GENTEXT/REMARKS/1. PURPOSE. THIS MESSAGE SERVES AS A MANPOWER UPDATE REGARDING FY10 END STRENGTH, FORCE SHAPING INITIATIVES, AND BUDGETARY ACTIONS IMPACTING OUR MARINES.
2. BACKGROUND. THE MARINE CORPS HAS BEEN VERY SUCCESSFUL AT GROWING THE FORCE TO MEET THE 202K BUILD. THE EXCEPTIONAL EFFORTS THROUGHOUT OUR CORPS HAVE ALLOWED US TO MEET OUR END STRENGTH GOAL TWO YEARS EARLIER THAN OUR FY12 TARGET. DUE TO OUR RAPID GROWTH AND FACING A MORE CONSTRAINED FISCAL ENVIRONMENT, WE MUST IMPLEMENT SEVERAL COST-SAVINGS INITIATIVES THAT WILL PERMIT US TO CONTINUE TO SHAPE AND MAINTAIN THE 202K FORCE WITHOUT EXCEEDING OUR APPROVED FY10 BUDGET.
3. THE FOLLOWING INITIATIVES HAVE BEEN APPROVED FOR IMMEDIATE IMPLEMENTATION:
   A. ELIMINATION OF THE COMBAT EXTENSION PROGRAM INCENTIVE. EAS NON-DEPLOYABLE MARINES WHO DO NOT DESIRE TO REENLIST AND VOLUNTEER TO EXTEND FOR DEPLOYMENT, MAY STILL EXTEND TO DEPLOY, BUT WILL NO LONGER RECEIVE THE COMBAT EXTENSION PROGRAM INCENTIVE (3000 DOLLARS FOR EXTENSION TO COMPLETE A 7 MONTH DEPLOYMENT AND 6000 DOLLARS FOR EXTENSION TO COMPLETE A 12 MONTH DEPLOYMENT).
   B. REDUCTION OF THE FIRST TERM ALIGNMENT PLAN (FTAP) REQUIREMENT. THE FY10 FTAP REQUIREMENT HAS BEEN REDUCED BY A TOTAL OF 300 BOATSPACES.  BOATSPACES HAVE BEEN REDUCED ONLY IN MOS'S WHERE INVENTORY CAN SUPPORT THE REDUCTION. FY10 FTAP MARINES DESIRING TO REENLIST, WHO HAVE NOT DONE SO YET, ARE HIGHLY ENCOURAGED TO CONTACT THEIR CAREER RETENTION SPECIALIST IMMEDIATELY IN ORDER TO SECURE ONE OF THE REMAINING BOAT SPACES. BOATSPACE CAPS WILL BE STRICTLY ADHERED TO FOR THE REMAINDER OF FY10. DETAILS OF BOATSPACE REDUCTIONS WILL BE PUBLISHED VIA UPCOMING MARADMIN.
   C. SUSPENSION OF FY10 SRB FOR FY11 AND FY12 MARINES. SUSPENSION OF SRB FOR FY11 AND FY12 MARINES ELIGIBLE TO REENLIST DURING FY10 ALLOWS FY10 SRB BONUS MONEY TO BE FOCUSED ON FY10 MARINES.  FY11 OR
FY12 MARINES WHO ARE ELIGIBLE TO REENLIST DURING FY10 MAY CONTINUE TO DO SO, BUT THERE WILL BE NO BONUS MONEY OFFERED TO THEM UNDER THE FY10 SRB PLAN.  THESE MARINES MAY CHOOSE TO WAIT TO REENLIST AFTER THE FY11 SRB PLAN HAS BEEN PUBLISHED TO SEE IF THERE IS A BONUS AVAILABLE FOR THEIR MOS. DETAILS OF SRB SUSPENSION WILL BE PUBLISHED VIA UPCOMING MARADMIN.
   D. REDUCTION OF FY10 4TH QUARTER SRB FUNDING. THE 4TH QUARTER REENLISTMENT PLAN AFFORDS FTAP MARINES WITH EAS'S IN THE UPCOMING FISCAL YEAR (FY) TO REENLIST BEGINNING 1 JULY RATHER THAN WAITING UNTIL 1 OCTOBER. THIS PROGRAM ALLOWS MARINES TO REENLIST BEFORE THE NEW FY IN ORDER TO EXECUTE ORDERS OR TO REMAIN ELIGIBLE TO MEET THE MARINE CORPS' OPERATIONAL REQUIREMENTS.  OVER THE PAST THREE YEARS, THIS PLAN HAS BEEN SUPPORTED BY A SIGNIFICANT AMOUNT OF SRB FUNDS.  SRB FUNDS, UNDER NEW FY11 RATES, WILL STILL BE PRESENT DURING 4TH QUARTER FY10 IN SUPPORT OF FY11 FTAP REENLISTMENTS, BUT HAS BEEN REDUCED IN AGGREGATE AS A SAVINGS MEASURE.  IN LIGHT OF THIS REDUCTION, FY11 FTAP MARINES ARE ENCOURAGED TO REENLIST AT FIRST OPPORTUNITY WHILE SRB DOLLARS REMAIN AVAILABLE. FY11 SRB RATES WILL BE PUBLISHED VIA MARADMIN O/A 1 JULY 2010.
   E. REDUCTION OF FY10 AVIATION CONTINUATION PAY (ACP).  IN LIGHT OF RECENT CHANGES TO ELIGIBILITY REQUIREMENTS FOR ACP, SAVINGS HAVE BEEN IDENTIFIED THAT WILL BE APPLIED TOWARDS OVERALL BUDGET INITIATIVES. THIS REDUCTION IN ACP WILL NOT RESULT IN ANY FEWER AVIATORS BECOMING ELIGIBLE TO RECEIVE ACP IN FY10. PREVIOUSLY PUBLISHED FY10 ACP RATES WILL REMAIN UNCHANGED.
   F. COMMENCEMENT OF THE FY10 VOLUNTARY "EARLY-OUT" PROGRAM. IN THE UPCOMING MONTHS THE MARINE CORPS WILL INITIATE A NEW PROGRAM THAT WILL ALLOW MARINES WITH FY10 EAS'S TO VOLUNTARILY REQUEST SEPARATION FROM THE MARINE CORPS 90 DAYS PRIOR TO THEIR EAS'S.  THE INTENT OF THIS PROGRAM IS TO OFFER EARLY RELEASE FROM ACTIVE DUTY TO THOSE MARINES THAT HAVE NEARLY COMPLETED THEIR ENLISTMENTS, DO NOT DESIRE TO REENLIST, ARE EAS NON-DEPLOYABLE, AND WHOSE COMMANDS CAN AFFORD TO OPERATE WITHOUT THEM. ADDITIONAL DETAILS AND ELIGIBILITY REQUIREMENTS OF THIS PROGRAM WILL BE ANNOUNCED VIA MARADMIN.
   G. REDUCTION OF NEW ENLISTED ACCESSIONS AND ADJUSTMENT TO PHASING OF RECRUIT SHIPPING.  WE REDUCED OUR ENLISTED ACCESSION MISSION BY 500 AND ADJUSTED THE PHASING OF RECRUIT SHIPPING FOR THE REMAINDER OF FY10. THIS MEASURE PROVIDES SIGNIFICANT COST SAVINGS WHILE SUPPORTING FORCE SHAPING INITIATIVES.
4. COMMANDERS ARE ASKED TO INFORM THEIR MARINES OF THE CONTENTS OF THIS MESSAGE, UNDERSCORING THE IMPORTANCE THAT WHILE THE MARINE CORPS IS TAKING PRUDENT MEASURES TO MANAGE ITS GROWTH WITHIN BUDGETARY CONSTRAINTS, THERE IS STILL A TREMENDOUS NEED FOR THEIR CONTINUED COMMITMENT TO SERVICE AND REMAINS AMPLE CAREER OPPORTUNITIES WITHIN THE MARINE CORPS.
5. RESERVE APPLICABILITY.  THIS BULLETIN IS NOT APPLICABLE TO THE MARINE CORPS RESERVE.
