GENTEXT/REMARKS/1. DARPA AND THE SERVICE CHIEFS HAVE INSTITUTED A SERVICE CHIEFS PROGRAM THAT ALLOWS SELECTED MARINE OFFICERS TO SPEND APPROXIMATELY 90 DAYS AT DARPA EXPLORING NUMEROUS TECHNOLOGY INITIATIVES AND PROVIDING OPERATOR INSIGHT INTO THE DARPA PROCESS.
2. THE DARPA SCP EXPOSES SELECTED MILITARY OFFICERS TO A UNIQUE ORGANIZATION WITH THE MISSION TO RAPIDLY DEVELOP IMAGINATIVE, INNOVATIVE, AND OFTEN HIGH-RISK RESEARCH IDEAS, OFFERING SIGNIFICANT TECHNOLOGICAL IMPACT THAT GOES WELL BEYOND THE NORMAL EVOLUTIONARY APPROACH.  THE SCP GOAL IS TO BOTH INCREASE THE AWARENESS OF KEY COMMANDS WITHIN THE SERVICES ABOUT DARPAS TECHNOLOGY DEVELOPMENT EFFORTS AND PROGRESS THE PROFESSIONAL DEVELOPMENT OF THE SERVICES TOP OFFICERS.  THE SCP ASSISTS DARPA IN UNDERSTANDING THE SERVICE NEEDS DUE TO THE VALUABLE INPUT INTO TECHNOLOGY DEVELOPMENT EFFORTS BY THE MEMBERS OF THE PROGRAM.
3. UPON ARRIVAL AT DARPA, SCP MEMBERS WILL BE ASSIGNED TO A SPECIFIC DARPA TECHNICAL OFFICE FOR THE DURATION OF THEIR ASSIGNMENTS. THE MEMBERS WILL, AS A TEAM, PLAN AND EXECUTE A PROJECT OF SIGNIFICANCE DURING THEIR 90-DAY TENURE AT DARPA. THE PURPOSE OF THE PROJECT IS TO EXPOSE THE MEMBERS TO THE DARPA METHOD, PROVIDE THEM WITH INSIGHT INTO A SPECIFIC CUTTING-EDGE TECHNOLOGY, AND POTENTIALLY AID IN DEVELOPING A FUTURE DARPA TECHNOLOGY. PARTICIPANTS WILL HAVE THE OPPORTUNITY FOR SELF-STUDY IN AREAS OF INTEREST TO THEM AND TO THE MARINE CORPS, AS WELL AS GAINING AN UNDERSTANDING OF THE BREADTH OF DARPA RESEARCH ACROSS THE SPECTRUM OF TECHNOLOGY DEVELOPMENT.
4. THIS PROGRAM IS DESIGNED SPECIFICALLY FOR HIGHLY MOTIVATED, ACTIVE DUTY OFFICERS WHO HAVE DEMONSTRATED OUTSTANDING LEADERSHIP ABILITY IN AN OPERATIONAL POSITION AND WHO HAVE CLEAR POTENTIAL IN MOVING INTO SENIOR OPERATIONAL LEADERSHIP COMMANDS.
5. AT THE CONCLUSION OF THE PROGRAM, OFFICERS RETURN TO THEIR COMMANDS WITH A GREATER UNDERSTANDING OF DEPARTMENT OF DEFENSE S AND T EFFORTS AND AN ACUTE AWARENESS OF HOW TO LEVERAGE THE SUPPORT OF DARPA FOR ONGOING OPERATIONAL AND SUPPORT EFFORTS.
6. SELECTED APPLICANTS WILL BE ASSIGNED TAD TO DARPA IN ARLINGTON, VA.  SCP MEMBERS DO NOT RECEIVE A FITREP FOR THE SCP PERIOD, BUT WILL RECEIVE A LETTER FROM THE DARPA DIRECTOR HIGHLIGHTING THEIR TIME SPENT AT THE AGENCY.  FOR SCP MEMBERS REPORTING FROM COMMANDS OUTSIDE THE NATIONAL CAPITAL REGION (NCR), DARPA PAYS FOR ALL COSTS ASSOCIATED WITH THE SCP INCLUDING BILLETING AND PER DIEM IN ARLINGTON AND ALL TRAVEL COSTS.  SCP MEMBERS TYPICALLY SPEND 50 PERCENT OF THE TIME ON TRAVEL VISITING DARPA PROGRAM PERFORMERS.
FOR SCP MEMBERS COMING FROM COMMANDS INSIDE THE NCR, DARPA REIMBURSES THE MEMBERS FOR MILEAGE BETWEEN THEIR COMMAND AND THE AGENCY AND ALL TRAVEL COSTS WHEN VISITING PERFORMERS.
7. AS THE MARINE CORPS SPONSOR, CG MCWL IS CALLING FOR APPLICANTS FOR ALL FY11 SFC CLASSES.  ANY ACTIVE DUTY OFFICERS, IN THE RANK OF MAJOR THROUGH LIEUTENANT COLONEL MAY APPLY. QUALIFIED OFFICERS CURRENTLY ASSIGNED TO MCCDC, MCWL, MCSC, MCTSSA, TECOM, MCOTEA OR ONR ARE ENCOURAGED TO APPLY. OFFICERS IN THE SPECIAL EDUCATION PROGRAM (SEP) MAY APPLY AND COMPLETE THE INTERNSHIP AS PART OF THEIR EXPERIENCE TOUR OR ENROUTE TO THEIR UTILIZATION TOUR. ALTHOUGH NOT REQUIRED, THE IDEAL CANDIDATE WILL POSSESS A TECHNICAL MASTER'S DEGREE, RECENT OPERATIONAL EXPERIENCE, AND A TOP SECRET CLEARANCE.
OFFICERS WITH A TS SCI CLEARANCE ARE HIGHLY ENCOURAGED TO APPLY.
