GENTEXT/REMARKS/1. PURPOSE. TO INFORM COMMANDING OFFICERS, SERGEANTS MAJOR, CAREER RETENTION SPECIALISTS (CRS), AND MARINES OF REQUIRED CHANGES TO THE FY10 SRB PROGRAM, IN ORDER TO SUPPORT CONTINUING FORCE SHAPING EFFORTS.
2. BACKGROUND. REF (A) HAS BEEN IN EFFECT SINCE 01 JUL 2009, REF (B) HAS BEEN IN EFFECT SINCE 10 JUL 2009, AND REF (H) HAS BEEN IN EFFECT SINCE 28 JAN 2010.
3. ACTION. COMMANDING OFFICERS, SERGEANTS MAJOR, CRS(S), AND OTHER MARINE CORPS LEADERS WILL ENSURE THEIR MARINES FULLY UNDERSTAND THE POLICY CHANGES PUBLISHED IN THIS MESSAGE. ALL OF THE OTHER PROVISIONS OF THE REFERENCES REMAIN IN EFFECT.
4. PER THE REFERENCES, FY10 SRB(S) WILL BE SUSPENDED FOR EACH RESPECTIVE REENLISTMENT ZONE WHERE THE FY10 RETENTION REQUIREMENT HAS MET OR EXCEEDED THE ANNUAL GOAL. HOWEVER, PER REF (C), FIRST-TERM MARINES WHO DESIRE A REENLISTMENT ONCE BOAT SPACE CAPS HAVE BEEN MET, MUST COMPETE FOR LIMITED QRP BOAT SPACES OR CONDUCT A LATERAL MOVE REENLISTMENT INTO AN OPEN MOS.
A. ZONE A: THE MOS(S) LISTED BELOW HAVE MET THEIR FY10 ZONE A BOAT SPACE GOAL AND THEIR SRB(S) WILL BE SUSPENDED 30 DAYS FROM THE DTG OF THIS MESSAGE. THIS APPLIES TO THE FOLLOWING ZONE A MOS(S): 0261, 0311, 0341, 0811, 2131, 2673, 2871, 6123 AND 6132. FOR EXAMPLE, AN FY10 0811 FIRST-TERM MARINE WHO EXECUTES A REENLISTMENT 31 DAYS FROM THE RELEASE OF THIS MARADMIN WILL NO LONGER BE ELIGIBLE TO RECEIVE ANY SRB.

EFFECTIVE THE DTG OF THIS MESSAGE AND IN ACCORDANCE WITH REF(S) (A) AND (B), ELIGIBLE FY10 FIRST-TERM 0311, 0331, 0341, AND 0351 CPL(S) AND SGT(S) MAY REENLIST ABOVE THE BOAT SPACE CAP, IF BOTH OF THE FOLLOWING TWO CRITERIA ARE MET: MARINE AGREES TO BECOME A MARSOC CRITICAL SKILL OPERATOR (CSO); AND MARINE REENLISTS FOR FIVE YEARS. PER THE REFERENCES, FY10 FIRST-TERM MARINES WHO MEET THE REQUIREMENTS LISTED ABOVE ARE ELIGIBLE FOR THE 25,000 DOLLAR MARSOC OPERATOR INITIATIVE AND THEIR MOS SRB UPON SUCCESSFUL COMPLETION OF A AND S, ITC AND ASSIGNMENT TO MARSOC AS A CSO. FOR EXAMPLE, AN 0331 SERGEANT WITH A FY10 ECC, WITH LESS THAN 6 YEARS OF SERVICE (ZONE A) WHO REENLISTS ON OR AFTER THE DTG OF THIS MARADMIN AND WHO MEETS THE REQUIREMENTS LISTED WITHIN THIS PARAGRAPH, WILL CONTINUE TO RECEIVE THE 25,0000 DOLLAR MARSOC OPERATOR INITIATIVE INCENTIVE AND THEIR MOS SRB OF 9,000 DOLLARS. IN THIS CASE, THE MARINE'S TOTAL SRB WOULD BE 34,000 DOLLARS (ZONE A SRB: 9,000 DOLLARS PLUS CSO KICKER: 25,000 DOLLARS).
2. ADDITIONALLY, EFFECTIVE THE DTG OF THIS MESSAGE AND IN ACCORDANCE WITH REF(S) (A) AND (B), ELIGIBLE FY10 FIRST-TERM 0321(S) MAY REENLIST ABOVE THE BOAT SPACE CAP, IF BOTH OF THE FOLLOWING TWO CRITERIA ARE MET: MARINE AGREES TO BECOME A MARSOC CRITICAL SKILL OPERATOR (CSO); AND MARINE REENLISTS FOR FIVE YEARS. PER THE REFERENCES, FY10 FIRST-TERM 0321 MARINES WHO MEET THE REQUIREMENTS LISTED ABOVE ARE ELIGIBLE FOR THE SRB LISTED WITHIN PARAGRAPH 4H OF REF(A) UPON SUCCESSFUL COMPLETION OF A AND S, ITC AND ASSIGNMENT TO MARSOC AS A CSO. FOR EXAMPLE, AN 0321 SERGEANT WITH LESS THAN 6 YEARS OF SERVICE (ZONE A) WHO REENLISTS ON OR AFTER THE DTG OF THIS MARADMIN AND WHO MEETS THE REQUIREMENTS LISTED WITHIN THIS PARAGRAPH, WILL CONTINUE TO RECEIVE A 63,000 DOLLAR SRB.
B. ZONE B: THE MOS(S) LISTED BELOW HAVE MET THEIR FY10 ZONE B BOAT SPACE GOAL AND THEIR SRB(S) WILL BE SUSPENDED 30 DAYS FROM THE DTG OF THIS MESSAGE. THIS APPLIES TO ALL ELIGIBLE CAREER MARINES WITH THE FOLLOWING ZONE B MOS(S): 6048 AND 6217. FOR EXAMPLE, AN FY10 6048 CAREER MARINE, WITH 6 TO 10 YEARS OF SERVICE (ZONE B), WHO EXECUTES A REENLISTMENT 31 DAYS FROM THE RELEASE OF THIS MARADMIN WILL NO LONGER BE ELIGIBLE TO RECEIVE ANY SRB.
5. IF SRB FUNDS ARE OBLIGATED FASTER THAN CURRENTLY PLANNED OR A CHANGE IN RETENTION REQUIREMENTS IS REQUIRED, HQMC WILL SUSPEND OR TERMINATE THE FY10 SRB PROGRAM AS NEEDED PRIOR TO 30 SEP 2010.
6. THIS BULLETIN IS NOT APPLICABLE TO THE MARINE CORPS RESERVE.
