3. MILITARY OUTSTANDING VOLUNTEER SERVICE MEDAL (MOVSM). THIS INFORMATION IS PROVIDED TO CLARIFY THE EXISTING CRITERION OUTLINED IN REF C IN ORDER TO ENSURE THAT UNIT COMMANDERS ADJUDICATE THE MOVSM UNIFORMLY THROUGHOUT THE MARINE CORPS. THE MOST SIGNIFICANT FACTOR TO NOTE WITH THE MOVSM IS THAT THIS IS A SERVICE AWARD, NOT A PERSONAL AWARD, ESTABLISHED BY THE DOD.
A. SOME COMMANDS HAVE QUESTIONED THE STATEMENT IN REF C THAT 'THERE IS NO SPECIFIC TIME PERIOD TO QUALIFY FOR THE MOVSM.' THIS STATEMENT REFERS TO THE FACT THAT THE AUTHORIZING EXECUTIVE ORDER FOR THIS DOD AWARD ALLOWS EACH INDIVIDUAL SERVICE TO DETERMINE THE SUSTAINED PERIOD FOR AWARDING THE MOVSM. HOWEVER, FOR MARINE CORPS AND NAVY PERSONNEL, THE SECRETARY OF THE NAVY HAS ESTABLISHED A MINIMUM PERIOD OF SUSTAINED OUTSTANDING VOLUNTEER SERVICE BY INCLUSION OF THE FOLLOWING SENTENCE: 'THE DON VIEWS THE SUSTAINED TIME PERIOD TO BE THREE YEARS.' THEREFORE, COMMANDERS ARE NOT AUTHORIZED TO APPROVE THE MOVSM IN CASES WHERE THE MARINE HAS NOT COMPLETED A MINIMUM SUSTAINED PERIOD OF OUTSTANDING VOLUNTARY SERVICE OF THREE YEARS.
B. COMMANDERS MAY ISSUE A LETTER OF CONTINUITY TO MARINES WHO HAVE NOT COMPLETED THE MINIMUM PERIOD OF THREE YEARS OF SUSTAINED OUTSTANDING VOLUNTEER SERVICE PRIOR OF TRANSFERRING TO ANOTHER COMMAND. THAT ALLOWS THE GAINING COMMANDER TO INCLUDE THE PREVIOUS PERIOD IF THE MARINE CONTINUES THE SAME OUTSTANDING VOLUNTARY SERVICE TO THE COMMUNITY AT THE NEW COMMAND.
C. ADDITIONALLY, COMMANDERS MUST ENSURE THAT THE VOLUNTARY SERVICE TO BE RECOGNIZED IS PROVIDED TO THE COMMUNITY, IS VOLUNTARY IN NATURE, AND HAS NO DISCERNIBLE NEXUS TO A MILITARY MISSION. ACTIVITIES PERFORMED IN THE CAPACITY AS A U.S. MARINE ARE NOT ELIGIBLE ACTIVITIES AND ARE CONSIDERED A MILITARY MISSION WHETHER OR NOT THAT INDIVIDUAL OR THE UNIT WAS SPECIFICALLY TASKED. THESE ACTIVITIES INCLUDE BUT ARE NOT LIMITED TO TOYS-FOR-TOTS, FUNERAL DETAIL, COLOR GUARD, OR OTHER MARINE CORPS SPONSORED/RUN EVENTS.
4. FMF COMBAT OPERATION INSIGNIA: THE FOLLOWING INFORMATION IS PROVIDED TO CLARIFY THE GUIDANCE IN CHAPTER 1, ARTICLE 123 OF REF C.
A. THE FMF COMBAT OPERATION INSIGNIA IS A MINIATURE BRONZE MARINE CORPS EMBLEM THAT MAY BE AUTHORIZED FOR WEAR BY U.S. NAVY PERSONNEL ATTACHED TO AND OPERATING WITH UNITS OF THE MARINE CORPS OPERATING FORCES, OR BY NAVY PERSONNEL ATTACHED TO NAVY UNITS OPERATING WITH UNITS OF THE MARINE CORPS OPERATING FORCES AND UNDER MARINE CORPS OPERATIONAL CONTROL. IT IS A RESTRICTED DEVICE; ATTACHMENT TO OPERATIONS WITH A MARINE CORPS UNIT IS NOT SUFFICIENT TO ESTABLISH ELIGIBILITY. BOTH MARINE CORPS UNIT AND THE INDIVIDUAL MUST HAVE BEEN ENGAGED IN ACTIVE COMBAT ACTION WITH AN ARMED ENEMY DURING THE PERIOD OF THE INDIVIDUAL'S SERVICE WITH THE UNIT. (NOTE: PRIOR TO PUBLICATION OF REF C, THE CRITERIA FOR THE FMF COMBAT OPERATION INSIGNIA WAS ONLY THAT THE MARINE CORPS UNIT TO WHICH THE NAVY PERSONNEL WERE ATTACHED MUST HAVE BEEN ENGAGED IN ACTUAL COMBAT. THERE WAS NO REQUIREMENT FOR THE INDIVIDUAL NAVY PERSONNEL TO ALSO HAVE BEEN ENGAGED IN THE COMBAT ACTION. AUTHORIZATIONS TO WEAR THE FMF COMBAT OPERATION INSIGNIA MADE BY COMMANDERS PRIOR TO 22 AUGUST 2006 REMAIN VALID EVEN IF THE INDIVIDUAL NAVY PERSONNEL WERE NOT ENGAGED IN THE COMBAT ACTION.) B. UNIT COMMANDERS OF NAVY PERSONNEL WHO MEET THE ELIGIBILITY CRITERIA TO WEAR THIS INSIGNIA MUST ENSURE THAT THEIR NAMES ARE FORWARDED TO THE INDIVIDUAL'S PERSONNEL SUPPORT DETACHMENT (PSD) RESPONSIBLE FOR MAINTAINING THEIR PERSONNEL RECORDS, UNDER A COVER LETTER PROVIDING AUTHORIZATION FOR THE INSIGNIA. QUESTIONS REGARDING ELIGIBILITY CRITERIA SHOULD BE ADDRESSED VIA MARINE CORPS CHAIN OF COMMAND TO THE HQMC MILITARY AWARDS BRANCH (MMMA), WHO IS THE FINAL AUTHORITY FOR ELIGIBILITY CRITERIA.
