GENTEXT/REMARKS/1. PER THE REFERENCES THIS MARADMIN REITERATES GUIDANCE FOR OBTAINING, COMPLETING AND DISTRIBUTING THE NAVMC 763. THE NAVMC 763 IS THE SINGLE SOURCE DOCUMENT MAINTAINED WITHIN AN OFFICER QUALIFICATION RECORD (OQR) AND OFFICIAL MILITARY PERSONNEL FILE (OMPF) WHICH VALIDATES THAT AN OFFICER WAS OFFERED AND ACCEPTED AN APPOINTMENT IN EACH COMPONENT OF THE MARINE CORPS. THE NAVMC 763 SERVES AS EVIDENCE OF THE LEGAL BASIS BY WHICH BOTH COMMISSIONED AND WARRANT OFFICERS DISCHARGE THEIR SWORN DUTIES, AND PROVIDES THE FOUNDATION FOR VALIDATING AN OFFICER'S RETIREMENT ELIGIBILITY AND ENTITLEMENTS. THOUGH MANY OFFICERS ACCEPT AN INITIAL APPOINTMENT AND REMAIN ON THE ACTIVE DUTY LIST FOR AN ENTIRE CAREER, THE MAJORITY OF OFFICERS CHANGE COMPONENTS AT LEAST ONCE IN A CAREER. THE IRAM PROVIDES DETAILED OCCASIONS AND INSTRUCTIONS WHICH REQUIRE COMMANDING OFFICERS TO DOCUMENT AN ACCEPTANCE OF AN APPOINTMENT INTO ANOTHER COMPONENT, ADMINISTER A NEW OATH OF OFFICE, AND MAIL THE APPOINTMENT ACCEPTANCE TO MMSB-20 FOR INCLUSION IN THE OMPF. SUPPLEMENTAL GUIDANCE FOR TRANSITIONAL APPOINTMENTS WAS PUBLISHED IN MARADMIN 498/04. OCCASIONS FOR ADMINISTERING A NEW OATH OF OFFICE, AND PREPARING AN UPDATED NAVMC 763 INCLUDE, BUT ARE NOT LIMITED TO, NEW ACCESSION, REAPPOINTMENT, TRANSFER FROM THE ACTIVE DUTY LIST TO THE RESERVE ACTIVE STATUS LIST INCIDENT TO RESIGNATION OR OTHER RELEASE FROM ACTIVE DUTY, OR FROM THE RESERVE ACTIVE STATUS LIST TO THE ACTIVE DUTY LIST PURSUANT TO SELECTION BY AN OFFICER RETENTION BOARD.
2. IN ORDER TO PREPARE FOR FUTURE TRANSITION TO FULLY ELECTRONIC RECORDS, WE MUST ENSURE THAT ALL OFFICER RECORDS, BOTH COMMISSIONED AND WARRANT, ACTIVE AND RESERVE, DOCUMENT THE ACCEPTANCE OF THEIR CURRENT APPOINTMENT AND DISPLAY AN ACCURATE HISTORY OF ALL PRIOR SERVICE IN BLOCK 21. PARA 3003 OF REF B PROVIDES GUIDANCE IN THE CORRECTION/PREPARATION OF A NAVMC 763 BY CURRENT COMMANDING OFFICERS. IT IS EXPECTED THAT EACH COMMANDING OFFICER WILL UTILIZE MANPOWER SYSTEM DATA AND SOURCE DOCUMENTS TO VALIDATE AND CONTACT CMC (MMSB-10) AT SMB.MANPOWER.MMSB@USMC.MIL TO CORRECT A PERIOD OF AN OFFICER'S SERVICE IN A DIFFERENT COMPONENT PER PARA 3003.3C OF REF B. IF THE APPOINTEE IS NOT PHYSICALLY PRESENT AT THE ORGANIZATION, THE COMMANDER WILL REVIEW THE ITEMS PER PARA 3003.2 AND 3003.3 OF REF B, EXCEPT ITEM 22, AND FORWARD TO THE COMMANDER OF THE UNIT WHERE THE APPOINTEE IS PHYSICALLY LOCATED TO VALIDATE OR EFFECT THE APPOINTMENT. IF THE OFFICER HAS TO EFFECT THE APPOINTMENT, COMPLETE ITEM 22 AND RETURN TO THE INDIVIDUAL'S PARENT COMMAND FOR DISPOSTION.
3. IF ITEMS 1, 2, 3, 6, 7, 9, 9A, 10, 11, 14, 14A, AND 15 ARE DETERMINED TO BE INCORRECT, AUTHORITY AND RESPONSIBILITY TO MAKE CORRECTIONS RESTS WITH THE UNIT COMMANDER PER PARA 5000.7A OF REF B. WHEN CORRECTION IS COMPLETED, REPORT ACTION TAKEN WITH AN AFFIDAVIT SUBSTIANTIATING THE ERROR TO CMC (MMSB-10). PRIOR APPROVAL OF CMC (MMSB-10) IS REQUIRED BEFORE CORRECTING AN ERRONEOUS HOME OF RECORD. ITEMS 4 (HOME OF RECORD), 17 (PEBD) AND 21 (PRIOR SERVICE) WILL BE VERIFIED AND RESOLVED BY CMC (MMSB-10). LOCAL COMMAND CHANGES, ADDITIONS, OR DELETIONS IN ITEM 21 ARE PROHIBITED PER PARA 3003.3C. ANY INFORMATION LISTED UNDER "PRIOR SERVICE" WHICH IS THOUGHT TO BE IN ERROR WILL BE CORRECTED BY CMC (MMSB-10) AND WILL REQUIRE SPECIFIC DOCUMENTATION BY THE LOCAL COMMAND TO JUSTIFY ANY CHANGE, ADDITION, OR DELETION.
4. ACTION. NO LATER THAN 1 AUGUST 2010, THE TOTAL FORCE WILL REVIEW ALL NAVMC 763 IN OFFICER QUALIFICATION RECORDS (OQR) AND TAKE CORRECTIVE ACTION PER REFERENCE (B):
A. IF CURRENT NAVMC 763 IS CORRECT, NO FURTHER ACTION IS REQUIRED.
B. IF CURRENT NAVMC 763 IS MISSING FROM THE OQR, VERIFY LOCATION OR REQUEST COPY OF OMPF FROM CMC (MMSB-10). IF NOT IN OMPF, UNIT WILL RECREATE NAVMC 763 IN QUADRUPLICATE (INDIVIDUAL, OQR, OMPF AND MMPR COPIES) AND SUBMIT OMPF AND MMPR COPIES VIA OFFICIAL MAIL WITH SUPPORTING DOCUMENTATION, (I.E. NGB FORM 22, CONTRACTS, DD 214S, POC FOR UNIT, ETC) TO THE FOLLOWING HQMC ACTION AGENCIES FOR VALIDATION: IF THE NAVMC 763 IS MISSING, AND IT IS DETERMINED TO BE THE INITIAL APPOINTMENT ACCEPTANCE FOR ACTIVE DUTY, COMPLETE THE DUPLICATE 763 AND FORWARD TO MARINE CORPS RECRUITING COMMAND (MCRC) FOR VALIDATION. IF THE MISSING 763 IS FOR AN OFFICER WHO HAS ENTERED THE USMCR OR IS REAPPOINTED TO THE USMCR, FORWARD THE RECREATED NAVMC 763 TO RA (CMT) FOR VALIDATION.
C. UPON RECREATION OF THE NAVMC 763, THE FORM WILL NOT BE SIGNED BY THE OFFICER OR A WITNESS. THE UNIT WHICH RECREATES THE NAVMC 763 WILL PLACE A STATEMENT ON THE "SIGNATURE OF APPOINTEE" LINE OF BLOCK 22 OF EACH COPY THAT STATES "DUPLICATE ORIGINAL CREATED IAW MARADMIN XXX/10." THE UNIT THAT RECREATES THE NAVMC 763 WILL MAINTAIN THE OQR COPY IN THE OFFICER'S QUALIFICATION RECORD.
D. ONCE VALIDATED BY THE APPROPRIATE HQMC AGENCY, EACH DUPLICATE NAVMC 763 WILL BE FORWARDED TO MMSB-10 AND MMPR-2, BY THAT HQ AGENCY, FOR INCLUSION IN THE OFFICER'S OMPF AND A COPY SENT TO THE MARINE'S PARENT COMMAND FOR INCLUSION IN THE OFFICER'S OMPF AS WELL AS THE PROMOTIONS BRANCH.
E. IF THE RECREATED NAVMC 763 IS NOT VALIDATED BY THE HQ AGENCY, THAT HQ AGENCY WILL CONTACT THE POC OF THE FORWARDING UNIT.
5. THIS MARADMIN IS APPLICABLE TO THE TOTAL FORCE.
