GENTEXT/REMARKS/1.  PURPOSE.  IN ACCORDANCE WITH REFERENCES A THROUGH C, DC MRA AND DC, CDI WILL CONVENE AN IMA PROGRAM REVIEW ON 24-28 AUG 09 AT THE GENERAL RAY DAVIS BUILDING AND ON 31 AUG - 3 SEP 09 AT THE MARSH BUILDING, MCB QUANTICO, VA.  THIS BOARD WILL ENSURE THAT IMA BILLETS AND IMA MANAGEMENT POLICIES AND PROCEDURES BEST SUPPORT THE MOBILIZATION WORKLOAD OF THE TOTAL FORCE.  IAW REF D, THE REVIEW WILL BE CONDUCTED UNDERTHE CONSTRUCT OF ZERO STRUCTURE GROWTH.
2.  BACKGROUND.  IAW REF A AND B, D/C MRA AND D/C, CDI WILL CONDUCT A SYSTEMATIC AND COMPREHENSIVE IMA PROGRAM REVIEW CONSISTING OF A FORCE STRUCTURE REVIEW AND A MANAGEMENT REVIEW.  THE MISSION OF THE IMA PROGRAM IS TO PROVIDE A SOURCE OF PRETRAINED AND QUALIFIED MEMBERS OF THE SELECTED MARINE CORPS RESERVE (SMCR) TO FILL INDIVIDUAL MILITARY BILLETS WHICH AUGMENT THE ACTIVE DUTY STRUCTURE OF THE MARINE CORPS, DEPARTMENT OF DEFENSE, AND OTHER DEPARTMENTS OR AGENCIES OF THE U. S. GOVERNMENT.   THE STRUCTURE REVIEW WILL BE FOLLOWED BY A PROGRAM MANAGEMENT REVIEW ANALYZING IMA PROGRAM POLICY AND ADMINISTRATION TO ENSURE TOTAL FORCE ACCESS TO AND USE OF IMA PERSONNEL IS APPROPRIATELY SUPPORTED.
    A.  IMA FORCE STRUCTURE REVIEW.  ALL IMA BILLETS WILL BE REVIEWED TO IDENTIFY AND RECOMMEND:
        (1) BILLETS THAT ARE INDIVIDUAL REQUIREMENTS (NOT CAPABILITY REQUIREMENTS);
        (2) BILLETS THAT ARE ACTIVATION/MOBILIZATION REQUIREMENTS (NOT REQUIREMENTS THAT HAVE NO ACTIVATION/MOBILIZATION REQUIREMENT);
        (3) BILLETS THAT HAVE A RECOGNIZABLE ACTIVATION/MOBILIZATION WORKLOAD;
        (4) BILLETS THAT ARE IMMEDIATELY REQUIRED IN A PERIOD OF PRESIDENTIAL RECALL AND/OR MOBILIZATION; AND,
        (5) BILLETS THAT SATISFY ONE OR MORE OF THE FOLLOWING:
            (A) DIRECTLY IMPROVES THE IMMEDIATE GENERATION OF SELECTED RESERVE CAPABILITIES/UNITS THAT AUGMENT AND REINFORCE THE ACTIVE COMPONENT.
            (B) DIRECTLY IMPROVES THE IMMEDIATE PROVISION OF INDIVIDUAL RESERVISTS FOR ACTIVE SERVICE.
            (C) DIRECTLY IMPROVES THE IMMEDIATE PRE-DEPLOYMENT TRAINING OF MARINE CORPS CAPABILITIES/UNITS.
            (D) DIRECTLY INCREASES THE IMMEDIATE PROVISION OF ACTIVE COMPONENT INSTALLATION SERVICES AND SUPPORT FOR SELECTED RESERVE CAPABILITY/UNIT STAGING AND TRAINING.
            (E) DIRECTLY INCREASES THE IMMEDIATE ACCOMPLISHMENT OF WORKLOAD WITHIN MARINE CORPS FORCE GENERATION/MODERNIZATION/PRESERVATION PROCESSES.
            (F) DIRECTLY PROVIDES MARINE CORPS INPUTS TO AND WITHIN PERMANENT (UCP) JOINT COMMANDS IN WHICH THE MARINE CORPS HAS AN INTEREST.
            (G) DIRECTLY PROVIDES TRAINING, TO INDIVIDUAL MARINE CORPS RESERVISTS WITHIN DEFENSE AGENCIES/DEFENSE-WIDE ACTIVITIES; TRAINING WHICH THE MARINE CORPS HAS AN INTEREST IN PLANTING IN AND HARVESTING FROM  IN FUTURE MARINE CORPS DEPLOYMENTS  A SPECIFIED CLASS OF RESERVIST.
        (6) THE WORKING GROUP WILL RECOMMEND DISPOSITION OF ALL CURRENT IMA BILLETS THAT DO NOT MEET SOME OF ALL THESE CRITERIA.
        (7) THE WORKING GROUP WILL TAKE A CLOSE LOOK AT ALL IMA BILLETS NOT FILLED AND/OR ACTIVATED SINCE SEPTEMBER 2001 TO ENSURE EACH OF THESE BILLETS IS NOT OBSOLETE AND IS TRULY A REQUIREMENT.  THE WORKING GROUP WILL SPECIFICALLY HIGHLIGHT ANY SUCH BILLETS THAT IT RECOMMENDS RETENTION OF, SO THE MANAGEMENT REVIEW CAN ADDRESS.
    B.  IMA MANAGEMENT REVIEW.  THE ENTIRE IMA PROGRAM WILL BE REVIEWED TO IDENTIFY AND RECOMMEND:
        (1) IMA RECRUITING/BILLET FILL REQUIREMENTS (GIVEN THE IMA BILLETS THAT RESULT FROM THE IMA FORCE STRUCTURE REVIEW THE PREVIOUS WEEK) AND IMPROVEMENTS REQUIRED TO ACHIEVE BILLET FILL, HIGHLIGHTING IMPROVEMENTS NECESSARY TO FILL THOSE BILLETS IN PARAGRAPH 2.A.(7) ABOVE;
        (2) IMA BILLET TRAINING REQUIREMENTS AND READINESS STANDARDS;
        (3) IMA PERSONNEL TRAINING/READINESS PRODUCTIVITY IMPROVEMENTS TO INCREASE TRAINING/READINESS LEVELS PER UNIT COST;
        (4) IMA PERSONNEL MANAGEMENT IMPROVEMENTS;
        (5) IMA BILLET AND PERSONNEL ACTIVATION/MOBILIZATION IMPROVEMENTS;
        (6) IMA BILLET AND PERSONNEL EQUIPPING REQUIREMENTS AND IMPROVEMENTS; AND,
        (7) IMA PERSONNEL/FAMILY SUPPORT REQUIREMENTS AND IMPROVEMENTS.
3.  CONCEPT OF OPERATIONS
    A.  WORKING GROUP COMPOSITION.  COMMANDERS ARE ENCOURAGED TO SELECT MEMBERS WHO CAN ADDRESS IMA PROGRAM, STRUCTURE, AND MANAGEMENT ISSUES.  THE FOLLOWING COMMANDS AND DEPUTY COMMANDANTS (DC) WILL PROVIDE AN O6 LEVEL REPRESENTATIVE OR EQUIVALENT AS A VOTING MEMBER:
        (1)  MARINE FORCES PACIFIC
        (2)  MARINE FORCES COMMAND
        (3)  DC, COMBAT DEVELOPMENT AND INTEGRATION
        (4)  DC, PLANS, POLICIES AND OPERATIONS
        (5)  DC, INSTALLATIONS AND LOGISTICS
        (6)  DC, AVIATION
    B.  WORKING GROUP ADVISORS.  THE FOLLOWING COMMANDS WILL PROVIDE AN O5/O6 LEVEL OR EQUIVALENT REPRESENTATIVE AS AN ADVISOR TO THE BOARD:
        (1)  DC, MANPOWER AND RESERVE AFFAIRS
        (2)  COMMANDING GENERAL, MARINE CORPS RECRUITING COMMAND
        (3)  COMMANDING GENERAL, TRAINING AND EDUCATION COMMAND
        (4)  COMMANDING GENERAL, MARINE CORPS MOBILIZATION COMMAND
        (5)  COMMANDER, MARINE FORCES RESERVE
    C.  SUBJECT MATTER EXPERTS.  WORKING GROUP MEMBERS ARE AUTHORIZED SUBJECT MATTER EXPERTS WITH APPROPRIATE EXPERIENCE TO ADVISE AND INFORM THE PLANNING GROUP.  FURTHER INSTRUCTIONS AND PARTICIPATION GUIDANCE WILL BE PROVIDED TO COMMANDS WITH IMA BILLETS VIA SEPARATE CORRESPONDENCE.
    D.  THE WORKING GROUP WILL EVALUATE AND PRIORITIZE THE ADVOCATES (DCS), MARFORS, AND HEADQUARTERS, MARINE CORPSS (HQMCS) PROPOSED BILLET INITIATIVES (NEW, ADDITIONAL, AND/OR OBSOLETE).
    E.  THE RESULTS OF THE PROGRAM REVIEW WILL BE SUBMITTED TO DC MRA AND DC CDI NLT 10 NOV 09.  STRUCTURE CHANGE RECOMMENDATIONS NOT INCLUDED IN THE FINAL REPORT WILL NOT BE CONSIDERED.
    F.  THE DIRECTOR, RA AND THE DIRECTOR, TFSD, WILL PROMULGATE AMPLIFYING GUIDANCE TO MEMBERS AND COMMANDS IN ANTICIPATION OF THE BOARD.  COMMANDS WILL BE REQUIRED TO SUBMIT ADVANCE MATERIAL OF PROPOSED INITIATIVES NLT 19 AUG 09 IN PREPARATION FOR THE PROGRAM REVIEW.  SPECIFIC GUIDANCE AND REQUIREMENTS WILL BE ADDRESSED IN SEPCOR.
    G.  THE FORCE STRUCTURE CURRENTLY PUBLISHED IN THE TOTAL FORCE STRUCTURE MANAGEMENT SYSTEM (TFSMS) IS THE BASELINE FOR ALL PROPOSED BILLET AND FORCE STRUCTURE CHANGES.
    H.  VOTING BOARD MEMBERS ARE AUTHORIZED NO MORE THAN ONE SUBJECT MATTER EXPERT (SME) WITH APPROPRIATE EXPERIENCE TO ADVISE AND INFORM THE PLANNING GROUP.  GIVEN THE VARYING SIZE OF COMMAND/ORGANIZATION, MRA CAN ACT AS THE ADVOCATE FOR  COMMANDS WITH IMA STRUCTURE.  HOWEVER, IF COMMANDS REQUEST TO PERSONALLY BRIEF THEIR STRUCTURE, THEY WILL BE GIVEN THE OPPORTUNITY.  AMPLIFYING GUIDANCE WILL BE PROVIDED TO COMMANDS WITH IMA STRUCTURE VIA SEPCOR.
    I.  REQUESTS MUST FOLLOW PRESCRIBED TEMPLATES THAT WILL BE FORWARDED VIA SEPCOR.  TEMPLATES WILL INCLUDE: A COVER LETTER WITH JUSTIFICATION TO INCLUDE THE REQUIREMENT GAP THE NEW STRUCTURE WILL BE FILLING, MISSION STATEMENT TEMPLATE, AND AN INITIATIVE BRIEF TEMPLATE.
    J.  THE PROGRAM REVIEW WORKING GROUP WILL PRIORITIZE THE CURRENT BILLET STRUCTURE AND SUBMITTED REQUESTS, VERIFY COMPENSATION, AND PRESENT THE RECOMMENDED RESULTS TO DC CDI AND DC MRA.  ALL RECOMMENDATIONS WILL BE CONSIDERED BY THE WORKING GROUP AND WILL BE SUBJECT TO A HIGH DEGREE OF SCRUTINY.  HOWEVER, THE FORCE STRUCTURE REVIEW WILL BE USING A ZERO SUM/NO GROWTH CONSTRUCT.
    K.  ALL T/O CHANGES WILL BE ENTERED IN THE FEBRUARY 2010 TROOP LIST AND WILL BE EFFECTIVE FY13. 
4.  ADMINISTRATION
    A.  DATE/LOCATION.  THE IMA PROGRAM REVIEW WILL CONVENE AT 0800 ON 24 AUG 09 AT THE GENERAL RAYMOND DAVIS BUILDING ABOARD MCB QUANTICO, VA 22134.  THIS FACILITY CONDUCTS AND ENFORCES A 100 PERCENT ID CHECK TO GAIN ACCESS INTO THE BUILDING.  THE PROGRAM MANAGEMENT PORTION WILL CONVENE AT THE MARSH CENTER ON 31 AUG 09.
    B.  FUNDING/ORDERS.  TRAVEL/RENTAL CAR WILL BE FUNDED BY THE INDIVIDUAL COMMANDS.  MEMBERS WITHIN THE NATIONAL CAPITAL REGION MAY BE REIMBURSED FOR MILEAGE BY THEIR COMMAND.  APPROPRIATION DATA WILL BE PROVIDED BY THE ATTENDEES COMMAND.  ORDERS ARE NON-REPORTING.
    C.  BILLETING AND TRANSPORTATION.  ATTENDEES ARE REQUESTED TO MAKE THEIR OWN BILLETING AND TRANSPORTATION ARRANGEMENTS.  BILLETING OPTIONS INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING: BOQ LIVERSEDGE HALL (703) 784 1204; CROSSROADS INN (800) 965-9511; HOLIDAY INN EXPRESS, STAFFORD (540) 657-5566; COUNTRY INN, STAFFORD (540) 659-4330.

5.  COMMAND AND SIGNAL
    A.  REPORTING REQUIREMENTS.  WORKING GROUP MEMBERS AND ADVISORS WILL EMAIL THE NAMES OF IDENTIFIED BOARD MEMBERS AND ADVISORS TO LTCOL WESTERBECK (POC ABOVE) NLT 10 AUG 09.
    B.  FORTHCOMING GUIDANCE.  SPECIFIC INSTRUCTIONS FOR MEMBERS AND ADVISORS WILL BE PROVIDED VIA SEPCOR.  SPECIFIC INSTRUCTIONS WILL INCLUDE THE IMA PROGRAM REVIEW CHARTER, DETAILED AGENDA, AND ADDITIONAL COORDINATING INSTRUCTIONS.  QUESTIONS REGARDING THIS CONFERENCE SHOULD BE DIRECTED TO LTCOL MARGERY WESTERBECK OR LTCOL JAMES G.
