GENTEXT/REMARKS/1. PER REFERENCE A, THE EFPB, FORMERLY THE EXECUTIVE SAFETY BOARD (ESB), HELD ITS 23RD MEETING AT THE NATIONAL CONFERENCE CENTER, LANSDOWNE, VA ON 24 AND 25 MAY 2010. THE EFPB WAS CHARTERED TO ESTABLISH SAFETY POLICY AND GUIDANCE FOR THE MARINE CORPS. THIS BODY - FIRST CONVENED 10 YEARS AGO AS THE 1ST ESB - STARTED AS A FORUM TO ADDRESS PURELY SAFETY ISSUES: MISHAP STATISTICS, DRIVE-SAFE, AND FLY-SAFE. THE EFFORT HAS SINCE TARGETED SPECIFIC ISSUES SUCH AS MOTORCYCLE SAFETY AND SUICIDE. SINCE OUR TRUE GOAL IS TO PRESERVE THE FORCE TO MEET WARFIGHTING REQUIREMENTS, WE HAVE MOVED THIS FORUM TO THE NEXT LOGICAL STEP TO BECOME A FORCE PRESERVATION BOARD TO ADDRESS THE FULL FORCE PRESERVATION GAMUT OF SAFETY, BEHAVIORAL HEALTH, HIGH-RISK BEHAVIOR, COMBAT STRESS, SEXUAL ASSAULT PREVENTION AND RESPONSE, TRAUMATIC BRAIN INJURY, POST TRAUMATIC STRESS DISORDER, ABUSE OF MEDICATIONS/OVER PRESCRIPTIONS, AND SUICIDE PREVENTION. THE BOARD'S FOCUS WAS TO LOOK CLOSELY AT EVERY BARRIER REQUIRING BREACHING AND EVERY DOT THAT COULD BE CONNECTED TO PREVENT NEEDLESS LOSSES. ACCORDINGLY, REFERENCE B WILL BE UPDATED TO REFLECT THIS EXPANDED EMPHASIS.

3. JUST AS WITH PAST MEETINGS OF THIS BODY, BOARD MEMBERS WERE ENCOURAGED TO BRING NONCOMMISSIONED OFFICERS (NCOS) TO PARTICIPATE IN DISCUSSIONS AND PROVIDE A "DECK PLATE" PERSPECTIVE ON FORCE PRESERVATION ISSUES. TWENTY-SIX NCOS WERE IN ATTENDANCE AND PARTICIPATED IN DISCUSSIONS IN A MEANINGFUL WAY. THE PERSPECTIVE THESE MARINES PROVIDE IS AN IMPORTANT PART OF THESE MEETINGS AND THEIR REGULAR ATTENDANCE WILL BE FORMALIZED IN THE NEXT RELEASE OF REFERENCE B. ACMC PROVIDED WELCOMING COMMENTS TO THE NCOS AND DIRECTED THEM TO LISTEN CAREFULLY TO WHAT THEIR LEADERSHIP WANTED TO ACCOMPLISH REGARDING FORCE PRESERVATION AND TO CARRY THAT MESSAGE TO THE FLEET.

5. THE FOLLOWING ACTIONS ARE DIRECTED. TASK TRACKING NUMBERS ARE INCLUDED IN PARENTHESES AFTER THE ASSIGNED COMMANDS.
A. II MEF (EFPB 23-01): WITHIN 30 DAYS OF RELEASE OF THIS MESSAGE, DEVELOP A MISSION AND FRAMEWORK FOR COMMAND FORCE PRESERVATION BOARDS. FRAMEWORK SHOULD INCLUDE A PROPOSED STRUCTURE, HOW TO CONDUCT THE BOARDS DOWN TO THE COMPANY LEVEL, AND SUGGESTED DIFFERENCES FOR DIFFERENT SIZES AND TYPES OF COMMANDS. PROVIDE COMPLETED FRAMEWORK TO ACMC AND CMC(SD) FOR DISTRIBUTION TO THE MEFS AND MARFORS.
B. EFPB MEMBER COMMANDS (EFPB 23-02): MEMBERS ARE ENCOURAGED TO EXPERIMENT WITH THE FRAMEWORK PROVIDED BY II MEF IN PARAGRAPH 5A ABOVE. FORCE PRESERVATION BOARDS SHOULD CONSIDER RISK FACTORS SUCH AS RATIO OF LEADER TO LED, ALCOHOL AND DRUG ABUSE, PSYCHOTROPIC MEDICATION PRESCRIPTIONS, LEGAL AND DISCIPLINARY ISSUES, AND ANTITERRORISM/FORCE PROTECTION CONSIDERATIONS. USE OF FORCE PRESERVATION BOARDS IS NOT MANDATORY. REQUEST MEMBERS REPORT RESULTS OF EXPERIMENTATION AT THE 24TH EFPB.
C. I MEF (EFPB 23-03): THROUGHOUT THIS EFPB, PARTICIPANTS NOTED AN "ABSENCE OF EFFECTIVE LINKAGES BETWEEN COMMANDERS AND MEDICAL PROVIDERS." DEVELOP A PROPOSED SOLUTION TO IMPROVE COMMUNICATION, INTERACTION, AND LINKAGES BETWEEN COMMANDERS AND HEALTH PROVIDERS. THIS SOLUTION MUST RESOLVE THE DISCONNECT BETWEEN COMMANDERS AND THE HEALTH PROVIDER COMMUNITY TO ENSURE THE RIGHT INFORMATION ABOUT MARINES GETS TO THE COMMANDER. BRIEF THIS SOLUTION AND ITS EFFECTIVENESS AT THE NEXT EFPB. IN THE EVENT OF A BREAKTHROUGH, PROVIDE LESSONS LEARNED TO HEALTH SERVICES FOR DISTRIBUTION AS A BEST PRACTICE THROUGHOUT THE MARINE CORPS.
D. HS (EFPB 23-04): PROVIDE DIRECT SUPPORT TO I MEF IN DEVELOPMENT OF A SOLUTION TO IMPROVE COMMUNICATION, INTERACTION, AND LINKAGES BETWEEN COMMANDERS AND HEALTH PROVIDERS.
E. MARSOC (EFPB 23-05): PROVIDE UPDATE OF ONGOING FORCE PRESERVATION INITIATIVES AT THE 24TH EFPB.
F. II MEF (EFPB 23-06): PROVIDE AN AFTER ACTION REPORT AND BEST PRACTICES TO ACMC AND CMC(SD) WITHIN 30 DAYS OF COMPLETION OF YOUR HEROES AND HEALTHY FAMILIES EVENT.
G. II MEF (LEAD), MCI-EAST (EFPB 23-07): AT THE NEXT EFPB, PROVIDE AN UPDATE ON PROGRESS USING THE UNIVERSITY OF NORTH CAROLINA AT WILMINGTON'S INTERNET-BASED APPROACH TO INCREASE ENGAGEMENT AND EFFECTIVENESS OF COMBAT STRESS INJURY PREVENTION.
H. HS (LEAD), MARFORS (EFPB 23-08): WITHIN 30 DAYS OF RELEASE OF THIS MESSAGE, PUBLISH THE NEW TRAUMATIC BRAIN INJURY AND CONCUSSIVE EVENT PROTOCOLS DISCUSSED DURING THIS EFPB AND ENSURE INFORMATION IS DISTRIBUTED TO ALL MEFS AND MARFORS. MARFORS SHOULD ENSURE THIS INFORMATION IS IN THE HANDS OF SMALL UNIT LEADERS.
I. MRA (EFPB 23-09): BRIEF THE PROGRESS OF THE OSCAR MARINE MENTOR TRAINING EFFORT AT THE 24TH EFPB. DISCUSS THE POTENTIAL TRACKING OF MENTORS USING THE TRAINING MANAGEMENT SYSTEM.
J. MRA (LEAD), MARFORS (EFPB 23-10): CONTINUE DEVELOPMENT OF THE DISTRESS HOTLINE. ONCE AVAILABLE, PROVIDE INFORMATION TO MARFORS. MARFORS WILL ENSURE THIS INFORMATION IS IN THE HANDS OF SMALL UNIT LEADERS FOR INFORMATION AND SUPPORT. PROVIDE A STATUS UPDATE TO THE 24TH EFPB.
K. HS (EFPB 23-11): DEVELOP A PLAN TO ENSURE COMMANDERS AND MEDICAL PRACTIONERS SHARE A COMMON OPERATING PICTURE FOR THE DIAGNOSIS AND TREATMENT OF THE FULL RANGE OF BEHAVIORAL HEALTH ISSUES. ENSURE COMMANDS ARE AWARE OF THE EXISTENCE OF BEHAVIORAL HEALTH ISSUES AMONG INDIVIDUAL UNIT PERSONNEL. BRIEF THE PLAN AT THE 24TH EFPB.
L. HS (EFPB 23-12): PROVIDE OPTIONS FOR COMMANDERS TO OVERCOME THE PERCEIVED STIGMA ASSOCIATED WITH SEEKING ASSISTANCE FROM MENTAL HEALTH PROVIDERS AS WELL AS TIPS TO INTEGRATE MARINES BACK IN THEIR COMMANDS.
M. MRA (EFPB 23-13): PROVIDE A DETAILED UPDATE ON THE SUBSTANCE ABUSE PROGRAM AT THE 24TH EFPB. BRIEFING SHOULD PROVIDE AN OVERVIEW OF THE PROGRAM, UPDATED STATISTICS SURROUNDING SUBSTANCE ABUSE, ISSUES INVOLVED WITH IDENTIFYING AND TREATING INDIVIDUALS WITH SUBSTANCE ABUSE PROBLEMS, RECOMMENDED POLICY CHANGES, AND ANY OBSTACLES/RESOURCE RESTRAINTS KEEPING THE PROGRAM FROM REACHING ITS FULL POTENTIAL. ALSO, INCLUDE AN INFORMATION BRIEF ON THE EFFECTS AND DETECTION OF "SPICE" AS WELL AS A RECOMMENDED WAY AHEAD FOR THE MARINE CORPS TO COMBAT THE ABUSE OF THIS SUBSTANCE.
N. MRA (EFPB 23-14): PROVIDE A DETAILED UPDATE ON THE SEXUAL ASSAULT PREVENTION AND RESPONSE PROGRAM AT THE 24TH EFPB. BRIEFING SHOULD PROVIDE AN OVERVIEW OF THE PROGRAM, UPDATED SEXUAL ASSAULT STATISTICS, ISSUES INVOLVED WITH IDENTIFYING AND TREATING VICTIMS AND PREDATORS, AND ANY OBSTACLES/RESOURCE RESTRAINTS KEEPING THE PROGRAM FROM REACHING ITS FULL POTENTIAL.
O. MRA (EFPB 23-15): DEVELOP A PLAN TO UPDATE THE SEXUAL ASSAULT INCIDENT REPORTING DATABASE (SAIRD) IN ORDER TO CORRECT SUBSTANTIAL FLAWS. BRIEF PLAN TO THE 24TH EFPB.
P. MRA (EFPB 23-16): CHANGE APPLICABLE POLICY IN ORDER TO AUTHORIZE E-5S TO SERVE AS UNIT VICTIM ADVOCATES.
Q. MRA (EFPB 23-17): DEVELOP TRAINING MODULES FOR BOTH SMALL UNIT LEADERS AND COMMANDERS DEFINING THE ROLES AND RESPONSIBILITIES IN PREVENTING AND RESPONDING TO SEXUAL ASSAULT.
R. CHAPLAIN OF THE MARINE CORPS (LEAD), MCRC (EFPB 23-17): SUPPORT MCRC'S PLAN TO ASSIGN A CHAPLAIN TO EACH RECRUITING DISTRICT IN ORDER TO PROVIDE A UNIT-BASED, CHAPLAIN-LED PROGRAM WHICH ASSISTS RECRUITING COMMANDERS IN BUILDING INDIVIDUAL RESILIENCY.
S. MCCDC (LEAD), MARFORS (EFPB 23-18): IMPROVE MENTORING AND LEADERSHIP TRAINING AND REPORT STATUS AT THE NEXT MEETING OF THE EFPB. IMPROVEMENTS SHOULD CONSIDER III MEF RECOMMENDATIONS TO INCLUDE VALUES-BASED TRAINING THROUGHOUT A MARINE'S CAREER, UPDATING VARIOUS MENTORING/LEADING PUBLICATIONS TO INCLUDE MCO 1500.56 AND MCRP 6-11, WITH MCO 1500.58 INCORPORATED, AND REEMPHASIZING MCMAP. FURTHERMORE, MARFORS SHOULD PUT AN EMPHASIS ON MARINES REREADING AND APPLYING THE LESSONS OF MCDP-1.
T. CMC(SD) (EFPB 23-19): PROVIDE A STATUS OF OPEN ESB/EFPB TASKS AT THE 24TH EFPB.
6. PUBLICATION OF THIS MESSAGE CONSTITUTES OFFICIAL TASKING. ACTIVITIES IDENTIFIED IN PARAGRAPH 5 ABOVE WILL ASSIGN A POC FOR EACH TASK AND PROVIDE CONTACT INFORMATION TO CMC (SD) WITHIN TWO WEEKS OF RELEASE OF THIS MESSAGE.
