GENTEXT/RMKS/1. THE LEJEUNE LEADERSHIP INSTITUTE (LLI), CENTRALLY MANAGED PROGRAMS IS SOLICITING CIVILIAN NOMINATIONS FOR PARTICIPATION IN ELP SESSION BEGINNING 19 SEPTEMBER 2010 AND FINISHING 17 JUNE 2011. THE ELP IS A PART OF THE CENTRALLY MANAGED PROGRAMS PROVIDING LEADERSHIP DEVELOPMENT OPPORTUNITIES FOR GS 11-13, OR NON-APPROPRIATED FUNDED, DCIPS, WAGE GRADE EQUIVALENTS.
2. THIS 9-MONTH NATIONWIDE PROGRAM IS FOR INDIVIDUALS WHO HAVE LITTLE OR NO SUPERVISORY EXPERIENCE. ELP PROVIDES 4 WEEEKS OF RESIDENTIAL TRAINING (19-24 SEP 2010/RICHMOND, VA; 5-10 DEC 2010/NORFOLK, VA; 6-11 MAR 2011/TBD/; 12-17 JUN/BALTIMORE, MD AND AN ADDITIONAL 4 MONTHS OF STUDY AWAY FROM NORMAL DUTIES. THE 4 MONTH DEVELOPMENTAL COURSE WORK WILL BE CONDUCTED IN THE PARTICIANTS LOCAL COMMUTING AREA BETWEEN THE TAD TIMEFRAMES (9 MONTH PERIOD).
3. THIS IS A COMPETITIVE, CAREER ENHANCEMENT PROGRAM. A LIMITED NUMBER OF EMPLOYEES WILL BE SELECTED TO PARTICIPATE IN THIS PROGRAM.  ENSURE YOUR NOMINEES CURRENTLY EXHIBIT CHARACTER TRAITS OF POTENTIAL LEADERS OR MANAGERS. 
4. LLI WILL CENTRALLY FUND THE TUITION, TRAVEL, AND PER DIEM COSTS.  MARFORCOM, MARCORSYSCOM, HQMC, AND EACH BASE AND STATION (WITH AN ASSIGNED CCLD ADMINISTRATOR), MAY SUBMIT NO MORE THAN TWO NOMINATION PACKAGE FOR COMPETITION IN THIS LEADERSHIP DEVELOPMENT PROGRAM LISTED IN PRIORITY ORDER. APPLICANTS ARE ENCOURAGED TO DOCUMENT THEIR PARTICIPATION IN MENTORING AND OTHER LEADERSHIP DEVELOPMENT ACTIVITIES IN THEIR NOMINATION PACKAGE.
5. THE NOMINATION PACKAGE MUST INCLUDE:
A. A CURRENT OF-612 OR RESUME NO MORE THAN TWO PAGES IN LENGTH.
B. A COMPLETED SF182, AUTHORIZATION, AGREEMENT, AND CERTIFICATION OF TRAINING AND REIMBURSEMENT. IT MUST INCLUDE A SIGNED COPY OF THE "AGREEMENT TO CONTINUE IN SERVICE." 
C. A COMPLETED EXECUTIVE LEADERSHIP PROGRAM APPLICATION.    
D. A STATEMENT BY THE FIRST-LINE SUPERVISOR OR APPROPRIATE AGENCY OFFICIAL ASSESSING THE NOMINEE'S POTENTIAL FOR LEADERSHIP OR MANAGERIAL RESPONSIBILITIES. THE SUPERVISOR MUST ACKNOWLEDGE THEY UNDERSTAND THE EMPLOYEE WILL BE ABSENT FROM DUTY FOR 5 MONTHS OF THE YEAR TO ATTEND ELP AND COMPLETE COURSE WORK. 
E. STATEMENT FROM THE APPLICANT INDICATING THE APPLICANT'S PURPOSE FOR APPLYING, HOW PARTICIPATION IN ELP WILL IMPACT THEIR CAREER GOALS AND THE RETURN ON INVESTMENT FOR THE MARINE CORPS.
F. A COMMAND LETTER OF ENDORSEMENT NOTING THE SELECTION IS BASED ON A COMPETITIVE PROCESS UTILIZING MERIT SYSTEMS PRINCIPLES AND THE PARTICIPANTS WILLINGNESS TO ABIDE BY THE GUIDELINES FOR CENTRALLY MANAGED PROGRAMS. PACKAGES MUST BE ENDORSED THROUGH THE CIVILIAN CAREER LEADERSHIP DEVELOPMENT ADMINISTRATOR AND THE COMMANDING OFFICER OR HIGHER LEVEL AUTHORITY.
G. SIGNED AGREEMENT FOR PARTICIPATION IN CENTRALLY MANAGED PROGRAMS.
6. NOMINATION PACKAGES (ORIGINAL AND FOUR COPIES) MUST BE RECEIVED BY MARINE CORPS UNIVERSITY, LEJEUNE LEADERSHIP INSTITUTE, CIVILIAN CAREER LEADERSHIP DEVELOPMENT PROGRAM, 2076 SOUTH STREET, ROOM 028, QUANTICO, VA 22134 ATTN:  DOLLIE MCCORMICK, BY CLOSE OF BUSINESS 1630, 28 JULY 2010 (NO EXTENSIONS WILL BE GRANTED). INCOMPLETE NOMINATION PACKAGES WILL NOT BE FORWARDED TO THE SELECTION PANEL.
