GENTEXT/REMARKS/1. PURPOSE.  TO IMPLEMENT CONTROLS TO ACHIEVE CIVILIAN EMPLOYMENT INFORMATION (CEI) REPORTING BENCHMARKS ESTABLISHED WITHIN DEPARTMENT OF DEFENSE (DOD) GUIDANCE AND ENHANCE MANAGEMENT OF READY RESERVE PROGRAM COMPLIANCE. 
2. BACKGROUND.  REPORTING OF CEI IS REQUIRED BY LAW AND ENSURES THAT THE DEPARTMENT OF DEFENSE (DOD) GIVES ADEQUATE CONSIDERATION TO CIVILIAN EMPLOYMENT NECESSARY TO MAINTAIN NATIONAL HEALTH, SAFETY, AND INTEREST AS IT IMPACTS LOCAL COMMUNITIES.  ADDITIONALLY, INFORMATION IS TO ENSURE MEMBERS HAVING CRITICAL CIVILIAN SKILLS ARE NOT RETAINED IN THE READY RESERVE IN NUMBERS BEYOND WHAT THE DOD NEEDS FOR THOSE SKILLS, TO INFORM THE EMPLOYERS OF RESERVISTS OF THEIR RIGHTS AND RESPONSIBILITIES ACCORDING TO THE UNIFORMED SERVICES EMPLOYMENT AND REEMPLOYMENT RIGHTS ACT, TO PROVIDE THE DOD WITH INFORMATION NECESSARY TO PUBLISH POLICIES THAT ENHANCE EMPLOYER SUPPORT TO THE GUARD AND RESERVE.  REF B DIRECTS THAT INFORMATION COLLECTED ON CIVILIAN EMPLOYMENT SHALL ONLY BE USED FOR LONG TERM STRATEGIC PLANNING OR POLICY DEVELOPMENT AND DECISION MAKING AND PROHIBITS THE USE OF CEI FOR OPERATIONAL SELECTION CRITERIA. FURTHERMORE, REF B ESTABLISHES TARGET COLLECTION GOALS OF 75 PERCENT FOR THE INDIVIDUAL READY RESERVE (IRR) AND 95 PERCENT FOR THE SELECTED RESERVE, EXCLUDING MEMBERS OF THE ACTIVE RESERVE (COMPONENT CODES B1 - B4 AND K6).  REFS C-D PROVIDE ADMINISTRATIVE DIRECTION FOR THE IMPLEMENTATION OF CEI GOALS BY RESERVE COMPONENT AND PROVIDES DETAILED GUIDANCE ON ADMINISTRATIVE RESPONSIBILITIES FOR READY RESERVE.  PER REF C, FAILURE OR REFUSAL TO PROVIDE EMPLOYMENT RELATED INFORMATION, OR PROVIDING FALSE EMPLOYMENT RELATED INFORMATION MAY RESULT IN ADMINISTRATIVE OR JUDICIAL PROCEEDINGS. REF D PROVIDES THE MEMBER DETAILED INSTRUCTIONS ON HOW TO ACCESS THE DOD CEI PORTAL AND SUBMIT CEI DATA, AND PROVIDES COMMANDERS/INSPECTOR-INSTRUCTORS/OPERATIONAL SPONSORS INSTRUCTIONS ON HOW TO VERIFY INDIVIDUALS HAVE SUBMITTED CEI DATA CORRECTLY AND IN COMPLIANCE WITH THE REFERENCES.
3. TASKS.  IN ORDER TO COMPLY WITH REFS A-D AND ENABLE IMPROVED MANAGEMENT OF CEI REPORTING COMPLIANCE WITHIN THE READY RESERVE, THE FOLLOWING MEASURES ARE EFFECTIVE IMMEDIATELY.
    A. MARINE FORCES RESERVE. 
        (1) ALL RESERVE MEMBERS REQUESTING ORDERS FOR ANNUAL TRAINING, RESIDENT PROFESSIONAL MILITARY EDUCATION, ACTIVE DUTY FOR OPERATIONAL SUPPORT, OR VOLUNTARY MOBILIZATION WILL BE SCREENED FOR CEI DATA SUBMISSION COMPLIANCE PRIOR TO AUTHENTICATION OF ORDERS IN THE MARINE RESERVE ORDERS WRITING SYSTEM (MROWS).  ORDERS WILL NOT BE AUTHENTICATED IN MROWS UNTIL CEI DATA HAS BEEN SUBMITTED, AND THE COMPLETION CERTIFICATE GENERATED BY THE DOD CEI PORTAL FOR THE MEMBER HAS BEEN VIEWED BY THE MEMBER'S UNIT, OR, IN THE CASE OF IRR MARINES, SUBMITTED AS AN ATTACHMENT TO THE ORDERS REQUEST.
        (2) SCREEN PRIOR SERVICE (PS) MARINES (TO INCLUDE THOSE APPLYING FOR IMA POSITIONS) FOR CEI COMPLIANCE BEFORE EFFECTING THE JOIN ENTRY INTO THE MARINE CORPS TOTAL FORCE SYSTEM (MCTFS). MARINES WILL NOT BE JOINED UNTIL VERIFIED AS COMPLIANT.  THOSE PS MARINES WHO ARE BEING ACCESSED INTO THE RESERVES AFTER BROKEN SERVICE (OFF CONTRACT) WILL HAVE 30 DAYS FROM THE DATE THE INITIAL JOIN ENTRY POSTS TO UPDATE THEIR CEI DATA.
    B. UNIT LEADERS (INSPECTOR-INSTRUCTORS, COMMANDING OFFICERS, AND OPERATIONAL SPONSORS).  PRIOR TO POSITIVELY ENDORSING TOUR EXTENSION REQUESTS, REENLISTMENT REQUESTS, OR ANY ORDERS REQUEST (ANNUAL TRAINING, SCHOOLS, ACTIVE DUTY OPERATIONAL SUPPORT, ETC.) FOR READY RESERVE MEMBERS, UNIT LEADERS WILL ENSURE CEI DATA HAS BEEN SUBMITTED BY THE REQUESTING MEMBER BY REQUIRING THE RESERVE MEMBER TO PRESENT A PRINT OUT OF THE CERTIFICATE OF COMPLETION FROM THE DOD CEI UPDATE/REVIEW PAGE, AND INCLUDE THE FOLLOWING STATEMENT IN WRITTEN ENDORSEMENTS: "I CERTIFY THAT THE REQUESTING MARINE HAS PRESENTED A VALID CEI COMPLETION CERTIFICATE IN CONJUNCTION WITH THIS REQUEST." ANY CERTIFICATE DATED OLDER THAN ONE YEAR WILL BE CONSIDERED INVALID, AND THE MEMBER SHALL BE REQUIRED TO UPDATE THEIR CEI DATA PRIOR TO POSITIVE COMMAND ENDORSEMENTS.
    C. INDIVIDUAL RESERVE MARINES.  MARINES OF THE SELECTED RESERVE (INCLUDING MEMBERS OF DRILLING RESERVE UNITS, AND INDIVIDUAL MOBILIZATION AUGMENTEES) AS WELL AS MARINES OF THE INDIVIDUAL READY RESERVE ARE REQUIRED BY LAW TO UPDATE THEIR CEI DATA ON AN ANNUAL BASIS OR UPON CHANGE OF EMPLOYMENT STATUS, WHICHEVER OCCURS FIRST. 
4. COORDINATING INSTRUCTIONS.  CEI DATA NONCOMPLIANCE REPORTS ARE PUBLISHED MONTHLY IN THE MANPOWER AND RESERVE AFFAIRS WEB PORTAL, UNDER THE RESERVE MARINE SECTION, RESERVE AFFAIRS DIVISION CAREER MANAGEMENT TEAM WEBPAGE WITHIN THE CIVILIAN EMPLOYMENT INFORMATION TAB.  THE REPORT IS PUBLISHED IN A SEARCHABLE FORMAT FOR INDIVIDUAL NAME, GRADE, REPORTING UNIT AND PLATOON CODE, BASED ON THE INFORMATION RESIDENT IN THE MARINE CORPS TOTAL FORCE SYSTEM.  ACCESS TO THE REPORT IS BASED ON CAC PERMISSIONS.  UNIT LEADERS WHO DO NOT HAVE THE REQUIRED ACCESS SHOULD HAVE THEIR CAC REGISTERED AT THE MANPOWER AND RESERVE AFFAIRS WEBPAGE UNDER THE REGISTER BUTTON.
