENTS NOT EXPECTED TO LAST LONGER THAN 1 YEAR.  TERM BILLETS ARE DEFINED AS MANPOWER REQUIREMENTS FOR A PERIOD OF MORE THAN 1 YEAR BUT NOT MORE THAN 4 YEARS.  ALTHOUGH TEMPORARY AND TERM REQUIREMENTS ARE NOT CONSIDERED ENDURING, THEY WILL BE ADDED TO THE T/O AND E FOR A SPECIFIED TIME AND WILL BE PROGRAMMED TO DELETE AS SPECIFIED IN THE TOECR.  TEMPORARY AND TERM BILLETS ARE NOT ENDURING REQUIREMENTS, BUT MAY BE EXTENDED IN ACCORDANCE WITH ESTABLISHED REGULATIONS. ALL REQUESTS FOR EXTENSIONS MUST BE SUBMITTED VIA THE TOECR PROCESS.  ONCE FUNDING HAS BEEN IDENTIFIED AND APPROVED A TOECR NOTIFICATION WILL BE SENT BACK TO THE COMMAND REQUESTING SUBMISSION OF THE EXTENSION REQUEST VIA THE SERVICING HRO TO CMC (MPC) FOR PROCESSING AND APPROVAL.  ALL REQUEST PACKAGES MUST INCLUDE THE TOECR NUMBER IN ORDER TO BE PROCESSED.
G.  REQUESTS TO UTILIZE O AND M FUNDING IN SUPPORT OF SURGE CAPABIITIES FOR TEMP AND TERM REQUIREMENTS SUPPORTING NATIONAL DEFENSE INITIATIVES WILL BE ADDRESSED AS THEY OCCUR VIA THE TOECR PROCESS.
7.  THE REVISED PROCESS FOR DETERMINING AND CHANGING CIVILIAN MANPOWER REQUIREMENTS WITHIN THE MARINE CORPS DETAILED IN THIS MARADMIN WILL BE CONTAINED WITHIN THE NEXT UPDATE TO REF (B).
8.  THIS MARADMIN IS APPLICABLE TO THE MARINE CORPS TOTAL FORCE.
