GENTEXT/REMARKS/1. THIS MARADMIN APPLIES TO ALL ORGANIZATIONS AND POSITIONS CURRENTLY COVERED BY THE NATIONAL SECURITY PERSONNEL SYSTEM (NSPS).
2. THE DEPARTMENT OF THE NAVY (DON) HAS APPROVED A TRANSITION TIMELINE FOR TRANSITIONING MARINE CORPS NATIONAL SECURITY PERSONNEL SYSTEM (NSPS) EMPLOYEES TO THEIR PREVIOUS NON-NSPS PERSONNEL SYSTEMS IN THREE PHASES. PHASE I AND II WILL BE THOSE COMMANDS WITH NSPS EMPLOYEES REQUIRED TO RETURN TO THE GENERAL SCHEDULE (GS). THE THIRD PHASE AFFECTING MARINE CORPS WILL BE THOSE COMMANDS WITH NSPS EMPLOYEES RETURNING TO THE ACQUISITION DEMONSTRATION PROJECT. THE DON'S PLAN WAS APPROVED BY THE DEPARTMENT OF DEFENSE (DOD) ON 25 FEBRUARY 2010. MARINE CORPS COMMANDS SHOULD BE WORKING THE PLANNED TRANSITION GOALS AS EXPLAINED IN THIS MARADMIN.
3. PHASE I IS SCHEDULED TO TAKE PLACE ON 9 MAY 2010 AND WILL CONSIST OF A SMALL GROUP OF COMMANDS THAT HAVE VOLUNTEERED TO GO FIRST AND HAVE DEMONSTRATED A HIGH LEVEL OF READINESS FOR CONVERTING POSITIONS BACK TO GS. THIS GROUP WILL TEST THE DOD/DON PROCESSES AND PREPARE LESSONS LEARNED FOR USE BY COMMANDS IN LATER PHASES.
4. ON 3 FEBRUARY, THE DEPUTY COMMANDANT FOR MANPOWER AND RESERVE AFFAIRS (DC M-RA) APPROVED THOSE COMMANDS THAT WILL TRANSITION IN PHASE I. THE NAMES AND UNIT IDENTIFICATION CODES (UIC) ARE AS FOLLOWS:

5. PHASE II IS SCHEDULED TO TAKE PLACE ON 20 JUNE 2010 AND WILL BE THE REMAINING COMMANDS WITH NSPS EMPLOYEES THAT ARE REQUIRED TO TRANSITION TO GS.
6. THE THIRD PHASE IS NOT SCHEDULED TO TRANSITION UNTIL 30 JANUARY 2011 IN ORDER TO ENSURE THE AUTHORITY FOR THE ACQUISITION DEMONSTRATION PROJECT IS EXTENDED IN LAW PRIOR TO CONVERSION. THIS PHASE WILL CONSIST OF SYSCOM, MCTSSA AND PEO LS (EFV) EMPLOYEES.
7. REFERENCE A PROVIDES PREPARATION GUIDANCE TO ASSIST COMMANDS WITH TRANSITION. EACH COMMAND HAS A DESIGNATED NSPS TRANSITION MANAGER THAT IS RESPONSIBLE FOR COORDINATING TRANSITION EFFORTS TO ENSURE THEIR COMMAND IS READY TO TRANSITION AT THE APPOINTED TIME.
