GENTEXT/REMARKS/1. THIS MARADMIN APPLIES TO ALL ORGANIZATIONS AND POSITIONS CURRENTLY COVERED BY THE NATIONAL SECURITY PERSONNEL SYSTEM (NSPS) AND PROVIDES CRITICAL ACTIONS AND DEADLINES NECESSARY FOR TRANSITION OUT OF NSPS.
2. REFERENCE A PROVIDED PREPARATION GUIDANCE FOR USMC COMMANDS TRANSITIONING FROM NSPS TO THE GENERAL SCHEDULE (GS). REFERENCE B PROVIDED COMMANDS WITH SPECIFIC DATES ON WHICH THE TRANSITION WILL TAKE PLACE. ACCORDINGLY, COMMANDS ARE REQUIRED TO COMPLETE TRANSITION PREPARATIONS DESCRIBED AS FOLLOWS:

       RECORDED ON THE TO/E AND SUBMIT

       SEPARATELY AND WILL ONLY INCLUDE
       CIVILIAN POSITIONS DIRECTLY RELATED
       TO NSPS TRANSITION.
   C.  COMPLETE CLASSIFICATION OF POSITIONS          PHASE I - 9 APR
       RESULTING IN LOWER GS GRADES THAN             PHASE II - 20 MAY
       ON THE TO/E.  FOR THIS SITUATION ONLY,
       THERE IS NO REQUIREMENT FOR THE TOECR
       TO BE APPROVED PRIOR TO PLACING THE
       EMPLOYEE IN THE LOWER GRADED POSITION ON
       DATE OF TRANSITION.  THE TO/E WILL BE
       CORRECTED WHEN THE TOECR IS APPROVED.   
3. MEETING THESE DATES IS CRITICAL TO ENSURING OUR EMPLOYEES ARE PLACED IN THE APPROPRIATE GS GRADES UPON TRANSITION AND DO NOT SUFFER ANY ADVERSE IMPACT. TOTAL FORCE STRUCTURE DIVISION (TFSD) WILL ENSURE TOECRS SUBMITTED IN CONNECTION WITH NSPS TRANSITION RECEIVE PRIORITY BASED ON DATE RECEIVED. IT IS IMPERATIVE TOECRS CONTAIN ALL REQUIRED SUPPORTING DOCUMENTATION PER REF A. TOECRS WITH INCOMPLETE DOCUMENTATION WILL BE RETURNED WITHOUT ACTION.
4. THE DEPARTMENT OF THE NAVY (DON) WILL PROVIDE A SPREADSHEET TO EACH COMMAND TO BE USED FOR EFFECTING THE TRANSITION. THESE SPREADSHEETS MUST BE REVIEWED, UPDATED AND RETURNED FOR PROCESSING 30 DAYS PRIOR TO TRANSITION. ADDITIONALLY, COMMANDS THAT USE THE HUMAN RESOURCES SERVICES CENTERS (HRSC) FOR CLASSIFYING POSITIONS, MUST SUBMIT POSITION DESCRIPTIONS (PD) IMMEDIATELY AS HRSCS WILL BE FULLY ENGAGED IN TRANSITION PROCESSING BEGINNING IN APRIL.
5. THERE ARE TWO PRIMARY TRANSITION RISK CATEGORIES THAT MUST BE HANDLED IMMEDIATELY.
   A. A POSITION IS CLASSIFIED AT A GS GRADE GREATER THAN THE GS GRADE LISTED ON THE APPROVED TO/E.
   B. A POSITION IS CLASSIFIED AT A GS GRADE LOWER THAN THE GS GRADE LISTED ON APPROVED TO/E.
6. IN THE EVENT A COMMAND FAILS TO MEET THE REQUIRED DEADLINE FOR SUBMITTING TOECRS IN THE CATEGORIES DESCRIBED ABOVE, OR IF A DECISION ON A TOECR IS PENDING AT TIME OF TRANSITION, THE FOLLOWING ACTIONS MUST BE TAKEN:
   A. WHEN THE POSITION IS PROPERLY CLASSIFIED AT A GS GRADE GREATER THAN THE GS GRADE LISTED ON THE APPROVED TO/E:
      (1) THE EMPLOYEE WILL TRANSITION TO THE GS GRADE LISTED ON THE TO/E AND PLACED ON THE POSITION DESCRIPTION (PD) THAT EXISTED AT THIS GRADE LEVEL PRIOR TO NSPS UNTIL A DECISION ON THE TOECR IS ISSUED; OR
      (2) IF THE PD USED TO TRANSITION INTO NSPS AT THE LOWER GRADE LEVEL DOES NOT EXIST, THE COMMAND WILL USE THE EXISTING NSPS PD AND MAKE NECESSARY PEN AND INK CHANGES TO THE COVER SHEET (DD 2918) TO REFLECT THE GS GRADE AS IT APPEARS ON THE TO/E UNTIL A DECISION ON THE TOECR IS ISSUED.  THE DD 2918 MUST ALSO HAVE THE FOLLOWING STATEMENT ANNOTATED IN THE REMARKS BLOCK: "PEN AND INK CHANGES HAVE BEEN MADE PENDING APPROVAL OF TOECR (NUMBER) SUBMITTED ON (DATE)."
      (3) FOR EXAMPLE, AN NSPS EMPLOYEE IS PERFORMING GS-11 WORK, EARNING SALARY EQUAL TO OR LESS THAN A GS-11, AND THE POSITION IS OFFICIALLY CLASSIFIED AS A GS-11 IN PREPARATION FOR TRANSITION; HOWEVER, THE TO/E REFLECTS THIS POSITION AS A GS-9.  THE EMPLOYEE WILL BE TRANSITION AS A GS-9 AND PLACED ON THE GS-9 PD IN EXISTENCE PRIOR TO NSPS, OR THE NSPS PD WITH APPROPRIATE PEN AND INK CHANGES. IF AND WHEN THE TOECR IS APPROVED, THE EMPLOYEE WILL BE PLACED ON THE APPROPRIATE GS-11 PD.
   B. WHEN THE POSITION IS PROPERLY CLASSIFIED AT A GS GRADE LOWER THAN THE GS GRADE LISTED ON APPROVED TO/E:
      (1) THE EMPLOYEE WILL BE TRANSITIONED INTO THE LOWER-GRADED, CLASSIFIED POSITION APPLYING APPROPRIATE PAY UPON CONVERSION RULES.
      (2) FOR EXAMPLE, AN NSPS EMPLOYEE HAS BEEN PERFORMING GS-11 WORK, EARNING A GS-11 EQUIVALENT SALARY, AND THE POSITION IS OFFICIALLY CLASSIFIED AS A GS-11 IN PREPARATION FOR TRANSITION; HOWEVER, THE TO/E REFLECTS THIS POSITION AS A GS-13. THE EMPLOYEE WILL TRANSITION AS A GS-11 AND BE PLACED ON THE GS-11 PD.
7. REPORTING REQUIREMENTS:
   A. COMMANDS WILL REPORT THE FOLLOWING INFORMATION TO MPC-20 BY 30 MARCH:
      (1) NUMBER OF PDS REMAINING TO BE CLASSIFIED UNDER GS
      (2) NUMBER OF POSITIONS TO BE CLASSIFIED AT A GS GRADE LOWER THAN GS GRADE LISTED ON APPROVED TO/E
      (3) NUMBER OF POSITIONS TO BE CLASSIFIED AT A GS GRADE GREATER THAN THE GS GRADE LISTED ON THE APPROVED TO/E.
   B. COMMANDS WILL REPORT THE FOLLOWING NSPS TRANSITION INFORMATION TO MPC-20 EVERY THURSDAY UNTIL TRANSITION:
      (1) NUMBER OF PDS REMAINING TO BE CLASSIFIED UNDER GS
      (2) NUMBER OF GRADE CHANGES NOT SUBMITTED ON A TOECR
      (3) NUMBER OF GRADE CHANGES SUBMITTED ON A TOECR AND PENDING APPROVAL BY TFSD
8. RELEASE AUTHORIZED BY (SES) MR. M. F. APPLEGATE, DIRECTOR, MANPOWER PLANS AND POLICY DIVISION.//
