2.  MARADMINS ANNOUNCING THE ESTABLISHED DATES OF RANK (DOR) FOR THE PROMOTION ZONES WILL BE PUBLISHED APPROXIMATELY 30 TO 60 DAYS PRIOR TO EACH SCHEDULED BOARD.  UPON ANNOUNCEMENT, OFFICERS MAY DETERMINE THEIR ELIGIBILITY STATUS BY REVIEWING REF A AT THE OFFICER PROMOTION HOMEPAGE.  REF A PROVIDES A LINEAL LIST OF ALL OFFICERS IN THE MARINE CORPS.  OFFICERS WITH QUESTIONS REGARDING THEIR ELIGIBILITY FOR A BOARD OR THEIR STATUS IN REF A SHOULD CONTACT THE LINEAL STAFF, CMC (MMPR-1).
3.  CONTINUATION SELECTION BOARDS.  THE CONVENING OF CONTINUATION SELECTION BOARDS WILL BE ANNOUNCED IN THE MARADMIN ANNOUNCING THE PROMOTION ZONES, AS APPLICABLE, BASED ON SECNAV-APPROVED CONTINUATION PLANS FOR THIS FISCAL YEAR.  OFFICERS ARE ADVISED THAT CONTINUATION BOARDS ARE CONVENED BASED ON THE NEEDS OF THE MARINE CORPS AND SELECTION CRITERIA MAY VARY FROM YEAR TO YEAR.
4.  ELIGIBILITY FOR CONSIDERATION FOR PROMOTION.  TIME-IN-GRADE (TIG) AND OTHER REQUIREMENTS.
    A.  OFFICERS MAY NOT BE CONSIDERED FOR PROMOTION TO THE NEXT HIGHER GRADE IN ANY ZONE UNTIL THE OFFICERS COMPLETE THE PERIOD OF SERVICE IN GRADE AS SPECIFIED BELOW:

THE MINIMUM TIG MAY BE WAIVED BASED ON THE NEEDS OF THE MARINE CORPS TO A LESSER TIG TO ALLOW OFFICERS ONE OR TWO OPPORTUNITIES FOR CONSIDERATION IN THE BELOW-ZONE.  THIS WAIVER AUTHORITY IS NOT APPLICABLE TO CWO PROMOTION BOARDS.  THIS INFORMATION IS PROVIDED IN AN EFFORT TO PROVIDE OFFICERS AN APPROXIMATE INDICATION OF WHEN THEY MAY EXPECT TO BE CONSIDERED FOR PROMOTION.  AN OFFICER'S ELIGIBILITY FOR CONSIDERATION FOR PROMOTION IS DETERMINED AS OF THE DATE THE BOARD CONVENES.  IF AN OFFICER'S DOR IS SUCH THAT HE OR SHE WILL MEET THE MINIMUM TIG BY THE CONVENING DATE OF THE BOARD, THEN THE OFFICER IS ADVISED TO PREPARE FOR CONSIDERATION AND ENSURE AMPLE TIME IS ALLOWED TO REVIEW HIS OR HER RECORD.  INFORMATION ON PREPARING FOR A PROMOTION BOARD IS AVAILABLE AT THE OFFICER PROMOTION HOMEPAGE.
    B.  NINETY-DAY EXCLUSIONARY RULE.  FOR ALL BOARDS, WITH THE EXCEPTION OF THE ACTIVE COMPONENT CAPTAIN'S BOARD, THE MARINE CORPS WILL REQUEST AUTHORITY FROM SECNAV TO PRECLUDE FROM CONSIDERATION OFFICERS WITH AN ESTABLISHED SEPARATION OR RETIREMENT DATE THAT IS WITHIN 90 DAYS AFTER THE DATE THE BOARD CONVENES.
    C.  ONE-YEAR RULE FOR RESERVE OFFICERS.  RESERVE OFFICERS ARE ELIGIBLE FOR CONSIDERATION FOR PROMOTION IF, ON THE DATE THE BOARD CONVENES, THE OFFICERS HAVE CONTINUOUSLY PERFORMED SERVICE ON EITHER THE RESERVE ACTIVE-STATUS LIST (RASL) OR THE ACTIVE-DUTY LIST (ADL) (OR A COMBINATION OF BOTH LISTS) FOR A PERIOD OF ONE YEAR.  SERVICE ON THE RASL INCLUDES SERVICE IN THE READY RESERVE (AR, SMCR, IMA, AND IRR) AND IN AN ACTIVE STATUS OF THE STANDBY RESERVE.
    D.  U.S. CITIZENSHIP.  AN OFFICER ON THE ADL IN THE GRADE OF CAPTAIN WHO IS NOT A U.S. CITIZEN MAY NOT BE CONSIDERED FOR PROMOTION TO THE GRADE OF MAJOR.
5.  REQUEST FOR DEFERMENT OF ELIGIBILITY.  PER REF B, DEFERMENT OF ELIGIBILITY IS INTENDED TO PROVIDE OFFICERS WHO ENTERED ACTIVE DUTY, AND HAVE BEEN PLACED ON THE ADL, AN OPPORTUNITY TO OBTAIN ACTIVE- DUTY EXPERIENCE, QUALIFICATIONS, AND SIGNIFICANT EVALUATION BEFORE BEING CONSIDERED BY A BOARD.  REQUESTS FOR DEFERMENT MUST BE IN WRITING AND SUBMITTED TO CMC (MMPR-1) AT LEAST TWO DAYS BEFORE THE DATE THE BOARD CONVENES.  OFFICERS APPROVED FOR DEFERMENT WILL BE CONSIDERED BY A SUBSEQUENT BOARD IN THE SAME ZONE (IN-ZONE OR ABOVE- ZONE, AS APPLICABLE) THAT THEY WOULD HAVE BEEN CONSIDERED HAD THEIR ELIGIBILITY NOT BEEN DEFERRED.
6.  PERSONAL RESPONSIBILITIES.  EACH OFFICER IS PERSONALLY RESPONSIBLE FOR ENSURING THE ACCURACY AND COMPLETENESS OF HIS OR HER OFFICIAL MILITARY PERSONNEL FILE (OMPF) AND MASTER BRIEF SHEET (MBS) BEFORE THE DATE THE BOARD CONVENES.  THE OMPF AND MBS CAN BE OBTAINED BY FAX, E-MAIL, OR WRITTEN REQUEST TO CMC (MMSB-10).  SEE REF C TO DETERMINE WHAT IS AN APPROPRIATE DOCUMENT FOR INCLUSION IN THE OMPF.  IF DEFICIENCIES, MISSING INFORMATION, OR UNREADABLE DOCUMENTS ARE PRESENT IN THEIR OMPF OR MBS, OFFICERS ARE PERSONALLY RESPONSIBLE FOR CORRECTING THE PROBLEM OFFICIALLY WITH CMC (MMSB-20).  PER REF C, ENSURE ANY MATERIAL SENT TO CMC (MMSB-20) FOR FILING IN OMPF CONTAINS FULL NAME, GRADE, AND LAST FOUR OF SSN.  IF AN SSN IS NOT ON THE MATERIAL, PER REF C, THE MATERIAL MAY OR MAY NOT BE FILED IN THE OMPF IN TIME TO GO BEFORE THE SELECTION BOARD.  OFFICERS ARE REMINDED THAT ANY ADDITIONS OR DELETIONS FROM THEIR OMPF OR MBS WITHIN THE 12-MONTH WINDOW SHOULD ALSO BE VERIFIED TO ENSURE THE ACCURACY AND COMPLETENESS OFTHEIR RECORD.  OFFICERS ARE ADVISED THAT THE OMPF AND MBS ARE DISTRIBUTED TO THE BOARDROOM AT LEAST ONE WEEK BEFORE THE DATE THE BOARD CONVENES.  TO ALLOW PROCESSING TIME FOR FILING IN THE OMPF, ALL OMPF DOCUMENTS (EXCLUDING FITNESS REPORTS), TO INCLUDE DIGITAL PHOTOS, MUST BE FORWARDED TO AND RECEIVED BY CMC (MMSB-20) AT LEAST TWO WEEKS PRIOR TO THE DATE THE BOARD CONVENES.  BOARD ELIGIBLE RECORDS ARE UPDATED UNTIL THE CONVENING DATE OF THE BOARD, HOWEVER, OFFICERS ARE HIGHLY ENCOURAGED TO SUBMIT ALL MATERIAL NO LATER THAN TWO WEEKS PRIOR TO THE BOARD FOR WHICH THEY ARE ELIGIBLE.  AFTER CHECKING THEIR RECORDS, ACTIVE COMPONENT OFFICERS WHO HAVE SPECIFIC CONCERNS ABOUT SOME ASPECT OF THEIR RECORD MAY CONTACT THE CAREER COUNSELORS, CMC (MMOA-4) FOR ASSISTANCE.  RESERVE OFFICERS MAY CONTACT THE RESERVE AFFAIRS CAREER MANAGEMENT TEAM (CMT) FOR ASSISTANCE.
    A.  FITNESS REPORTS.  FITNESS REPORTS ARE DUE TO CMC (MMSB-30) BY THE TIME-LINES NOTED IN REF D. FOR FITNESS REPORTS TO BECOME PART OF THE OMPF, THE FITNESS REPORTS MUST BE SUBMITTED TO CMC (MMSB-30).  THE AUTOMATED PERFORMANCE EVALUATION SYSTEM (APES) IS THE PREFERRED METHOD OF SUBMITTING FITNESS REPORTS.  IF A PAPER VERSION IS SUBMITTED, IT IS IMPERATIVE THAT THE FORWARDING ENVELOPE IS CONSPICUOUSLY MARKED "CONTAINS FITREPS FOR FY12 (APPROPRIATE BOARD) SELECTION BOARD."   COMMANDERS ARE ULTIMATELY RESPONSIBLE FOR THE TIMELY SUBMISSION OF FITNESS REPORTS TO (CMC) MMSB-30.  IT IS IMPERATIVE THAT CMC (MMSB-30) HAVE AMPLE TIME TO REVIEW ALL FITNESS REPORTS. COMMANDING OFFICERS MUST ENSURE THAT ALL FITNESS REPORT TIME-LINES NOTED IN REF D ARE MET.
        (1) DATE GAPS MUST BE CORRECTED IAW CHAPTER 8 AND APPENDIX M OF REF D. IF MISSING REPORTS ARE LESS THAN ONE YEAR OLD, A RECONSTRUCTED ORIGINAL IS REQUIRED.  COPIES OF THE COMPLETED FITNESS REPORTS OVER ONE YEAR OLD MUST HAVE ALL PAGES CERTIFIED AS TRUE BY ONE OF THE REPORTING OFFICIALS SHOWN IN BLOCKS 11 OR 25 OF THE REPORT. REVIEWING OFFICER ACTION MAY BE ACCOMPLISHED AT CMC (MMSB-30) FOR REPORTS MORE THAN ONE YEAR OLD AND NOT ADVERSE.
        (2) ADVERSE REPORTS MUST BE REVIEWED PER THE PROVISIONS OF CHAPTER 5 OF REF D.
        (3) OFFICERS MUST BE IN COMPLIANCE WITH THE HEIGHT/WEIGHT STANDARDS PRESCRIBED IN REF E.  FITNESS REPORTS SUBMITTED UNDER REF D MUST CONTAIN A DIRECTED COMMENT IN SECTION I OF THE FITNESS REPORT IF THE OFFICER EXCEEDS HEIGHT/WEIGHT STANDARDS AND IS NOT IN COMPLIANCE WITH PERCENTAGE BODY FAT LIMITS.  OFFICERS WHO EXCEED THE HEIGHT/WEIGHT STANDARDS, AND WHOSE FITNESS REPORTS DO NOT INCLUDE BODY FAT INFORMATION, MUST PROVIDE OFFICIAL DOCUMENTATION REFLECTING BODY FAT PERCENTAGE TO THE PRESIDENT OF THE BOARD.
    B.  PHOTOGRAPHS.  OFFICERS, ELIGIBLE FOR CONSIDERATION FOR PROMOTION, ARE REQUIRED TO SUBMIT AN OFFICIAL PHOTO TAKEN WITHIN 12 MONTHS PRIOR TO THE CONVENING DATE OF THE BOARD.  SEE REF F FOR THE SPECIFICATIONS REQUIRED FOR THE SUBMISSION OF DIGITAL PHOTOS.
        (1) IF AN AUTHORIZED CVIC IS NOT LOCATED NEAR AN OFFICER'S COMMAND AND SOME OTHER MEANS OF TAKING A DIGITAL PHOTO IS AVAILABLE, A DIGITAL PHOTO MAY BE E-MAILED VIA THE COMMAND'S ORGANIZATIONAL MAILBOX OR VIA THE CO, XO, OR SGTMAJ OF THE COMMAND TO THE FOLLOWING E-MAIL ADDRESS: MMSB.PHOTO@USMC.MIL.  THE PHOTO MUST BE PREPARED PER THE TECHNICAL REQUIREMENTS LISTED IN REF F.  IT IS THE COMMAND'S RESPONSIBILITY TO ENSURE THE PHOTO HAS ALL THE REQUIRED INFORMATION ON THE TITLE BOARD AND TO ENSURE THE PHOTO HAS NOT BEEN ALTERED.  IF THE PHOTO IS NOT ACCORDING TO THE SPECIFICATIONS LISTED IN REF F, THE COMMAND WILL BE NOTIFIED THAT THE PHOTO HAS BEEN REJECTED.   ALTERNATIVELY, IF ELECTRONIC TRANSMISSION OF DIGITAL PHOTOS IS NOT POSSIBLE, OFFICERS MUST SUBMIT A HARD-COPY PHOTO DIRECTLY TO THE PRESIDENT OF THEIR BOARD, AND WILL NOT BECOME A PART OF THE OMPF.
        (2) PER THE GUIDANCE IN REF F, OFFICERS WHO ARE DEPLOYED AND DO NOT HAVE ACCESS TO THE UNIFORM PRESCRIBED IN REF F WILL TAKE THE PHOTO IN UTILITIES MINUS THE UTILITY BLOUSE.  THE TITLE BOARD WILL INCLUDE THE WORD "DEPLOYED" DISPLAYED PROMINENTLY ACROSS THE TOP OF THE BOARD AS WELL AS ALL OTHER INFORMATION REQUIRED BY REFERENCES C AND F.  FOR THE PURPOSE OF PHOTO CLARITY, THE PHOTO SHOULD BE TAKEN AGAINST A PLAIN BACKGROUND.
        (3) EVEN THOUGH THE PHOTO IS SUBMITTED ELECTRONICALLY BY A CVIC, OFFICERS ARE RESPONSIBLE FOR VERIFYING THAT THE PHOTO HAS BEEN RECEIVED BY MMSB-20. CONFIRM RECEIPT OF THE PHOTO BY CONTACTING CMC (MMSB-20) OR BY CHECKING THE MMSB HOMEPAGE. BE ADVISED THAT ALTHOUGH A PHOTO MAY BE OVER 12 MONTHS OLD, THE PHOTO WILL REMAIN IN THE OMPF UNTIL AN UPDATED PHOTO IS SUBMITTED. OFFICERS DESIRING TO CONFIRM THE DATE OF THE PHOTO FILED IN THE OMPF SHOULD CALL CMC (MMSB-20) OR DOWNLOAD THE PHOTO USING THE LINK AT THE MMSB WEBSITE TO ENSURE THE CORRECT PHOTO IS IN THE OMPF.  OFFICERS WHO SUBMIT A HARD-COPY PHOTO TO THE PRESIDENT OF THE BOARD MAY CONFIRM RECEIPT OF THE HARD-COPY PHOTO THROUGH THE OFFICER PROMOTION HOMEPAGE.
    C.  PROFESSIONAL MILITARY EDUCATION (PME).  THE SELECTION GUIDANCE (PRECEPTS) FOR MANY BOARDS INCLUDES A REMINDER OF THE IMPORTANCE OF PME, WHETHER RESIDENT OR NON-RESIDENT, IN AN OFFICER'S DEVELOPMENT.  OFFICERS ARE ADVISED TO ENSURE THAT PME COMPLETION CERTIFICATES ARE INCLUDED IN THEIR OMPF AND THAT COURSE COMPLETION INFORMATION IS NOTED ON THEIR MBS.  IN CASES WHERE AN OFFICER HAS NOT COMPLETED PME, BUT HAS COMPLETED ONE OR MORE SUB-COURSES OF THAT PME, THE OFFICER MAY SEND A PERSONAL COMMUNICATION TO THE PRESIDENT OF THE BOARD DESCRIBING PROGRESS IN COMPLETING THE PME AND INCLUDE DOCUMENTED EVIDENCE OF ANY SUB-COURSE COMPLETION.  SEE REFERENCES G AND H FOR ADDITIONAL INFORMATION REGARDING PME.
    D.  CIVILIAN EDUCATION.  ALL OFFICERS MUST ENSURE THEIR CIVILIAN EDUCATION IS ACCURATELY REFLECTED IN MCTFS.
7.  COMMUNICATION WITH THE BOARD.  EACH OFFICER MAY COMMUNICATE WITH THE PRESIDENT OF THE BOARD.  BY LAW, SUCH PERSONAL COMMUNICATIONS MUST BE IN WRITING AND RECEIVED OR HAND-DELIVERED TO HARRY LEE HALL NO LATER THAN MIDNIGHT (EASTERN TIME) ON THE DAY BEFORE THE DATE THE BOARD CONVENES.  HOWEVER, IT IS REQUESTED THAT OFFICERS SUBMIT SUCH PERSONAL COMMUNICATIONS TO CMC (MMPR-1) AT LEAST FIVE WORKING DAYS BEFORE THE DATE THE BOARD CONVENES.  THIS FIVE-DAY PERIOD PROVIDES CMC (MMPR-1) SUFFICIENT TIME TO REVIEW THE MATERIAL, RECONCILE DISCREPANCIES, AND ENTER THE MATERIAL IN THE UPDATE MATERIAL DATABASE.  THE INFORMATION IN THIS DATABASE IS THEN UP-LOADED TO THE INTERNET SO THAT OFFICERS CAN PERSONALLY CONFIRM RECEIPT OF THE MATERIAL VIA THE OFFICER PROMOTION HOMEPAGE.

    B.  UPDATE MATERIAL.  OFFICERS MAY SUBMIT TO THE BOARD ANY WRITTEN INFORMATION, TO INCLUDE WRITTEN MATERIAL THEY DEEM IMPORTANT FOR CONSIDERATION.  OMPF MATERIALS SENT DIRECTLY TO THE BOARD PRESIDENT WILL NOT BECOME PART OF AN OFFICER'S OMPF.  ADDITIONALLY, UPDATE MATERIAL IS DESTROYED UPON FINAL APPROVAL OF THE BOARD.   ALTHOUGH OFFICERS MAY SUBMIT ANY MATERIAL AS UPDATE MATERIAL, OFFICERS SHOULD CONTACT CMC (MMSB-30) BEFORE SUBMITTING FITNESS REPORTS AS UPDATE MATERIAL AND CMC (MMSB-20) FOR ANY OTHER OMPF MATERIALS.  THIS PROCESS WILL ENSURE AN OFFICER'S OMPF IS APPROPRIATELY UPDATED.  THE FOLLOWING GUIDELINES APPLY REGARDLESS OF THE MEANS BY WHICH AN OFFICER SUBMITS MATERIAL, I.E., MAIL, FAX, E-MAIL, ETC.:
        (1) UPDATE MATERIAL MUST BE IN WRITING AND SUBMITTED UNDER A COVER LETTER WITH THE UPDATE MATERIAL AS ENCLOSURES (A SAMPLE COVER LETTER IS AVAILABLE AT THE OFFICER PROMOTION HOMEPAGE);
        (2) THE COVER LETTER MUST BE ADDRESSED TO PRESIDENT, FY12 (APPROPRIATE BOARD) SELECTION BOARD (SEE PARAGRAPH 13A FOR COMPLETE ADDRESS);
        (3) UPDATE MATERIAL MUST BE FROM THE ELIGIBLE OFFICER; AND
        (4) THE OFFICER MUST SIGN THE COVER LETTER.  MATERIAL SUBMITTED THAT IS NOT IN WRITING, SUBMITTED WITHOUT A SIGNED COVER LETTER, OR RECEIVED AFTER MIDNIGHT ON THE DAY BEFORE THE DATE THE BOARD CONVENES WILL NOT BE SUBMITTED TO THE BOARD.
    C.  UPDATE MATERIAL RECEIPT VERIFICATION.  OFFICERS DESIRING TO VERIFY THAT CMC (MMPR-1) HAS PHYSICALLY RECEIVED UPDATE MATERIAL MAY DO SO VIA THE OFFICER PROMOTION HOMEPAGE, AT THE EARLIEST, 30 TO 45 DAYS BEFORE THE DATE THE BOARD CONVENES.  OFFICERS ARE REMINDED THAT UPDATE MATERIAL RECEIVED BY CMC (MMPR-1) TAKES APPROXIMATELY FIVE WORKING DAYS TO BE REVIEWED AND ENTERED IN THE UPDATE MATERIAL DATABASE. OFFICERS SHOULD NOT EXPECT TO SEE THE INFORMATION AT THE OFFICER PROMOTION HOMEPAGE IMMEDIATELY UPON RECEIPT BY CMC (MMPR-1).  OFFICERS WHO SUBMIT UPDATE MATERIAL UNDER THIS FIVE-DAY PERIOD SHOULD CALL CMC (MMPR-1) FOR CONFIRMATION OF RECEIPT OF THE MATERIAL.

8.  IN ADDITION TO THE INFORMATION IN PARAGRAPH 7 ABOVE, RESERVE OFFICERS MUST ACCOMPLISH THE FOLLOWING:
    A.  CAREER RETIREMENT CREDIT REPORT (CRCR).  THE CRCR IS PROVIDED TO RESERVE BOARDS AS A QUANTITATIVE MEASURE OF ACTIVE PARTICIPATION.  THE CRCR SUMMARIZES RETIREMENT QUALIFICATION AND IS ALSO USED AS A CONTINUATION ELIGIBILITY DETERMINANT.  IT IS IMPERATIVE THAT EACH OFFICER REVIEWS HIS OR HER CRCR.  IT IS THE RESPONSIBILITY OF EACH OFFICER TO ENSURE THE CRCR IS ACCURATE.  PER REF I, SCREENING WILL BE CONDUCTED ANNUALLY.  OFFICERS SHOULD IDENTIFY DISCREPANCIES AND PROVIDE UPDATING OR MODIFYING CRCR INFORMATION TO THEIR INSPECTOR-INSTRUCTOR OR COMMANDING OFFICER DURING THESE AUDITS.  RESERVE UNIT COMMANDERS WILL CORRECT DISCREPANCIES VIA THE UNIT DIARY.  IRR AND IMA OFFICERS WILL RECEIVE AN UPDATED CRCR FROM THE MARINE CORPS MOBILIZATION COMMAND (MOBCOM) WITHIN 45 DAYS OF THEIR ANNIVERSARY DATE.  THE CRCR IS ALSO AVAILABLE IN MARINE ONLINE UNDER "PERSONAL INFORMATION," "CAREER RETIRE CREDIT REPORT".  PER REF I, CORRECTIONS MUST BE ANNOTATED AND RETURNED WITH SUPPORTING DOCUMENTATION (MUSTER SHEETS, ORDER,HISTORICAL NAVMC 798S, ETC.) TO MOBCOM.  THE CRCRS ARE DOWN-LOADED FROM THE MARINE CORPS TOTAL FORCE SYSTEM (MCTFS) FIVE WORKING DAYS BEFORE THE DATE THE BOARD CONVENES AND ARE SUBSEQUENTLY PROVIDED TO THE BOARD ON THE CONVENING DATE OF THE BOARD.  OFFICERS WHO UPDATE THEIR CRCR AFTER THIS FIVE-DAY WINDOW ARE DIRECTED TO SUBMIT THE UPDATED CRCR TO THE PRESIDENT OF THE BOARD AS UPDATE MATERIAL BY MIDNIGHT (EASTERN TIME) ON THE DAY BEFORE THE DATE THE BOARD CONVENES.
    B.  RESERVE QUALIFICATION SUMMARY (RQS).  PER REF I, RESERVE OFFICERS, EXCEPT ACTIVE RESERVE, ELIGIBLE FOR CONSIDERATION FOR PROMOTION ARE REQUIRED TO SUBMIT A COMPLETE RQS (HQMC VERSION 1-05) AS UPDATE MATERIAL TO THE BOARD BY MIDNIGHT (EASTERN TIME) ON THE DAY BEFORE THE DATE THE BOARD CONVENES.  THE PURPOSE OF THE RQS IS TO PROVIDE THE BOARD INFORMATION NOT INCLUDED IN OTHER OFFICIAL RECORDS OR FITNESS REPORTS.  SEE PARAGRAPH 13C(6) FOR INFORMATION ON WHERE TO FIND BLANK RQS FORMS.
9. POST-BOARD INFORMATION AND GUIDANCE.  OFFICERS MAY VIEW THE APPROVAL PROGRESS OF THEIR BOARD AT THE OFFICER PROMOTION HOMEPAGE.   WHEN THE RESULTS OF A FIELD GRADE BOARD ARE AUTHORIZED TO BE RELEASED, A "PERSONAL FOR" (P-4) E-MAIL WILL BE FORWARDED TO ALL GENERAL OFFICERS AND CERTAIN MARINE CORPS COLONELS.  THE P-4 AFFORDS THE P-4 RECIPIENTS AN OPPORTUNITY TO ENSURE EACH SELECT AND IN-ZONE NONSELECT IS ADVISED OF THEIR PROMOTION STATUS.  THE P-4 INCLUDES WORK PHONE NUMBERS THAT ARE TAKEN DIRECTLY OUT OF MCTFS. IT IS REQUESTED THAT ELIGIBLE OFFICERS ENSURE THEIR WORK NUMBER IS UPDATED IN MCTFS.  APPROXIMATELY 5 WORKING DAYS AFTER A P-4 IS RELEASED, SECNAV WILL RELEASE THE ALNAV ANNOUNCING THE NAMES OF THE OFFICERS SELECTED BY THE BOARD.  CAPTAIN AND CWO BOARD RESULTS WILL BE ANNOUNCED BY ALNAV WHEN THE BOARD REPORTS ARE APPROVED.
    A.  PROMOTION DELAY OF RESERVE OFFICERS WITHOUT A BACCALAUREATE DEGREE.  TITLE 10, U.S. CODE, SECTION 12205 STATES THAT NO PERSON MAY BE APPOINTED TO A GRADE ABOVE FIRST LIEUTENANT IN THE MARINE CORPS RESERVE UNLESS THAT PERSON HAS BEEN AWARDED A BACCALAUREATE  DEGREE BY A QUALIFYING EDUCATIONAL INSTITUTION.  OFFICERS FAILING TO COMPLY WITH THIS REQUIREMENT WILL HAVE THEIR PROMOTIONS DELAYED AND APPROPRIATE STEPS WILL BE TAKEN TO HAVE THEIR NAMES REMOVED FROM THE PROMOTION LIST.  OFFICERS WHOSE NAMES ARE REMOVED FROM THE PROMOTION LIST WILL BE CONSIDERED TO HAVE FAILED OF SELECTION.  IT IS IMPERATIVE THAT RESERVE OFFICERS ADHERE TO THE GUIDANCE IN REF J AND ENSURE THAT THEIR DEGREE COMPLETION IS RECORDED IN MCTFS.  RESERVE OFFICERS UNABLE TO COMPLY WITH THE PROVISIONS OF REF J SHOULD CONTACT CMC (MMPR-1) FOR ASSISTANCE.
