GENTEXT/REMARKS/1.  THIS MARADMIN ANNOUNCES THE COMMANDANT'S DECISION TO RETURN TO COMPETITIVE CAREER DESIGNATION AND CHANGE MERITORIOUS CAREER DESIGNATION POLICY, AND ANNOUNCES THE FISCAL YEAR 2010 OFFICER RETENTION AND CAREER DESIGNATION BOARD.
2.  COMPETITIVE CAREER DESIGNATION.  THE COMMANDANT DIRECTED RETURN TO COMPETITIVE CAREER DESIGNATION.  THIS MARADMIN ESTABLISHES THE PROCESS, TIME LINES, AND REQUIREMENTS FOR COMPETITIVE AND MERITORIOUS CAREER DESIGNATION OF OFFICERS.
    A.  CAREER DESIGNATION IS A FORCE SHAPING TOOL THAT ALLOWS FOR THE MANAGEMENT OF THE OFFICER POPULATION BY RETAINING THE BEST QUALIFIED OFFICERS FROM EACH YEAR GROUP.  THOSE SELECTED FOR CAREER DESIGNATION ARE OFFERED THE OPPORTUNITY TO REMAIN ON ACTIVE DUTY.
    B.  OFFICER RETENTION AND CAREER DESIGNATION BOARD.  THE OFFICER RETENTION BOARD WILL BE HELD SEMIANNUALLY IN OR ABOUT THE MONTHS OF JANUARY AND JULY.
    C.  OFFICERS WILL BE CONSIDERED FOR CAREER DESIGNATION IN 5 COMPETITIVE CATEGORIES IN THE MILITARY OCCUPATIONAL SPECIALTIES (MOS) LISTED.
        (1) COMBAT ARMS:  MOS 0302, 0802, 1802, 1803
        (2) COMBAT SERVICE SUPPORT:  MOS 0180, 02XX, 0402, 0602, 1302, 3002, 3404, 4302, 5803
        (3) AVIATION SUPPORT:  MOS 6002, 6602, 7204, 7208, 7210, 7220
        (4) LAW:  MOS 4402
        (5) AVIATION:  MOS 75XX
    D.  COMPETITIVE CAREER DESIGNATION REQUIREMENTS
        (1) UNRESTRICTED OFFICER IN THE ACTIVE COMPONENT.
        (2) 540-DAYS OF OBSERVED FITNESS REPORT TIME.  OFFICERS CAN VERIFY THEIR OBSERVED FITNESS REPORT TIME BY CONTACTING THE MANPOWER MANAGEMENT SUPPORT BRANCH (MMSB).
        (3) AN OFFICER'S FIRST OPPORTUNITY FOR CAREER DESIGNATION CONSIDERATION WILL COINCIDE WITH THAT OFFICER BEING IN THE PROMOTION ZONE FOR THE CAPTAIN PROMOTION SELECTION BOARD.  OFFICERS WHO DO NOT MEET THE 540-DAY OBSERVED TIME REQUIREMENT WHEN IN-ZONE FOR CAPTAIN WILL BE CONSIDERED FOR CAREER DESIGNATION AT A SUBSEQUENT BOARD AFTER ACHIEVING 540-DAYS OBSERVED TIME.
        (4) OFFICERS WILL BE GRANTED AT LEAST ONE OPPORTUNITY TO BE CONSIDERED FOR CAREER DESIGNATION.  OFFICERS WITH AN EXPIRATION OF ACTIVE SERVICE (EAS) THAT DOES NOT SUPPORT AT LEAST ONE OPPORTUNITY FOR CAREER DESIGNATION MUST REQUEST (VIA AA FORM) AN EXTENSION ON ACTIVE DUTY TO BE CONSIDERED.
        (5) CAPTAINS SELECTED TO THE RANK OF MAJOR ARE AUTOMATICALLY OFFERED CAREER DESIGNATION AND ARE REQUIRED TO CONTACT THEIR RESPECTIVE MONITOR UPON SELECTION.
        (6) OFFICERS WHO FAIL TO BE SELECTED FOR CAREER DESIGNATION MAY BE ELIGIBLE ON SUBSEQUENT BOARDS IF THEIR EAS IS GREATER THAN 65-DAYS FROM THE CONVENING DATE OUTLINED IN THE ANNOUNCEMENT MARADMIN.  EXTENSIONS WILL NOT BE GRANTED TO OFFICERS WHO HAVE BEEN CONSIDERED PREVIOUSLY BUT DESIRE A SECOND OPPORTUNITY.
    E.  SERVICE OBLIGATION.  OFFICERS ACCEPTING CAREER DESIGNATION WILL INCUR A 24-MONTH SERVICE OBLIGATION FROM JUNE OF THE YEAR THAT THEY ACCEPT.
        (1) OFFICERS SELECTED FOR CAREER DESIGNATION MUST FORMALLY ACCEPT OR DECLINE CAREER DESIGNATION WITHIN 45-DAYS OF ANNOUNCEMENT OF SELECTION.
        (2) OFFICERS WHO DECLINE CAREER DESIGNATION WILL EXECUTE THEIR EAS.
        (3) EXTENSIONS TO, OR ACCEPTANCE AFTER, THE 45-DAY DEADLINE WILL NOT RECEIVE FAVORABLE CONSIDERATION.
    F.  APPLICATION PROCESS
        (1) APPLICANTS MUST HAVE A CURRENT PHOTOGRAPH TAKEN WITHIN THE 12-MONTHS PRIOR TO THE CONVENING DATE OF THE BOARD.  REFERENCE A CONTAINS GUIDANCE ON SUBMITTING PHOTOGRAPHS TO HQMC FOR INCLUSION IN THE OFFICIAL MILITARY PERSONNEL FILE.  MARINES CAN CONFIRM RECEIPT OF THEIR PHOTOGRAPHS AT THE MMSB WEBSITE.
        (2) OFFICERS RECORDS WILL AUTOMATICALLY BE SCREENED FOR CAREER DESIGNATION.  INDIVIDUALS ARE NOT REQUIRED TO SUBMIT ANY MATERIAL EXCEPT THE PHOTOGRAPH OUTLINED IN PARAGRAPH 2F(1) ABOVE.
        (3) OFFICERS WHO DO NOT DESIRE TO BE CONSIDERED FOR CAREER DESIGNATION MUST SUBMIT AN AA FORM ENDORSED BY THE FIRST O-5 COMMANDER IN THEIR CHAIN OF COMMAND NLT TWO WEEKS PRIOR TO THE CONVENE DATE OF THE BOARD.
3.  MERITORIOUS CAREER DESIGNATION
    A.  THE COMMANDING OFFICER, THE BASIC SCHOOL, WILL CONTINUE TO NOMINATE THE TOP 5 PERCENT OF EACH BASIC OFFICER COURSE FOR MERITORIOUS CAREER DESIGNATION PER REFERENCE B.
    B.  COMMANDING GENERALS OF THE COMMANDS LISTED BELOW WILL EACH HAVE ONE SEMIANNUAL MERITORIOUS QUOTA TO NOMINATE AN OFFICER FOR CAREER DESIGNATION.  OFFICERS NOMINATED MUST MEET THE QUALIFICATIONS SPECIFIED IN PARA 2D ABOVE.  THESE CAREER DESIGNATIONS ARE SUBJECT TO CMC APPROVAL AND ARE DUE TO HQMC (MMOA-3) SEMIANNUALLY ON THE 15TH OF JANUARY AND JULY VIA NAVAL LETTER.  COMMANDS ARE:
