GENTEXT/REMARKS/1. INTRODUCTION/HISTORY. IN THE LATE 1980'S, THE MARINE CORPS ESTABLISHED THE NEW PARENT SUPPORT PROGRAM (NPSP) AS A PREVENTION COMPONENT OF THE FAMILY ADVOCACY PROGRAM (FAP). THE OFFICE OF THE SECRETARY OF DEFENSE AND THE MARINE CORPS HAVE JOINTLY FUNDED THE NPSP SINCE 2001. OVER THE PAST TEN YEARS, NPSP SERVICES HAVE BEEN OFFERED THROUGH A CONTRACT THAT HAS PROVIDED DIRECT SERVICES AND PROGRAM OVERSIGHT. ON OCTOBER 1, 2009 THE NPSP CONTRACT WAS IN-SOURCED AND IS BEING STAFFED WITH NONAPPROPRIATED FUND (NAF) PERSONNEL VIA THE MARINE CORPS COMMUNITY SERVICES (MCCS) UNIFORM FUNDING AND MANAGEMENT (UFM) PRACTICE POLICY AUTHORIZATION.
2. NEW PARENT SUPPORT PROGRAM SERVICE DELIVERY: THE NPSP PROVIDES A FULL RANGE OF SERVICES TO NEW PARENTS BY IMPLEMENTING A HOME VISITATION MODEL. THE NPSP IS A NON-MEDICAL PREVENTION AND EDUCATION PROGRAM THAT ENHANCES THE ABILITIES OF MARINE CORPS FAMILIES BY STRENGTHENING SKILLS FOR SELF SUFFICIENCY AND BY FACILITATING BOTH PERSONAL AND FAMILY READINESS. THIS CONTRIBUTES TO MISSION READINESS AND SUPPORTS FAMILY ADAPTATION TO MILITARY LIFESTYLE, ENHANCING THE KNOWLEDGE AND SKILLS FAMILIES NEED TO FORM HEALTHY RELATIONSHIPS AND PROVIDE SAFE AND NURTURING ENVIRONMENTS FOR CHILDREN. HOME VISITORS, TRAINED IN ASSESSING THE EARLY SIGNS OF ABUSE AND NEGLECT, IDENTIFY AND BUILD ON FAMILY STRENGTHS, ENGAGE COMMUNITY RESOURCES AND COLLABORATE WITH COMMUNITY PARTNERS TO ENHANCE SUPPORT FOR NEW AND EXPECTANT PARENTS.
A. THE NPSP USES AN INTENSIVE, VOLUNTARY, HOME VISITATION MODEL DEVELOPED SPECIFICALLY FOR EXPECTANT PARENTS, ADOPTIVE PARENTS, OR PARENTS OF CHILDREN 0-5 YEARS OF AGE TO REDUCE THE RISK OF CHILD ABUSE. ALL MARINES AND THEIR FAMILY MEMBERS STATIONED ABOARD A MARINE INSTALLATION OFFERING NPSP SERVICES ARE ELIGIBLE FOR NPSP SERVICES. PERSONNEL OF OTHER SERVICE BRANCHES HOUSED OR STATIONED ON MARINE INSTALLATIONS ARE "SPACE AVAILABLE." ELIGIBLE CLIENTS ARE NOT LIMITED TO FIRST-TIME PARENTS. THERE ARE CIRCUMSTANCES THAT MUST BE TAKEN INTO CONSIDERATION WHEN OFFERING NPSP HOME VISITATION SERVICES (I.E., UNSAFE HOME ENVIRONMENT AND CONDITIONS SUCH AS MENTAL ILLNESS OR SUBSTANCE ABUSE). THE PROGRAM IS STAFFED WITH QUALIFIED, CLINICALLY LICENSED, MASTERS-LEVEL SOCIAL WORKERS, MARRIAGE AND FAMILY THERAPISTS, LICENSED PROFESSIONAL COUNSELORS AND UNITED STATES-LICENSED REGISTERED NURSES WHO PROVIDE THE HIGHEST QUALITY OF SERVICES.
B. THE NPSP OFFERS EXPECTANT PARENTS AND PARENTS WITH CHILDREN AGES 0-5 ACCESS TO INTENSIVE HOME VISITATION SERVICES THAT:
(1) PROVIDE EDUCATION TO PARENTS ON ADAPTATION TO PARENTHOOD (INCLUDING THE FATHER'S ROLE IN CHILDREARING), CHILDREN'S DEVELOPMENTAL MILESTONES IN CHILDREN, AGE- APPROPRIATE EXPECTATIONS FOR THEIR CHILD'S DEVELOPMENT, PARENT-CHILD COMMUNICATIONS SKILLS, AS WELL AS PARENTING SKILLS AND EFFECTIVE DISCIPLINE TECHNIQUES
(2) BUILD UPON PARENTS' STRENGTHS AND SUPPORT WORK-FAMILY BALANCE STRESSORS
(3) PROMOTE THE INVOLVEMENT OF BOTH PARENTS WHERE APPLICABLE
(4) DECREASE THE NEGATIVE EFFECTS OF INTERMITTENT SINGLE PARENTING DUE TO DEPLOYMENT AND OTHER MILITARY OPERATIONS
(5) ARE SENSITIVE TO CULTURAL ATTITUDES AND PRACTICES
(6) REDUCE ISOLATION AND INCREASE FORMAL AND INFORMAL SUPPORT STRUCTURES
(7) PROVIDE EDUCATION AND SUPPORT RELATED TO THE TRANSITION BEFORE, DURING, AND AFTER DEPLOYMENT
(8) SCREEN FOR POST PARTUM DEPRESSION, COMBAT-RELATED POSTTRAUMATIC STRESS, AND PROVIDE REFERRALS AS NEEDED
C. SERVICES WILL BE OFFERED ACCORDING TO A TIERED APPROACH, INCLUDING LEVELS I, II AND III. LEVEL I SERVICES FOCUS ON PRIMARY PREVENTION EFFORTS (I.E., TARGETING THE ENTIRE MILITARY COMMUNITY WITH THE AIM OF PREVENTING ABUSE BEFORE IT OCCURS BY PROVIDING PROACTIVE OUTREACH AND PROGRAMS SUCH AS: PARENTING CLASSES, PLAY MORNING, PARENT SUPPORT GROUPS, MOMMY'S/DADDY'S BABY BOOT CAMP AND HOME VISITS). LEVEL II SERVICES ARE DESIGNED TO RESPOND TO SECONDARY PREVENTION EFFORTS (I.E. TARGETED TOWARD EXPECTANT PARENTS AND PARENTS OF CHILDREN, 0-5 YEARS OF AGE, WHO ARE AT-RISK FOR ENGAGING IN CHILD ABUSE OR NEGLECT). THESE SERVICES INCLUDE INTENSIVE HOME VISITS TO PREVENT CHILD ABUSE OR NEGLECT AND FOSTER THE COORDINATION OF MILITARY AND CIVILIAN RESOURCES. LEVEL III SERVICES ARE GIVEN PRIORITY AND GUIDED BY TERTIARY PREVENTION EFFORTS FOR THOSE FAMILIES THAT HAVE ALREADY EXPERIENCED INCIDENTS OF ABUSE OR NEGLECT. SERVICES IN THIS CATEGORY ARE PROVIDED AS RECOMMENDED BY THE FAP CLINICAL CASE STAFF MEETING (CCSM), THE CASE REVIEW COMMITTEE (CRC), OR COMMAND. LEVEL III SERVICES PROVIDE INTENSIVE HOME VISITATION SERVICES (STRONGLY ENCOURAGE THE INVOLVEMENT OF BOTH PARENTS) IN AN EFFORT TO PREVENT FUTURE EVENTS OF ABUSE OR NEGLECT.
D. IN ADDITION TO PRIMARY, SECONDARY AND TERTIARY PREVENTION EFFORTS OUTLINED ABOVE, THE NPSP ALSO PROVIDES PRENATAL AND POSTPARTUM SUPPORT AND ASSISTANCE TO ELIGIBLE BENEFICIARIES AS THEY PREPARE TO INTEGRATE A CHILD INTO THEIR HOME.
E. HOME VISITATION IS AT THE CORE OF ALL NPSP PRIMARY, SECONDARY, AND TERTIARY PREVENTION EFFORTS, THERE ARE A NUMBER OF OTHER "SUPPLEMENTAL SERVICES" OFFERED THROUGH THE INSTALLATION LEVEL COORDINATED COMMUNITY RESPONSE (E.G. CHILDREN YOUTH AND TEEN PROGRAMS (CYTP), AND CHAPLAINS). SERVICES WILL VARY BASED ON AVAILABLE STAFF AND INSTALLATION LEVEL NEEDS. EXAMPLE SERVICES INCLUDE:
(1) MOMMY'S/DADDY'S BABY BOOT CAMP
(2) PARENTING CLASSES
(3) PLAY MORNINGS
(4) PARENT SUPPORT GROUPS
3. ROLES/RESPONSIBILITIES:
A. CMC (MRC-2). PROVIDE POLICY LEVEL OVERSIGHT, TRAINING AND TECHNICAL ASSISTANCE TO EACH INSTALLATION NPSP. ESTABLISH AND MAINTAIN A PROGRAM FOCUSED ON THE FUNCTIONAL AREAS OF PREVENTION, HOME VISITATION AND EDUCATION. DESIGNATE A HQMC PROGRAM MANAGER TO PROVIDE PROGRAM OVERSIGHT AND GUIDANCE. IDENTIFY FISCAL AND PERSONNEL RESOURCES NECESSARY TO COORDINATE AND EFFECTIVELY IMPLEMENT NPSP. COLLECT AND PROVIDE DATA AS REQUIRED BY THE OFFICE OF THE DEPUTY UNDER SECRETARY OF DEFENSE FOR MILITARY COMMUNITY AND FAMILY POLICY (DUSD MC AND FP). MAINTAIN LIAISON WITH DUSD (P AND R/MC AND FP) TO OBTAIN AND MAINTAIN CURRENT INFORMATION AND DEVELOPMENTS CONCERNING NPSP POLICY AND INITIATIVES. ENSURE QUALITY ASSURANCE GUIDELINES ARE ESTABLISHED AND STRICTLY FOLLOWED, INCLUDING BUT NOT LIMITED TO CONDUCTING PERIODIC INSPECTIONS TO EVALUATE NPSP OPERATION THROUGHOUT THE MARINE CORPS. COORDINATE WITH APPLICABLE FEDERAL AND CIVILIAN PROFESSIONAL ORGANIZATIONS (E.G. ZERO TO THREE) CONCERNING THE OPERATIONAL ASPECTS OF NPSP.
B. INSTALLATION COMMANDER. PROVIDE COMMAND LEVEL OVERSIGHT OF NPSP EXECUTION. ESTABLISH AND MONITOR INSTALLATION NPSP PROGRAM AS A PREVENTION COMPONENT OF THE INSTALLATION FAP. ENSURE INSTALLATION FAP/NPSP FUNDING IS ADEQUATE TO MEET MISSION REQUIREMENTS.
C. MCCS DIRECTOR. PROVIDE SUPPORT AND INFRASTRUCTURE FOR NPSP OPERATION. ENSURE PROGRAMS HAVE ESTABLISHED STANDARD OPERATING PROCEDURES (SOPS) FOR THE NPSP. ENSURE SUFFICIENT PROFESSIONAL AND ADMINISTRATIVE PERSONNEL ARE HIRED TO PROVIDE EFFECTIVE OPERATION OF THE NPSP. ENSURE ADEQUATE EQUIPMENT IS AVAILABLE, INCLUDING COMPUTER HARDWARE/SOFTWARE. ENSURE ACCEPTABLE SPACE IS AVAILABLE, INCLUDING SPACES WITH HANDICAPPED ACCESSIBILITY, OR ALTERNATIVE ARRANGEMENTS FOR HANDICAPPED CLIENTS AND STAFF. ENSURE SUFFICIENT FUNDING TO MEET BASELINE OPERATING REQUIREMENTS. ENSURE COORDINATION AND RESPONSE WITH OTHER MCCS PROGRAMS TO INCLUDE BUT NOT LIMITED TO THE EXCEPTIONAL FAMILY MEMBER PROGRAM (EFMP), MARINE CORPS FAMILY TEAM BUILDING (MCFTB), AND TRANSITION SUPPORT PROGRAMS IN ORDER TO MAXIMIZE SERVICE DELIVERY.
D. M AND FS DIRECTOR. PROVIDE PROGRAM SUPPORT AND GUIDANCE FOR NPSP DAY-TO-DAY OPERATION. ENSURE A WIDE RANGE OF SERVICE DELIVERY THAT INCLUDES HOME VISITS BOTH ON AND OFF THE INSTALLATION. COORDINATE THE MANAGEMENT OF THE INSTALLATION NPSP WITH OTHER PROGRAMS SERVING MILITARY FAMILIES TO AVOID DUPLICATION OF EFFORT. ENSURE NPSP STAFF IS RESOURCED CORRECTLY TO INCLUDE; ISSUED CELL PHONES, AND APPROPRIATE WORKSPACE UNDER THE FAP UMBRELLA.
E. INSTALLATION FAP MANAGER (FAPM). PROVIDE OVERALL PROGRAM ADMINISTRATION AND GUIDANCE. ENSURE FULLY OPERATIONAL PROGRAM, STAFFED WITH APPROPRIATE RESOURCES, SPACE, FUNDING AND LOCAL LEVEL POLICY. ENSURE NPSP EXISTS WITHIN A COMPREHENSIVE SYSTEM OF PREVENTION SERVICE DELIVERY. CONDUCT APPROPRIATE PERSONNEL ACTIONS. ENSURE COMPLIANCE WITH ALL NPSP POLICIES AND PROCEDURES.
F. NPSP MANAGER. PROVIDE DIRECT PROGRAM OVERSIGHT OF HOME VISITORS AND ADMINISTRATIVE STAFF. ENSURE PROGRAM IS OPERATING WITHIN ESTABLISHED GUIDELINES AND PROCEDURES. RESPONSIBLE FOR ALL ADMINISTRATIVE AND CLINICAL ASPECTS OF THE PROGRAM. DEVELOP WRITTEN PROTOCOLS AND INSTALLATION SOPS FOR IMPLEMENTATION OF THE LOCAL NPSP. ENSURE GAPS AND DUPLICATION OF SERVICES ARE ADDRESSED IN THE SOPS. IDENTIFY INCIDENTS OF SUSPECTED FAMILY VIOLENCE, AND ENSURE THE RESPECTIVE FAP IS NOTIFIED OF EACH INCIDENT. MAINTAIN NPSP CASE RECORDS PER GUIDELINES IN THE NPSP POLICIES AND PROCEDURES MANUAL. ENSURE THE SENSITIVE AND SECURE HANDLING OF CASE DATA.
4. FUNDING: APPROPRIATED FUNDING FOR THE NPSP IS PROVIDED FROM HQMC, PREVENTION AND INTERVENTION (MRC-2) AND HAS BEEN ALLOCATED TO SUPPORT INSTALLATION STAFFING, PROGRAM MARKETING, SUPPLIES AND CHILDCARE. NPSP ARE DEFINED AS A CATEGORY A, MWR PROGRAMS ("MISSION SUSTAINING PROGRAMS") AND, THEREFORE, ARE ENTITLED TO APPROPRIATED FUNDS (APF) AND NAF THAT RESULT FROM UFM CONVERTED APFS. NO UNCONVERTED NAF (I.E. "PURE" NAF) MONIES MAY BE USED TO SUPPORT THE NPSP. IN ITS CAPACITY AS THE NPSP SPONSOR AND ADVOCATE, CMC (MR) PROVIDE PLANS, POLICIES, AND RESOURCES TO THE FAP. ALL BASELINE ADJUSTMENT REQUIREMENTS SHOULD BE SUBMITTED TO CMC (MR) VIA APPROPRIATE CHAIN OF COMMAND TO SUPPORT PROGRAM REVIEW (PR) AND PROGRAM OBJECTIVE MEMORANDUMS (POM) CYCLES. FY10 WILL BE THE FIRST FULL YEAR OF FUNDING EXECUTION. CMC (MR) WILL TAKE ACTION TO ALIGN FUNDING OR SEEK ADDITIONAL FUNDING AS MAY BE REQUIRED TO SUPPORT FUNDING DEFICIENCIES.
A. LOCAL TRAVEL. THE PRIMARY RESPONSIBILITY OF THE NPSP IS TO PROVIDE A FULL RANGE OF SUPPORT SERVICES TO NEW PARENTS BY LEVERAGING A HOME VISITATION MODEL. EACH INSTALLATION HAS BEEN ALLOCATED APF TO REIMBURSE NPSP PERSONNEL FOR JOB RELATED LOCAL TRAVEL (E.G. HOME VISITS). WHILE LOCAL TRAVEL SHOULD BE STRATEGICALLY PLANNED, MCCS M AND FS DIRECTORS MAY AUTHORIZE TRAVEL FOR OFFICIAL PURPOSES SUCH AS TRAINING CONFERENCES SPONSORED BY CMC (MR). NPSP PERSONNEL MAY TRAVEL UNDER NAF OR APF TRAVEL ORDERS. NAF TRAVEL ORDERS MUST BE WITHIN LIMITS OF BUDGET CONTROLS AND ISSUED BY MCCS FROM APF CONVERTED TO NAF VIA UFM. APF ORDERS MUST BE ISSUED AND FUNDED BY THE RESPECTIVE INSTALLATION.
B. EQUIPMENT. CMC (MR) WILL FUND THE ANNUAL NMCI COST FOR EACH NPSP NMCI/.ORG SEATS AND CELL PHONES FROM APF ALLOCATED FUNDS TO THE LOCAL MCCS. OUT YEAR SUSTAINMENT OF EXPENSES SEATS WILL BECOME THE RESPONSIBILITY OF CMC (MR).
C. CHILDCARE FUNDING. CHILD CARE SHOULD NOT BE A BARRIER TO NPSP CLASS ATTENDANCE. CMC (MR) WILL PROVIDE APF TO THE LOCAL MCCS TO REIMBURSE PARTICIPANTS ATTENDING NPSP CLASSES. THESE FUNDS SHOULD BE USED AT THE DISCRETION OF THE FAP MANAGER/NPSP MANAGER ON A CASE-BY-CASE BASIS. THE NPSP PROGRAM MANGER IN COORDINATION WITH THE CHAIN OF COMMAND IS RESPONSIBLE FOR ESTABLISHING POLICIES AND PROCEDURES FOR CHILD CARE COORDINATION.
D. OFFICE SPACE. THE INSTALLATION FURNISHES OFFICE SPACE AND ACCESS TO CLASSROOMS ON THE INSTALLATION TO PROVIDE SERVICES. SPECIFIC QUESTIONS REGARDING THE AVAILABILITY AND USE OF SPACE MUST BE ADDRESSED TO THE INSTALLATION MARINE AND FAMILY SERVICES DIRECTOR. NPSP IS ALSO PERMITTED TO USE AUXILIARY FACILITIES TO HOLD SUPPORT GROUPS AND PARENTING CLASSES.
E. TELEPHONE LINES. THE INSTALLATION PROVIDES COMMERCIAL, DSN AND CELLULAR PHONE SERVICE TO PERFORM NPSP FUNCTIONS.
F. OFFICE SUPPLIES. THE INSTALLATION FURNISHES NPSP WITH ADMINISTRATIVE SUPPLIES, COPY MACHINES AND FACSIMILE CAPABILITY AND/OR ACCESS TO A COPIER/FAX THAT MEET THE NEEDS OF THE NPSP.
5. PERSONNEL/STRUCTURE. EXTENSIVE COORDINATION HAS BEEN CONDUCTED IN AN EFFORT TO DEVELOP A BUSINESS CASE, STAFFING MODEL, AND ASSOCIATED POSITION DESCRIPTIONS THAT EFFICIENTLY MEET THE NEEDS OF EACH INSTALLATION. THE COORDINATION CONSISTED OF A COMBINED APPROACH UTILIZING CIVILIAN BENCH MARKS, INSTALLATION NEEDS, AND LOCATION AND HISTORICAL DATA ON UTILIZATION RATES. THE NPSP STAFFING MODEL WILL CONSIST OF A PROGRAM MANAGER, HOME VISITOR(S), AND AN ADMINISTRATIVE ASSISTANT. AT A MINIMUM, EACH INSTALLATION WILL BE STAFFED WITH A HOME VISITOR. THE NPSP WILL BE ADMINISTERED UNDER MCCS, MARINE AND FAMILY SERVICES (M AND FS) BRANCH, FAMILY ADVOCACY PROGRAM. THE FAP MANAGER UNDER THE DIRECTION OF THE MCCS, M AND FS DIRECTOR, WILL ADMINISTER AND PROVIDE DIRECT OVERSIGHT TO DAILY PROGRAM OPERATIONS AND ANNUAL PERFORMANCE MANAGEMENT REQUIREMENTS, AS WELL AS ADHERENCE TO HEADQUARTERS MARINE CORPS (HQMC) PREVENTION AND INTERVENTION (MRC-2) NPSP POLICIES AND PROCEDURES. THIS WILL ALLOW THE PROGRAM TO EFFICIENTLY OPERATE AS A PREVENTION COMPONENT WITHIN FAMILY ADVOCACY. AS THE NPSP IS AN INTEGRAL PROGRAM WITHIN FAP, TO THE EXTENT POSSIBLE, ALL NPSP SHOULD BE CO-LOCATED WITH FAP OFFICES AND PERSONNEL. CMC MRR-2 HAS PROVIDED INSTALLATION NAF HUMAN RESOURCES OFFICE (HRO) AND MCCS DIRECTORS WITH STANDARDIZED POSITION DESCRIPTIONS (TO INCLUDE SALARY GUIDANCE) THAT OUTLINE SPECIFIC POSITION QUALIFICATIONS TO BE UTILIZED IN ALL PROGRAM VACANCIES.
6. BACKGROUND CHECKS. HOME VISITORS ARE NOT AUTHORIZED TO CONDUCT HOME VISITS UNTIL THE BACKGROUND INVESTIGATION IS COMPLETED WITH A FAVORABLE CLEARANCE PER REFERENCE (B). UNTIL THIS PROCESS IS COMPLETE NPSP PERSONNEL SHOULD NOT BE LEFT ALONE WITH ANYONE UNDER THE AGE OF 18.
7. SAFETY OF HOME VISITORS. NPSP PERSONNEL, WHO CONDUCT HOME VISITS, ARE TRAINED IN SAFETY PROCEDURES TO ENSURE MINIMAL RISK AND MAXIMIZE PERSONAL SAFETY PRIOR TO CONDUCTING A HOME VISIT PER REFERENCE (B). NPSP PERSONNEL FOLLOW THE SAFETY PROTOCOL FOR CONDUCTING HOME VISITS ESTABLISHED BY THEIR INSTALLATION.
8. REPORTING OF KNOWN OR SUSPECTED CHILD ABUSE AND DOMESTIC ABUSE. ALL FAP AND NPSP PERSONNEL, WHO CONDUCT HOME VISITS, ARE TO REPORT ALL KNOWN OR SUSPECTED CHILD AND DOMESTIC ABUSE IN ACCORDANCE WITH REFERENCE (C).
9. PROGRAM MARKETING. THE INSTALLATION NPSP SHOULD DEVELOP A COMPREHENSIVE MARKETING PLAN THAT DELINEATES ON-GOING MARKETING EFFORTS TO REACH OUT TO NEW PARENTS. EXAMPLES OF THESE EFFORTS INCLUDE: COMMUNITY OUTREACH, PUBLIC AWARENESS CAMPAIGNS, COMMAND LEVEL INFORMATIONAL BRIEFINGS, NEWS ARTICLES AND NEWSLETTERS. THESE EFFORTS ARE TO ENCOURAGE MAXIMUM PARTICIPATION.
10. TIME LINE. THE TIMELINE FOR TRANSITIONING THE NPSP PROGRAM TO A WARTIME FOOTING IS AS FOLLOWS:
A. EFFECTIVE IMMEDIATELY INSTALLATION COMMANDERS AND MCCS NAF HRO ARE RESPONSIBLE FOR RECRUITING AND HIRING FOR THE NPSP POSITIONS AS NAF EMPLOYEES WITH AN EFFECTIVE DATE OF 1 OCTOBER 2009. EFFECTIVE 1 OCTOBER 2009, INSTALLATION COMMANDERS AND MCCS DIRECTORS WILL BE RESPONSIBLE AND ACCOUNTABLE FOR NPSP EMPLOYEES INCLUDING, RECRUITMENT, SUSTAINMENT, DAILY AND ANNUAL PERFORMANCE MANAGEMENT REQUIREMENTS AND ADHERENCE TO MCCS POLICIES AND PROCEDURES. MCCS IS RESPONSIBLE AND ACCOUNTABLE FOR NPSP PERSONNEL PAY AND BENEFITS IN ACCORDANCE WITH MCO P12000.11A, REFERENCE (A), MARINE CORPS NAF PERSONNEL POLICY MANUAL, AND OTHER LOCALLY ESTABLISHED INSTALLATION-WIDE MCCS NAF EMPLOYEE POLICIES AND PROCEDURES.
B. OVERTIME, COMPENSATORY TIME, EQUAL EMPLOYMENT OPPORTUNITY (EEO) AND NPSP STAFF COMPENSATION (SALARY, BENEFITS, AND PERFORMANCE INCREASES) ARE SUBJECT TO PROGRAM SPONSOR FUNDING ALLOCATION, LOCAL INSTALLATION PAY POLICIES AND BUDGETARY CONSTRAINTS, AS APPROPRIATE.
11. CURRICULUM AND TRAINING MATERIALS: NPSP WILL CONTINUE TO USE THE CURRENT CURRICULUM AND TRAINING MATERIALS. INSTALLATION NPSP WILL WORK IN COORDINATION WITH HQMC (MRR-2), TO REVISE AND STANDARDIZE THE EXISTING MATERIALS AND IMPROVE UPON THEIR UTILITY. COMPLETION OF THIS REVIEW AND UPDATE WILL OCCUR NO LATER THAN APRIL 2010.
12. THIS MARADMIN IS NOT APPLICABLE TO MCAS KANSAS CITY AND MARFORRES INDEPENDENT DUTY SITES OR RESERVE TRAINING CENTERS.
13. THE PROCEDURAL CLARIFICATION CONTAINED IN THIS MARADMIN WILL BE INCORPORATED INTO THE NPSP POLICY NOW BEING WRITTEN.
