GENTEXT/REMARKS/1. SITUATION. SAW IS AN ADVANCED INTERMEDIATE LEVEL SCHOOL (AILS) PROGRAM THAT CONCENTRATES ON DEVELOPING DECISION-MAKING AND COMPLEX PROBLEM-SOLVING SKILLS AT THE OPERATIONAL LEVEL OF WAR. SAW EMPLOYS HISTORICAL AND CONTEMPORARY CASE STUDIES AS A FRAMEWORK AND INCLUDES MASTERY OF THE MARINE CORPS PLANNING PROCESS (MCPP). THE 11-MONTH CURRICULUM UTILIZES THE PROFESSIONAL MILITARY EDUCATION RECEIVED FROM COMMAND AND STAFF ILS PROGRAMS AS A START POINT TO A COMPREHENSIVE LOOK AT THE OPERATIONAL LEVEL OF WAR. METHODOLOGY FOCUSES ON EXTENSIVE READING, SEMINAR LEARNING, AND ENHANCEMENT OF CRITICAL THINKING SKILLS. STUDENTS MUST GRASP LARGE AMOUNTS OF INFORMATION, SYNTHESIZE SOLUTIONS TO PROBLEMS, AND THEN EFFECTIVELY COMMUNICATE CONCLUSIONS AND RECOMMENDATIONS BOTH ORALLY AND IN WRITING. FINALLY, GRADUATION FROM SAW RESULTS IN CONFERENCE OF A MASTER OF OPERATIONAL STUDIES DEGREE AND THE AWARDING OF THE SKILL DESIGNATOR MOS 0505, MAGTF PLANNER.
2. MISSION. MARINE CORPS UNIVERSITY/DIRECTOR SAW CONVENES A SELECTION BOARD DURING 13-30 OCT 2009 TO SELECT 24 STUDENTS FOR ACADEMIC YEAR 2010-2011 (AY11) IOT CONTINUE TO MEET THE OPERATIONAL PLANNING REQUIREMENTS OF THE OPERATING FORCES.
3. EXECUTION
3A. COMMANDERS INTENT. FACILITATE CONTINUED GROWTH AND MATURATION OF SELECT HIGH CALIBER OFFICERS AND DEVELOP AN ENHANCED MASTERY OF OPERATIONAL ART AND CRITICAL THINKING NECESSARY TO CONTRIBUTE IN HIGH-IMPACT BILLETS THROUGHOUT THE OPERATING FORCES. COMPETITIVE SELECTION OF QUALIFIED MARINE, SISTER SERVICE, AND FOREIGN MILITARY OFFICER APPLICANTS WHO HAVE EXCELLED IN RESIDENT AND DISTANCE EDUCATION ILS PROGRAMS IS A CRITICAL COMPONENT OF ACHIEVING THAT AIM. ENDSTATE: HIGHEST POSSIBLE QUALITY REPRESENTATION OF OFFICERS IN SAW CLASS 2011.
3B. CONCEPT OF OPERATIONS. OFFICERS MEETING THE ADMISSIONS CRITERIA DESCRIBED IN THIS MESSAGE ARE ENCOURAGED TO APPLY THROUGH RESIDENT ILS FACULTY ADVISORS OR COMMAND AND STAFF COLLEGE DISTANCE EDUCATION PROGRAM (CSCDEP) REGIONAL COORDINATORS.
(1) APPLICATION REQUIREMENTS
(A) APPLICANTS MUST SUBMIT COMPLETED SAW APPLICATION AND CURRENT MASTER BRIEF SHEET (OR SERVICE EQUIVALENT REVIEW OF PROFESSIONAL PERFORMANCE). NON-RESIDENT APPLICANTS MUST ALSO SUBMIT A COPY OF RESPECTIVE DIPLOMAS. APPLICATIONS SHOULD BE EMAILED TO MRS PARKER, CAROL-ANNE.PARKER@USMC.MIL, COMM 703.432.5318.
(B) CSCDEP APPLICANTS REQUIRE WRITTEN ENDORSEMENTS FROM BOTH THE REGIONAL COORDINATOR AND RESPECTIVE REPORTING SENIOR.
(C) APPLICATION INCLUDES A REQUIREMENT TO WRITE A DIRECTED ESSAY (NO MORE THAN 500 WORDS). TOPIC FOR THE ESSAY IS PRESCRIBED IN THE APPLICATION.
(D) RANK. MUST BE A PROMOTED MAJOR AT THE TIME OF APPLICATION. MUST NOT HAVE PREVIOUSLY FAILED SELECTION TO LTCOL. MUST NOT BE A LTCOL OR LTCOL SELECT AT THE TIME OF APPLICATION. IF IN ZONE FOR LTCOL AT THE TIME OF APPLICATION, FAILURE TO SELECT TERMINATES SAW ELIGIBILITY. SELECTEES FOR SAW AY11 ARE AUTOMATICALLY NOT ELIGIBLE FOR COMMAND SCREENING DURING THAT SAME AY.
(E) OPEN TO ALL MOS FIELDS.
(F) ACTIVE DUTY, UNRESTRICTED OFFICERS ARE ELIGIBLE.
(G) SAW GRADUATES CAN EXPECT TO RECEIVE A TWO-YEAR POST-GRADUATION ASSIGNMENT ALIGNED WITH THE 0505 MOS.
(H) PER THE REFERENCE, SAW APPLICANTS MUST SATISFY MINIMUM TOS REQUIREMENTS AT CURRENT DUTY STATION.
(I) OFFICERS SELECTED FOR ASSIGNMENT AS RECRUITING STATION COMMANDING OFFICER DURING AY 10-11 ARE NOT ELIGIBLE TO ATTEND SAW DURING THAT TIME PERIOD.
(J) SPECIAL EDUCATION PROGRAM (SEP)/ADVANCED DEGREE PROGRAM (ADP) GRADUATES WHO HAVE COMPLETED AN INITIAL SEP/ADP PAYBACK ASSIGNMENT ARE ELIGIBLE TO ATTEND SAW.
(K) ALL APPLICANTS MUST BE ILS COMPLETE OR CURRENTLY ENROLLED, IN GOOD STANDING, AND PROJECTED TO COMPLETE RES/NON RES ILS REQUIREMENTS NLT JUN 2010.
(L) CSCDEP SAW APPLICANTS MUST BE 8800-SERIES SEMINAR-BASED OR 8900 SERIES COMPLETE. CURRENTLY ENROLLED OFFICERS CAN APPLY PROVIDED THEIR COMMANDING OFFICER/OIC OR CCE REGIONAL COORDINATOR CERTIFIES THAT THEY CAN REASONABLY COMPLETE THE 8900 SERIES CSCDEP BY 30 JUN 10. FAILURE TO COMPLETE THE 8900 SERIES CSCDEP BY 30 JUN 10 TERMINATES ELIGIBILITY.
