GENTEXT/REMARKS/1.  TRAINING AND EDUCATION COMMAND (TECOM) WILL SPONSOR THE FY11-15 TRAINING INPUT PLAN (TIP) CONFERENCE.  THE TECOM FORMAL SCHOOLS TRAINING BRANCH (C4611) WILL CONDUCT THE CONFERENCE FROM TUESDAY, 16 MAR 10 TO THURSDAY, 18 MAR 10 AT THE CLUBS AT QUANTICO, MARINE CORPS BASE, QUANTICO, VIRGINIA.  THIS MARADMIN PROVIDES PRELIMINARY GUIDANCE ON PREPARATION AND CONDUCT OF THE CONFERENCE.
2.  BACKGROUND.  PER REFS (A) AND (B), C4611 ANNUALLY SOLICITS TRAINING QUOTA RQMTS FROM MANPOWER AND RESERVE AFFAIRS, MARINE CORPS RECRUITING COMMAND, MARINE CORPS COMBAT DEVELOPMENT COMMAND, OCCUPATIONAL FIELD MANAGERS AS DEFINED IN REF (C), AND MARINE FORCES COMMANDERS.  THIS INFORMATION IS COMPILED INTO THE TIP, DISSEMINATED, AND USED AS A PLANNING TOOL FOR THOSE ACTIVITIES REQUIRED TO PLAN, PROGRAM, RESOURCE, AND SCHEDULE TRAINING CAPACITY TO MEET THE MARINE CORPS FORMAL SCHOOL TRAINING RQMTS.  THIS WILL BE A DELIBERATE EFFORT TO IDENTIFY ALL FORMAL TRAINING RQMTS FOR FY11-15.  IT ALSO REPRESENTS THE CORNERSTONE FOR OUT YEAR BUDGET PLANS, AND IT SERVES AS THE BASIS FOR JUSTIFYING THE ALLOCATION OF TECOMS WORLD WIDE TAD (WWTAD) FUNDS.
3.  CONFERENCE OBJECTIVES
A.  VALIDATE AND CONFIRM FY11 FORMAL COURSE QUOTA RQMTS BY MOS, SPONSOR, AND STUDENT TYPE.
B.  CONFIRM RECOGNIZED SPONSORS TIP QUOTA RQMTS BY MOS, SPONSOR, AND STUDENT TYPE FOR FY12-15.
C.  PRIORITIZE COURSE RQMTS AS NECESSITATED BY COURSE CAPACITY AND/OR FUNDING CONSTRAINTS.
D.  PROVIDE FACE TO FACE COORDINATION AMONG C4611, RQMT SPONSORS, SCHOOLHOUSE AND DET REPRESENTATIVES AS WELL AS COMPLETION OF THE COMPARISON OF SUBMITTED RQMTS WITH HISTORIC THROUGHPUT DOCUMENTED IN THE MARINE CORPS TRAINING INFORMATION MANAGEMENT SYSTEM (MCTIMS).  THESE FUNCTIONS MAKE THE CONFERENCE VITAL TO THE DEVELOPMENT OF AN ACCURATE TIP.
E.  EDUCATE AUDIENCE ON TECOM WWTAD FUNDING APPROVAL PROCESS AND PROCEDURES.
F.  PROVIDE MCTIMS STUDENT REGISTRAR (SR) TRAINING FOR ATTENDEES INEXPERIENCED WITH SR.
4.  PROCESS AND PROCEDURAL CHANGE FOR FY11-15 TIP CONFERENCE.  PREVIOUS TIP CONFERENCES WERE CONDUCTED OVER FIVE WORKING DAYS, AND RQMT SPONSORS SUBMITTED THEIR TRAINING QUOTA RQMTS DURING THE CONFERENCE.  THIS PRACTICE ALLOWED FOR EFFICIENT COLLECTION AND COMPILATION OF COURSE QUOTA RQMT DATA OVER THE COURSE OF THE CONFERENCE.  HOWEVER, IT WAS NOT CONDUCIVE TO EFFECTIVE REVIEW AND VALIDATION OF THE RQMTS AS BOTH NECESSARY AND FEASIBLE, PER REF B, BECAUSE OF THE TIME CONSTRAINT ASSOCIATED WITH COMPLETING THE CONFERENCE.  THE POST-CONFERENCE TURN-AROUND TIME FOR STAFFING, REVIEWING, AND PUBLISHING THE TIP ALSO DOES NOT FACILITATE EFFECTIVE RQMT VALIDATION.  WITH THIS IN MIND, WE HAVE ADJUSTED THE TIP DEVELOPMENT PROCESS TO COLLECT BEST ESTIMATE REQUIRMENTS APPROXIMATELY TWO MONTHS PRIOR TO THE CONFERENCE.  THIS IS INTENDED TO PROVIDE SUFFICIENT OPPORTUNITY TO REVIEW THE RQMTS AND ADJUDICATE VALIDATION ISSUES PRIOR TO CONFERENCE COMMENCEMENT.  IT WILL ALSO ENABLE US TO REDUCE THE LENGTH OF THE CONFERENCE TO THEE WORKING DAYS, THUS REDUCING PARTICIPANTS TIME COMMITMENT AND TAD EXPENSES.
5.  PRE-CONFERENCE RQMTS AND PREP.  THE C4611 TRAINING PLANS OFFICER (MSG POC MAJ YI) INFORMALLY COMMUNICATED WITH RQMTS SPONSORS VIA EMAIL DURING JUL 09 AND AGAIN IN SEP AND DEC 09.  IN THE EMAIL COMMUNICATIONS, HE PROVIDED A PRE-TIP RQMTS TEMPLATE FOR RECORDING RQMTS, AND HE SPECIFIED AN IMPENDING RQMT TO SUBMIT QUOTA RQMTS BY 15 JAN 10.  HE ALSO PROVIDED DOWNLOADABLE COPIES OF THE FY10-14 TIP FOR REFERENCE IN HIS DEC 09 EMAIL.
A.  USING THE PRE-TIP RQMTS TEMPLATE, RQMTS SPONSORS WILL SUBMIT THEIR BEST ESTIMATE RQMTS TO C4611 AS AN EMAIL ATTACHMENT BY 15 JAN 10.  EMAIL SUBMISSIONS WILL BE SUBMITTED TO TECOMTQMREQUEST@USMC.MIL.
B.  RQMT SPONSORS NOT HAVING A COPY OF THE PRE-TIP RQMTS TEMPLATE SHOULD CONTACT THE POCS FOR THIS MSG TO REQ THE TEMPLATE.
C.  ANY ISSUES OR PROBLEMS RELATED TO BEST ESTIMATE RQMTS SUBMISSION SHOULD BE IDENTIFIED BY EMAIL TO TECOMTQMREQUEST@USMC.MIL.
D.  C4611 WILL REVIEW SUBMITTED RQMTS AND COMPARE THEM TO MCTIMS SR FY07-09 THROUGHPUT DATA, AS WELL AS CORRESPONDING THROUGHPUT DATA PROVIDED BY THE OTHER SERVICES.  BASED ON REVIEW OF ONGOING PERFORMANCE, C4611 WILL CONTACT SPONSORS OF RQMTS THAT APPEAR TO UNDERSTATE OR OVERSTATE ACHIEVABLE THROUGHPUT IN ORDER TO REVALIDATE OR REFINE THE RQMTS.  THE OBJECTIVE IS TO CONFIRM RQMT VALIDITY TO THE GREATEST EXTENT POSSIBLE BEFORE THE CONFERENCE CONVENES.  THIS WILL MINIMIZE THE NEED TO ADJUDICATE RQMT VALIDITY DURING THE CONDUCT OF THE CONFERENCE AND AFTERWARD.
E.  TECOM RECOGNIZES THAT SOME RQMTS MIGHT CHANGE BETWEEN 15 JAN 10 AND THE CONFERENCE CONVENE DATE.  ACCORDINGLY, SPONSORS MAY PROVIDE FINAL RQMT UPDATES DURING THE CONFERENCE.
F.  CONFERENCE ATTENDEES.  TO FACILITATE CONFERENCE LOGISTICS PLANNING, REQ ADDRESSEES IDENTIFY THEIR PLANNED NUMBER OF CONFERENCE ATTENDEES FOR EACH DAY OF THE CONFERENCE BY 29 JAN 10.  SUBMIT PLANNED ATTENDEE NUMBERS BY PHONE OR EMAIL TO THIS MSG'S POCS.  FURTHER REQ ADDRESSEES TO CONFIRM ATTENDANCE BY PHONE OR EMAIL TO THE POC NLT 1 MAR 10.  PROVIDE ATTENDEE NAME, RANK, OFFICE CODE, DSN AND COMM PHONE NUMBERS, EMAIL ADDRESS, AND ATTENDENCE DATES.  SCHOOLHOUSES AND DETS ARE STRONGLY ENCOURAGED TO ATTEND IN ORDER TO PROVIDE CONFERENCE MEMBERS WITH UP TO DATE INFORMATION ON SCHOOL RESOURCES AND CAPACITIES AND TO PARTICIPATE IN SEEKING RESOLUTION WHERE REQUIREMENTS EXCEED SCHOOLHOUSE RESOURCES OR CAPACITY.
6.  CONFERENCE AGENDA.  FINALIZE COURSE RQMTS WITH SPONSORS.  SPONSORS SHOULD PLAN TO BE PRESENT AT THE START OF THEIR DESIGNATED DAY BECAUSE THE AMOUNT OF TIME NEEDED TO REVIEW AND FINALIZE RQMTS WILL VARY BY SPONSOR.  THE CONFERENCE IS SCHEDULED FROM 0800 TO 1630 EACH DAY, BUT THE SCHEDULE MIGHT EXTEND BEYOND 1630 TO ACCOMPLISH NECESSARY BUSINESS.  THE CONFERENCE WILL TAKE PLACE AT THE CLUBS AT QUANTICO; THE TENTATIVE AGENDA FOLLOWS (READ IN THREE COLUMNS):
