GENTEXT/REMARKS/1. PURPOSE. IN ACCORDANCE WITH REFS A AND B, DC MRA AND DC CDI WILL CONVENE AN ACTIVE RESERVE (AR) PROGRAM REVIEW BOARD (ARPRB) 5 OCT 09 AT THE GENERAL RAY DAVIS BUILDING, MCB QUANTICO, VA. THIS BOARD WILL CONSIDER CURRENT, EMERGING AND ENDURING AR STRUCTURE REQUIREMENTS IN SUPPORT OF THE OPERATIONAL RESERVE. IAW REFS E AND F, THE REVIEW WILL BE CONDUCTED UNDER THE CONSTRUCT OF ZERO STRUCTURE GROWTH.
2. BACKGROUND. PER REF D, THE MISSION OF THE AR PROGRAM IS TO PROVIDE A CADRE OF WELL-TRAINED AND EXPERIENCED RC MARINES TO SERVE AS A CRITICAL PIECE OF THE MARINE CORPS "FULL-TIME SUPPORT TO THE RC" SYSTEM, IOT FACILITATE THE INTEGRATION OF THE TOTAL FORCE AND ASSIST THE AC WITH THEIR TOTAL FORCE INTEGRATION ROLES AND RESPONSIBILITIES.
   A. DC MRA ASSIGNS AR MARINES TO VALIDATED BILLETS FOR THE PURPOSE OF ORGANIZING, ADMINISTERING, RECRUITING, INSTRUCTING, TRAINING OR INTEGRATING THE RC AND ADVOCATES AND ASSISTS IN THE ACCOMPLISHMENT OF THE FOLLOWING RC READINESS GOALS:
      1. MOBILIZE AND ENHANCE READINESS AND DEPLOYABILITY OF THE RC.
      2. MAINTAIN AN EFFECTIVE TRAINING ENVIRONMENT IOT ENSURE RC PERSONNEL REMAIN PROFICIENT IN THEIR MOS.
      3. RECRUIT FOR THE SELECTED RESERVE.
      4. MAINTAIN RC EQUIPMENT, FACILITIES, SUPPLIES, AND RECORDS.
      5. PROVIDE RC ADVOCACY, ADVICE, EXPERTISE, AND LIAISON TO AC OPERATING FORCES, BASES AND STATIONS, MARFOR AND COMPONENT COMMAND HQ'S, HQMC DEPARTMENTS, OFFICES OF THE SECDEF AND SECNAV, AND THE JOINT STAFF.
      6. ADVOCATE RC POSITIONS IN THE DEVELOPMENT OF TOTAL FORCE POLICIES AND PROCEDURES.
      7. PROVIDE AC EXPERIENCE, ADVICE, DOCTRINAL EXPERTISE, AND LIAISON TO THE RC.
      8. ADVOCATE AND SUPPORT TOTAL FORCE INTEGRATION INITIATIVES.
      9. ADVOCATE AND SUPPORT MARINE CORPS COMMUNITY OUTREACH PROGRAMS AND PROVIDE TRANSITION ASSISTANCE TO MARINES HONORABLY LEAVING ACTIVE SERVICE AND RETURNING TO CIVILIAN LIFE WHILE SUPPORTING INJURED MARINES AND THEIR FAMILIES.
   B. REF A DIRECTS A COMPREHENSIVE REVIEW OF AR STRUCTURE IN SUPPORT OF AN OPERATIONAL RESERVE. REF D DIRECTS THE REVIEW OF EXISTING STRUCTURE IOT TO ENHANCE AR SUPPORT TO AC OPERATIONAL FORCES AND ENSURE CONTINUOUS IMPROVEMENT IN THE OVERALL RC ACTIVATION AND INTEGRATION PROCESS. THE 2009 AR PROGRAM REVIEW WILL FULFILL THE REQUIREMENTS OF BOTH MUTUALLY SUPPORTING MANDATES.
3. CONCEPT OF OPERATIONS.
   A. VOTING MEMBERS. COMMANDERS ARE ENCOURAGED TO SELECT VOTING MEMBERS ABLE TO ADDRESS AR STRUCTURE ISSUES. THE FOLLOWING COMMANDS AND DEPUTY COMMANDANTS (DC) WILL PROVIDE AN O-6/GS-15 LEVEL REPRESENTATIVE OR EQUIVALENT AS A VOTING BOARD MEMBER. THE BOARD MEMBER MUST BE EMPOWERED TO MAKE DECISIONS ON BEHALF OF THEIR GENERAL OFFICER:
      1. MARINE FORCES PACIFIC
      2. MARINE FORCES COMMAND
      3. MARINE FORCES RESERVE
      4. DC, COMBAT DEVELOPMENT AND INTEGRATION
      5. DC, PLANS, POLICIES AND OPERATIONS
      6. DC, INSTALLATIONS AND LOGISTICS
      7. DC, AVIATION
      8. DC, MANPOWER AND RESERVE AFFAIRS
   B. BOARD ADVISORS. THE FOLLOWING COMMANDS WILL PROVIDE AN O-4/O-5/O-6 LEVEL OR EQUIVALENT REPRESENTATIVE AS AN ADVISOR TO THE BOARD:
      1. DC, MANPOWER AND RESERVE AFFAIRS
      2. COMMANDING GENERAL, MARINE CORPS RECRUITING COMMAND
      3. COMMANDING GENERAL, TRAINING AND EDUCATION COMMAND
   C. SUBJECT MATTER EXPERTS. VOTING BOARD MEMBERS ARE AUTHORIZED NO MORE THAN ONE SUBJECT MATTER EXPERT (SME) WITH APPROPRIATE EXPERIENCE TO ADVISE AND INFORM THE PLANNING GROUP. GIVEN THE VARYING SIZE OF COMMANDS/ORGANIZATIONS, AND UPON REQUEST OF THE COMMAND/ORGANIZATION, MRA CAN ACT AS THE ADVOCATE FOR THOSE SPECIFIC COMMANDS/ORGANIZATIONS WITH AR STRUCTURE. HOWEVER, IF COMMANDS/ORGANIZATIONS REQUEST TO PERSONALLY BRIEF THEIR STRUCTURE, THEY WILL BE GIVEN THE OPPORTUNITY. AMPLIFYING GUIDANCE WILL BE PROVIDED TO COMMANDS WITH AR STRUCTURE VIA SEPCOR.
   D. THE ARPRB WILL EVALUATE ALL EXISTING AND EMERGING AR STRUCTURE REQUIREMENTS THROUGH AN ANALYSIS OF SERVICE POLICY AND TITLE 10 CONFORMITY, MAN-HOUR ATTRIBUTION TO ESTABLISHED DOD RC READINESS GOALS, AND OPERATIONAL RESERVE SUPPORTABILITY AND NECESSITY. THE ANALYSIS WILL SEEK TO ESTABLISH COMMENSURABILITY BETWEEN NEW AND EMERGING REQUIREMENTS THROUGH THE ANALYTICAL PROCESS DEFINED IN THE INSTRUCTIONS PROMULGATED IN SEPCOR.
   E. THE RESULTS OF THE ARPRB WILL BE SUBMITTED TO DC MRA AND DC CDI NLT 10 NOV 09. ALL T/O CHANGES WILL BE ENTERED IN THE FEBRUARY 2010 TROOP LIST AND WILL BE EFFECTIVE THROUGH FY-13.
   F. THE FORCE STRUCTURE CURRENTLY PUBLISHED IN THE TOTAL FORCE STRUCTURE MANAGEMENT SYSTEM (TFSMS) IS THE BASELINE FOR ALL PROPOSED FORCE STRUCTURE CHANGES.
4. ADMINISTRATION.
   A. DATE/LOCATION. THE ARPRB WILL CONVENE AT 0800 ON 5 OCT 09 IN CONFERENCE ROOM 236 OF THE GENERAL RAYMOND DAVIS BUILDING ABOARD MCB QUANTICO, VA 22134. THIS FACILITY ENFORCES A 100 PERCENT ID CHECK TO GAIN ACCESS INTO THE BUILDING.
   B. FUNDING/ORDERS. TRAVEL/RENTAL CARS WILL BE FUNDED BY THE INDIVIDUAL COMMANDS. MEMBERS WITHIN THE NATIONAL CAPITAL REGION MAY BE REIMBURSED FOR MILEAGE BY THEIR COMMAND. APPROPRIATION DATA WILL BE PROVIDED BY THE ATTENDEES COMMAND. ORDERS ARE NON-REPORTING.
   C. BILLETING AND TRANSPORTATION. ATTENDEES WILL MAKE THEIR OWN BILLETING AND TRANSPORTATION ARRANGEMENTS.    A. REPORTING REQUIREMENTS. VOTING BOARD MEMBERS AND ADVISORS WILL EMAIL THE NAMES OF IDENTIFIED VOTING MEMBERS, ADVISORS AND SME TO MAJ SHINSKIE (POC ABOVE) NLT 8 SEP 09.
   B. FORTHCOMING GUIDANCE. SPECIFIC INSTRUCTIONS FOR VOTING MEMBERS AND ADVISORS WILL BE PROVIDED NLT 11 SEP 09. SPECIFIC INSTRUCTIONS WILL INCLUDE THE ARPRB CHARTER, DETAILED AGENDA, SUBMISSION TEMPLATE, AND ADDITIONAL COORDINATING INSTRUCTIONS. VOTING MEMBERS AND ADVISORS WILL SUBMIT ALL BRIEFS/PROPOSED INITIATIVES TO MAJ SHINSKIE AND LTCOL LYNNE (POC ABOVE) NLT 25 SEP 09.
