GENTEXT/REMARKS/1.  THE PURPOSE OF THIS MARADMIN IS TO SOLICIT ACTIVE RESERVE (AR) APPLICANTS FOR THE FY11 SPECIAL EDUCATION PROGRAM (SEP).
2.  THE SPECIAL EDUCATION PROGRAM ANNUALLY SELECTS OFFICERS TO PARTICIPATE IN A FULLY FUNDED GRADUATE EDUCATION PROGRAM.  CURRENTLY, ONE OPPORTUNITY EXISTS EVERY THREE YEARS FOR AN AR MARINE CORPS OFFICER TO RECEIVE A MASTER OF SCIENCE IN MANAGEMENT FROM THE NAVAL POSTGRADUATE SCHOOL (NPS) IN THE MANPOWER SYSTEMS ANALYSIS (MSA) (847 CURRICULUM) AND RECEIVE AN 8840 AMOS.  PARTICIPATION IN SEP PREPARES THIS OFFICER FOR DUTY IN A RESERVE AFFAIRS PERSONNEL PLANS AND POLICY BILLET REQUIRING AN ADVANCED DEGREE.  FILLING THIS BILLET IS A CRITICAL ASPECT OF MEETING THE MARINE CORPS RESERVE FUTURE MANPOWER REQUIREMENTS.
3.  THE FOLLOWING GUIDELINES APPLY TO THE SEP APPLICATION PROCESS:
    A.  THE SEP BOARD WILL CONVENE 13-17 SEP 2010 IN CONJUNCTION WITH THE ACTIVE COMPONENT SEP AND ADVANCED DEGREE PROGRAM (ADP) SELECTION BOARD; APPLICATION DEADLINE: 15 AUGUST 2010.  ONE PRIMARY AND UP TO TWO ALTERNATE CANDIDATES WILL BE CHOSEN.
    B.  ALL AR APPLICANTS WILL BE SCREENED BY THE NPS BUSINESS SCHOOL FOR THE MSA DISCIPLINE.  NO OTHER DISCIPLINES ARE AVAILABLE FOR AR SEP APPLICANTS.  CONTACT MAJ JONATHAN PRICE (EMAIL: JONATHAN.PRICE@USMC.MIL) AT 703-784-9136 FOR FURTHER INFORMATION CONCERNING THE MSA CURRICULUM.
    C.  THE AR OFFICER SELECTED FOR SEP WILL BE ASSIGNED TO A UTILIZATION TOUR IN RESERVE AFFAIRS PERSONNEL, PLANS AND POLICY IMMEDIATELY UPON GRADUATION.  THE SELECTED SEP APPLICANT WILL NOT BE DEFERRED ORDERS TO SCHOOL.  APPLICANTS SHOULD NOT EXPECT A WAIVER TO THIS POLICY.
    D.  UPON RELEASE OF THE RESULTS MARADMIN, PCS ORDERS WILL BE ISSUED FOR THE SELECTED OFFICER TO ATTEND THE 21-MONTH NPS MSA CURRICULUM REPORTING IN JUNE 2011 AND GRADUATING IN MARCH 2013.  THEREFORE, OFFICERS MUST ENSURE A TRUE AND VALID INTEREST IN THE SEP PROGRAM BEFORE APPLYING.
    E.  AN APPLICATION FORMAT CAN BE FOUND IN THE REFERENCES AND ON THE MMOA-5 WEBPAGE.  LETTERS OF RECOMMENDATION MAY BE INCLUDED AS ENCLOSURES.
    F.  APPLICANTS MUST COMPLETE THE ONLINE REGISTRATION CONTAINED ON THE NPS WEBSITE.  ONE OFFICIAL SEALED TRANSCRIPT FROM ALL COLLEGES/UNIVERSITIES ATTENDED, WITH CREDITS AND LETTER GRADES, MUST BE MAILED TO NPS NLT 15 AUGUST 2010 AT THE ADDRESS PROVIDED IN PARA 9.  THE ONLINE REGISTRATION CAN BE LOCATED AT HTTP:(SLASH)(SLASH)WWW.NPS.EDU/ADMISSIONS/APPLYONLINE.HTML.  ANY QUESTIONS REGARDING THE NPS PROCESS MAY BE ADDRESSED VIA EMAIL AT GRAD-ED@NPS.EDU.  GRE/GMAT SCORES ARE NOT REQUIRED FOR THE NPS CURRICULUM.
    G.  PACKAGES MUST BE ENDORSED BY THE APPLICANT'S CHAIN OF COMMAND THROUGH THE FIRST GENERAL OFFICER AS APPROPRIATE. ELECTRONIC APPLICATIONS WILL BE ACCEPTED ON A CASE BY CASE BASIS DEPENDING UPON DEPLOYMENT STATUS.
    H.  PHOTOGRAPHS. AN OFFICIAL PHOTO, TAKEN WITHIN 12 MONTHS OF THE BOARD'S CONVENING DATE IS REQUIRED TO BE ELECTRONICALLY FILED IN THE OMPF. SEE MARADMIN 0003/09 FOR THE SPECIFICATIONS REQUIRED FOR THE SUBMISSION OF DIGITAL PHOTOS. PER MARADMIN 0003/09, OFFICERS WHO ARE DEPLOYED MAY TAKE THE PHOTO IN UTILITIES MINUS THE UTILITY BLOUSE. THE TITLE BOARD WILL INCLUDE THE WORD "DEPLOYED" DISPLAYED PROMINENTLY ACROSS THE TOP OF THE BOARD AS WELL AS ALL OTHER INFORMATION REQUIRED BY REF B. FOR THE PURPOSE OF PHOTO CLARITY, THE PHOTO SHOULD BE TAKEN AGAINST A PLAIN BACKGROUND. MARADMIN 003/09 SPECIFIES THE UNIFORM FOR THE OFFICIAL PHOTOGRAPHS FOR FEMALES MARINES AS SERVICE "C" WITH SLACKS. OFFICERS SHOULD CONFIRM RECEIPT OF THE PHOTO BY CONTACTING CMC (MMSB-20) AT 703-784-3974 OR BY CHECKING THE MMSB HOMEPAGE. BE ADVISED THAT ALTHOUGH A PHOTO MAY BE OVER 12 MONTHS OLD, THE PHOTO WILL REMAIN IN THE OMPF UNTIL AN UPDATED PHOTO IS SUBMITTED.  THEREFORE, IF USING THE MMSB HOMEPAGE TO REVIEW RECEIPT OF YOUR DIGITAL PHOTO, PAY PARTICULAR ATTENTION TO THE DATE OF THE PHOTO TO ENSURE THE MOST CURRENT PHOTO SUBMITTED WAS RECEIVED BY CMC (MMSB-20).  OFFICERS DESIRING TO VIEW THE PHOTO FILED IN THEIR OMPF CAN USE HTTPS:(SLASH)(SLASH)WWW.MMSB.USMC.MIL/EMBS.INSTRUCTIONS.DOC.     I.  APPLICANTS MUST SUBMIT A PRIVACY ACT STATEMENT.
    J.  APPLICANTS MUST HAVE MET THE 24 MONTH TIME ON STATION (TOS) REQUIREMENT PRIOR TO 1 JULY 2011.  AN APPLICANT'S PRESCRIBED TOUR OF DUTY WILL NOT NORMALLY BE INTERRUPTED.
    K.  CAREER DESIGNATED AR MAJORS AND AR CAPTAINS SELECTED FOR PROMOTION TO MAJOR WHO WILL HAVE AT LEAST 30 MONTHS OF SERVICE IN THE AR PROGRAM BY 1 JULY 2011 MAY SUBMIT FOR CONSIDERATION.  AR OFFICERS SELECTED FOR PROMOTION TO LIEUTENANT COLONEL AND AR LIEUTENANT COLONELS WITH A DATE OF RANK NO EARLIER THAN 1 FEBRUARY 2010 ARE ALSO ELIGIBLE TO APPLY.  ADDITIONALLY, AR CAPTAINS IN THE FY12 IN ZONE POPULATION FOR MAJOR MAY APPLY; HOWEVER, SUBSEQUENT FAILURE OF SELECTION FOR PROMOTION WILL RESULT IN DISQUALIFICATION AND SELECTION OF AN ALTERNATE CANDIDATE FOR SEP ATTENDANCE.  OFFICERS MUST HAVE NO LESS THAN SIX YEARS OF COMMISSIONED SERVICE REMAINING TO BE CONSIDERED FOR THIS PROGRAM.
    L.  ACTIVE RESERVE OFFICERS IN THE 75XX OCCUPATIONAL FIELD ARE INELIGIBLE FOR THE AR SEP PROGRAM.
    M.  APPLICANTS MUST NOTIFY THEIR MONITOR OF THEIR INTENT TO APPLY TO THE RESPECTIVE PROGRAM PRIOR TO SUBMITTING AN APPLICATION.
    N.  PARTICIPATION IN THE SEP MSA CURRICULUM INCURS A 4 YEAR SERVICE OBLIGATION.
    O.  THE FOLLOWING STATEMENT MUST BE INCLUDED IN THE APPLICATION: "IF SELECTED, I AGREE TO REMAIN ON ACTIVE DUTY FOR AT LEAST 4 YEARS AFTER COMPLETION OF MY TRAINING.  I AGREE NOT TO TRANSFER FROM THE ACTIVE RESERVE PROGRAM OR REQUEST SEPARATION OR RETIREMENT WHILE PARTICIPATING IN THE PROGRAM. I FURTHER UNDERSTAND THAT THIS OBLIGATION IS IN ADDITION AND NOT CONCURRENT TO ANY OBLIGATION PREVIOUSLY INCURRED."
    P.  AR MSA NPS STUDENTS ARE HIGHLY ENCOURAGED TO SELECT A THESIS TOPIC APPROVED AND FUNDED BY THE DIRECTOR OF RESERVE AFFAIRS.
    Q.  APPLICANTS ARE RESPONSIBLE FOR ENSURING THEIR APPLICATION ARRIVES AT CMC (RAM-1) NLT 15 AUG 2010.  MAIL APPLICATIONS TO THE ADDRESS IN PARA 5.  FEDEX OR SOME OTHER MEANS OF TRACKING PACKAGES IS RECOMMENDED.
