GENTEXT/REMARKS/1.  THIS IS A DC IL MSG WHICH PROVIDES CLARIFYING INSTRUCTIONS ON THE CHANGING MISSION OF THE LMTS TO FSMAO TEAMS.
1.A.  BACKGROUND.  IN RESPONSE TO FINDINGS FROM THE HQMC IG, CMC PUBLISHED REF A TO CHALLENGE COMMANDERS TO IMPROVE OVERALL EQUIPMENT ACCOUNTABILITY AND READINESS.  TAKING ACCOUNTABILITY AND READINESS A STEP FURTHER, REF B PROVIDED COMPELLING JUSTIFICATION AND THE IMPETUS TO RE-ESTABLISH FSMAO.  TO DETERMINE THE REQUIREMENTS SUPPORTING THE RETURN OF FSMAO, DC IL ESTABLISHED AN OPT (REF C) TO DETERMINE FUTURE MISSION AND SCOPE OF FSMAOS WITH AN EMPHASIS ON COMPLIANCE, LOGISTICS MODERNIZATION (LOGMOD), EDUCATION OF MARINES, AND CONTINUOUS PROCESS IMPROVEMENT (CPI).  FSMAO STRUCTURE WILL BE LEVERAGED FROM EXISTING LMTS AND DATA ASSURANCE TEAMS (DAT) WITH A FOUNDATION OF TRAINING TO UNDERWRITE SUSTAINMENT AS BRIEFED DURING REF D.
2.  EXECUTION. 
2.A.  EFFECTIVE 1 OCT 09, THE LMTS WILL BE RENAMED FSMAO EAST, WEST, AND WESTPAC (WP). ACCORDINGLY, FSMAO EAST AND WEST WILL CEASE ALL DAT REVIEWS AND SHIFT TO A HOLISTIC MATERIEL AND MAINTENANCE MANAGEMENT ANALYSIS APPROACH IN ORDER TO ACHIEVE INITIAL OPERATING CAPABILITY (IOC) NLT NOV 2009.  FSMAO-WP WILL REMAIN FOCUSED ON DATA CLEANSING IN SUPPORT OF GCSS-MC IMPLEMENTATION AND WILL NOT ATTAIN FSMAO IOC UNTIL FULL IMPLEMENTATION OF GCSS-MC (BLOCK 1.1).  DAT MEMBERS ASSIGNED IN SUPPORT OF MARFORRES WILL CONTINUE UNIT LEVEL CLEANSING EFFORTS AS DIRECTED.  IOC IS DEFINED AS THE COMPLETION OF THE FIRST USING UNIT ANALYSIS TO INCLUDE THE COMMANDER'S OUT BRIEF AND PROCESSING OF THE FINAL REPORT TO HQMC IL (LP). 
3.  CONCEPT OF OPERATIONS:  ANALYSIS WILL INCLUDE 100 PERCENT OF ALL MARINE CORPS AUTOMATED READINESS EVALUATION SYSTEM (MARES) EQUIPMENT AND CRANE REPORTABLE ASSETS, AND A SAMPLING OF NON-MARES REPORTABLE TAMCNS TO GAUGE OVERALL EQUIPMENT ACCOUNTABILITY AND READINESS.  THE END STATE IS ENHANCED UNIT READINESS, OPERATIONAL AVAILABILITY OF EQUIPMENT GAINED FROM FSMAO-PROVIDED TRAINING AND A COMPREHENSIVE REVIEW AND CONTINUOUS IMPROVEMENT OF EQUIPMENT ACCOUNTABILITY, READINESS REPORTING, AND MAINTENANCE MANAGEMENT PRACTICES FOR COMMANDERS AND THE CHAIN OF COMMAND.
3.A.  SCHEDULING.  THE DEVELOPMENT OF THE FSMAO SCHEDULE WILL BE COORDINATED BETWEEN THE FSMAO OIC AND THE MEF/MARFORRES G3/G4/G7, AND MARFORRES' INSPECTION COORDINATION CENTER (ICC) NLT 31 AUG 09.
BY 18 SEP 09, HQMC (LP) WILL FINALIZE AND PUBLISH A MARFOR-COORDINATED SCHEDULE FOR FY10.  PROPOSED CHANGES TO THE PUBLISHED SCHEDULE WILL BE DIRECTED TO THIS HEADQUARTERS.  MARFORRES VISITS/ANALYSES WILL BEGIN DECEMBER 2009.  A TYPICAL VISIT WILL COVER A TWO-WEEK PERIOD, HOWEVER, UNITS WITH SMALLER EQUIPMENT INVENTORIES CAN BE SCHEDULED FOR ONE WEEK.  MEF G3/G4/G7 AND MARFORRES ICC ARE RESPONSIBLE FOR NOTIFYING SUBORDINATE UNITS OF UPCOMING FSMAO VISIT, WHICH SHOULD BE REFLECTED ON THE MEF AND UNIT TEEP IN ORDER TO ENSURE APPROPRIATE LEVELS OF COMMAND AWARENESS AND PARTICIPATION.
3.B.  FSMAO UNIT NOTIFICATIONS AND REPORTING REQUIREMENTS.  UNITS WILL BE NOTIFIED AT LEAST 30 DAYS PRIOR TO COMMENCEMENT OF AN ANALYSIS AND WILL BE PROVIDED COPIES OF THE CHECKLISTS.  DURING THIS PERIOD, COMMANDERS ARE INVITED TO IDENTIFY AREAS OF CONCERN TO ALLOW FSMAO TEAMS TO TAILOR TRAINING TO THE UNIT'S NEEDS.  FINAL REPORTS, WHICH LIST ALL SIGNIFICANT FINDINGS (POSITIVE OR NEGATIVE), WILL BE PROVIDED TO THE UNIT, MSC, AND MEF COMMANDERS WITHIN 14 DAYS OF COMPLETION AND INCLUDE RECOMMENDATIONS FOR CORRECTIVE ACTION.  THE UNIT COMMANDER WILL SUBMIT AN ENDORSEMENT, DETAILING A PLAN FOR CORRECTIVE ACTION ON ANY NEGATIVE FINDINGS AND OUTLINE ACTIONS TO PREVENT RECURRENCE. THE ENDORSEMENT MUST BE RECEIVED AT HQMC IL (LP) VIA THE UNIT'S CHAIN OF COMMAND WITHIN 60 DAYS.  SIMULTANEOUSLY, A COPY OF THE REPORT, ALONG WITH UNIT ENDORSEMENT, WILL BE PROVIDED BY THE FSMAO OFFICE TO MARINE CORPS LOGISTICS COMMAND (MCLC) FOR MARINE CORPS-WIDE TREND ANALYSIS PURPOSES.
3.C.  FSMAO ENDSTATE.  ALTHOUGH COMPLIANCE WITH DIRECTIVES REMAINS PARAMOUNT, TRAINING AND MENTORING MARINES ARE ON NEAR-EQUAL FOOTING BY FSMAO AND ARE A FORCE MULTIPLIER FOR BETTER EQUIPMENT ACCOUNTABILITY AND READINESS.

4.A.1.  COORDINATE WITH RESPECTIVE MEFS AND FSMAO OICS TO ESTABLISH UNIT ANALYSIS SCHEDULES BY 31 AUG 2009.
4.A.2.  ENSURE REPORTING REQUIREMENTS AS SPECIFIED IN PARAGRAPH 3.B.
ARE ACCOMPLISHED.
4.A.3.  PROVIDE FEEDBACK, AS APPROPRIATE, TO HQMC IL (LP) ON THE CONDUCT OF FSMAO ANALYSES AND OFFER RECOMMENDATIONS FOR IMPROVEMENT.

4.B.1.  PROVIDE A POC TO EACH FSMAO OFFICE WHO SUPPORTS THE FOLLOWING:  COLLECTION OF UNIT PERFORMANCE REPORTS, TREND ANALYSIS REPORTS, AND DATA MINING TOOLS SUPPORTING TLCM ANALYSIS.  THESE WILL LINK TO EQUIPMENT ACCOUNTABILITY, READINESS REPORTING, AND LOGISTICS SYSTEMS IMPACT / PERFORMANCE / SHORTFALLS.  COORDINATE THE PROGRAMMATIC IMPACT ASSOCIATED WITH THESE EFFORTS WITH HQMC (LP).
4.B.2.  COORDINATE, OVER THE NEXT SIX MONTHS, WITH FSMAO OICS AND HQMC (CODE LPC) TO DEVELOP A WHOLESALE LOGISTICS ANALYSIS CHECKLIST ENCOMPASSING MEASURES OF PERFORMANCE AND EFFECTIVENESS.  FOCUS ON THE FOLLOWING AREAS:  DEPOT MAINTENANCE, PRIMARY INVENTORY CONTROL ACTIVITY MANAGEMENT /INVENTORY CONTROL POINT, LOGISTICS SYSTEMS SUPPORT/PERFORMANCE, CATALOGINGcook/TECH DATA LIFE CYCLE MANAGEMENT, AND DISTRIBUTION MANAGEMENT.
4.B.3.  PROVIDE A SEMI ANNUAL REPORT TO DC IL (LP) ON ENTERPRISE LEVEL TRENDS ANALYSIS FOR SUPPLY, MAINTENANCE, AND, EVENTUALLY, DISTRIBUTION TRENDS.  FORMAT WILL BE PROVIDED IN SEPARATE
CORRESPONDENCE.   
4.C.  FSMAO
4.C.1.  MODIFICATION REQUESTS TO STANDARDIZED CHECKLISTS WILL BE FORWARDED AND VALIDATED BY HQMC IL (LP).
4.C.2.  COORDINATE WITH THE APPROPRIATE G3/G4/G7 FOR ALL SCHEDULES.
4.C.3.  PROVIDE THE FINAL REPORT TO UNIT COMMANDERS AND HQMC IL (LP) NLT 14 DAYS UPON COMPLETION OF AN ANALYSIS.
4.C.4.  SEMIANNUALLY, PROVIDE A DETAILED TRENDS ANALYSIS REPORT TO HQMC DC IL (LP) AND MCLC FOR REVIEW.  FORMAT TO BE PROVIDED IN SEPARATE CORRESPONDENCE.
4.C.5.  ENSURE MCLC AND HQMC (LP) RECEIVE ALL RELATIVE INFORMATION THAT PROVIDES INSIGHT INTO DISCREPANCIES AND ASSISTS THE ENTERPRISE IN CONDUCTING THE ANALYSIS OF TRENDS.
4.D.  SUPPORTING ESTABLISHMENT (SE).
4.D.1.  COORDINATE WITH RESPECTIVE FSMAO OICS TO ESTABLISH UNIT ANALYSIS SCHEDULES BY 18 SEPT 2009.
4.D.2.  ENSURE REPORTING REQUIREMENTS AS SPECIFIED IN PARAGRAPH 3.B. ARE ACCOMPLISHED.
4.D.3.  PROVIDE FEEDBACK, AS APPROPRIATE, TO HQMC IL (LP) ON THE CONDUCT OF FSMAO ANALYSES AND OFFER RECOMMENDATIONS FOR IMPROVEMENT.
5.  STRUCTURE. AS PREVIOUSLY MENTIONED IN PARA 1, FSMAO TEAMS WILL BE BASED UPON CURRENT LMT AND DAT STRUCTURE. AS THE FSMAO CAPABILITY MATURES ADDITIONAL UNCOMPENSTAED STRUCTURE MAY BE REQUIRED AND WILL BE SUBJECT TO REVIEW AND ACTION BY HQMC DC IL.
6.  POAM.  A TIME-PHASED/TIERED APPROACH WILL BE INITIATED IOT SUPPORT THE RETURN OF FSMAO.  TIER 1, WILL PROVIDE AN INITIAL CAPABILITY TO SUPPORT THE ANALYSIS OF USING UNITS (WITHIN THREE MONTHS). TIERS TWO AND THREE WILL BROADEN THE SPECTRUM OF ANALYSES TO INCLUDE THE INTERMEDIATE AND WHOLESALE LEVELS (SIX TO NINE MONTHS).
6.A.  FREQUENCY.  THE OBJECTIVE IS TO ANALYZE EVERY ACTIVE DUTY UNIT, IN EACH MEF, TO INCLUDE INTERMEDIATE LEVEL ACTIVITIES (SMU, RIP, IMA) BIENNIALLY.  SUPPORTING ESTABLISHMENT UNITS (MCCDC, MCSC, MCLC) AND MARFORRES UNITS WILL BE SCHEDULED TRIENNIALLY.
6.B.  SUPPLY FUNCTIONAL AREAS TO BE ANALYZED ARE:  WAREHOUSING; SUB-CUSTODY PROCEDURES; CRANE REPORTING; REQUISITIONING; AMMO ACCOUNTING; TRAINING (TO INCLUDE TECOM EDUCATION); PERSONAL EFFECTS, AND PROPERTY ACCOUNTING TO INCLUDE TFSMS.
6.C.  MAINTENANCE FUNCTIONAL AREAS TO BE ANALYZED ARE: READINESS OF EQUIP; MAINTENANCE MANAGEMENT; CORRECTIVE MAINTENANCE; SUPPLY SUPPORT; TRAINING (TO INCLUDE FORMAL TECOM EDUCATION); EQUIPMENT RECORDS; MAINTENANCE RELATED PROGRAMS; ARMORY; WARRANTY; INVENTORY CONTROL (PEB/TOOLS); AND PUBLICATIONS.
6.D.  SUPPLY CHAIN TRANSPORTATION AND DISTRIBUTION PROCEDURES.  CHECKLISTS ARE IN DEVELOPMENT AND WILL BE IMPLEMENTED AT A LATER DATE.
6.E.  CONTINUOUS PROCESS IMPROVEMENT (CPI).  FSMAO TEAMS WILL REVIEW ALL FACETS OF LOGISTICS ENCOMPASSING BEST PRACTICES AND MAKE RECOMMENDATIONS TO IMPROVE PROCESSES AND IMPLEMENT EFFICIENCIES.
