GENTEXT/REMARKS/1. SITUATION. THE ANNUAL HQMC (RA) PERSONNEL MANAGEMENT BRANCH (RAM) COMMAND VISIT TO DESIGNATED MARINE CORPS COMMANDS AND RESERVE TRAINING CENTERS WILL BE CONDUCTED FROM SEPT 09 THROUGH JAN 10.
2. MISSION. RAM AND HQMC (RA) CAREER MANAGEMENT TEAM (CMT) WILL VISIT EACH DESIGNATED LOCATION TO DISCUSS RESERVE MANPOWER ISSUES WITH UNIT LEADERSHIP AND TO PROVIDE BOTH ASSIGNMENT AND CAREER COUNSELING TO RESERVE MARINES.
3. EXECUTION
A. INTENT. THE PURPOSE OF THE COMMAND VISIT IS TO:
(1) DISCUSS RESERVE MANPOWER ISSUES WITH UNIT LEADERSHIP.
(2) CONDUCT PROFESSIONAL MILITARY EDUCATION ABOUT THE ACTIVE RESERVE (AR) PROGRAM.
(3) PROVIDE INDIVIDUAL ASSIGNMENT AND CAREER COUNSELING FOR AR AND SMCR MARINES.
(4) SUPPORT RESERVE RETENTION AND ACCESSION EFFORTS.
B. CONCEPT OF OPERATIONS
(1) REPRESENTATIVES FROM RAM AND CMT WILL TRAVEL TO EACH SITE AND CONDUCT BRIEFS, INTERVIEWS, AND COUNSELING FOR RESERVE MARINES FROM THAT GEOGRAPHIC LOCATION.
(2) MARINES FROM ALL COMMANDS WITHIN THE LOCAL GEOGRAPHIC AREA ARE HIGHLY ENCOURAGED TO ATTEND.

D. BRIEFING TIME AND SPECIFIC LOCATIONS WILL BE COORDINATED WITH EACH MAJOR CMD VIA SEPCOR.
E. BRIEFING INFORMATION
(1) RAM OVERVIEW BRIEF. THIS BRIEF WILL PROVIDE AN OVERVIEW OF RAM MISSION AND FUNCTIONAL AREAS; THE ACTIVE RESERVE REINVIGORATION INITIATIVE ANNOUNCED IN REFERENCE (A); AND PERSONNEL DISTRIBUTION, ASSIGNMENTS, RETENTION AND ACCESSIONS, STAFFING, AND UNIT COHESION. TARGET AUDIENCE INCLUDES COMMANDERS, SENIOR ENLISTED LEADERS, PERSONNEL ADMINISTRATORS, CAREER RETENTION SPECIALISTS, AND STAFF OFFICERS. (TIME REQUIRED: 30 MIN).
(2) RAM PERSONNEL ASSIGNMENTS BRIEF. THIS BRIEF WILL PROVIDE INFORMATION ON ENLISTED ASSIGNMENTS, PROMOTIONS, RETENTION AND ACCESSION PROGRAMS, AND REVIEW CURRENT MARINE CORPS PERSONNEL POLICIES. TARGET AUDIENCE IS ALL ENLISTED MARINES IN THE GRADES OF E-1 THROUGH E-9 (TIME REQUIRED: 45 MIN).
(3) CAREER MANAGEMENT TEAM BRIEF (CMT). THIS BRIEF WILL PROVIDE INFORMATION ON SUPPORT SERVICES PROVIDED TO COMMANDS BY CMT, AND EDUCATE MARINES ON HOW TO ANALYZE THEIR OWN RECORDS TO ENSURE CAREER COMPETITIVENESS. TARGET AUDIENCE IS OFFICERS AND ENLISTED MARINES IN THE GRADES OF E-5 THROUGH E-9 (TIME REQUIRED: 30 MIN).
(4) BRIEFS MAY ALSO BE TAILORED TO PROVIDE INFORMATION TO REPORTING SENIORS AND REVIEWING OFFICERS TO HELP THEM UNDERSTAND THE CAREER IMPACT OF HOW THEY WRITE FITNESS REPORTS. (TIME REQUIRED: 30 MIN).
F. INDIVIDUAL CAREER COUNSELING. CMT COUNSELORS WILL BE AVAILABLE FOR PERSONAL INTERVIEWS. THESE INDIVIDUAL INTERVIEWS ARE AN EFFECTIVE TOOL IN THE RETENTION AND ACCESSION EFFORT. G. MONITOR INTERVIEWS. MOS MONITORS WILL BE AVAILABLE FOR PERSONAL INTERVIEWS. ONE-ON-ONE DISCUSSIONS BETWEEN THE MONITOR AND THE MARINE ENSURES CLEAR COMMUNICATION REGARDING THE NEEDS OF THE MARINE CORPS WHILE ADDRESSING THE DESIRES OF THE INDIVIDUAL MARINE.
4. ADMINISTRATION AND LOGISTICS
A. REQUEST EACH VISIT LOCATION DESIGNATE A CAREER RETENTION SPECIALIST (CRS) TO SERVE AS LEAD COORDINATOR TO ENSURE APPROPRIATE MEETING AND BRIEFING FACILITIES ARE PROVIDED, ASSIST IN TRANSPORTATION AND LODGING COORDINATION, AND ASSIST RAM IN THE DEVELOPMENT OF LOCAL SCHEDULES.
B. REQUEST DETAILED CONFIRMATION SCHEDULE BE PUBLISHED VIA NAVAL MESSAGE BY EACH MSC AT LEAST 15 DAYS PRIOR TO EACH VISIT.
C. LOGISTICS
(1) FUNDING. RA WILL FUND ALL TRAVEL, LODGING, AND RENTAL EXPENSES FOR COMMAND VISIT PERSONNEL.
(2) FACILITIES. EACH COMMAND/STATION WILL HAVE UNIQUE REQUIREMENTS FOR ACCOMMODATING THE SIZE OF THEIR UNIT BRIEFS; THEREFORE, THE DESIGNATED CRS COORDINATOR MUST ENSURE PROPER FACILITIES ARE RESERVED FOR ALL BRIEFS, INTERVIEWS, AND COUNSELING SESSIONS.
5. COMMAND AND SIGNAL. MAXIMUM PARTICIPATION AND SUPPORT FROM ALL LEVELS OF COMMAND IS ESSENTIAL. THE C4 COORDINATING INSTRUCTIONS ARE:
A. EACH MEMBER OF THE RAM COMMAND VISIT TEAM WILL ARRIVE WITH AN NMCI LAPTOP. RAM MARINES DO NOT HAVE ADMINISTRATOR PASSWORDS FOR THESE LAPTOPS; THEREFORE, NO ADDITIONAL DRIVERS MAY BE LOADED FOR NETWORK SUPPORT.
