GENTEXT/REMARKS/1. SITUATION
A. PURPOSE. THIS MARADMIN ESTABLISHES PROCEDURES FOR FISCAL YEAR (FY) 2011 ENLISTED RETENTION EFFORTS, FOR BOTH THE FIRST TERM ALIGNMENT PLAN (FTAP) AND SUBSEQUENT TERM ALIGNMENT PLAN (STAP).
B. BACKGROUND. RETAINING OUR BEST MARINES IS VITAL TO BUILDING AND SUSTAINING THE MARINE CORPS' ENLISTED CAREER FORCE. THE MARINE CORPS' EMPHASIS ON RETENTION AS A FUNCTION OF COMMAND AND THE DEMONSTRATED WILLINGNESS OF PROVEN PERFORMERS TO STAY MARINE HAS YIELDED AN UNPRECEDENTED LEVEL OF RETENTION ACHIEVEMENT SINCE FY07. THIS ACHIEVEMENT HAS BEEN CRITICAL TO SHAPING THE ENLISTED CAREER FORCE WHILE ALSO CONTRIBUTING TO MEETING KEY END STRENGTH MISSIONS.
2. MISSION. ON 1 JUL 2010, THE MARINE CORPS BEGINS EXECUTION OF THE FY 11 ENLISTED RETENTION MISSION IN ORDER TO MEET THE REQUIREMENTS IN THE ENLISTED CAREER FORCE.
3. EXECUTION
A. COMMANDERS INTENT. THE PURPOSE OF OUR ENLISTED RETENTION EFFORTS IS TO MEET THE REQUIREMENTS OF OUR ENLISTED CAREER FORCE BY RETAINING MARINES WITH PROVEN PERFORMANCE AND DEMONSTRATED POTENTIAL. WE WILL ACCOMPLISH THIS BY FOCUSING ON THE RETENTION PROCESS AT EVERY LEVEL OF COMMAND WITH EACH COMMAND'S RETENTION PROGRAM AIMED AT PROVIDING ALL ELIGIBLE MARINES WITH COMPREHENSIVE INFORMATION AND LEADERSHIP REGARDING OPPORTUNITIES FOR FURTHER SERVICE. OUR DESIRED ENDSTATE IS TO MEET ALL RETENTION REQUIREMENTS WITH QUALITY MARINES AND TO PROVIDE ALL MARINES ELIGIBLE TO REENLIST IN FY11 WITH PERSONAL INTERACTION THROUGHOUT THEIR CHAIN OF COMMAND REGARDING OPPORTUNITIES FOR FURTHER SERVICE; THIS INTERACTION IS PARTICULARLY IMPORTANT FOR FIRST TERM MARINES WITH SPECIFIFIC EMPHASIS ON MOS MATCH AND HIGH DEMAND/LOW DENSITY (HD/LD) MOS'S IFR REQUIRED.
B. CONCEPT OF OPERATIONS. WE WILL CONDUCT FY11 RETENTION EFFORTS IN TWO PHASES. PHASE I INVOLVES PREPARATION INCLUDING INTERVIEWS WITH EACH ELIGIBLE MARINE, RESEARCH INTO OPPORTUNITIES, AND ADMINISTRATIVE ACTIONS ASSOCIATED WITH DEVELOPING A REENLISTMENT REQUEST FOR SUBMISSION TO HQMC. PHASE I IS ALREADY UNDERWAY. PHASE II IS NORMAL RETENTION EXECUTION. PHASE II BEGINS FOR THE FIRST TERM MARINE ON 1 JULY 2010. FOR THE SUBSEQUENT TERM MARINE, PHASE II IS ALREADY UNDERWAY FOR THOSE CAREER MARINES WITHIN 12 MONTHS OF THEIR EAS.
C. TASKS
(1) CMC (MMEA)
(A) MANAGE THE OVERALL ENLISTED RETENTION EFFORT.
(B) ENSURE TIMELY PROCESSING OF ALL REENLISTMENT REQUESTS SUBMITTED TO HQMC.
(2) UNIT COMMANDERS AND SENIOR ENLISTED LEADERS
(A) PROVIDE A COMMAND RETENTION PROGRAM THAT ENSURES 100 PERCENT CONTACT WITH MARINES ELIGIBLE TO REENLIST DURING FY11. FIRST TERM MARINES ARE A PARTICULAR FOCUS AS THEY WILL REQUIRE MORE INFORMATION ON OPPORTUNITIES DURING A SECOND ENLISTMENT.
(B) PROVIDE COMMAND SUPPORT TO ASSIST TIMELY DEVELOPMENT AND SUBMISSION OF REENLISTMENT REQUESTS TO HQMC.
(C) SCREEN MARINE FOR HD/LD LATERAL MOVE ELIGIBILITY AND ASSIST IN FILLING THESE CRITICAL MOS NEEDS.
(D) SEEK OUT QUALITY MARINES FOR RETENTION AND PERSONALLY ASSIST THEM IN THEIR RETENTION CHOICES.
(3) CAREER PLANNER FORCE
(A) IDENTIFY, SCREEN, AND INTERVIEW ALL MARINES ELIGIBLE TO REENLIST IN FY11 IN YOUR RESPECTIVE UNIT.
(B) GAIN AND MAINTAIN SITUATIONAL AWARENESS OF CURRENT FTAP BOATSPACE STATUS.
(C) ENSURE UNIT COMMANDERS AND SENIOR ENLISTED LEADERS ARE AWARE OF ALL RETENTION INFORMATION DISTRIBUTED VIA THE TOTAL FORCE RETENTION SYSTEM (TFRS).
(D) ENSURE TIMELY ACKNOWLEDGEMENT OF APPROVED REENLISTMENT REQUESTS IN TFRS. THIS IS PARTICULARLY IMPORTANT FOR FIRST TERM MARINES GIVEN BOATSPACE IMPLICATIONS.
D. COORDINATING INSTRUCTIONS
(1) CMC (MMEA) IS THE SOLE REENLISTMENT DECISION AUTHORITY.
(2) THE FOLLOWING DEFINITIONS ARE ESTABLISHED:
(A) FTAP MARINE: A MARINE ON HIS/HER INITIAL CONTRACT OF ENLISTMENT. FY11 FTAP MARINES HAVE AN END OF CURRENT CONTRACT (ECC) BETWEEN 1 OCTOBER 2010 AND 30 SEPTEMBER 2011.
(B) STAP MARINE: A MARINE IN THE GRADE OF CORPORAL TO MASTER SERGEANT WHO HAS PREVIOUSLY REENLISTED, WHO HAS TAKEN AN FTAP BOATSPACE, AND WHO HAS LESS THAN 18 YEARS OF ACTIVE SERVICE ON THE DATE OF REENLISTMENT. FY11 STAP MARINES HAVE/HAD AN ECC BETWEEN 1 OCTOBER 2010 AND 30 SEPTEMBER 2011.
(C) PSEP MARINE: A MARINE WHO HAS PREVIOUS ACTIVE MARINE CORPS SERVICE OR IS CURRENTLY SERVING IN A MARINE CORPS RESERVE COMPONENT, BUT HAS NO PRESENT ACTIVE SERVICE COMMITMENT. PSEP MARINES MAY BE CONSIDERED PSEP FTAP OR PSEP STAP.
(D) BOATSPACE: AN AVAILABLE REENLISTMENT OPPORTUNITY SPECIFIED BY MOS. ANNOUNCED VIA SEPCOR.
(E) OPEN MOS: AN MOS IN WHICH REENLISTMENT OPPORTUNITIES (BOATSPACES) EXIST.
(F) CLOSED MOS: AN MOS IN WHICH NO REENLISTMENT OPPORTUNITIES (BOATSPACES) REMAIN.
(G) FAST FILLING MOS (FFM): AN MOS THAT RECEIVES MORE FY11 FTAP REENLISTMENT REQUESTS THAN AVAILABLE FY11 BOATSPACES DURING THE 1-31 JULY 2010 SUBMISSION PERIOD.
(3) FTAP SUBMISSION GUIDELINES
(A) FY11 FTAP BOATSPACES ARE ONLY AVAILABLE TO FY11 FTAP MARINES. PER REF A, ALL FTAP MARINES MUST COMPETE FOR A BOATSPACE DURING THE FISCAL YEAR OF THEIR ECC. ADDITIONALLY, FTAP MARINES WITH EXTENSIONS THAT HAVE TAKEN EFFECT MUST COMPETE FOR A BOATSPACE IN THE FY OF THEIR ORIGINAL ECC. THEY WILL NOT BE AUTHORIZED TO COMPETE FOR A BOATSPACE IN THE FY OF THEIR NEW ECC UNLESS OTHERWISE SPECIFIED BY CMC (MMEA).
(B) FY11 FTAP MARINES REQUESTING REENLISTMENT IN THEIR PRIMARY MOS (PMOS) MAY SUBMIT REQUESTS BEGINNING 1 JULY 2010.
(C) COMMANDERS ARE AUTHORIZED TO EXTEND FY11 FTAP MARINES WITH AN EAS BETWEEN 1 OCTOBER 2010 AND 31 MARCH 2011 WHO INTEND TO SUBMIT FOR LATERAL MOVE IN CONJUNCTION WITH REENLISTMENT UNTIL 31 MAY 2011. THIS WILL PROVIDE SUFFICIENT OPPORTUNITY TO DEVELOP AND DECISION SUCH REQUESTS.
(D) CMC (MMEA-6) WILL RELEASE RESPONSES AND AUTHORIZATIONS TO FY11 FTAP REENLISTMENT REQUESTS BEGINNING IN AUGUST 2010.
(E) FTAP REQUESTS FOR 24 MONTHS ARE NOT AUTHORIZED.
(F) FY11 FTAP MARINES ARE HIGHLY ENCOURAGED TO REQUEST MSG DUTY OR SOI DUTY (FOR INFANTRY MARINES) AS THEIR FTAP REENLISTMENT INCENTIVE.
(G) ALL MOS' THAT ARE NOT FFMS WILL BE PROCESSED IN THE ORDER RECEIVED; HOWEVER, REQUESTS FOR RETENTION IN PMOS WILL BE GIVEN PRIORITY OVER REQUESTS FOR LATERAL MOVE INTO THAT MOS.
(4) FFM GUIDELINES
(A) EVERY MOS HAS THE POTENTIAL TO BECOME AN FFM. FY11 FTAP MARINES IN EVERY MOS SHOULD SUBMIT FOR REENLISTMENT DURING JULY 2010 TO MAXIMIZE THEIR OPPORTUNITY FOR RECEIVING A BOATSPACE.
(B) NO ADDITIONAL SUBMISSION PERIOD WILL BE OFFERED IF AN MOS IS NOT LISTED BELOW BUT DOES BECOME AN FFM DURING THE INITIAL SUBMISSION PERIOD. IT IS IMPORTANT FOR CAREER PLANNERS TO MONITOR THE BOATSPACE REPORT CLOSELY.
(C) BASED ON HISTORICAL DATA, THE FOLLOWING 50 MOS' ARE MOST LIKELY TO BE FFMS FOR FY11: 0121, 0151, 0161, 0627, 1341, 1391, 2111, 3051, 3112, 3531, 4421, 4641, 5942/5948, 5952, 6046, 6048, 6072, 6073, 6122, 6124, 6152, 6172, 6212, 6216, 6217, 6222, 6223, 6252, 6256, 6276, 6282, 6283, 6286, 6287, 6313, 6314, 6322, 6324, 6336, 6423, 6433, 6467, 6483, 6492, 6541, 6694, 7041, 7242, AND 7382.
(D) THE SUBMISSION PERIOD FOR FFMS IS 1 - 31 JULY 2010.
(E) ALL MOS' THAT BECOME FFMS WILL BE ANNOUNCED VIA SEPCOR.
(F) CMC (MMEA) WILL DECISION FFM REQUESTS DURING AUGUST 2010.
(5) REQUESTS FOR FTAP LATERAL MOVES
(A) PER REF B, LATERAL MOVE REQUESTS MUST INCLUDE MOS CHOICES FOR WHICH THE MARINE IS QUALIFIED AS OUTLINED IN REF C.
(B) MARINES REQUESTING LATERAL MOVES MAY BEGIN SUBMITTING REQUESTS ON 1 DECEMBER 2010. HOWEVER, CMC (MMEA) WILL ACCEPT LATERAL MOVE REQUESTS BEGINNING 1 JULY 2010 FOR THE FOLLOWING MOS': 0211, 0321, 0689, 2336, 2671, 3044, 4133, 4821, 5821, 6218, 6258, 6288, AND 6338. REQUESTS FOR LATERAL MOVES INTO MOS 6218, 6258, 6288, OR 6338 ARE ONLY OPEN TO MARINES IN THE 62XX, 63XX, OR 6122 OCC FIELDS.
(C) REQUESTS FOR LATERAL MOVES INTO AN MOS IN THE 26XX, 28XX AND 59XX OCC FIELD WILL REQUIRE A 60-MONTH CONTRACT DUE TO THE LENGTH OF ASSOCIATED TRAINING PIPELINES.
(D) REQUESTS FOR LATERAL MOVES INTO CLOSED MOS(S) WILL NOT BE CONSIDERED.
(E) FOR MOS(S) THAT REQUIRE FORMAL SCHOOL TRAINING INFORMATION REGARDING SCHOOL SEAT DATES, ORDERS AND FUNDING GUIDANCE WILL BE SENT TO THE UNIT CAREER PLANNER VIA TFRS WITHIN 30 DAYS OF THE MARINE ACKNOWLEDGING THE RELM. IF THE CAREER PLANNER HAS NOT RECEIVED SCHOOL SEAT INFORMATION OR THE MARINE IS SCHEDULED TO TRANSFER WITHIN 30 DAYS OF RELM ACKNOWLEDGEMENT, CONTACT THE LATMOVE SECTION AT COMM 703-784-9235/36 OR DSN 278-9235/36.
(F) MARINES WHO LATMOVE INTO MOS(S) THAT DO NOT REQUIRE SCHOOL WILL RECEIVE PCS/PCA ORDERS VIA WEB ORDERS AS APPROPRIATE FOR ON THE JOB TRAINING (OJT).
(6) QUALITY REENLISTMENT PROGRAM (QRP)
(A) THE QRP PROVIDES LIMITED BOATSPACES FOR FTAP MARINES IN CLOSED MOS(S) UNDER THE FOLLOWING:
1. MUST HAVE THE COMMANDING OFFICER'S RECOMMENDATION SPECIFICALLY FOR A QRP BOATSPACE.
2. MUST BE IN THE GRADE OF CPL AND ABOVE.
3. MUST HAVE PRO/CON MARKS AVERAGE OF AT LEAST 4.5/4.5 IN SERVICE; THIS APPLIES TO BOTH CORPORALS AND SERGEANTS. SERGEANTS WHO DO NOT MEET THE PRO/CON MARKS REQUIREMENT MUST SUBMIT FOR LATERAL MOVE INTO AN OPEN MOS IF REENLISTMENT IS DESIRED.
4. MUST HAVE A CURRENT 1ST CLASS PFT AND CFT.
5. MUST HAVE NO ASSIGNMENTS TO THE MARINE CORPS BODY COMPOSITION PROGRAM OR MILITARY APPEARANCE PROGRAM.
6. MUST HAVE NO NJPS, COURTS MARTIALS, OR CIVILIAN CONVICTIONS.
7. MUST HAVE AT LEAST ONE LETTER OF RECOMMENDATION FROM AN OFFICER OR SNCO IN THE MARINES CHAIN OF COMMAND.
(B) QRP BOATSPACES ARE INTENDED FOR FTAP MARINES IN CLOSED MOS(S) WITH EXCEPTIONAL PERFORMANCE RECORDS WHO WISH TO REMAIN IN THEIR PRIMARY MOS RATHER THAN REQUEST A LATERAL MOVE TO AN OPEN MOS.
(C) QRP BOATSPACES WILL NOT EXCEED 105 PERCENT OF THE FY11 FTAP BOATSPACE ALLOCATION OR MORE THAN ONE BOATSPACE WHERE AN ADDITIONAL REENLISTMENT WOULD EXCEED 105 PERCENT.
(D) 100 FTAP QRP BOATSPACES WILL BE AUTHORIZED IN FY11.
(E) QRP BOARDS WILL BE HELD EACH MONTH BEGINNING IN OCTOBER 2010.
(F) QRP BOARD MESSAGES WILL BE ANNOUNCED VIA TFRS. THESE MESSAGES WILL IDENTIFY MOS(S) TO BE CONSIDERED ON THE NEXT BOARD AS WELL AS A SUBMISSION PERIOD.
(G) QRP REQUESTS MUST BE FOR 48 MONTHS.
(H) QRP REQUESTS WILL NOT BE CONSIDERED FOR MOS(S) THAT HAVE REACHED 105 PERCENT.
(I) LATERAL MOVE REQUESTS INTO QRP DESIGNATED MOS(S) WILL NOT BE CONSIDERED.
(J) MARINES NOT SELECTED BY A PARTICULAR QRP BOARD MAY RESUBMIT DURING SUBSEQUENT BOARDS IF THEY DESIRE AND THEIR PRIMARY MOS REMAINS QRP ELIGIBLE.
(7) FTAP REENLISTMENT INCENTIVES
(A) SELECTIVE REENLISTMENT BONUS PROGRAM (SRBP). FY11 SRBP INFORMATION WILL BE PUBLISHED VIA SEPCOR NO LATER THAN 1 JULY 2010.
(B) REENLISTMENT INCENTIVE SCHOOL SEATS. FY11 INCENTIVE SCHOOL SEAT INFORMATION FORTHCOMING VIA SEPCOR DURING JULY 2010.
(C) DUTY STATION INCENTIVE.
1. FTAP MARINES AUTHORIZED REENLISTMENT IN THEIR PMOS MAY REQUEST DUTY STATION ASSIGNMENTS IN CONJUNCTION WITH REENLISTMENT REQUESTS. DUTY STATION ASSIGNMENTS ARE AUTHORIZED ON A FIRST COME FIRST SERVED BASIS AND WILL BE BASED ON THE FOLLOWING:
A. THE NEEDS OF THE MARINE CORPS.
B. BILLET VACANCIES.
C. MARINE PREFERENCE.
2. IN THE EVENT FTAP MARINES HAVE LESS THAN TWO YEARS ON STATION, THEY SHOULD REQUEST DEFERRAL OF THEIR DUTY STATION INCENTIVES UNTIL SIX MONTHS PRIOR TO COMPLETING THEIR CURRENT TOUR OF DUTY. FOLLOW ON REQUEST FOR ASSIGNMENT OF THE DEFERRED DUTY STATION INCENTIVE SHOULD BE SENT VIA NAVAL MESSAGE TO CMC (MMEA-8).
3. CMC (MMEA-8) MAY NOT BE ABLE TO ASSIGN MARINES TO ONE OF THE MCC(S) LISTED AS A DUTY STATION INCENTIVE. WHEN THIS OCCURS, THE MONITOR WILL CORRESPOND WITH THE CAREER PLANNER WITH AVAILABLE MCC(S).
4. IF A REQUEST IS SUBMITTED WITHOUT DUTY STATION OPTIONS, CMC (MMEA-8) WILL ASSIGN A DUTY STATION PER THE NEEDS OF THE MARINE CORPS.
5. FTAP MARINES GRANTED LATERAL MOVE IN CONJUNCTION WITH REENLISTMENT WILL BE ASSIGNED PER THE NEEDS OF THE NEW MOS.
6. REQUESTS FOR A DUTY STATION INCENTIVE OF A MARINE SPECIAL OPERATIONS COMMAND (MARSOC) MCC WILL REQUIRE A 60-MONTH REENLISTMENT TO INCUR THE OBLIGATED SERVICE THAT IS REQUIRED FOR CERTAIN MARSOC ASSIGNMENTS.
7. REQUESTS FOR TRAINED MARSOC OPERATORS TO REMAIN IN MARSOC WILL ONLY REQUIRE A 48-MONTH REENLISTMENT.
(D) COMPOSITE SCORE REENLISTMENT BONUS POINTS. PER REF D, ALL FTAP MARINES WHO REENLIST FOR 48 MONTHS ARE ELIGIBILE TO RECEIVE 60 REENLISTMENT BONUS POINTS FOR THEIR COMPOSITE SCORE.
(8) NATIONAL CALL TO SERVICE (NCS) MARINES. PER REF E CAREER PLANNERS MUST IDENTIFY NCS MARINES, PEF CODE "HD" IN MCTFS, WHO ARE CURRENTLY IN THEIR POPULATION. NCS MARINES DESIRING TO REMAIN ON ACTIVE DUTY WILL BE REQUIRED TO SUBMIT FOR A 24-MONTH EXTENSION OF ENLISTMENT PRIOR TO THEIR EAS VIA TFRS. NCS MARINES WILL COMPETE FOR AN FTAP BOATSPACE IN THE FISCAL YEAR OF THEIR NEW EAS.
(9) DUE TO SRB RECOUPMENT ISSUES, MARINES WHO DESIRE TO SUBMIT FOR AN OFFICER COMMISSIONING PROGRAM, BUT DO NOT MEET THE EAS CUTOFF WILL BE EXTENDED TO SEPTEMBER 2011 IN ORDER TO MEET THE REQUIREMENT. MARINES WHO ARE NOT SELECTED BY THE RESPECTIVE BOARD AND WHO DESIRE RETENTION IN THEIR PMOS MAY BE AUTHORIZED BY CMC (MMEA-6) TO EXTEND ACROSS THE FY TO COMPETE FOR A BOATSPACE.
(10) ALL FTAP REENLISTMENT AUTHORITIES WILL BE GIVEN FROM 30 TO 10 DAYS FOR EXECUTION AS OUTLINED BELOW. IN THE EVENT REENLISTMENT IS NOT EXECUTED BEFORE THE NO LATER THAN DATE, THE REENLISTMENT AUTHORITY WILL BE REVOKED. UNIT CAREER PLANNER(S) MUST ENSURE TIMELY ACKNOWLEDGEMENT ACTION IN TFRS.
(A) REQUESTS IN MOS' WITH AN 80 PERCENT EXECUTION OR HIGHER WILL RECEIVE 10 DAYS TO EXECUTE.
(B) DURING THE MONTH OF AUGUST 2010, RELMS WILL BE GIVEN 30 DAYS TO EXECUTE PROVIDED THE EXECUTIONS OCCUR PRIOR TO 15 SEPTEMBER 2010. TO FACILITATE THE FY10 BUDGET CLOSURE, SOME NLT DATES MAY BE LESS THAN 30 DAYS.
(C) FOR THE FIRST QUARTER (OCT - DEC), MOS' WITH LESS THAN 80 PERCENT EXECUTION, WILL RECEIVE 30 DAYS TO EXECUTE.
(D) DURING THE SECOND QUARTER (JAN - MAR), MOS' WITH LESS THAN 80 PERCENT EXECUTION, WILL RECEIVE 15 DAYS TO EXECUTE.
(E) DURING THE THIRD AND FOURTH QUARTER (APR - SEP), ALL REQUESTS WILL RECEIVE 10 DAYS TO EXECUTE.
(11) STAP SUBMISSION GUIDELINES
(A) PER REF A, FY11 STAP MARINES REQUESTING REENLISTMENT IN THEIR PMOS MAY SUBMIT FOR REENLISTMENT UP TO 12 MONTHS PRIOR TO THEIR ECC. ONLY STAP MARINES WITH AN ECC BETWEEN 1 OCTOBER 2010 AND 30 SEPTEMBER 2011 WILL COUNT TOWARD THE FY11 STAP MISSION OR BE ELIGIBLE FOR AN SRB.
(B) ALL STAP MARINES WILL BE GRANTED 30 DAYS TO EXECUTE REENLISTMENT AUTHORITY. IF REQUIRED FOR FY10 BUDGET CLOSURE, LESS THAN 30 DAYS TO EXECUTE REENLISTMENT APPROVALS MAY BE UTILIZED. REENLISTMENT MAY BE EXECUTED ANYTIME BETWEEN RECEIPT OF THE APPROVED RELM AND THE NO LATER THAN DATE.
(C) EARLY REENLISTMENT MAY BE AUTHORIZED FOR STAP MARINES WHO MUST GAIN OBLIGATED SERVICE FOR PCS ORDERS ONLY IF THEY HAVE LESS THAN 18 MONTHS OF SERVICE REMAINING ON CURRENT CONTRACT. MARINES WITH MORE THAN 18 MONTHS ON CONTRACT WILL GAIN THE ADDITIONAL OBLIGATED SERVICE THROUGH AN EXTENSION.
(D) CMC (MMEA) WILL ONLY MAKE DETERMINATIONS FOR INVOLUNTARY SEPARATION PAY WITHIN 90 DAYS OF A MARINE'S EAS.
(12) STAP REENLISTMENT INCENTIVES: FY11 SRBP INFORMATION WILL BE PUBLISHED VIA SEPCOR NO LATER THAN 1 JULY 2010.
(13) COMBAT INJURED MARINES DESIRING RETENTION IN AN EXPANDED PERMANENT LIMITED DUTY (PLD) STATUS ARE GUIDED BY REF F.

(A) REQUESTS FOR PSEP MARINES MAY NOT BE SUBMITTED UNTIL 1 JAN 2011.
(B) PSEP REQUESTS MUST REQUEST MOS' WHICH HAVE BOATSPACES REMAINING ON EITHER THE FTAP OR STAP BOATSPACE REPORT AS APPLICABLE.
