GENTEXT/REMARKS/1. PURPOSE. TO PROVIDE INFORMATION ON THE PROCESSES USED BY HQMC (MMFA) IN SUPPORT OF TOTAL FORCE REQUIREMENTS; SPECIFICALLY, PROCEDURES FOR ACTIVE DUTY SERVICE BY RESERVE INDIVIDUAL AUGMENTS (IA) IN SUPPORT OF OVERSEAS CONTINGENCY OPERATIONS (OCO).
2. REFERENCES I AND J ARE HEREBY CANCELLED. ALL OTHER LISTED REFERENCES REMAIN GERMANE. THE TOTAL FORCE MOBILIZATION, ACTIVATION, INTEGRATION, AND DEACTIVATION PLAN (MAID-P) REMAINS THE MAIN AUTHORITY REGARDING THE MOBILIZATION PROCESS.
3. BACKGROUND. THE TOTAL FORCE POPULATION IS COMPRISED OF ACTIVE DUTY, ACTIVE RESERVE, RESERVE AND RETIRED MARINES. PER REF (E), IT IS THE COMMANDANT'S (CMC) INTENT THAT ALL MARINES RECEIVE AN OPPORTUNITY TO DEPLOY IN SUPPORT OF OCO. OPERATION ENDURING FREEDOM (OEF) AND OPERATION IRAQI FREEDOM (OIF) WILL CONTINUE TO GENERATE IA REQUIREMENTS WHICH WILL PROVIDE MARINES WITH AN OPPORTUNITY TO DEPLOY TO THE FIGHT. THE MANPOWER AUGMENTATION NEEDS OF THE MARINE CORPS FLUCTUATE IN RESPONSE TO CURRENT AND FORECASTED MISSION REQUIREMENTS. OPERATIONAL REQUIREMENTS WILL DICTATE THE TIMELINE, LOCATION, AND BILLET DESCRIPTION FOR MARINE VOLUNTEERS. THE TOTAL FORCE CONCEPT RELIES ON THE RESERVE AND RETIREE POPULATION TO AUGMENT THE ACTIVE FORCES. RESERVES AND RETIREES HAVE PROVIDED CONTINUITY AND RELIEF TO THE ACTIVE DUTY FORCES BY FILLING MANPOWER SHORTAGES. RETIREES OFFER A UNIQUE PERSPECTIVE DUE TO THEIR EXPERIENCE AND HAVE THE ABILITY TO AUGMENT COMMANDS TO PROVIDE CONTINUITY IN ESSENTIAL BILLETS.
4. SITUATION. THE NORMAL METHOD FOR SOURCING OPERATIONAL FORCE REQUIREMENTS IS THE FORCE DEPLOYMENT PLANNING AND EXECUTION (FDPE) PROCESS. THIS METHOD ASSISTS IN SOURCING BILLETS REQUIRING AN IMMEDIATE FILL; THESE BILLETS ARE FILLED BY IA'S SOURCED FROM THE TOTAL FORCE POPULATION. A REORGANIZATION WITHIN HQMC, MANPOWER AND RESERVE AFFAIRS (MRA) STREAMLINED THE RESPONSIBILITIES AND THE DIVISION OF LABOR BETWEEN MANPOWER PLANS AND POLICY (MP) DIVISION (MPP-60) AND MANPOWER MANAGEMENT FORCE AUGMENTATION (MMFA). MMFA VALIDATES REQUIREMENTS, INITIATES AND MAINTAINS OVERSIGHT OF MOBILIZATION ORDERS, AND SCREENS FOR THE UTILIZATION OF OCO FUNDING FOR CMC (MM) ISO SOURCING SOLUTIONS FOR IA BILLETS. MPP-60 IS RESPONSIBLE FOR RESERVE MOBILIZATION PLANS AND POLICY.
5. MOBILIZATION PROCESS. NOTE: RESERVE MEMBERS WITH 16, 17, AND 18 YEARS OR MORE TOTAL ACTIVE DUTY SERVICE, OR THOSE WHO HAVE SERVED 3 OF THE LAST 4 YEARS (1095 RULE) ON ACTIVE DUTY, WILL BE CLOSELY SCRUTINIZED.
A. MARINES WHO REQUIRE A 16 OR 17 YEAR WAIVER WILL SUBMIT AN AA FORM. SAMPLES ARE FOUND ON THE MANPOWER AND RESERVE AFFAIRS WEBSITE UNDER "TOP REQUESTS," BY SELECTING "FORCE AUGMENTATION CELL," AND THEN "VOLUNTEER TO SUPPORT OEF/OIF." AA FORMS PROVIDED ON THE WEBPAGE ARE DESIGNED TO REFLECT THE SPECIFIC REQUIREMENTS AND CONTAIN APPROPRIATE ENCLOSURES AND REQUIRED INFORMATION. COMMAND ENDORSEMENTS WILL CERTIFY THE MARINE'S HEIGHT/WEIGHT, MEDICAL FITNESS FOR DUTY, AND WORLDWIDE ASSIGNMENT. IT IS IMPERATIVE THAT COMMANDS SCREEN FOR UNINTENTIONAL RELEASE OF PERSONAL IDENTIFIABLE INFORMATION (PII) WITHIN THE AA FORM AND ENDORSEMENT.
B. SANCTUARY. MARINES APPLYING FOR SANCTUARY REQUIRE AN AA FORM FOUND IN THE SAME LOCATION AS PAR 5.A. COMMAND ENDORSEMENTS WILL CERTIFY THE MARINE'S HEIGHT/WEIGHT, MEDICAL FITNESS FOR DUTY, AND WORLDWIDE ASSIGNMENT. THE ENDORSEMENT WILL ALSO INCLUDE A RECOMMENDED CAREER PATH IN AN ACTIVE COMPONENT BILLET.
C. ACTIVATION/EXTENSION OF RESERVISTS BEYOND 18 YEARS OF TOTAL ACTIVE SERVICE MAY BE AUTHORIZED BY DC MRA AS A MANPOWER FUNCTION TO MEET SPECIFIC REQUIREMENTS. OFFICERS AND ENLISTED MARINES OF THE RESERVE COMPONENT ON ACTIVE DUTY WITHIN 2 YEARS OF AN ACTIVE DUTY RETIREMENT ELIGIBILITY WILL NOT BE INVOLUNTARILY RELEASED BEFORE BECOMING ELIGIBLE FOR RETIREMENT PAY UNLESS APPROVED BY THE SECRETARY OF THE NAVY. THIS IS COMMONLY REFERRED TO AS ENTERING SANCTUARY AND APPROVED ONLY BY THE DC MRA. THIS PROCESS ENABLES DC MRA TO MANAGE THE TOTAL FORCE MANPOWER GRADE CAPS AND END STRENGTH. HQMC, MANPOWER MANAGEMENT OFFICER ASSIGNMENT (MMOA) AND MANPOWER MANAGEMENT ENLISTED ASSIGNMENTS (MMEA) WILL MAKE THE FINAL DETERMINATION REGARDING THE BILLET ASSIGNMENT OF MARINES IN SANCTUARY COMMENSURATE TO THE NEEDS AND PRIORITIES OF THE MARINE CORPS.
D. 1,095 DAY RULE. REF (A) DIRECTS THAT RESERVE MARINES WHO HAVE SERVED 3 OUT OF THE LAST 4 YEARS ON ACTIVE DUTY MUST BE COUNTED AGAINST THE MARINE CORPS TOTAL ACTIVE DUTY END STRENGTH. THOSE RESERVE COMPONENT MARINES SERVING A CUMULATIVE TOTAL OF 1,095 DAYS OUT OF 1,460 DAYS (3 OUT OF 4 YEARS) ON ACTIVE DUTY ORDERS WILL BE SCREENED BY MMFA WHEN ADOS-CO ORDERS ARE REQUESTED BASED ON THE NEEDS AND PRIORITIES OF THE MARINE CORPS. AA FORMS ARE NOT REQUIRED FOR A 3 OUT OF 4 YEAR WAIVER FOR ADOS-CO ORDERS, AS THAT SCREENING IS PERFORMED AT MMFA VIA MCMPS. ALL CASES WILL BE ADJUDICATED ON THEIR OWN MERIT, WITHOUT REGARD TO THE MARINES' DEPLOYMENT STATUS; HOWEVER, EFFORTS WILL BE MADE TO ACCOMMODATE THOSE MARINES WHO DESIRE TO DEPLOY ISO OCO. THE NUMBER OF RESERVE MARINES PERFORMING OPERATIONAL SUPPORT DUTY UNDER THE 3 OUT OF 4 YEAR RULE CAN AFFECT ACTIVE COMPONENT ACCESSIONS OR REENLISTMENTS AND IS CLOSELY MONITORED EACH FISCAL YEAR. MARINES WHO FALL UNDER THIS PARAGRAPH WILL REQUIRE A WAIVER TO EXCEED 1,095 DAYS WITH DC MRA AS THE APPROVING AUTHORITY. ORDERS GENERATED UNDER THE U.S.C. 10 12302 AUTHORITY (INVOLUNTARY) OR ACTIVE DUTY FOR TRAINING ORDERS, DO NOT COUNT TOWARD THE 1,095 RULE. SPECIFIC GUIDANCE HAS BEEN PROMULGATED BY MRA (MP) IN REF (R).
E. UPON WAIVER APPROVAL, ORDERS WILL BE GENERATED FOR UP TO AN INITIAL 24-MONTH PERIOD AS THE CONTINGENCY FUNDING IS BASED ON EACH FISCAL YEAR (RETIREES OR THOSE APPROVED FOR SANCTUARY WILL BE HANDLED ON A CASE-BY-CASE BASIS FOR ORDERS LENGTH). AFTER INITIAL ORDERS HAVE BEEN COMPLETED, ANY EXTENSIONS THAT ARE APPROVED BEYOND 24 MONTHS WILL BE CONSIDERED FOR PCS ORDERS VICE TAD. REF (C) AUTHORIZED THE DISCRETIONARY PAYMENT OF PER DIEM, ONLY WHEN FULLY JUSTIFIED AND TO BE JUDICIOUSLY APPLIED, TO MOBILIZED RESERVISTS FOR UP TO 5 YEARS. HOWEVER IT IS FISCALLY ADVANTAGEOUS TO THE GOVERNMENT TO MOVE TO PCSO AFTER THE INITIAL 24 MONTH PERIOD.
F. THE WAIVER AND SANCTUARY PROCESS PROVIDES CHECKS AND BALANCES TO ENSURE THAT MARINES WHO WILL QUALIFY FOR AN ACTIVE DUTY RETIREMENT AS A RESULT OF ACTIVE DUTY SERVICE ARE PLACED IN BILLETS APPROPRIATE TO THEIR GRADE AND EXPERIENCE UNTIL THEY REACH RETIREMENT ELIGIBILITY.
6. PRIORITIZATION. PER CMC'S GUIDANCE RELEASED BY HQMC, PLANS, POLICIES, AND OPERATIONS (PPO) REGARDING PRIORITIZATION FOR FUNDING, THE ORDER OF PRECEDENCE IS: JOINT INDIVIDUAL AUGMENTS (JIA) TO JOINT TASK FORCES HEADQUARTERS (JTF) ON JOINT MANNING DOCUMENTS (JMD'S) ISO OEF; USMC FORCES, TO INCLUDE SERVICE AUGMENTS (SA) AND TRAINING TEAMS (TT) DEPLOYING TO OEF; MARINES EXPEDITIONARY UNITS (MEU) AND OTHER MARINE FORCES TO INCLUDE THE GRF AND THEATER SECURITY COOPERATION (TSC); JIA TO JTF HQ'S OTHER THAN OEF BASED UPON GLOBAL EMPLOYMENT OF FORCE (GEF) PRIORITIES, REMAIN BEHIND ELEMENTS LEADERSHIP TO PROVIDE COMMAND AND CONTROL, SUSTAINMENT, AND CONTINUOUS FORCE GENERATION CAPABILITIES; SERVICE REQUIREMENTS TO SUPPORT EXERCISES, FORCE DEVELOPMENT, EXPERIMENTATION, AND TESTING. REF (Q) PROVIDES WIDE LATITUDE TO THE MARFOR'S AND MEF'S TO UTILIZE THEIR IMA MARINES IN SUPPORT OF OCO. OTHER LEGITIMATE OVERSEAS DEPLOYMENTS AND EXERCISES WILL BE REVIEWED ON A CASE-BY-CASE BASIS AND IF FOUND TO BE IN SUPPORT OF CONTINGENCY OPERATIONS, THEN THE UTILIZATION OF CONTINGENCY FUNDS COULD BE AUTHORIZED.
7. FOR MARINES WHO DESIRE TO VOLUNTEER TO DEPLOY IAW REF (H), AA FORMS MUST BE FAVORABLY ENDORSED BY THE MEMBER'S CHAIN OF COMMAND THROUGH THE MARFOR LEVEL. REQUESTS WILL BE SUBMITTED VIA THE MARINE CORPS MOBILIZATION PROCESSING SYSTEM (MCMPS).
A. FOR AN ACTIVE COMPONENT OR ACTIVE RESERVE MARINE, THE ENDORSEMENT MUST ACKNOWLEDGE THE COMMAND'S ACCEPTANCE THAT THE PARENT COMMAND BILLET WILL NOT BE BACK FILLED BY HQMC DURING THE MARINE'S DEPLOYMENT. REQUESTS WITH UNFAVORABLE ENDORSEMENTS WILL BE DISAPPROVED AND THE MARINE WILL BE NOTIFIED BY MESSAGE OR NAVAL CORRESPONDENCE, VIA THEIR COMMAND. REQUESTS WITH MISSING INFORMATION OR MISSING ENDORSEMENTS WILL BE HELD IN ABEYANCE UNTIL SUBMISSION OF A COMPLETE PACKAGE.
B. FOR A RETIREE OR IRR MARINE, THE COMPLETED AA FORM WILL BE SENT DIRECTLY TO DC MRA (MMFA), AS AN ATTACHMENT TO THE MMFA ORGANIZATIONAL MAILBOX (FORCE_AUGMENTATION@USMC.MIL) FOR PROCESSING. ANTICIPATE A 45-DAY TIMEFRAME FROM RECEIPT OF THE COMPLETED PACKAGE UNTIL ORDERS DISPOSITION. PACKAGES REQUIRING WAIVERS OR MISSING INFORMATION WILL REQUIRE ADDITIONAL TIME.
C. FOR AN INDIVIDUAL SMCR OR IMA MARINE, THE ENDORSEMENT MUST ACKNOWLEDGE THE COMMAND'S ACCEPTANCE THAT THE PARENT COMMAND SMCR OR IMA BILLET WILL NOT BE BACK FILLED DURING THE MARINE'S DEPLOYMENT.
REQUESTS WITH UNFAVORABLE ENDORSEMENTS WILL BE DISAPPROVED AND THE MARINE WILL BE NOTIFIED BY MESSAGE OR NAVAL CORRESPONDENCE, VIA THEIR COMMAND. REQUESTS WITH MISSING INFORMATION OR MISSING ENDORSEMENTS WILL BE HELD IN ABEYANCE UNTIL SUBMISSION OF A COMPLETE PACKAGE.
8. ONCE THE INITIAL REVIEW OF THE MOBILIZATION VOLUNTEER AA FORM IS FINISHED AND MMFA HAS A COMPLETE SUBMISSION, COORDINATION OCCURS BETWEEN HQMC AND THE MARFOR RESPONSIBLE FOR SOURCING THE REQUIREMENT TO DETERMINE IF THERE IS A BILLET FOR WHICH THE MARINE IS QUALIFIED. ONCE A BILLET HAS BEEN IDENTIFIED IN WHICH THE MARINE CAN BE ACTIVATED, THE COMMAND REQUESTING THE MARINE WILL NOMINATE THEM TO THAT REQUIREMENT. MARINES WHO ARE NOT APPROVED WILL BE NOTIFIED VIA SEPARATE CORRESPONDENCE. UPON APPROVAL, ORDERS WILL BE ISSUED AS FOLLOWS:
A. ACTIVE DUTY MARINE - THE MARINE'S PARENT COMMAND IS RESPONSIBLE FOR ISSUING TAD ORDERS USING OCO APPROPRIATION DATA. ORDER WRITING INSTRUCTIONS WILL BE PROVIDED VIA THE MRTM.
B. IMA AND IRR - MMFA IS RESPONSIBLE FOR ADMINISTRATIVELY ACTIVATING MEMBERS OF THESE CATEGORIES. MMFA WILL GENERATE THE ORDERS. MOBCOM IS RESPONSIBLE FOR ISSUING THE ACTIVATION ORDERS.
C. SMCR - ORDERS WILL BE GENERATED BY THE PARENT SMCR UNIT OF THE MARINE UPON NOTIFICATION FROM HQMC (MMFA). ORDER WRITING INSTRUCTIONS WILL BE PROVIDED VIA THE MRTM.
D. RETIREE - DC MRA IS THE AUTHORIZING AUTHORITY TO RECALL OR RETAIN A RETIREE. MANPOWER MANAGEMENT SEPARATIONS AND RETIREMENT (MMSR-7) IS RESPONSIBLE FOR ADMINISTRATIVELY RECALLING/RETAINING RETIREES TO ACTIVE DUTY, ISSUING RECALL ORDERS, AND LATER RETURNING THESE MARINES TO A RETIRED STATUS. AA FORMS ARE SUBMITTED TO MMFA (IN ACCORDANCE WITH PAR 7.B) FOR REVIEW, SCREENING, AND ROUTING TO MMSR FOR PROCESSING.
9. EXCEPTIONS TO THE REQUIREMENTS OF THIS MARADMIN WILL BE CONSIDERED ON A CASE-BY-CASE BASIS.
