GENTEXT/REMARKS/1. THIS MESSAGE ANNOUNCES THE INTERIM POLICY FOR SOURCING SECURITY COOPERATION EVENTS AND ACTIVITIES. IT CONTAINS A SUMMARY OF THE NEW POLICY, ALONG WITH INSTRUCTIONS ON OBTAINING A COMPLETE COPY OF THE POLICY (SEE PARAGRAPH 5C).
2. EXECUTIVE SUMMARY. THIS INTERIM POLICY PROMULGATES NEW POLICIES AND PROCEDURES FOR REQUESTING, SOURCING, AND ASSESSING SECURITY COOPERATION (SC) ACTIVITIES IN ACCORDANCE WITH REF A AND B.
2.A. IT DEFINES THE TERMS SECURITY COOPERATION, SECURITY ASSISTANCE, AND SECURITY FORCE ASSISTANCE.
2.B. IT PROVIDES A COMMON LEXICON FOR SC ASSESSMENTS OF FOREIGN SECURITY FORCES, TO INCLUDE: MINISTERIAL ASSESSMENT, SERVICE ASSESSMENT, UNIT ASSESSMENT, AND POST-EVENT/EXERCISE ASSESSMENT.
3. BACKGROUND.
3.A. MARINE CORPS CAPABILITIES ARE HIGHLY DESIRED FOR ACCOMPLISHING SC OBJECTIVES WORLDWIDE. ALLIED AND PARTNER NATIONS RECOGNIZE THAT CAPITALIZING ON THE MARINE CORPS ETHOS, TRAINING REGIMEN, AND PROFESSIONALISM IS ONE OF THE BEST WAYS TO TRANSFORM THEIR DEFENSE AND SECURITY ORGANIZATIONS.
3.B. TO JUDICIOUSLY ALLOCATE FINITE RESOURCES AND PERSONNEL, THE MARINE CORPS REQUIRES DELIBERATE AND METHODICAL PROCESSES THAT ENABLE SENIOR LEADERS TO PRIORITIZE, VALIDATE, AND RESOURCE COMPETING SC REQUIREMENTS WITH ALL OTHER OPERATIONAL, JOINT, AND SERVICE REQUIREMENTS AROUND THE GLOBE. SC SOURCING DECISIONS SHOULD NOT, THEREFORE, BE STAFFED VIA INDEPENDENT DECISION-MAKING PROCESSES. INSTEAD, THE MARINE CORPS WILL LEVERAGE EXISTING PROCESSES, TO THE MAXIMUM EXTENT POSSIBLE.
4. POLICY.
4.A. THE MARINE CORPS WILL LEVERAGE THE TOTAL FORCE TO RESOURCE SC REQUIREMENTS GLOBALLY. THE MARINE CORPS WILL DRAW ON THE TALENTS, CAPABILITIES, AND EXPERTISE OF THE OPERATING FORCES, THE SUPPORTING ESTABLISHMENT, AND RESERVE FORCES IN A COORDINATED AND INTEGRATED MANNER.
4.B. SECURITY COOPERATION FORCE SOURCING. IT IS MARINE CORPS POLICY THAT, TO THE MAXIMUM EXTENT POSSIBLE, ALL SC MISSIONS REQUIRING MARINE CORPS CAPABILITIES WILL BE SOURCED THROUGH THE GLOBAL FORCE MANAGEMENT (GFM) PROCESS, WITH MARFORCOM AS THE HEADQUARTERS LEAD FOR RECOMMENDING FORCE SOURCING SOLUTIONS.
4.C. EMERGENT SC EVENTS. SMALL, SHORT-NOTICE, SHORT-DURATION SC REQUIREMENTS OCCASIONALLY EMERGE THAT CCDRS CANNOT EFFICIENTLY STAFF AND SOURCE VIA THE GFM PROCESS. UNDER THESE CIRCUMSTANCES, MARFORS WILL NOT SUBMIT A REQUEST FOR FORCES; INSTEAD, MARFORS SHOULD CONTACT MARFORCOM AND CMC (DC PPO) FOR GUIDANCE.
4.D. INTERNALLY SOURCED MARFOR SC EVENTS. IT IS MARINE CORPS POLICY THAT WHEN A MARFOR USES ASSIGNED FORCES FOR SC EVENTS, THE MARFOR SHALL RELAY THIS REQUIREMENT THROUGH THE JOINT CAPABILITIES REQUIREMENTS MANAGER (JCRM) AND/OR TO MARFORCOM FOR REGISTRATION IN THE USMC FORCE SYNCHRONIZATION PLAYBOOK. THIS IS AN ESSENTIAL STEP, BECAUSE IT PROVIDES SENIOR LEADERS, HQMC AND MARFORCOM VISIBILITY OF THESE EVENTS.
4.E. SC TEAMS DEPLOYING UNDER TITLE 22 FOREIGN RELATIONS AUTHORITIES. REQUESTS FOR SC TEAMS UNDER TITLE 22 AUTHORITIES NORMALLY ORIGINATE FROM THE SECURITY COOPERATION OFFICE (SCO) IN THE COUNTRY WHERE THE TEAM WILL OPERATE. SCOS HISTORICALLY FORWARD TRAINING REQUESTS NOT ASSOCIATED WITH A FOREIGN MILITARY SALES CASE (FMS) EQUIPMENT CASE DIRECTLY TO THE SECURITY COOPERATION EDUCATION AND TRAINING CENTER (SCETC).
4.E.1. EFFECTIVE AFTER THE PUBLICATION OF THE REVISED REF C, ALL TRAINING REQUESTS NOT ASSOCIATED WITH AN FMS EQUIPMENT CASE WILL BE SUBMITTED TO THE REGIONAL MARFOR.
4.E.2. UPON RECEIPT OF THE SCO REQUEST, THE REGIONAL MARFOR WILL CONDUCT A MISSION ANALYSIS TO DETERMINE POLITICAL- MILITARY AND SC ACCEPTABILITY AND SUITABILITY FOR USMC SOURCING OF THE REQUEST.
4.E.3. THE REGIONAL MARFOR WILL FORWARD THE REQUEST TO COMMARFORCOM FOR STAFFING AND SOURCING, PER THE MAGTF AUGMENTATION PROCESS OUTLINED IN REF D.
4.E.4. ONCE THE REQUEST IS VALIDATED BY THE MISSION ANALYSIS PROCESS, MARFORCOM WILL LEAD THE COORDINATED EFFORT (TO INCLUDE MCCDC, THE REGIONAL MARFOR, THE SCO, AND THE SOURCING COMMAND) TO DETERMINE THE METHOD OF DEPLOYMENT, REPORTING INSTRUCTIONS, AND PRE-DEPLOYMENT TRAINING REQUIREMENTS.
4.E.5. THE PREFERRED METHOD OF DEPLOYMENT IS VIA A COORDINATED DEPLOYMENT ORDER (DEPORD) ISSUED AFTER GFM VALIDATION. IF THE CCDR CANNOT EFFICIENTLY STAFF AND SOURCE VIA THE GFM PROCESS, MARFORS SHOULD CONTACT MARFORCOM AND CMC (DC PPO) FOR GUIDANCE.
5. ADMINISTRATION.
5.A. REF E IS SUPERSEDED BY THIS POLICY AND HAS BEEN CANCELLED.
5.B. COMPLETE COPIES OF THE INTERIM POLICY HAVE BEEN DISTRIBUTED TO MANY ORGANIZATIONS INVOLVED IN SECURITY COOPERATION ISSUES, INCLUDING THE G3/5 STAFFS AT THE MARFORS, MCCDC, AND TECOM.
5.C. WHEN THIS MESSAGE IS VIEWED IN THE AMHS MESSAGE SYSTEM, A COMPLETE COPY OF THE INTERIM POLICY IS ATTACHED TO THE MESSAGE AS A PDF FILE. PERSONNEL UNABLE TO ACCESS AMHS CAN OBTAIN A COMPLETE COPY OF THE POLICY FROM ONE OF THE POCS LISTED ABOVE.
5.D. THIS NEW POLICY WILL BE INCORPORATED INTO THE NEXT REVISIONS OF REFS A AND F.
