GENTEXT/REMARKS/1. PURPOSE. THIS MARADMIN ANNOUNCES THE FY10 WARRANT OFFICER ACCESSION BONUS PROGRAM PER AUTHORITY GRANTED IN REF A. MARINES IN THE PRIMARY MILITARY SPECIALTY (MOS) OF 2336 MAY QUALIFY FOR A 60,000 DOLLAR BONUS IF APPOINTED AS AN EOD OFFICER (MOS 2305) IN FY10.
2. BACKGROUND. PER REF B, MARINES IN THE REGULAR MARINE CORPS WERE ENCOURAGED TO SUBMIT APPLICATIONS TO THE FY10 ENLISTED TO WARRANT OFFICER (REGULAR) SELECTION BOARD.
3. ELIGIBILITY. EFFECTIVE IMMEDIATELY, MARINES SELECTED FOR APPOINTMENT TO WARRANT OFFICER (MOS 2305) MAY QUALIFY FOR A 60,000 DOLLAR BONUS IF THE MARINE MEETS ALL THE ELIGIBILITY CRITERIA BELOW:
A. MUST BE SELECTED BY THE FY10 ENLISTED TO WARRANT OFFICER (REGULAR) SELECTION BOARD TO SERVE AS AN EOD WARRANT OFFICER (MOS 2305);
B. ACCEPT APPOINTMENT AS AN EOD WARRANT OFFICER (2305) DURING FY10;
C. MUST AGREE TO A 48 MONTH PERIOD OF OBLIGATED SERVICE FROM THE DATE OF APPOINTMENT TO SERVE IN THE CAPACITY OF AN EOD WARRANT OFFICER (2305); AND
D. MUST GRADUATE FROM THE WARRANT OFFICER BASIC COURSE (WOBC).
4. SERVICE REQUIREMENT. AFTER COMPLETION OF THE WOBC AND ANY FOLLOW-ON EOD TRAINING, THE MARINE MUST BE ASSIGNED TO A 2305 BILLET MOS AND SERVE IN THE CAPACITY OF A EOD WARRANT OFFICER FOR THE REMAINING PORTION OF THE 48 MONTH PERIOD OF OBLIGATED SERVICE PER THE WRITTEN AGREEMENT DESCRIBED IN PARAGRAPH 5.
5. WRITTEN AGREEMENT.
A. MARINES MUST SIGN AND DATE THE WRITTEN AGREEMENT. THE AGREEMENT WILL BE COMPLETED SIMILARLY TO A STATEMENT OF UNDERSTANDING PER MCO 7220.24M (SRB PROGRAM); E.G., MARINE MUST SIGN AND DATE AGREEMENT, THE COMMANDING OFFICER MUST WITNESS THE SIGNING. LOCAL REPRODUCTION OF THE WRITTEN STATEMENT IS AUTHORIZED. A COPY WILL BE MAINTAINED IN THE OFFICER QUALIFICATION RECORD AND WILL BE ATTACHED TO THE NAVMC FORM 763 (USMC APPOINTMENT ACCEPTANCE AND RECORD). SUBMIT THE ORIGINAL AGREEMENT TO CMC (MMSB-20) PER PARAGRAPH 4003.4 OF MCO P1070.12K (IRAM).
B. THE FOLLOWING WRITTEN STATEMENT SHALL BE UTILIZED: "I, (RANK, LAST NAME, FI, MI, L4-SSN) UNDERSTAND THAT, INCIDENT TO MY APPOINTMENT AS A WARRANT OFFICER, AND DESIGNATION AS AN EXPLOSIVE ORDNANCE DISPOSAL (EOD) OFFICER (MOS 2305), I AGREE TO ACCEPT THIS BONUS IN A LUMP SUM PAYMENT OF 60,000 DOLLARS IN RETURN FOR MY OBLIGATED SERVICE OF 48 MONTHS FROM THE DATE OF MY APPOINTMENT. I UNDERSTAND THIS BONUS IS NOT PAYABLE UNTIL I SUCCESSFULLY COMPLETE THE WARRANT OFFICER BASIC COURSE. I UNDERSTAND THAT I MUST SERVE IN THE CAPACITY OF AN EOD OFFICER (MOS 2305). FAILURE TO COMPLETE THE SERVICE REQUIREMENT DESCRIBED ABOVE MAY RESULT IN THE TERMINATION OF THIS AGREEMENT AND MY REPAYMENT OF THE BONUS. I FURTHER UNDERSTAND THAT REPAYMENT WILL NOT BE SOUGHT IF MY INABILITY TO COMPLETE THIS SERVICE OBLIGATION IS DUE TO MY DEATH, ILLNESS, INJURY, OR OTHER PHYSICAL IMPAIRMENT WHICH WAS NOT THE RESULT OF MY MISCONDUCT, OR WAS THE RESULT OF SOME OTHER CIRCUMSTANCE DETERMINED REASONABLY BEYOND MY CONTROL."
6. OTHER BONUS CONSIDERATIONS. PAYMENT OF THIS BONUS IS IN ADDITION TO ALL OTHER PAY AND ALLOWANCES; HOWEVER, PER REF C, THE FOLLOWING APPLIES:
A. SELECTIVE REENLISTMENT BONUS (SRB). MARINES THAT RECEIVED AN SRB WILL NOT BE REQUIRED TO REPAY THE SRB BONUS IF SELECTED TO THE WARRANT OFFICER PROGRAM.
B. CRITICAL SKILLS RETENTION BONUS (CSRB). MARINES ASSIGNED TO MARINE SPECIAL FORCES COMMAND (MARSOC) IN RECEIPT OF A CSRB WILL BE REQUIRED TO REPAY ANY UNEARNED PORTION OF THE BONUS PER THEIR CSRB AGREEMENT.
7. PAYMENT OF BONUS. BONUS IS NOT PAYABLE UNTIL SUCCESSFUL COMPLETION OF THE WOBC. BONUS WILL BE DISBURSED IN THE LUMP SUM PAYMENT OF 60,000 DOLLARS SUBJECT TO FEDERAL AND STATE TAXATION CONSISTENT WITH CURRENT LAW AND POLICY GUIDANCE. DISBURSING/FINANCE OFFICERS MAKING ACCESSION BONUS PAYMENTS ARE RESPONSIBLE TO ENSURE THAT CORRECT PAYMENTS ARE MADE AND THAT RECOUPMENT ACTION IS TAKEN WHEN WARRANTED. DISBURSING/FINANCE OFFICERS WILL ENSURE THAT THE ACCESSION BONUS PAYMENT IS PROPERLY SUBSTANTIATED, REPORTED AND PAID. SUPPORTING DOCUMENTATION WILL ACCOMPANY THE NAVMC 11116 IN DTMS. THE SUPPORTING DOCUMENTATION MUST INCLUDE JUSTIFICATION THAT THE MARINE MEETS THE ELIGIBILITY CRITERIA SET FORTH IN THIS MESSAGE. PRIOR TO MCTFS SOFTWARE RELEASE 2-2009 (OCT 2009) PROCESS THE BONUS AS A MISC CREDIT USING TTC 694/000 AND FIVE-DIGIT PAY CODE 19004. AFTER THE SOFTWARE RELEASE 2-2009 IMPLEMENTATION, THE BONUS SHALL BE REPORTED VIA TTC 580/000. THIS BONUS IS ELIGIBLE FOR THRIFT SAVINGS PLAN REDISTRIBUTION.
8. TERMINATION OF BONUS. THE 48 MONTH PERIOD OF OBLIGATED SERVICE AGREEMENT WILL TERMINATE WHEN ONE OR MORE OF THE FOLLOWING OCCURS:
A. COMPLETION OF THE AGREED UPON PERIOD.
B. SERVICE-INITIATED, OR OTHER, NO FAULT-OF-THE-MARINE, CURTAILMENT OF TOUR.
C. RELIEF OR REASSIGNMENT FROM THE DESIGNATED 2305 BILLET MOS.
D. REGULAR RETIREMENT.
9. RECOUPMENT. IF THE MARINE FAILS TO FULFILL THE SERVICE CONDITIONS SPECIFIED IN THE WRITTEN AGREEMENT FOR THE BONUS, THEN THE MARINE MAY BE REQUIRED TO REPAY AN AMOUNT EQUAL TO THE UNEARNED PORTION OF THE BONUS. ADDITIONALLY, EARLY TERMINATION OF THE SERVICE AGREEMENT AS LISTED IN SUBPARAGRAPH 8.C. OR 8.D. MAY RESULT IN RECOUPMENT OF THE UNEARNED PORTION OF THE BONUS. RECOUPMENT WILL BE CALCULATED ON A DAILY BASIS. FOR EXAMPLE: IF A MEMBER SERVES 36 MONTHS AND 25 DAYS OF THE AGREEMENT, THEN RECOUPMENT WILL BE 11 MONTHS AND 5 DAYS. SEE CHAPTER 1, PARAGRAPH 10410 OF REF C FOR DAILY RATE MULTIPLIERS.
10. ACCESSION BONUS LIMITATION. ACCESSION BONUS MAY BE PAID TO ELIGIBLE INDIVIDUALS PER PARAGRAPH 3. NO BONUSES MAY BE PAID NOR NEW AGREEMENTS ENTERED INTO AFTER 30 SEP 2010. CONTINUED DESIGNATION BEYOND THAT DATE WILL BE REASSESSED AT THAT TIME.
