GENTEXT/REMARKS/1. PURPOSE. TO PUBLISH INTERIM LICENSING GUIDANCE FOR TACTICAL MOTOR TRANSPORT EQUIPMENT TO INCLUDE MRAP/M-ATV FOV, LVSR, PLST, AND MK/AMK31/M870A2 AND M870A2E1 LICENSING REQUIREMENTS. THIS MESSAGE IS EFFECTIVE IMMEDIATELY AND SUPERSEDES REF A. INCIDENTAL AND UPGRADED LICENSES WILL BE OBTAINED IAW REF B.
2. BACKGROUND, MRAP FOV. THE CURRENT MRAP VEHICLE LICENSING GUIDANCE MARADMIN REF A HAS BEEN IN PLACE SINCE NOVEMBER 2008. IT WAS CREATED TO HELP ALLEVIATE THE BURDEN ON DEPLOYING UNITS REQUIRING A MINIMUM NUMBER OF LICENSED OPERATORS TO MORE RAPIDLY ATTAIN AN UPGRADE TO THE MRAP LICENSE IN SUPPORT OF MISSION REQUIREMENTS AND TO IMPROVE DRIVER AWARENESS AND SAFETY CONCERNS REDUCING ACCIDENTS AND ROLLOVERS. ALL OPERATORS ARE UPGRADED PER REF B. OPFORS HAVE BEEN FIELDED ADDITIONAL VARIANTS OF MRAP FOV (MAXXPRO DASH AND M-ATV) TO SUPPORT HOME STATION TRAINING (HST) AND DEPLOYMENT REQUIREMENTS. NEW EQUIPMENT TRAINING (NET) FOR M-ATV IS REQUIRED FOR ALL OPERATORS. LOCAL MEF MTOS ARE RESPONSIBLE FOR COORDINATING NET WITH MCSC PROGRAM MANAGER.
3. LICENSING, MRAP FOV.
A. LICENSING REQUIREMENTS FOR THE MRAP CAT I/II ARE LISTED IN REF B AND ORIGINALLY WERE GEARED TOWARDS THE FPII MRAP VARIANTS USED BY USMC PERSONNEL. MAXXPRO DASH CAT I MRAP AND M-ATV VARIANTS ARE NOT CURRENTLY LISTED IN REF B. HST TRAINING WILL CONSIST OF THE FOLLOWING: OPERATORS MUST POSSESS A VALID CIVILIAN STATE LICENSE AND UAH/ECV LICENSE (OF-346). IF 26 YEARS OLD AND UNDER MUST HAVE COMPLETED THE USMC APPROVED DRIVERS IMPROVEMENT COURSE (DIC) AND MUST MEET THE HEIGHT REQUIREMENTS STATED IN REF B. REF C IS UNDER REWRITE AND WILL INCLUDE THE SAME HEIGHT REQUIREMENTS. 353X MARINES CURRENTLY ARE REQUIRED TO HAVE A VALID STATE LICENSE IAW REF E.
B. ALL OPERATORS UPGRADING TO ANOTHER VARIANT OF MRAP FOV TO INCLUDE THE M-ATV WILL BE REQUIRED TO RECEIVE CLASSROOM TRAINING, TESTING PER REF B, PRACTICAL APPLICATION ON OPERATOR CREW LEVEL OF MAINTENANCE (LOM), AND TRAINING ON THE CHARACTERISTICS OF EACH VARIANT OF MRAP FOV THEY WILL BE OPERATING.
C. PER REF B, ORIGINAL EQUIPMENT MANUFACTURER (OEM) TRAINING AND INSTRUCTOR AND KEY PERSONNEL TRAINING (I KPT) SATISFIES ALL CLASSROOM AND PRACTICAL APPLICATION TRAINING. HOWEVER; IT DOES NOT SATISFY THE ROAD TIME NECESSARY TO OBTAIN AN (OF-346) LICENSE UPGRADE. IAW REF B, ALL OPERATORS WILL BE REQUIRED TO OBTAIN A MINIMUM OF 125 MILES OF DOCUMENTED ROAD TIME PER THE FOLLOWING CHART WHEN UPGRADING FROM UAH/ECV LICENSE TO AN MTVR, M-ATV OR ANY VARIANT OF MRAP CAT I/II FOV. (1) OPERATORS WHO HAVE A CURRENT AND VALID MILITARY LICENSE (OF-346) ON OTHER MRAP FOV VARIANTS ARE REQUIRED TO UPGRADE ON EACH VARIANT OF MRAP FOV TO INCLUDE M-ATV AND REQUIRE CLASSROOM TRAINING, TESTING PER REF B, PRACTICAL APPLICATION ON OPERATOR CREW LEVEL OF MAINTENANCE (LOM), AND TRAINING ON THE CHARACTERISTICS OF EACH VARIANT OF MRAP THEY WILL BE OPERATING. ALL OPERATORS UPGRADING TO OTHER VARIANTS OF MRAP FOV WILL BE REQUIRED TO OBTAIN A MINIMUM OF 50 MILES OF DOCUMENTED ROAD TIME PER THE FOLLOWING CHART WHEN UPGRADING FROM AN MTVR OR MRAP CAT I/II LICENSE TO AN M-ATV LICENSE, OR FROM AN MRAP CAT I/II FOV TO OTHER VARIANTS OF MRAP CAT I/II FOV UPGRADE. 4. LICENSING ADMIN:
A. SUPPORTING DOCUMENTATION, I.E. SKILLS TEST, WRITTEN TEST AND DRIVERS LOGS ARE MAINTAINED IN THE OPERATOR'S HISTORY FILE IAW REF B. THE OPERATOR'S HISTORY FILE WILL BE MAINTAINED BY THE APPROPRIATE LICENSING AUTHORITY.
B. IN ALL CASES COVERING MRAP LICENSING, THE OF-346 WILL BE STAMPED MRAP CAT I/II (FPII), MRAP CAT I (MAXXPRO), MRAP ALL TERRAIN VEHICLE (M-ATV), MRAP CAT I/II (RG31), MRAP CAT I/II (RG33L), MRAP CAT I/II (CAIMAN), MRAP CAT III AS APPROPRIATE. LICENSING OFFICIALS MUST ENSURE THE CORRECT INFORMATION IS ENTERED IN SECTION 24 (VEHICLE/EQUIPMENT CLASSES QUALIFIED TO OPERATE LIST) OF THE NAVMC 10964 (APPLICATION FOR GOVERNMENT VEHICLE OPERATOR'S PERMIT). LICENSING OFFICIALS MUST COMPLETE THIS SECTION BY FIRST ENTERING THE CODE FOR THE PARTICULAR VEHICLE FROM THE TABLE ESTABLISHED IN THE MOTOR TRANSPORT SHAREPOINT SITE, INSIDE THE LICENSING MANUAL HIERARCHY, UNDER THE CURRENT LICENSING REPORTING TAB AT: HTTPS:SLASHSLASHEHQMC.USMC.MIL/ORG/IL/LP/LPC/LPC-1/MOTORT/DEFAULT.ASPX. THIS TABLE WILL MIRROR TABLE 40 OF THE MCTFS. 'NOTE' THIS TABLE IS A WORKING DOCUMENT AND IS CONSTANTLY BEING UPDATED BY TECOM AND THE MISSA. LICENSING OFFICIALS MUST ENTER APPROPRIATE CODE ON THE NAVMC 10964 (I.E. D9901); THIS CODE IS HOW THE UNIT DIARY CLERK WILL BE ABLE TO IDENTIFY WHICH PARTICULAR VEHICLE AN INDIVIDUAL IS QUALIFIED TO OPERATE AT THE SAME TIME CORRESPONDING WITH TABLE 40 IN MCTFS. THEN IN PARENTHESIS THEY WOULD LIST THE NOMENCLATURE/LONG NAME I.E. (FPII/MRAP CAT I/II) TO IDENTIFY WHAT WILL BE ENTERED ON THE OF-346 (U.S. GOVERNMENT MOTOR VEHICLE OPERATOR'S IDENTIFICATION CARD). IF THE CODE DOES NOT MATCH WHAT IS IN TABLE 40, THEN THE LICENSE WILL NOT BE RECORDED TO MCTFS. BELOW ARE THE CODES TO BE USED FOR ANY OF THE MRAP FAMILY OF VEHICLES (FOV).

5. OPERATORS THAT RECEIVED A HST LICENSE UPGRADE IAW MARADMIN 637/07 AND ONLY COMPLETED 30 MILES OF DOCUMENTED ROAD TIME WILL BE REQUIRED TO COMPLETE ADDITIONAL ROAD TIME.
A. ALL OPERATORS WILL BE REQUIRED TO COMPLETE AN ADDITIONAL 95 MILES OF DOCUMENTED ROAD TIME PER THE FOLLOWING CHART.

UPON REDEPLOYMENT TO CONUS, IN ZONE UPGRADES WILL BE VOIDED UNTIL SUCH TIME AS THE OPERATOR HAS MET SUSTAINMENT TRAINING REQUIREMENTS IAW REF B. LICENSES UPGRADED IN ZONE WILL BE ENTERED INTO MCTFS WITH THE CODE OF IZ PLACED IN THE RESTRICTIONS BLOCK UNTIL THE SUSTAINMENT REQUIREMENT IS MET. ONCE THE SUSTAINMENT REQUIREMENT IS MET, A LICENSE APPLICATION WILL BE SUBMITTED TO REMOVE THE IZ CODE FROM THE RESTRICTION BLOCK. ALL SUPPORTING DOCUMENTATION WILL BE PLACED IN THE DRIVER HISTORY FILE. DUE TO THE URGENCY OF FIELDING AND LICENSING OF THE M-ATV, THE FORWARD DEPLOYED MOTOR TRANSPORT OFFICER (MTO) WILL MONITOR THE NET BEING PROVIDED TO ENSURE OPERATIONAL REQUIREMENTS ARE NOT IMPACTED.
C. OPNET TRAINING PROVIDES CLASSROOM INSTRUCTION, FAMILIARIZATION AND SOME ROAD TIME. BUT IT DOES NOT MEET THE MILEAGE REQUIREMENT PER THE LICENSING MANUAL. THE MILEAGE RECEIVED DURING OPNET CAN BE USED TOWARDS COMPLETING THE REQUIRED MILEAGE FOR AN UPGRADE.
D. THE DRIVER'S LOG IS THE SOURCE DOCUMENT TO VALIDATE THAT THE TRAINING REQUIREMENTS WERE MET. IF THE DRIVER'S LOG CONFIRMS THE DRIVERS TRAINING PER REF B WERE MET, THE ISSUANCE OF A STANDARD LICENSE IS APPROPRIATE IAW REF B.
6. CAT III MRAPS ARE A BRAVO TAMCN. UNTIL SUCH TIME AS REF D IS UPDATED, REF B WILL BE UTILIZED FOR LICENSE UPGRADES TO THE CAT III VARIANT.
7. BACKGROUND, LOGISTICS VEHICLE SYSTEM REPLACEMENT (LVSR) IS BEING FIELDED AS THE REPLACEMENT FOR THE AGING LVS FOV. THE LVSR (MKR-18) IS THE FIRST VARIANT TO BE FIELDED AND REPLACES THE CURRENT MK48/14 AND MK48/18 VARIANTS.
8. LICENSING, MKR-18.
A. REQUIREMENTS FOR LICENSING THE MKR-18 ARE CONTAINED IN TABLE 2-1 OF REF B. MILEAGE REQUIREMENTS TO UPGRADE TO THE MKR-18 WILL FOLLOW TABLE 3-2 IN CHAPTER 3 OF REF B. INITIALLY THE PRIORITY WILL BE TO LICENSE THOSE MARINES THAT WERE LVS OPERATORS PRIOR TO THE CHANGES TO REF E. ONLY 3531'S CAN BE LICENSED ON THE MKR-18. FUTURE LVSR FOV LICENSING REQUIREMENTS WILL BE DETERMINED PRIOR TO FIELDING. ALL TRAINING MATERIAL CAN BE FOUND ON THE MOTOR TRANSPORT SHAREPOINT SITE AT: HTTPS:SLASHSLASHEHQMC.USMC.MIL/ORG/IL/LP/LPC/LPC-1/MOTORT/LICUNDERSCORECONFUNDERSCORE2008/DEFAULT.ASPX UNDER THE TRAINING MATERIAL TAB.
B. PMCS TESTING WILL BE CONDUCTED USING TEST 5 OF THE NAVMC 10965 SKILLS TEST SHEET. BACKING WILL BE CONDUCTED UTILIZING TESTS 2 AND 4 OF THE NAVMC 10965 SKILLS TEST SHEET. INSTRUCTIONS FOR THESE TESTS CAN BE FOUND IN CHAPTER 4 OF REF B.
C. PER REF B, ORIGINAL EQUIPMENT MANUFACTURER (OEM), TRAINING, AND INSTRUCTOR AND KEY PERSONNEL TRAINING (I KPT) SATISFIES ALL CLASSROOM AND PRACTICAL APPLICATION TRAINING. 9. LICENSING, PALLETIZED LOAD SYSTEM TRAILER (PLST), M1076, TAMCN D00357K.
A. REQUIREMENTS FOR LICENSING THE PLST ARE CONTAINED IN TABLE 2-1 OF REF B. MILEAGE REQUIREMENTS TO UPGRADE TO THE PLST WILL FOLLOW TABLE 3-2 IN CHAPTER 3 OF REF B. LICENSING FOR THE PLST WILL BE CONDUCTED UTILIZING THE REQUIREMENTS FOR THE LVS TANDEM TOW TRAILER IN ACCORDANCE WITH REF B WITH THE EXCEPTION OF THE BACKING SKILLS TEST. IT SHOULD BE NOTED THAT THE PLST WAS NOT DESIGNED FOR BACKING OPERATIONS. THE PLST IS ONLY AUTHORIZED TO BE TOWED WITH THE LVSR MKR-18.
B. IN ADDITION TO THE SKILLS TESTS REQUIRED IN TABLE 2-1 OF REF B, A SKILLS TEST EVALUATING THE LOADING AND UNLOADING OF THE PLST WITH THE MKR-18 IS REQUIRED. THIS TEST HAS BEEN DEVELOPED BY THE MOTOR TRANSPORT SCHOOL AT FLW AND POSTED ON THE MOTOR TRANSPORT EHQMC SHAREPOINT WEBSITE AT:

10. LICENSING, MK/AMK31/M870A2.
A. LICENSING UPGRADES FOR THE MK/AMK31/M870A2 IS RESTRICTED TO THOSE MARINES WITH A NMOS OF 3533 OR 3534. THIS WILL BECOME A STANDARD LICENSE FOR THE NMOS OF 3533 AS THE TRACTOR TRAILER OPERATOR COURSE IS DEVELOPED AND IMPLEMENTED.
B. UPGRADES FOR THE MK/AMK31/M870A2 WILL FOLLOW THE REQUIREMENTS SET FORTH IN TABLE 2-1 OF REF B.
C. THERE IS NO OEM TRAINING ASSOCIATED WITH THE MK/AMK31/M870A2 LICENSING.
D. IN ACCORDANCE WITH REF F, THERE WILL BE NO OF-346 ISSUED AUTHORIZING INDIVIDUAL TO TOW THE M870A2E1 WITH THE MK/AMK31 DUE TO THE M870A2E1 BEING EQUIPPED WITH A HYDRAULICLY OPERATED GOOSENECK. THE MK/AMK31 DOES NOT PROVIDE HYDRAULIC SUPPORT TO OPERATE THE TRAILER GOOSENECK.
E. OPERATORS THAT RECEIVED AN INITIAL MK/AMK31/M870A2 UPGRADE LICENSE WHILE DEPLOYED ARE IDENTIFIED BY AN OIF IN ZONE (IZ) STAMP OR OEF IN ZONE (AFG) ON THE OF-346 NEXT TO EACH ITEM UPGRADED IN THEATER. UPON REDEPLOYMENT TO CONUS, IN ZONE UPGRADES WILL BE VOIDED UNTIL SUCH TIME AS THE OPERATOR HAS MET SUSTAINMENT TRAINING REQUIREMENTS IAW REF B. LICENSES UPGRADED IN ZONE WILL BE ENTERED INTO MCTFS WITH THE CODE OF IZ PLACED IN THE RESTRICTIONS BLOCK UNTIL THE SUSTAINMENT REQUIREMENT IS MET. ONCE THE SUSTAINMENT REQUIREMENT IS MET, A LICENSE APPLICATION WILL BE SUBMITTED TO REMOVE THE IZ CODE FROM THE RESTRICTION BLOCK. ALL SUPPORTING DOCUMENTATION WILL BE PLACED IN THE DRIVER HISTORY FILE. DUE TO THE URGENCY OF FIELDING AND LICENSING OF THE MK/AMK31/870A2, THE FORWARD DEPLOYED MOTOR TRANSPORT OFFICER (MTO) WILL MONITOR THE NET BEING PROVIDED TO ENSURE THAT OPERATIONAL REQUIREMENTS ARE NOT IMPACTED.
11. MOTOR TRANSPORT INSTRUCTION COMPANY, FT. LEONARD WOOD IS RESPONSIBLE FOR DEVELOPING AND MAINTAINING MASTER LESSON FILES (MLF) TO ENSURE STANDARDIZATION OF TRAINING. THE MLF WILL BE POSTED AT THE MOTOR TRANSPORT EHQMC SHAREPOINT WEBSITE, (HTTPS:SLASHSLASHEHQMC.USMC.MIL/ORG/IL/LP/LPC/LPC-1/MOTORT/DEFAULT.ASPX) UNDER TRAINING MATERIAL OR CONTACT MTCOE, CARL GUNZENHAUSER AT CARL.GUNZENHAUSER@US.ARMY.MIL.
