GENTEXT/REMARKS/1. BACKGROUND. THE REFERENCES INTRODUCED IMPLEMENTATION OF THE JOINT QUALIFICATION SYSTEM AND EXPLAINED THE SIGNIFICANT HIGHLIGHTS, POLICIES, AND PREREQUISITES OF BECOMING A JOINT QUALIFIED OFFICER (JQO). THE EXPLANATION INCLUDED DETAILS CONCERNING STANDARD (S-JDA) AND EXPERIENCE (E-JDA) JOINT DUTY ASSIGNMENT PATHS. THIS MARADMIN PRIMARILY CONCERNS THE E-JDA PATH.
2. DEADLINE FOR E-JDA NOMINATIONS. REF (A) PROVIDES THE POLICY OF A THREE-YEAR WINDOW, FROM 1 OCTOBER 2007 THROUGH 30 SEPTEMBER 2010, WHERE OFFICERS MAY SELF-NOMINATE JOINT EXPERIENCES OCCURRING DURING THE RETROACTIVE PERIOD DEFINED AS 11 SEPTEMBER 2001 FORWARD FOR ACTIVE COMPONENT OFFICERS, AND 1 JANUARY 1986 FORWARD FOR THE RESERVE COMPONENT OFFICERS. THE METHOD TO DETERMINE E-JDA JOINT CREDIT IS A POINT ACCRUAL FORMULA THAT TAKES INTO ACCOUNT THE TYPE, INTENSITY/ENVIRONMENT, AND DURATION/FREQUENCY OF JOINT EXPERIENCES (REFERENCES APPLY). OFFICERS MUST SELF-NOMINATE THEIR JOINT ACTIVITIES FOR POINT RECOGNITION AT THE FOLLOWING DEFENSE MANPOWER DATA CENTER WEBSITE: HTTPS:WWW.DMDC.OSD.MIL/APPJ/JMIS/JQSINDEX.JSP. THE RETROACTIVE PERIOD, DESCRIBED ABOVE, PROVIDING ALLOWANCE FOR EXPERIENCES GOING BACK AS FAR AS 11 SEPTEMBER 2001 (ACTIVE COMPONENT) AND 1 JANUARY 1986 (RESERVE COMPONENT) WILL BE TERMINATED 30 SEPTEMBER 2010. AFTER 30 SEPTEMBER 2010, OFFICERS HAVE ONE YEAR FROM THE COMPLETION OF AN E-JDA EXPERIENCE TO SELF-NOMINATE FOR EXPERIENCE POINTS. "DISCRETIONARY POINTS" FOR JOINT STAFF APPROVED EXERCISES AND TRAINING REMAINS VALID REGARDLESS OF EXPERIENCE TIMEFRAME.
3. FAST TRACK E-JDA EXPERIENCES. E-JDA EXPERIENCES THAT HAVE HISTORICALLY DONE FAVORABLY IN ACHIEVING POINT APPROVAL FROM JOINT PANELS ARE AS FOLLOWS:
A. BORDER TRANSITION TEAMS (BTT)
B. LOGISTICS TRAINING TEAMS (LTT)
C. EMBEDDED TRAINING TEAMS (ETT)
D. MILITARY TRAINING TEAMS (MTT)
E. COALITION AIR FORCE TRAINING TEAMS (CAFTT) F. PROVINCIAL RECONSTRUCTION TEAMS (PRT) G. COALITION MILITARY ASSISTANCE TRAINING TEAM (CMATT) H. COALITION POLICE ASSISTANCE TRAINING TEAM (CPATT) I. INDIVIDUALS RESPONSIBLE FOR COUNTERING AND DEFEATING IMPROVISED EXPLOSIVE DEVICES (IED) SUCH AS: JOINT CREW COMPOSITE SQUADRON-1, ELECTRONIC WARFARE OFFICERS (EWO) WHILE PERFORMING DUTIES IN SUPPORT OF THE COUNTER IED DEFEAT MISSION, AND JOINT IMPROVISED EXPLOSIVE DEVICE DEFEAT ORGANIZATION (JIEDDO).
J. JOINT TASK FORCE - GUANTANAMO (JTF-GTMO) K. AFGHANISTAN/PAKISTAN (AFPAK) HANDS PROGRAM
4. GENERAL OFFICER IMPACTS. EFFECTIVE 30 SEPTEMBER 2009, ACTIVE COMPONENT OFFICERS MUST BE DESIGNATED A JOINT QUALIFIED OFFICER (AMOS: 9702) PRIOR TO APPOINTMENT TO THE GRADE OF BRIGADIER GENERAL (O-7). ALTHOUGH SECRETARY OF DEFENSE MAY GRANT EXCEPTIONS/WAIVERS ON A CASE-BY-CASE BASIS, WHEN NECESSARY FOR THE GOOD OF THE SERVICE AND/OR WHERE THE PROMOTION IS BASED ON SCIENTIFIC/TECHNICAL QUALIFICATIONS FOR WHICH A JOINT REQUIREMENT DOES NOT EXIST, THESE OCCASIONS ARE EXTREMELY RARE. IT IS FAIR TO ASSUME THAT UNLESS AN OFFICER HAS BEEN DESIGNATED A JQO, APPOINTMENT TO BRIGADIER GENERAL IS UNLIKELY.
5. JQO DESIGNATIONS. HISTORICALLY, THE JOINT STAFF REQUESTED THE SERVICES TO PROVIDE JQO DESIGNATIONS TWICE ANNUALLY (JULY AND DECEMBER). RECENT POLICY CHANGES NOW ALLOW THE SERVICES TO MAKE NOMINATION EVERY MONTH, THUS EXPEDITING JQO DESIGNATIONS FOR QUALIFIED OFFICERS.
