GENTEXT/REMARKS/1. THIS MARADMIN APPLIES TO ALL ORGANIZATIONS AND POSITIONS CURRENTLY COVERED BY THE NATIONAL SECURITY PERSONNEL SYSTEM (NSPS).
2. THE PURPOSE OF THIS MARADMIN IS IN SUPPORT OF THE CLASSIFICATION OF NSPS POSITIONS TRANSITIONING TO THE GENERAL SCHEDULE (GS) AS DETAILED IN MARADMIN 073-10.
3. IN RESPONSE TO A SURVEY OF COMMANDS PERFORMED IN JANUARY 2010, MANPOWER AND RESERVE AFFAIRS DEPARTMENT (MPC) HAS ESTABLISHED A 5-PERSON CLASSIFICATION CONTRACT SUPPORT TEAM TO SUPPLEMENT EXISTING CLASSIFICATION PROCESSES WITHIN COMMANDS DURING THE TRANSITION FROM NSPS DUE TO THE INCREASED WORKLOAD IN GS CLASSIFICATION ACTIONS. COMMANDS ARE REQUIRED TO FIRST USE EXISTING CLASSIFICATION SUPPORT PERSONNEL BEFORE UTILIZING THIS CONTRACT SUPPORT TEAM.
4. THE FOLLOWING PROCESS HAS BEEN ESTABLISHED FOR ROUTING POSITION DESCRIPTIONS (PD) TO THE CONTRACT SUPPORT TEAM FOR DEVELOPMENT OF A CLASSIFIABLE GS FORMATTED PD.
A. EACH HUMAN RESOURCES OFFICE (HRO) WILL ESTABLISH A POINT OF CONTACT (POC). THIS POC WILL COLLECT THE DRAFT PDS FOR THE COMMANDS THEY SERVICE.
B. THE HRO POC WILL ELECTONICALLY SUBMIT THE DRAFT PD PACKET ALONG WITH AN NSPS-TO-GS CHECKLIST (DISTRIBUTED BY SEPCOR) TO THE CENTRAL SERVICE POINT (CSP) VIA OUTLOOK EMAIL. THE GROUP EMAIL ADDRESS FOR SUBMITTING PD PACKETS FOR PROCESSING IS:
SMB(UNDERSCORE)GS(UNDERSCORE)CLASSIFICATIO@USMC.MIL. THE SUBJECT LINE OF THE EMAIL WILL ONLY CONTAIN THE PRIORITY CATEGORY AND THE COMMAND UIC (I.E.,PRIORITY 1 - 00027). PRIORITY CODES WILL BE BASED ON WHICH PHASE THE POSITION WILL BE CONVERTING OUT OF NSPS. THE HUMAN RESOURCES (HR) ASSISTANT CONTRACTOR (CTR) WILL RECEIVE THE DRAFT PD AND DO THE FOLLOWING; REVIEW TO SEE THAT ALL THE REQUIRED INFORMATION NEEDED FOR CLASSIFICATION IS IN THE PACKET, LOG THE DRAFT PD INTO THE TRACKING SYSTEM, AND DISTRIBUTE THE PD TO THE HUMAN RESOURCES (HR) CLASSIFICATION CTRS BASED ON PRIORITY.
C. THE HR CLASSIFICATION CTR WILL TAKE THE DRAFT PD AND PUT IT IN A CLASSIFIABLE GS FORMAT, PROVIDING AN APPROPRIATE WRITTEN ADVISORY, AND ASSIGNING THE PD A TITLE, SERIES, AND GRADE BASED ON OPM POSITION CLASSIFICATION STANDARDS.
D. ONCE THE HR CLASSIFIATION CTR COMPLETES WORK ON THE PD, THE HR CLASSIFICATION CTR WILL THEN RETURN THE PD BACK TO THE HR ASSISTANT CTR AT THE CSP.
E. THE HR ASSISTANT CTR WILL DO THE FOLLOWING; REVIEW THE COMPLETED PACKET TO ENSURE THAT ALL FORMS HAVE BEEN COMPLETED, LOG THE PD AS COMPLETE INTO THE TRACKING SYSTEM, AND SEND THE COMPLETED DOCUMENT BACK TO THE HRO POC AND STORE THE COMPLETED PD INTO THE TRANSITION PD CENTRAL LIBRARY FOR WEB-POSTING. PD COVERSHEETS AND IDENTIFYING ORGANIZATIONAL INFORMATION WILL NOT BE POSTED IN THE LIBRARY.
F. THE HRO WILL THEN TAKE THE COMPLETED PD AND COORDINATE IT WITH THE CLASSIFICATION AUTHORITY FOR FINAL REVIEW AND SIGNATURE. CLASSIFICATIONS RESULTING IN HIGHER GS GRADES THAN RECORDED ON THE TABLE OF ORGANIZATION AND EQUIPMENT WILL REQUIRE ADDITIONAL REVIEW IN ACCORDANCE WITH THE REFERENCE.
5. ONCE ALL POSITION REVIEWS AND REQUIRED CLASSIFICATION ACTIONS ARE COMPLETE, COMMANDS SHOULD ADVISE THEIR EMPLOYEES OF THE OUTCOME.
6. IT IS RECOGNIZED THAT THE CLASSIFICATION OF PDS UNDER GS IN PREPARATION TO TRANSITION FROM NSPS IS A HIGH PRIORITY AND A SIGNIFICANT EFFORT. THE GOAL IS TO PROVIDE SUPPLEMENTAL SUPPORT TO THOSE COMMANDS THAT HAVE LIMITED CLASSIFICATION RESOURCES OF THEIR OWN AND AN OVERWHELMING VOLUME OF CLASSIFICATION WORK. COMMANDS SHOULD USE THIS TEAM FOR ANY OVERFLOW WORK THAT CANNOT BE ACCOMPLISHED IN-HOUSE.
