GENTEXT/REMARKS/1. PURPOSE. ANNOUNCE THE USMC INFORMATION TECHNOLOGY STEERING GROUP (ITSG) CONFERENCE TO BE HELD AT THE TASC OFFICE, 475 AQUIA TOWNE CENTER DRIVE, SUITE 300, STAFFORD, VA, 16-20 AUGUST.
2. AGENDA TOPICS. IAW REF A, THE DON DEPUTY CHIEF INFORMATION OFFICER (MARINE CORPS) (DDCIO(MC)) WILL CHAIR THE ITSG AND IS RESPONSIBLE FOR CONDUCTING THE IT CAPITAL PLANNING AND INVESTMENT PROCESS AND IDENTIFYING IT INVESTMENT OPPORTUNITIES FOR THE MARINE CORPS AND THOSE THAT WOULD RESULT IN SHARED BENEFITS OR COST AVOIDANCE/SAVINGS.  THE DDCIO(MC) IS ALSO RESPONSIBLE FOR ASSESSING MARINE CORPS INFORMATION TECHNOLOGY (IT) PROGRAM OBJECTIVE MEMORANDUM (POM) INITIATIVES FOR COMPLIANCE WITH DDCIO(MC) GOALS AND OBJECTIVES, THE ENTERPRISE IT ARCHITECTURE, AND PUBLISHED POLICIES. THE DDCIO(MC) WILL UTILIZE THE ITSG FOR CONDUCTING VALUE AND RISK ASSESSMENTS OF IT INITIATIVES AND SUBMIT RESULTS TO USE IN THE POM DEVELOPMENT PROCESS AND USE A PORTFOLIO MANAGEMENT APPROACH TO RECOMMEND WHETHER TO CONSIDER CONTINUING, MODIFYING, OR TERMINATING A PROGRAM OR PROJECT.  IAW REF A AND B, THE AUGUST 2010 ITSG CONFERENCE WILL ASSESS ALL FUNCTIONAL AREA PORTFOLIOS FOR PORTFOLIO CONTRIBUTION TO STRATEGIC AIMS AND IT GOALS AND OBJECTIVES. THIS WILL INCLUDE REVIEWING THE DELIVERED CAPABILITIES OF EACH IT PORTFOLIO TO FACILITATE IDENTIFICATION OF SYSTEM CAPABILITY, APPLICATION GAPS AND REDUNDANCIES.  CORRESPONDINGLY, EACH FUNCTIONAL AREA MANAGER (FAM) WILL PROVIDE A HEALTH STATUS OF THEIR PORTFOLIOS AND DEMONSTRATE HOW THEY ARE CONTRIBUTING TO THE ACCOMPLISHMENT OF VISION, GOALS, AND AIMS AS DELINEATED IN MARINE CORPS STRATEGY 2025, AND USMC IT GOALS AND OBJECTIVES DEFINED IN THE USMC INTEGRATED COMMUNICATIONS STRATEGY(ICS).
3. AS PART OF THE PORTFOLIO REVIEW, AND BASED ON ANTICIPATED CHANGES TO DOD AND USMC PROGRAMMING GUIDANCE, FAMS SHALL SOLICIT AND COORDINATE BRIEFS FOR ALL POM-13 IT CAPABILITY GAPS WITHIN THEIR PORTFOLIOS AT THE ENTERPRISE AND LOCAL LEVEL.  THESE GAPS WILL BE ASSESSED BY THE ITSG IN ORDER TO CREATE AN ENTERPRISE WIDE, PRIORITIZED IT CAPABILITY GAP LIST THAT WILL ALLOW THE USMC CIO TO INFORM THE PROGRAMMING PROCESS. PROGRAM MANAGERS WILL IDENTIFY AND PROVIDE IT CAPABILITY GAPS TO FAMS AND COORDINATE BRIEFS WITH THE FAMS. THE BRIEFS WILL NOT INCLUDE COST INFORMATION WHEN DESCRIBING THE CAPABILITY GAPS.
4. DEVELOPMENT AND DELIBERATIONS.  VOTING CRITERIA AND OTHER SUPPORTING DOCUMENTATION WILL BE PROVIDED BY SEPCOR AND POSTED ON THE ITSG PORTAL AT HTTP:(SLASH SLASH)EHQMC.USMC.MIL/SITES/ITSG.  RESULTS OF THIS ITSG CONFERENCE WILL BE PROVIDED TO FAMS, ADVOCATES, AND MCSC VIA DC, PR FOR USE IN DEVELOPING IT INITIATIVES AND POM DELIBERATIONS.
5. PER REF B, DESIGNATED REPRESENTATIVES OF ITSG MEMBER ORGANIZATIONS SHOULD BE LIEUTENANT COLONEL/COLONEL LEVEL OR CIVILIAN MARINE EQUIVALENT.  REQUEST ATTENDANCE CONFIRMATION WITH ATTENDEE NAME AND CONTACT INFORMATION NO LATER THAN (NLT) 9 JULY 2010; INFORMATION SHOULD BE FORWARDED TO MESSAGE POCS.
6. ALTHOUGH THE ITSG WILL FOCUS ON REVIEWING FAM PORTFOLIOS AND ASSESSING IT- CAPABILITY GAPS FOR POM-13, C4 IS SOLICITING INPUT ON ADDITIONAL AGENDA TOPICS.  RECOMMENDED AGENDA TOPICS SHOULD BE SUBMITTED TO MESSAGE POCS NLT 9 JULY 2010.
7. UNIFORM FOR THIS CONFERENCE IS SERVICE "C" FOR MILITARY AND APPROPRIATE BUSINESS CASUAL FOR CIVILIANS.
8. ATTENDEE TAD COSTS WILL BE UNIT FUNDED.
9. ALL SESSIONS OF THE CONFERENCE WILL BE HELD AT THE UNCLASSIFIED LEVEL.  ATTENDEES WILL BE REQUIRED TO SUBMIT JPAS ENTRY USING SMO CODE 1DR63. THIS IS A TASC FACILITY REQUIREMENT.
