GENTEXT/REMARKS/-1. PURPOSE. THIS IS A COORDINATED PP(AND)O AND CD(AND)I MESSAGE THAT ESTABLISHES MARINE CORPS POLICY DEFINING THE OEF PRE-DEPLOYMENT TRAINING REQUIREMENT FOR COMMANDERS TO DEVELOP A BASIC PASHTO LANGUAGE CAPABILITY, AND ESTABLISHES DIRECTION FOR IMMEDIATE IMPLEMENTATION OF LANGUAGE TRAINING FOR COMMANDERS. CMC HAS STATED THE REQUIREMENT FOR ALL DEPLOYING INFANTRY BATTALION, LAR BATTALION, AND REGIMENTAL COMMANDERS TO RECEIVE PASHTO LANGUAGE TRAINING THAT RESULTS IN A CAPABILITY SUFFICIENT TO ENABLE THE COMMANDER TO SHAPE LOCAL PERCEPTIONS, CONDUCT LIMITED INTRODUCTORY ENGAGEMENTS WITH KEY LOCAL LEADERS, AND SETS THE CONDITIONS FOR CONTINUED LANGUAGE LEARNING AND DEVELOPMENT THROUGHOUT DEPLOYMENT. ADDITIONAL LANGUAGES AND DIALECTS WILL BE ADDRESSED AS FUTURE MODIFICATIONS TO THE CURRENT PROGRAM IAW OPERATIONAL REQUIREMENTS.
2. BACKGROUND. COMMANDER US FORCES AFGHANISTAN HAS STATED THE REQUIREMENT THAT US COMMANDERS DEPLOY WITH LANGUAGE PROFICIENCY SUFFICIENT TO ENHANCE THE CONDUCT OF KEY LEADER ENGAGEMENTS. CMC CONCURS WITH THE CRITICALITY OF THE REQUIREMENT AND DIRECTED DC PP(AND)O IN CONJUNCTION WITH DC CD(AND)I TO DEVELOP THIS LANGUAGE CAPACITY WITHOUT DELAY. THE GOAL OF THIS PROGRAM IS TO ENHANCE THE SUCCESS OF THE AMERICAN COUNTER-INSURGENCY MISSION BY DEVELOPING THE MEANS FOR THE MOST SENIOR AND VISIBLE REPRESENTATIVES OF THE MARINE CORPS TO REACH KEY AFGHANS IN CULTURALLY MEANINGFUL, AND SYMBOLIC WAYS. THE PROGRAM IS NOT DESIGNED TO ELIMINATE THE NEED FOR COMMANDERS TO EMPLOY INTERPRETERS, NOR IS IT DESIGNED TO PERMIT COMMANDERS TO ACHIEVE SPECIFIC RESULTS ON THE DEFENSE LANGUAGE PROFICIENCY TEST. THE CAPABILITY DESIRED IS A COMMANDER WITH THE CONFIDENCE AND WILLINGNESS TO ENGAGE THE LOCAL POPULATION TO THE EXTENT OF HIS SKILLS, AND WHO IS PREPARED TO CONTINUALLY IMPROVE HIS LANGUAGE CAPABILITY WHILE DEPLOYED. THE INESTMENT IN DEVELOPING LANGUAGE PROFICIENCY COMES AT A COST, AND AS SUCH THE IMPLEMENTATION OF THIS REQUIREMENT MUST GIVE MAXIMUM FLEXIBILITY TO COMMANDERS TO SCHEDULE THEIR TRAINING FROM THE TIME OF THEIR SELECTION THROUGH DEPLOYMENT.
3. END STATE. IMMEDIATELY PROVIDE DEPLOYING OEF COMMANDERS A PASHTO LANGUAGE CAPABILITY SUFFICIENT TO ENABLE SHAPING OF LOCAL PERCEPTIONS, THE CONDUCT OF LIMITED INTRODUCTORY ENGAGEMENTS WITH KEY LOCAL LEADERS, AND THE SETTING OF CONDITIONS FOR CONTINUED LANGUAGE LEARNING THROUGHOUT PTP AND DEPLOYMENT.
4. PHASE ONE OF THE PROGRAM IS THE COMMANDERS OPPORTUNITY TO CONDUCT SELF-PACED LANGUAGE TRAINING PRIOR TO ASSUMPTION OF COMMAND.
4.A. IMMEDIATE IMPLEMENTATION. PHASE ONE WILL BE IMPLEMENTED IMMEDIATELY, AND WILL APPLY TO REGIMENTAL AND INF/LAR BATTALION COMMANDERS SLATED FOR COMMAND ON THE FY 09 COMMAND SCREENING BOARDS AND THOSE CURRENTLY IN COMMAND CONDUCTING OEF PTP. COMMANDERS WILL RECEIVE A SHIPMENT OF ELECTRONIC LANGUAGE TRAINING MATERIALS (CD/DVD) FROM THE CENTER FOR ADVANCED OPERATIONAL AND CULTURAL LEARNING (CAOCL) FOR SELF-PACED COMPUTER BASED TRAINING. ADDITIONALLY, REGIMENTAL AND INFANTRY/LAR BATTALION COMMANDERS DESIGNATED FOR OEF DEPLOYMENT CONDUCT FORTY (40) HOURS OF LIVE INSTRUCTION CONDUCTED AT THEIR RESPECTIVE HOME STATION LANGUAGE LEARNING RESOURCE CENTER (LLRC) OR APPROPRIATE ALTERNATE FACILITY. THE INTENT IS TO PROVIDE A 1:1 TO 1:3 INSTRUCTOR-TO-STUDENT RATIO WHILE DELIVERING APPROPRIATE LANGUAGE AND CULTURAL TRAINING TARGETED TOWARDS PROFICIENCY IN KEY LEADER ENGAGEMENT.
4.B. FULL IMPLEMENTATION. ALL OFFICERS SELECTED FOR OPERATING FORCES COMMANDS ON THE FY-10 COMMAND SCREENING BOARDS WILL RECEIVE ELECTRONIC LANGUAGE TRAINING MATERIALS FROM CAOCL FOR SELF-PACED COMPUTER AIDED TRAINING. ADDITIONALLY, SELECTED REGIMENTAL AND INFANTRY/LAR BATTALION COMMANDERS ARE AFFORDED THE OPPORTUNITY TO CONDUCT FORTY (40) HOURS OF LIVE INSTRUCTION CONDUCTED AT ALL MAJOR INSTALLATIONS. INSTRUCTION WILL BE COORDINATED BY CAOCL AND OCCUR AT THE NEAREST LLRC OR APPROPRIATE ALTERNATE FACILITY LOCATED AT MOST MAJOR USMC BASES AND STATIONS.
5. PHASE TWO OF THE PROGRAM IS THE COMMANDERS OPPORTUNITY TO INTEGRATE LANGUAGE AND CULTURAL TRAINING INTO THE UNIT MISSION TRAINING PLAN (MTP). PHASE TWO COMMENCES WITH THE COMMANDERS MISSION ANALYSIS AND CONTINUES THROUGH THE UNITS MISSION REHEARSAL EXERCISE (MRX). UPON ASSUMPTION OF COMMAND, REGIMENTAL AND INFANTRY/LAR BATTALION COMMANDERS DEPLOYING TO OEF CONSULT WITH THE CAOCL LIAISON OFFICER (LNO) POSITIONED AT EACH OF THE MEFS IOT SYNCHRONIZE LANGUAGE AND CULTURAL TRAINING WITH UNIT MTP. THE CAOCL LNO WILL SCHEDULE/ASSIGN A CULTURAL MENTOR TO WORK WITH THE DEPLOYING BATTALION. THIS MENTOR IS IN ADDITION TO THE CURRENT PROTOCOL OF ATTACHING CATEGORY ONE INTERPRETERS TO DEPLOYING UNITS NINETY DAYS PRIOR TO DEPLOYMENT. THE CULTURAL MENTOR WILL BE A NATIVE SPEAKER WITH THE APPROPRIATE LEVEL OF CIVILIAN EDUCATION AND PROFESSIONAL CERTIFICATIONS THAT ENABLE HIM TO SERVE AS A LANGUAGE AND CULTURAL ADVISOR TO THE COMMANDER DURING PRE-DEPLOYMENT TRAINING. THE CULTURAL MENTOR IS A HOME STATION ASSET AND WIL NOT DEPLOY WITH THE UNIT. ADDITIONALLY, THOSE COMMANDERS WHO HAVE NOT ALREADY COMPLETED LIVE INSTRUCTION PRIOR TO ASSUMPTION OF COMMAND WILL SCHEDULE FORTY HOURS OF LIVE LANGUAGE INSTRUCTION WITH CAOCL INSTRUCTORS AT THEIR HOME STATION LLRC OR APPROPRIATE ALTERNATE FACILITY. UPON COMPLETION OF FORTY HRS OF LIVE LANGUAGE TRAINING, COMMANDERS SCHEDULE A CAOCL SUPPORTED KLE WITH THE CULTURAL MENTOR. COMMANDERS ARE REQUIRED TO REPORT COMPLETION OF CAOCL SUPPORTED FORTY HOURS OF LIVE INSTRUCTION AND KLE THROUGH THEIR CHAIN OF COMMAND PRIOR TO MRX IAW UNIT PTP REPORTING PROCEDURES.
6. PHASE THREE OF THE PROGRAM IS THE COMMANDERS OPPORTUNITY TO PRACTICE AND RECEIVE EVALUATION OF LANGUAGE AND CULTURAL TRAINING. PHASE THREE OCCURS AT THE UNITS MRX WHERE INFANTRY/LAR BATTALION COMMANDERS ARE EVALUATED ON LANGUAGE AND CULTURE SKILLS DURING A DELIBERATE, EVALUATED KLE. SUCCESSFUL COMPLETION OF THE KLE EVENT IS REPORTABLE BY TTECG. UPON COMPLETION OF THE EVALUATED KLE, COMMANDERS WILL BE GIVEN SPECIFIC RECOMMENDATIONS FOR LANGUAGE SUSTAINMENT. 
7. PHASE FOUR OF THE PROGRAM IS THE COMMANDERS OPPORTUNITY TO REMEDIATE AND SUSTAIN LANGUAGE AND KEY LEADER ENGAGEMENT SKILLS. PHASE FOUR COMMENCES UPON COMPLETION OF THE UNITS MRX, AND CONTINUES THROUGH DEPLOYMENT. UPON COMPLETION OF MRX, AND PRIOR TO DEPLOYMENT, COMMANDERS ARE AFFORDED THE OPPORTUNITY TO SCHEDULE ADDITIONAL LIVE TRAINING WITH CAOCL HOME STATION INSTRUCTORS. IN ADDITION TO THE PERSONAL INSTRUCTION, COMMANDERS CONTINUE SELF-PACED COMPUTER BASED SUSTAINMENT TRAINING AS REQUIRED.

8.B.3. COMMENCING IMMEDIATELY, ALLOW SELECTED REGIMENTAL, INF/LAR BATTALION COMMANDERS TO ATTEND LIVE LANGUAGE INSTRUCTION PRIOR TO ASSUMING COMMAND.
8.B.4. RESERVE COMPONENT BATTALION COMMANDERS DESIGNATED FOR OEF DEPLOYMENT ARE AUTHORIZED USE OF ADDITIONAL TRAINING PERIODS (ATP) TO CONDUCT THIS TRAINING PRIOR TO MOBILIZATION. RESERVE COMPONENT BATTALION COMMANDERS WILL COORDINATE SCHOOL TOUR FUNDING VIA MARFORRES G-3T FOR TAD IN SUPPORT OF LIVE INSTRUCTION AT THE APPRORIATE LLRCS.

IN SUPPORT OF IMMEDIATE IMPLEMENTATION OF THE INCIDENTAL LANGUAGE CAPABILITY PROGRAM, COORDINATE WITH DC M(AND)RA TO ENSURE CURRENT REGIMENTAL AND INF/LAR COMMANDERS SELECTED IN SUMMER OF 2009 ARE DELIVERED LANGUAGE MEDIA PRODUCTS. ADDITIONALLY, PROVIDE FORTY HOUR INSTRUCTOR-LED TRAINING COURSES AVAILABLE TO COMMANDERS PRIOR TO ASSUMPTION OF COMMAND OR DURING PTP AND AFTER THE COMPLETION OF MRX AS REQUIRED. ENSURE A FLEXIBLE BUT DELIBERATE TRAINING SCHEDULE IS TAILORED TO MEET UNIT REQUIREMENTS. FORTY HOUR TRAINING COURSES WILL NOT EXTEND BEYOND TWO WEEKS IN LENGTH.
8.D.2. COMMENCING IMMEDIATELY, PROVIDE DISTRIBUTED LEARNING LANGUAGE TRAINING SOFTWARE FOR OFFICERS SELECTED FOR OPERATING FORCES COMMANDS ON THE FY-10 COMMAND SCREENING BOARDS. THESE LANGUAGE TRAINING SOFTWARE PACKAGES MUST BE AVAILABLE ON BOTH NMCI AND PERSONAL COMPUTERS. ADDITIONALLY, PROVIDE FORTY HOUR INSTRUCTOR-LED TRAINING COURSES AVAILABLE TO COMMANDERS PRIOR TO ASSUMPTION OF COMMAND, DURING PTP AND AGAIN AFTER THE COMPLETION OF MRX AS REQUIRED. ENSURE A FLEXIBLE BUT DELIBERATE TRAINING SCHEDULE IS TAILORED TO MEET UNIT REQUIREMENTS. FORTY HOUR TRAINING COURSES WILL NOT EXTEND BEYOND TWO WEEKS IN LENGTH.
8.D.3. CONTINUE TO CONDUCT KLE DURING THE MRX IN COORDINATION WITH CENTER FOR ADVANCED OPERATIONAL CULTURE LEARNING (CAOCL), ENSURING THAT COMMANDERS CONDUCT AT LEAST ONE EVALUATED KLE DURING THE MRX.
8.D.4. PROVIDE AFGHAN ROLE PLAYERS FOR THE KLE DURING THE MRX.
